o The US&FSC had nearly 2,000 employees, including Foreign Service officers and locally employed staff in over 75
world markets, and Civil Service staff at more than 100 offices across the US, assisting primarily small- and medium-
sized enterprises seeking to export US-made products into overseas markets.
o I built a cohesive, customer-focused team of more than 30 professionals in four branches HR Operations; Workforce
Planning & Talent Management; Employee/Labor Relations & Performance Management; Training & Development
and provided administrative oversight for providers of HR shared services.
o I administered the single-largest budget line item for the organization Foreign Commercial Service compensation,
benefits, and relocation ensuring appropriate fiduciary oversight and identifying serious systemic deficiencies,
significantly improving processes and internal controls, resulting in more than $10MM annual savings.

o I was the senior HR operations officer for a 3,000-person organization with multiple lines of business, including Federal
agency records management services; public-facing Federal records centers; Presidential libraries and museums; and
publishing operations for the Federal Register.
o I managed all activities associated with the HR information systems migration from a legacy platform to a more robust
capability in a human capital shared services environment.
o I led the effort to assess the organization's recognition portfolio and develop solutions to dramatically address excessive
spending; I also identified multiple systemic failures with the performance management system and identified solutions
and strategy to implement a new process to more effectively provide developmental opportunities for staff and create an
environment for all to perform to their fullest potential.
o I led efforts in an aggressive pursuit to improve hiring practices, utilizing workflow capabilities from a new HC enterprise
management system, enhancing the use of automated processes to increase our efficiencies and streamline processes, and
improving communications with hiring managers resulting in a nearly 30% reduction in time-to-hire.
Department of the Air Force Senior Civilian Human Capital Program Manager | Senior HR Strategic Partner
o I held various assignments with the National Reconnaissance Office, the Office of the Director of National Intelligence,
and the Federal Bureau of Investigation. Specifically recruited to lead teams to address specific operational challenges.
o I led a joint military, civilian, and contractor-partner team in implementation of the Defense Civilian Intelligence
Personnel System and National Intelligence Civilian Compensation Program, responsible for performance management,
recognition, and salary administration.
o I managed business transformation activities with the Intelligence Community Chief Information Officer and IC Chief
Human Capital Officer, and was tasked with leading the Hire-to-Retire (H2R) integrated process team of senior HR
managers representing the USD(I), CIA, DIA, FBI, NGA, NRO, and NSA to define an IC-specific HR line of business
model operating within the HR life cycle, and worked to improve efficiency and effectiveness in human capital systems
across the intelligence enterprise. We explored feasibility of shared service potentialities including an enterprise-wide HR
information system and programs related to benefits, compensation (including payroll processing and pay-for-
performance systems), and other HR deliverables. These activities resulted in the first comprehensive integrated business
enterprise architecture across the intelligence community.
o I coordinated agency response to the 2009-H1N1 flu pandemic in talks with the Domestic Readiness Group led by the
National Security Council in the White House and the Departments of Health and Human Services and Homeland
Security, along with agency internal activities related to pandemic preparedness and response in support of continuity-of-
operations planning.
o I led planning, coordination and analysis/implementation efforts related to a strategy conference of EEO and diversity
specialists, other HR practitioners from workforce planning, recruitment, and training and development, plus subject
matter experts in organizational policy, public affairs, and planning program offices at each of the 17 intelligence
agencies, which resulted in the first 5-year Intelligence Community EEO and Diversity Strategic Plan.
o I identified and implemented appropriate metrics, self-assessment tools and other mechanisms to determine progress in
diversity management and other HR compliance concerns in the ODNI organization and across the intelligence
community as a whole.
