Vice-Mayor Ronnie Dadivas and members of the

The nine absent councilors have consistently boy-
cotted sessions presided by Dadivas since November
last year.
The nine councilors earlier passed a resolution not to
attend the SP sessions presided by the vice-mayor for
lack of confidence in the latter. They instead hold ses-
sions at the Office of City Mayor Angel Alan Celino.
The rift between Dadivas and the nine councilors,
who are staunch supporters of Celino, stemmed from
the Vice-Mayors expos of the alleged illegal sale of
tricycle franchise in Roxas City involving the mayor
his son, Barangay Captain Jericho Celino.
Dadivas insisted that the issue be investigated,
which irked the nine Celino allies.
The Regional Trial Court in Roxas City issued a
temporary restraining order against the nine council-
ors from holding their independent sessions.
But the nine councilors ignored the TRO, with
Abela quoted saying that the trial court has no ju-
risdiction and power to interfere with the internal
matters of the SP.

Visayas said it heightened its maritime se-
curity efforts for the upcoming Asia-Pacific
Economic Cooperation (APEC) meetings.
Commodore Leopoldo Laroya, the new
PCG-WV district commander, said they have
already made preparations for the hosting
APEC-related meetings in Bacolod City,
Iloilo City and Boracay in Aklan.
Coast Guard is part of the Task Force
on security concern so we are very strict
with maritime security on those areas. We
also have our station commanders attending
to those meetings, said Laroya.
He said their Bacolod station is more pre-
pared, considering that they will be the first
venue.
We will be strictly implementing our
regulations especially to trips from Caticlan to
Boracay and Iloilo to Guimaras, he added.
Laroya assumed office before Christmas
last year but is on leave.
My first instruction to my personnel is to
make sure that the riding public is always
safe. We should not compromise or sacrifice
their safety, he said.
The new district commander said he will
also look into the unsolved case of the Es-
tancia oil spill.
I am not yet briefed on the status of the
incident but I believe there is a pending
case in the court. That will be part of our
response for environmental threats, he
said.
PCG-WV also sent its special operations
group personnel, divers and rubber boats
to augment maritime security for the Papal
Visit in Tacloban, Leyte.

LONGGOS can always understand why
Pope Francis will limit his visit only in
Manila and Leyte.
Their excitement is also building up that
the Argentine Pontiff, the third non-Italian
pope in the Roman Catholic hierarchy, is
in the country for five days from January
15-19.
We actually have religious representatives
in Manila and Leyte during the Papal Visit.
We have Ilonggo leaders in the Catholic Bishops Conference
of the Philippines (CBCP); and probably some church officials
who are part of the Philippine entourage have Ilonggo blood
running in their veins.
Masses are being offered with hymns venerating the pope in
Jaro Cathedral, in the district churches of Molo, Arevalo, San
Jose (City Proper), Santa Maria Church (City Proper) Sto. Nio
Sur Chapel-SM Delgado, Tanza (City Proper), Bo. Obrero, and
La Paz.

Whats new in 2015 Dinagyang? A new
event has been added to the celebration.
The First Philippine Festival Costume Expo
brings in a showcase of costumes of major
festivals in the country. This is a joint
project of Iloilo Dinagyang Foundation. Inc
(IDFI) and City Tourism & Development
Office (CTDO) in cooperation with the
Department of Tourism (DOT-6), Iloilo
Tourism Officers Association (ITOA)
and GMA TV Network. Aside from the
costume exhibit, the parade of festival
costumes is an added attraction for the Ati
competition on Sunday morning.
There are now five viewing stages/ at the start of Tambor Trumpa Martsa
performance areas with an addition of one
performance area at the Mabini-Delgado
junction with its main stage across Mabini
street and an extension stage on Delgado
Street.
The additional viewing stage means
additional bleacher seats for those who
would like to watch the showdown
performances. This is intended to address
the clamor of visitors for more bleacher
seats.
For the first time, contingents from the
cities of Tacurong and Koronadal will join
the Sunday parade as guest performers.
The arrival on January 19 th of the
Pilgrim Image of Senor Santo Nino from
Cebu by plane allows the other local
government units to become part of the
pilgrimage welcome route from the airport.
The involvement of other parishes in the
activity signals wider participation for the
celebration.
The image will be brought to several
churches along the way from Cabatuan
to Sta. Barbara, Pavia, and Jaro, before
arriving at San Jose Church. For the next
three days the Pilgrim Image will do
the rounds of several churches, business
establishments and schools around Metro
Iloilo. The image will return to San Jose
Church in time for the Fluvial Procession
on January 23rd.
The Salvo of a Thousand Drums is
transferred from Friday morning to Friday
afternoon to usher in the fluvial procession
which will start at Fort San Pedro. Where
it used to be the opening presentation

Musika, the Salvo is now transformed as
a thunderous welcome of drumbeats for
the Pilgrim Image of Santo Nino when the
pump boats dock at Aduana; hyping the
finale of the fluvial procession.

costume expo. These are Nueva Vizcayas
Ammungan, Kalibos Ati-Atihan, Cebus
Sinulog, Bulacans Singkaban Desposorio,
Angonos Higantes Festival, ARMMs
Padang-Padang, Tnalak of South Cotabato,
and Kalilangan of General Santos City.
Midsayap will be represented by its
Halad Festival; the Province of Cotabato
shall have its Kalivungan; and Albays
Daragang Magayon.

Just ignore policy
I
GNORANCE means
lack of knowledge but
ignorance does not
really mean the absence of
knowledge. It shares with
the root word ignore
and ignoramus which
mean to disregard that, in
essence and by popular
understanding, indicates
knowledge but with the pretense of the
unknowing. One cannot ignore that which
one does not know. To ignore is therefore
a deliberate act of pretending absence of
knowledge and therefore not acting.
I was curious about the claim of Proxima
Centuari Realty and Development Corporation
that their letter of December 15, 2014 to the
Sanggunian, the Mayor and the City Assessor
was not acted upon, meaning it was simply
ignored as if the letter did not exist. In fact,
the contents of that letter was splattered in the
headlines and aired on radio and television.
Ergo, there was no absence of knowledge but
simply a pretense at unknowing.
The letter asked these city agencies to
reconsider the imposition of (the) revised
schedule market values for the Valley of Peace
Memorial Park that the company owns.
Because its petition was not acted upon,
meaning ignored, the company decided to file
a petition for review of the Bacolod City Tax
Ordinance 08-14 before the Department of
Justice.
This is then the latest and probably will not be
the last complaint that will be filed either in court
or with the DoJ against what is called oppressive
ordinance. I heard that some homeowners
associations and individual lot owners and
companies plan to file their own suits.
The Sanggunian could not have ignored it
and so should the mayor and the assessor. They
simply refused to act.
The SP always dockets (records and numbers)
its communications and surely the letter was
received before the SP held its session for that
week (December 15-19) which are all working
days. Why was this not acted upon? The SP is
simply providing another indication that indeed
there was P3 millions distributed to hasten the
approval of the ordinance.
Vice Mayor Greg Gasataya should not ignore
the talks about grease money because this talk
going the rounds cast doubts into the integrity

so much to clear its name but to identify who

There is something worth noting. It seems
that Proxima merely went through the motion
of filing for reconsideration but it has already
in mind to file a complaint. The letter to the city
officials was dated December 15 and before the
week ended (December 19) it filed a petition for
review to determine the validity and legality of
the ordinance.
Why didnt it give the city time to act?
Perhaps Proxima has realized that under the just
ignore policy of the present city administration,
it was wasting its time asking for it to overturn
its decision. Nevertheless Proxima probably
thought that at least it gave the city a chance
and they cannot be blamed thereby.
This is the danger of the just ignore policy
that seems to be the hallmark of the Monico
Puentevella government. We can cite a litany
of this policy, from the illegal slaughter to
garbage to traffic and the complaints against
the Bacolod Traffic Authority Office and the
Metro Safari, the complaints against the Office
of the Building Officials - until they become so
intolerable that citizens are left without choice
but to go to court.
The SP, sadly, has also drifted and succumbed
into this same mentality. Whatever happened to
the case against the Tangub barangay chairman,
the investigation on the ukay-ukay at the plaza,
the illegal slaughters, to mention a few?
So the pile of cases ignored by the city
rises and gives the city the image of sleeping
on matters that embarrass or can lead to legal
action.
The greater danger when this sense of
wastefulness in asking for government to act
takes hold of society is that people would not
also bother. We are actually seeing this in
the way garbage is being thrown everywhere
after a year of stench despite P90 million
and traffic snarling despite the hiring so
many casuals some of whom do not report
because somebody else is collecting their pay.
Proximas action is symptomatic of a disease
in governance.

CCUPYING an area of about

A glance at the above partial lists of institution members shows
that all areas in public health are covered, even the collection
and harvesting of organs from those who newly died, to blood
supply, mental disorder and even the police forensic science. For
the spiritual needs of patient there is the Institute for Spirituality
and Health aside from the many Christians churches within the
medical complex itself, of which the Methodist Church is the
biggest.
The author had a chance to visit one of the hospitals in the
complex, the Methodist Hospital. The main hospital is about eight
times the size of Iloilo Provincial Capitol. It has a separate 10
storey parking lot building connected to the main hospital by a
series of sky walk. First floor of the hospital, purely for reception
is double the first floor of our capitol building. Arrangement is
just like a 5-star hotel, with Starbucks coffee shop, grocery and
general merchandize store, (a restaurant is located in the 2nd
floor).
There are indoor palm trees, fountains, elegant sofas and
lounging areas that can accommodate a hundred people plus
a piano in the corner for a non-stop playing during daytime.
The hospital is connected by a sky walk to Marriot Hotel
across the street where relatives of patient can checked
in! For St. Lukes Hospital, it is The Hilton that is directly
connected to it.
Months ago in Pavia, I was gravely ill with diarrhea but I
cannot check in any hospital in the city because all were filled
up. It took three days waiting time before a room was available
but fortunately I have partially recovered.
There are two groups of investors proposing to put up
hospitals in the city, one in front of the Jaro big market
(notice that vacant lot there) and another one in Tagbak
somewhere near the bus terminal. What happened to those
plans? The city government should encourage and follow up
these investors in order to relieve the hospital congestion
in the city.

Lacson backs Maraon

Bacolod City Despite coming from
different political parties, Negros Occiden-
tal Vice-Governor Eugenio Lacson agrees
that Governor Alfredo Maraon should
not apologize to Negros Oriental Governor
Noel Degamo.
Lacson, who is now the acting governor
as Maraon attends a meeting in Japan, said
he sees no reason why Maraon should
apologize to Degamo.
But Degamo has a right to write to
the President expressing his sentiments,
Lacson said.
Degamo demanded an apology follow-
ing the publication of news articles that
quoted Maraons stand on the proposed
Negros Island Region, which he found
offensive.
Lacsonstressed the need for Negrenses
to focus on convincing President Benigno
Aquino to create the Negros Island Region
this year.
The NIR will join Negros Oriental and Ne-
gros Occidental under one political region.
The current set up placed NegOr in Re-
gion 7 with regional offices of government
agencies located in Cebu, and NegOcc under
Western Visayas, with central offices of gov-
ernment agencies located in Panay Island.
Lacson is the highest elected official of
LOVE Negros Team, while Maraon ban-
ners United Negros Alliance.
Meanwhile, Lacson refused to com-
ment when asked for his plans in 2016
Elections.
Like Maraon, he said his focus is on
his work.

for reconsideration of the resolution dated April
21, 2014 which denied the petition for review
on certiorari.

Council pushes talks with

hospitals on emergency cases

THE Iloilo City Council proposed a dialogue
with hospitals and the Iloilo City emergency
response (ICER) team regarding patients who
need immediate treatment.
Councilor R Leone Gerochi pushed for the
dialogue following reports that some patients are
not immediately admitted in hospitals.
I have heard of this problem of ICER, which
I think deserves our serious concern in the
sanggunian, especially because taking a patient
to the nearest hospital may be his only chance
to be saved, Gerochi said.
Councilor Lyndon Acap also said that he
is aware of the problem of ICER in taking
emergency cases to the nearest hospital.
Some hospitals would give them the reason
that the hospital is already full of patients, or
how else, he said.
Because of this, what ICER does is to first
call the nearest hospital if it could accept the
emergency case they have. If that hospital
could not accept the ICER patient, ICER turns
to another hospital and another until there is
one that could accommodate their patient,
Acap said.
The dialogue still has to be scheduled.

said they will oppose the proposed cuts on
flag down rates.
Yap said they would rather wait for
four to six months before they agree to
fare cuts.

stabilize before we discuss fare reduc-
tions. Oil prices are sometimes erratic,
Yap added.
Despite the recent drop in oil prices,
Yap said the cost of basic commodities and
spare parts continue to increase.
Auto spare parts went up by 40 per-
cent. Prices of commodities continue to
go up, he added.
The latest oil price slash was imple-
mented Monday with five oil companies
cutting pump prices of gasoline by as much
as P1.70 per liter.
The oil firms will cut prices of kerosene
by P1.60 per liter, and of diesel by P1.50
per liter.
Last week, six petroleum companies
slashed prices for gasoline by 95 centavos
and 80 centavos per liter for diesel.
A 50 percent fall in global prices of oil
since June 2014 triggered the price roll-
back in the domestic market.

Legalize operations,
unlicensed contractors told

contractors have until Feb.
28, 2015 to legitimize their
operations.

MOSCOW Bats in the fig trees of the Kasanka
National Park in northern Zambia have a high
prevalence of Ebola anti-bodies and may hold a
clue to a cure for the deadly virus, a professor
at the University of Zambia told Bloomberg
Monday.
About 10 million of the bats migrate from
Congo to the Zambian park each year, to feed
on the berries and figs found there, in what is
the worlds second-largest mammal migration,
Aaron Mweene, professor at the University
of Zambias veterinary medicine school, was
quoted as saying by the news outlet.
Referring to recent research conducted on
the bats by scientists from Japans Hokkaido
University, Mweene added that the antibodies
carried by the bats suggested that the mammals
came into contact with the Ebola virus and
were able to cure themselves.
Prior to this research on the bats in Zambia,
Ebola antibodies in bats had been found only
once before in the Ghanaian capital, Accra, in
2008, as reported by the news outlet.
However, a virologist at the UK University
of Reading, Ben Neuman, said finding
antibodies did not usually offer a solution to
combating the virus itself.
Antibodies can help, but antibodies arent
usually a solution by themselves for a virus,
Neuman told Bloomberg, adding that the bats
were well adapted to the virus which they have
hosted for thousands of years.
The Ebola virus has killed over 8,000 people
out of more than 20,000 probable, confirmed
and suspected cases in Sierra Leone, Liberia
and Guinea, where the outbreak began in
December 2013. Reportedly, a two year old
Guinean boy caught the virus from bats in a
dead tree.
Meanwhile, trials of experimental treatments
using antibodies from Ebola survivors began

statins, which work by lowering bad cholesterol, cut the risk

Peter Weissberg, medical director at the British Heart
Foundation, which helped fund the study, said that women
usually didnt realize that they were more likely to have a
heart attack than breast cancer, but now study should assure
them that they would get same benefits from statins as men.

appointed Mario Abaygar as the Persons with
Disabilities Affairs Office (PDAO) Officer.

thing about teacher-centered
approach is it establishes a

of this approach is there is no
recognition of independent
learning or of childrens life
experiences.

child-centered approach
has its advantages and

The study of History has
been my subject of interest.
What attracted me to study
history is I can relate it to my
students because I have been
teaching Araling Panlipunan
subjects such as Philippine
History and Government
and World History at Central
Philippine University High
School for the past 14 years
before I transferred to Jaro
National High School.

al., 1999 entitled Philippine
History and Government

defined history as the story
of mankinds past. Another
description of history is that it is
a discipline that systematically
records and explains what
people have thought, said and
done. It is concerned with
political, economic and social
matters. That those political
matters are pertaining to
government, and that economic
matters are those that relate to
agriculture, industry and trade
while social matters deal with
everyday life and culture.
These three aspects of history
are interrelated. ( Vivar et.al.,

of Philippine Tourism: the selected BPI automated teller
machines (ATM) across the country, which were designed to

BPI explained that through the strategic partnership between

popular among the foreign tourists were selected.
