RULES FOR SAFETY OF PERSONNEL AND VEHICLES INSIDE ALBACETE AIR BASE AND TLP.

SAFETY BASIC RULES.

1) All personnel will follow the rules of the Spanish Department of traffic.
2) The routes that have the most traffic are General Gonzlez Gallarza and General Vara del Rey
Avenue and Aviacin Espaola Avenue. When driving on these roads, the speed limit is 40 Km/h.
On the rest of the Base, the speed limit is 30 Km/h.
3) It is forbidden to drive in prohibited zones, unless authorized to do so by the Chief of Security.
4) It is forbidden to smoke or light fire inside the Air Zone, even inside vehicles.
5) The direction of vehicles will be indicated through roads. It is mandatory to follow traffic signals and
instructions from the security personnel and also the FOD procedures. All vehicles will give way to
emergency vehicles, and aircraft moving around maintenance hangars.
6) Only official vehicles can be used inside the Air Zone and only in special cases. Those being
cleared by the Chief of Services/Control Tower to drive inside the Air Zone emergency, will switch on
hazard lights.
7) Maximum speed in the Air Zone: 30 Km/h. This speed can only be exceeded by emergency
services, when the situation demands.
8) Vehicles with anti-collision lights have priority to the rest.
9) When driving close to vehicles with anti-collision lights, use caution.
10) Taxing aircrafts have priority to the rest, even to those vehicles with anti-collision lights.
11) Vehicles with elements of variable height will transit with them set at the minimum.
12) It is forbidden to enter inside the safety area of aircraft, except to support operations, and
permission has been given. In these cases, personnel of the aircraft, or manager of the company
operating the aircraft, will be present and will supervise the works on the area. The safety area of
aircrafts will be marked by cones, located on the nose, the wings and the tail of the aircraft at a
minimum of three meters.
13) As a general rule, except platforms E-2 and E-3 when being used by TLP, and if there are not more
restricted rules set by the company or manager or there are special risks, the safety zone is:
a) Aircraft parking with engines shut-off; minimum safety distance of 3 meters from the aircraft.
b) Aircraft parking with a running engine and/or with blades or rotors rotating.

1 Jet engine aircrafts: general safety distance of 8,5 m from the intake and a safety distance from
the exhaust of 33 m for jet aircraft, 50 m non jet-engine aircraft and 75 m from big fuselage aircraft
when they are on parking areas.

1 Aircraft with propellers: avoid entering the zone marked with a red line.

1 Helicopters: the safety area is determined by the area covered by the rotors, and it is
compulsory to maintain a distance of 10 m of separation.

CRITERIA OF PRIORITY WHEN BEING IN THE AREA OF MOVEMENT


Inside the area of movement, these are the priorities of driving:

1) Taxing aircraft. Unless instruction is received by the Tower to give way to aircraft being towed.
2) Aircraft being towed, included towing-vehicles and follow-me cars.
3) Vehicles with anti-collision lights on.
4) Vehicles driving on the service road.
5) Vehicles joining the service road.

RULES FOR PARKING AND STOPPING VEHICLES.

1) It is forbidden to leave the engine running when vehicles are parked with no occupants. When
parking with the engine running the hand-brake will be applied and the driver will maintain control of
the vehicle.
2) The parking areas can be limited totally or partially by vertical signals of forbidden to park as
dictated by the national traffic rules.
3) Vehicles parked within the aircraft maneuvering areas must have the handbrake applied and the
engine switched off, paying attention to the minimum safety distance. Vehicles are to be parked
clear of transit routes.
4) Inside the air zone, no vehicle will remain closer than 3 meters from a parked aircraft (except when
working on the aircraft on the cleared area) and not less than 0,50 meters from other vehicle
already parked. The vehicle is to be parked taking into account that if the brakes fail, the vehicle will
not collide with the aircraft.
5) All vehicles and equipment being used, whatever the purpose must be parked in the designated
areas after having been used.
6) It is forbidden to stop or park on the service road in the air zone.
7) It is forbidden to wash or to do any maintenance work to the vehicles out of the areas prepared for
that purpose.

RULES FOR PEDESTRIANS IN THE AIR ZONE.

1) It is compulsory to wear high visibility clothing that is clean and fit for purpose when entering the
area of movement. In case of aircrew not wearing them, they will use extreme caution while being in
the area of movement. Passengers, while they embark and disembark the plane, should be
accompanied by personnel of the Base or the aircrew, who will wear high visibility clothing. These
personnel will monitor that the process is done in a safe way.
2) Pedestrians will use extreme caution while being close to aircrafts with engines running and when
aircraft approaching, maintaining the safety distances previously mentioned. In these
circumstances, aircraft will switch on the lights.
3) It is forbidden to litter in the air zone. It is also forbidden to leave objects (cans, papers, wasteetc.)
on loading areas or on vehicles, even if they are stopped, in order to avoid FOD (foreign object
damage).
4) In order to avoid accidents or damage to aircraft or personnel due to FO, there are containers
placed in the air platform marked as FOD. Personnel are to insert FOD items found into the FOD
bins. They should never be used as a rubbish bin. There are general waste bins in the hangars.
5) It is forbidden to wear spiked shoes due to sparking hazard
