Pengembangan Pegawai Negeri Sipil Pada Bagian Administrasi di
RSUD Soreang Kabupaten Bandung

Penelitian ini bertujuan untuk mengetahui bagaimana


pelaksanaan kegiatan pengembangan pegawai bagi PNS pada bagian
administrasi khususnya selama periode tahun 2011 sampai 2015, serta
apa saja hambatan yang dihadapi selama ini beserta upaya-upaya
yang telah dilakukan dalam mengatasi setiap hambatan tersebut.
Masalah dalam penelitian ini adalah: Bagaimana kegiatan
pengembangan pegawai PNS pada bagian administrasi di RSUD
Soreang selama ini telah dilakukan. Konsep yang digunakan dalam
penelitian ini adalah dengan melihat kondisi pegawai, serta aturan-
aturan yang berlaku kemudian melalui proses pengembangan pegawai
diharapkan adanya peningkatan kualitas PNS pada bagian
administrasi.
Dalam penelitian ini metode yang digunakan adalah penelitian
kualitatif dengan menggunakan teknik pengkajian dokumen-dokumen
serta wawancara dengan beberapa pihak yang berhubungan dengan
proses pengembangan pegawai. Hasil penelitian menunjukan
beberapa kesimpulan bahwa kegiatan pengembangan pegawai bagi
PNS pada bagian administrasi di RSUD Soreang belum terlaksana
secara optimal, dengan diindikasikan dengan belum adanya bentuk
perencanaan serta pelaksanaan kegiatan pengembangan pegawai yang
yang baik dan berkesinambungan. Hal tersebut disebabkan oleh
berbagai kendala yang dihadapi dalam melaksanakan kegiatan
pengembangan pegawai bagi PNS pada bagian administrasi di RSUD
Soreang.
Dalam penelitian ini, Penulis memberikan beberapa saran
sebagai berikut: 1) melakukan kegiatan analisis kebutuhan diklat
(AKD) sebagai dasar perencanaan kegiatan pengembangan pegawai
di RSUD Soreang, 2) mengumpulkan data berbagai permasalahan
kinerja pegawai melalui wawancara langsung dengan pegawai serta
surpey kepuasan pasien terhadap pegawai administrasi sebagai dasar

analisis pengembangan pegawai, 3) mengembangkan metode
pelatihan yang saat ini telah ada di RSUD Soreang. Dengan lebih
banyak mengadakan kegiatan pelatihan secara internal, baik melalui
seminar, bimbingan teknis ataupun workshop, 4) memanfaatkan
media elektronik ataupun teknologi informatika dalam
mendokumentasikan kegiatan pengembangan pegawai, agar para
pimpinan dapat mengetahui berbagai data kepegawaian secara akurat
dan aktual tentang kondisi pegawai, 5) memanfaatkan media sosial
seperti internet, facebook, twiter dan lain sebagainya dalam
melakukan komunikasi, koordinasi, serta penyebaran informasi yang
lebih efektif dan efisien dalam kegiatan komunikasi dan koordinasi,
serta 6) meningkatkan jumlah kegiatan motivasi pegawai secara
berkala dengan melakukan penyuluhan baik secara formal dalam
suatu forum rapat, maupun secara informal melalui diskusi personal.

This research aimed to examine the civil servant development


activities at the Administration Section during the period of 2011 to
2015, the constraints faced as well as the efforts made to overcome
the existing constraints. The problem of the research was how the
civil servant development activities at the Administration Section had
been conducted. The concept used in this study is to look at the
condition of employees, and the rules that apply later through the
process of employee development is expected to improve the quality
of civil servants in the administration.
This research employed a qualitative method. The data were obtained
through document reviews and interviews to several informants
related to the civil servant development process The result of the
research shows some conclusions that the employee development
activities for civil servants in the administrative division of Soreang
Hospital have not been implemented optimally, indicated by the lack
of planning and implementation of good and sustainable employee
development activities. This is caused by various obstacles
encountered in carrying out the development of civil servants for civil
servants in the administration in Soreang Local Hospital of Bandung
District.
The analysis result showed that: 1) conducting activity needs
assessment training (AKD) as basic of planning of employee
development activity in RSUD Soreang, 2) collecting data various
employee performance problem through direct interview with
employee and surpey patient satisfaction to employee administration
as the basis of analysis of employee development, 3) developing
training methods that currently exist in RSUD Soreang. With more
internal training activities, either through seminars, technical

guidance or workshops, 4) utilizing electronic media or informatics
technology in documenting the development activities of employees,
so that the leaders can know the various employment data accurately
and actual about the condition of employees, 5) It is compulsory to
use such social media as internet, facebook, and twitter for more
effective and efficient communication, coordination, and
dissemination of information, and 6) It is obligatory to raise the
employee motivation through both formal counseling activities
conducted in a meeting forum and informal personal discussions
about the importance and benefits of self-development.

This study aims to find out how the implementation of employee
development activities for civil servants in the administration, especially
during the period of 2011 to 2015, and what are the obstacles faced so
far and the efforts that have been done in overcoming each of these
obstacles. Problems in this study are: How the development activities of
civil servants in the administration in RSUD Soreang has been done. The
concept used in this study is to look at the condition of employees, and
the rules that apply later through the process of employee development is
expected to improve the quality of civil servants in the administration.
In this study the method used is qualitative research using techniques of
reviewing documents and interviews with some parties related to the
process of employee development. The result of the research shows some
conclusions that the employee development activities for civil servants in
the administrative division of Soreang Hospital have not been
implemented optimally, indicated by the lack of planning and
implementation of good and sustainable employee development
activities. This is caused by various obstacles encountered in carrying
out the development of civil servants for civil servants in the
administration in RSUD Soreang.
In this research, the writer gives some suggestions as follows: 1)
conducting activity needs assessment training (AKD) as basic of

communication and coordination activities, and 6) increasing the
number of employees motivation activities on a regular basis by doing a
formal counseling in a meeting forums, or informally through personal
discussions.
