Golden Rules of Commissioining

There are 40 golden rules that each person in the commissioning team must
understand and follow when performing the commissioning tasks. These rules
are:

First and Foremost:

Rule 1: No job is so important that we cannot take the time to do it safely.

Rule 2: Do not compromise safety for any reason.

Rule 3: Make safety an integral part of the commissioning process.

Rule 4: Do not jump ahead, but do look ahead.

Before Going to Site:

Rule 5: Prepare a list of commissioning tools.

Rule 6: Familiarise yourself with the design.

Rule 7: Understand the commissioning context (objectives, your role,

etc.)

Rule 8: Read commissioning and handover plan (CHOP).

Rule 9: Have a soft copy of commissioning forms, procedures, manuals,

systems and sub-systems.

On Site:

Rule 10: Attend site safety and commissioning inductions before starting
any field commissioning activity.
Rule 11: Stay safe; think about what could go wrong. Be aware of the
forces and energy involved.

Rule 12: Know your responsibilities of work.

Rule 13: Be aware that things can occur without warning at the
commissioning site.

Rule 14: Correctly place your personal-danger tags on points of isolation

before starting to work on an item of equipment.

Rule 15: Always ensure that your personal-danger tag goes after
operators isolation tag.
Rule 16: If you come across unsafe equipment, declare it so with an out-
of-service tag.

Rule 17: Understand the equipment, and special operating and safety
requirements in your area.

Rule 18: Be accountable and responsible; who will be affected by your

actions, e.g. spillage, gas discharges, noise?

Rule 19: Use your engineering skills and judgement; just because
something is checked does not make it correct.

Rule 20: Beware of the construction and operation interfaces.

Rule 21: Use the commissioning procedures as your guide to successful

commissioning.

Rule 22: Mange the process/design changes.

Rule 23: Have a commissioning diary/log.

Rule 24: Adhere to the commissioning schedules.

Rule 25: Coordinate with vendors for on time site attendance.

Rule 26: Ensure that testing and commissioning items of equipment are
always in good condition.

Rule 27: Plan your work on a monthly, weekly and daily basis.

Rule 28: Finish every one of your tasks completely.

Rule 29: Always work with latest drawings.

Rule 30: Finish your commissioning paperwork daily (oversee

documents sign over and archiving).

Rule 31: Work as a team member, not as an individual.

Rule 32: Always use a top-down approach.

Rule 33: Never make unfounded assumptions.

Rule 34: Ask questions, do not assume you know how a system should
work.

Rule 35: Follow step-by-step process/prerequisites and holds relative to

other interrelated procedures.

Rule 36: Do not start next stage of the commissioning unless you have
completed all the prerequisites.
Rule 37: Mange mod squad work load properly.

Rule 38: Always ensure that you complete 100% controls testing of each
process logic unit.

Rule 39: Start testing the plant sub-systems with water only, where
possible, when 100% controls testing of the process logic units is
complete.

Rule 40: Have sense of humour while you are on site.

Feel free to add more to the list.
