MINISTERS DESK
I am pleased to continue the tradition of releasing the
Annual Report of the ITE&C Department on the occasion
of State Formation day for the 3rd consecutive year. Like
the previous 2 years, the year 2016-17 was a highly
successful one for the growth of the IT Industry in our
State of Telangana. Data from 2016-17 reveals that we
have shown impressive results in terms of IT exports and
employment, and for the 3rd year in a row, the growth is
significantly more than the national average growth.

While we have positive developments of our State on the


one hand, we also need to monitor some of the
worrisome global trends closely. Trends like protectionist
policies being followed in different parts of the World,
growing automation and a drastic decline in the
employability of conventional skill sets, are both
challenges and opportunities for us. So far, we seem to
have managed the challenges well, and I feel confident
that we have the agility to identify opportunities better
than others and maintain our outstanding growth in the
future.

All the Wings and Institutions under the ITE&C


Department have continued to do well during 2016-17,
and establish high reputation among their stakeholders.
T-Hub, TASK, T-Fiber, Mee Seva, to name a few, have Sri K. Taraka Rama Rao
today become national role models being emulated in Hon'ble Minister for IT, MA&UD, Industries &
many other States. The new institution to find place in the Commerce, Mines & Geology, NRI Affairs
list during 2016-17 is SOFTNET, which has made a very Government of Telangana
encouraging beginning by reaching out its services in
large numbers to various user groups.

We are expecting 2017-18 to be the year in which the last


batch of new initiatives that are at the planning stage to
get launched. Some major initiatives that we can look
forward to this year include T-Hub Phase -II, T-App Folio
(m-Governance Platform of Telangana), Mee Seva 2.0,
T-Works, IMAGE towers, to name a few.

The support of the IT Industry and other stakeholders for


all our initiatives has been very commendable. I convey
my appreciation to all of them, and hope to get their
continued cooperation this year also.
DEPARTMENT OVERVIEW
Information Technology, Electronics & Communications Department plays a crucial role in:
a) Policy formulation for IT and ESDM sector
b) Conceptualising and initiating various e-Governance initiatives
c) Promoting investments in IT, ITES, ESDM and other emerging technologies through proactive measures
d) Creating a congenial environment for IT and ESDM companies to setup/ expand their operations in the State
e) Monitor the benefits of IT percolating to the last mile of the State
f) Providing strong communications backbone in the State
Telangana State targets to achieve more than INR 120,000 Cr worth of IT exports by 2020, growing at a CAGR of
16% and create more than 4 lakhs of direct employment and 20 lakhs of indirect employment by 2020.
The Department has one HOD i.e Commissioner, Electronics Services Delivery (ESD), one Public Sector
Undertaking i.e Telangana State Technology Services (TSTS) Ltd., two registered societies i.e. Society for
Telangana Network (SoFTNET) and Telangana Academy of Skill and Knowledge, two companies Photonics Valley
Corporation and T-Hub Foundation.
The ITE&C Department has Promotions, Communications, Infrastructure, e-Governance and Administration
Wings.

IMPRESSIVE GROWTH STORY


The IT, E&C Department has set a target of doubling IT/ ITeS exports in five years and is moving decisively
towards achieving it.
States IT/ ITeS exports registered an impressive growth rate (YoY) of 13.85% during 2016-17 which is about 4%
higher than the national average.
Direct employment generated by Telangana IT sector reached 4,31,891 with 24,506 new professionals in the last
year added to the list. It also provides indirect employment to about 7 lakh people.

LAUNCH OF SECTORAL POLICIES
In the ICT Policy 2016, Telangana Government has identified a number of emerging technologies and resolved to
position the State as a leader within the country in those sectors.
In this direction, the ITE&C Department has brought out four specific policies. Apart from the four sub-policies
launched on 4th April, 2016, four other sectoral policies viz. Cyber Security, Data Centres, Data Analytics and Open
Data were unveiled on 15 September, 2016 at Hyderabad International Convention Centre (HICC) in the presence of
Honble Minister for IT, Industries, MA&UD and NRI Affairs Sri KT Rama Rao. Two more policies - IoT and
Electronic Waste - are in the pipeline and will be launched soon.

E-GOVERNANCE INITIATIVES
INTEGRATED PEOPLE INFORMATION HUB (IPIH) - CITIZEN 3600
A path-breaking platform that is open for all the Departments, wherein data from a large number of diverse sources
will be processed and records will be linked using non-primary keys without depending on a unique ID like Aadhaar
Number. The platform gives a real time 3600 view of citizens details. It was launched in 2016.

Outcome
The IPIH Platform has achieved following broad outcomes:
Higher revenue mobilization by preventing leakages
Proper targeting of beneficiaries with respect to welfare programmes
Certificate-less Governance to the citizens
Technology-backed smart policing

GHMC
Trade License Collections saw an increase of 50% from
28.6 Cr to 42 Cr for 2016-17 FY. This hike is due to the
comparing of IPIH Trade License data with
Commercial Tax data and the identification of about
1,00,000 taxpayers. The number of tax payers also
grew from 42,836 to 76, 622 - a 79% increase. These
are highest ever figures for GHMC and there was no
change in tax rates for the period mentioned.

Electronic Service Delivery (ESD) is a major step towards Governance through Accountability, Transparency and
Innovation.
A platform consisting of two components eSeva and MeeSeva, ESD has redefined the way Government services
are delivered to citizens by bringing in more than 600 services of 40 departments through 4,200 centres spread
across the Telangana State. With the core principle anytime, anywhere service delivery, ESD has taken
Government to the citizens doorsteps by integrated and collaborative approach offering services in a seamless
manner within defined timelines with a real time SMS based tracking of the applications.

MAJOR INITIATIVES
MeeSeva 2.0 with a completely re-engineered platform for a
better user experience and service delivery

ELECTRONICS MANUFACTURING
Government of Telanganas keen understanding of the Electronics ecosystem enabled it to gain much ground in its
engagements with various strategic partners.

Promotion of ESDM
Two EMCs, one at E-City in Raviriyal and
another at Maheshwaram, have received final
approval from Government of India (GOI) with
Rs. 400 Cr. sanctioned for infrastructure and
common facility development
To promote domestic manufacturing, an LED
park in 120 Acres created at Shivnagar in
Medak with most of the local manufacturers
having provided Letters of Intent (LoIs)
Datawind, a Canadian company setup its
facility in Telangana.
Smartron sets up its mobile manufacturing unit
in Hyderabad
Academia and Industry interaction held to
facilitate communication between the local
companies and the academic Institutions to
enhance the current curriculum to make

T-WORKS
India's largest prototyping centre for electronics, electro mechanical and mechanical start-ups.

PHOTONICS INITIATIVE
Government of Telangana has taken up Photonics initiative to explore alternative computing paradigms. It has
instituted Photonics Valley Corporation for evolving an ecosystem at Hyderabad for mobilizing technology, R&D
and manufacturing partners among other stakeholders.

T-HUB
Indias largest technology incubator located at IIIT-Hyderabad campus, T-Hub is the fastest-growing startup engine
catalyzing Innovation, Scale and Deal Flow.

T-HUB PHASE - II
Coming up in an area of about 3 lakh sq.ft. (5 lakh sq.ft. campus), T-Hub Phase-II will be operational by first half of 2018. It
shall house 3000 entrepreneurs. The designs of T-Hub Phase-II were released and tenders for the construction finalised.

T-BRIDGE
T-Bridge is an initiative that connects Indias start-up
ecosystem with that of the worlds. IT Minister Sri KT
Rama Rao inaugurated the T-Hubs outpost at Ubers
headquarters in San Francisco, US in October, 2016.
Under the T-Bridge programme, Telangana forged
partnerships with Uber, TiE Silicon Valley and California

DIGITAL TELANGANA
SUPPLY SIDE INITIATIVES
1. Telangana Fiber Grid (T-Fiber)
Envisioned to establish a state-of-the-art network infrastructure to achieve the goal of Digital Telangana and to
usher in digital democracy through affordable & reliable high-speed broadband connectivity to every household,
government and private institutions in Telangana.
T-Fiber shall provide high speed broadband connectivity to over 3.5 Cr. people and institutions in Telangana by
connecting the 10 Zones (31 Districts), 584 Mandals, 8,778 Gram Panchayats, 10,128 Villages. T-Fiber will also
form the basic platform for the provision of a number of services like e-governance, e-health, e-commerce,
e-banking, video on demand, etc.

The key objectives of T-Fiber are


To create a scalable, robust, resilient, secure and long- lasting digital infrastructure to deliver various services,
applications, content from Govt. and service providers
To extend Optical Fiber Cable and installation of CPE up to every household for delivering G2G, G2C &
Telecom Services

T-Fiber piggybacks on Mission Bhagiratha Project, which provides safe drinking water to every household through
water pipelines, thereby achieving Right of Way (RoW) across the whole state.

T-Fiber network architecture adopts a layered topology for achieving the stated objective. It would be a combination of
ring and layered architectures starting State HQs down to individual households.

The network architecture is divided into following layers


Core backbone - SHQ to Zone (District)
Mandal layer - Zone to Mandal
Gram Panchayat layer - Mandal to Gram Panchayats
Access layer - Last mile connectivity on GPON to every household

2. Public Wi-Fi Project
Internet is one of the greatest enablers of development and the Department has drawn elaborate plans to bridge the
digital divide that exists today.
The Hyderabad City Project has been expanded to cover about 250 locations. About 1000 locations will be brought
under the project by 20th June which is observed as World Wi-Fi Day.

DEMAND SIDE INITIATIVES


Similarly, on the demand side, the intention is to create a need for people to be digitally literate by providing more and
more digital services and then make each and every person digitally empowered so that he/she can make best use of
these services. The strategies for this include:

1. NDLM MOBILE AUDIT SURVEY
Objective of NDLM Mobile Audit Survey is to ascertain the quality standards of Training Partners, VLEs, Examination and
thereby bringing in transparency and achieve conformity with the NDLM guidelines. It also surveyed trainees to
understand their proficiency in the skills imparted.

A total of 45 Training Partners, 790 VLEs and about 1.37 lakh citizens were surveyed using this application which is a
unique initiative by ITE&C Department, GoT. Directorate of ESD was the State Implementation Agency (SIA) and an MoU
was signed with Common Services Centres (SPV) for the purpose.

Under National Digital Literacy Mission, a special drive was inaugurated in GHMC area with 25 Training Centres to make
10,000 citizens digitally literate.

2. WORKSHOPS AT UNIVERSITIES
One day workshops were conducted by Capacity Building
teams in five Telangana Universities to engage the youth
with the Digital India programme. Osmania Univesity,
Hyderabad; Telangana University, Nizamabad; JNTU,
Hyderabad; Kakatiya University, Warangal and Palamuru
University, Mahbubnagar were among the 100
Universities selected nationwide.

The workshops expected outcomes are:


1. Sustainably connect youth with the Digital India

3. Registering youth as Digital India Volunteer in

3. DIGITAL FINANCIAL INCLUSION ACCESS & AWARENESS (DFIAA)
In the backdrop of Telangana Government firmly backing the Union Governments decision to demonetize certain
currency notes to make India a cash less economy, there was an urgent need to create awareness among the citizens
regarding basics of digital finance services.

Under the project titled Digital Finance for Rural India: Creating Awareness and Access through CSCs Capacity
Building Teams of ITE&C Department held awareness sessions on various digital financial services such as IMPS, UPI,
Bank PoS machines etc.

4. PMGDISHA
Under Prime Minister Grameena Digital Sakshartha Abhiyan (PMGDISHA), about 20 lakh citizens are targeted to be
made digitally literate by the end of 31 March, 2019 in Telangana. This is in the line with achieving Digital Telanganas
vision of making at least one person of every family in the State digitally literate.

5 SCHOOL COMPUTER LITERACY PROGRAM OR TS-CLASS


To teach every child class 6 onwards, the basics of computers.
Under the TS-CLASS program, there are 4 focus areas:
a. Infrastructure - Includes setting up on necessary hardware to deploy digital learning solutions.
b. Content - Includes digitization of current curriculum and additional useful resources
c. Training - Includes teaching method of system operation, maintenance and content delivery to enhance
sustainability
d. Connectivity - Includes provision of minimum 2 MBPS network to the devices in the digital classrooms
Currently, the program has been launched in 3,300 Government High Schools across the State. This will be
expanded to all high schools in the State in the coming academic year.

OPEN DATA INITIATIVE


Telangana is only the second State in India to launch Open Data Policy in September 2016. The policy is in line
with the overall vision of the government of building an integrated IT ecosystem in the State. Open Data would
serve the important purpose of encouraging data-based decision making in the government & enable private
organizations build solutions for pressing social issues.
Extensive consultations were held before the policy was finalized including a round table with relevant stake
holders to solicit their feedback on the draft policy.
The following activities were undertaken in the past year:
A 'Public Data Devthon' was organized in T-Hub with problem statements and data sets
of five different government departments
A list of case studies relating to impact of open data has also been compiled by the open data unit
The Director, Digital Media spoke at the 'International Open Data Conference, 2016' in Madrid, Spain
The Annual Budget Summary 2017-18 booklet was designed & developed for the use
of legislators and officials
The beta version of the State Open Data Portal - www.data.telangana.gov.in - has
been launched with over 30 data sets about the new districts
