The ozone layer is a layer in Earth's atmosphere which contains the O3 . This layer absorbs
97 to 99% of the UV (or, ultraviolet) frequency that can damage life on Earth . This means that it
is vital to all creatures . It is located in the lower position of the stratosphere from approximately
15 km to 35 km above Earth . The ozone layer was discovered in 1913 by the French physicists
Charles Fabry and Henri Buisson. Its properties were explored in detail by the British
meteorologist G. M. B. Dobson, who developed a simple spectrophotometer that was used to
measure stratospheric ozone from the ground . Between 1928 and 1958 , Dobson made many
stations to observe the ozone layer . The "Dobson unit" is a measure of the total amount of ozone
in the air . It was named in his honour .

Most human beings seem to be quite unaware that the small blue planet on which we live is
very fragile . Despite warnings , we continue to inflict irreversible damage on it .
The atmosphere , our water resources , the soil , even our food , is all contaminated largely
as a result of our own actions . We create deserts and create floods by destroying our forests . Our
homes and workplaces are polluted by tobacco we smoke , by harmful particles from the materials
we use and the emanation toxic gases . We can no longer afford to ignore the warnings we are
given by our scientists . If we dont want to condemn our children to a life of peril , it is time for
us to reflect upon the consequences of our daily actions .
Once , the atmosphere was pure . Now the quantity of polluting gases emitted into the
atmosphere exceeds natures capacity to absorb them . The equilibrium is broken and we are
threatened by and ever lengthening list of perils : the green house effect , the gap in the ozone
layer , climatic change , a rise in the sea level .

Martti Ahtisaari was born in Russia. His father, Oiva Ahtisaari had immigrated to Finland in 1929,
and his mother;Tyyne, moved to Kuopio with her son to escape immediate danger from the war.
Kuopio was where Ahtisaari spent most of his childhood and first attending school at "Kuopion Lyseo".

In 1952, Ahtisaari moved to Oulu with his family to seek employment, he began to study through a
distance-learning course at Oulu teachers' college which enabled him to qualify as a primary-school
teacher in 1959. Ahtisaari speaks Swedish, French, English, and German.

Ahtisaari's job involved training teachers; he became active in non-governmental organizations In 1965.
In November 2005, UN Secretary-General Kofi Annan appointed Ahtisaari as a special envoy for the
Kosovo status process .On October 10, 2008 he was announced as that year's recipient of the Nobel Peace
Prize. The award includes a medal, a personal diploma, and 10 million Swedish kronor ($1.4 million) in
prize money.

Charities are independent organizations that help the poor, the homeless, children, old people and
animals.They are involved with human rights, education, medical research and conservation of the environment.
In 1997, there were about 180 000 charities in Britain, with a total income of 18 billion. Many charities
that are now well known throughout the world, such as "Oxfam" and "Amnesty International", began in Britain.
Americans are also enthusiastic supporters of charities. In 1995, they gave over $ 116 billion.
"Oxfam" has aid programmes to help poor people overseas, especially the victims of natural disasters.
Other well-known charities working in Britain include "Barnado's", which helps children, and "Age Concern"
and "Help the Aged" which support old people. "Shelter" provides food and a place to stay for the jobless and
the homeless.
In recent years, the "Telethon" has proved effective method of fund-raising. During an evening of popular
television programmes, television stars ask the public to telephone and promise money to the charities
involved.Other fund-raising activities include ftes and jumbles sales.

Pollution is a major phenomenon that is destructing all the different parts of our
environment.
The oceans of the world are suffering from a dangerous decrease in vitality. Before
1977, we thought that the greatest danger came from chemical pollution. But we began to
realize that the drop in animals which feed upon the oceans was much bigger than could be
explained by chemical pollution alone. The decline was due to mechanical destructions:
dynamic fishing, or diverting rivers. If all this doesn't change, we will face an awful
catastrophe in the long term.

The good society, the type of society where the welfare of all citizens is ensured, accepts the basic market
system and its managers, but there are some things the market system either does not do well or does badly. In
the good society, these are the responsibility of the state.
Some areas of state action are evident. In no country does the market system provide low-cost housing. This
is a matter of prime importance and must everywhere be a public responsibility. Health care is also a public
responsibility in all civilized lands. No one can be assigned to illness and death because of poverty.
The state has many other essential functions. It must also be borne in mind that many of these parks and
recreational facilities, police, libraries are more needed by the underclass than by the affluent. Those who
attack the services of the state are those who can afford to provide similar services for themselves.
In the good society, there must also be attention to a range of activities that are beyond the time horizons of
the market economy. This is true in the sciences, not excluding medical research. The market system invests for
relatively short-run returns. To support science is pre-eminently the responsibility of the state.
