Nelson Civic Arena
RDCK arena safety
The Regional District of Central Kootenay (RDCK) is
saddened by the news of the deaths at the City of Fer-
nie arena. The RDCKs thoughts and prayers are with the
families. At this time the cause of the accident in the City
of Fernies arena is unknown, however the RDCK under-
stands that the public may have some questions regarding
the operation of our arenas.
The safeties at RDCK arena facilities are as follows:
Our facilities are staffed by qualified and trained oper-
ators as per the Provincial Safety Standards Act Power
Engineers, Boiler, Pressure Vessel and Refrigeration
Safety Regulation.
RDCK arenas at the Nelson and District (including
the Civic Centre), Castlegar and District and Creston and
District Community Complexes have been risk assessed
by Provincial Safety Authority.
The refrigeration plant rooms in each of these facili-
ties are isolated from the rest of the building.
The plant rooms are monitored (24/7), alarmed, oper-
ated through direct digital control and designed to
discharge an ammonia leak to atmosphere to ensure
that the ammonia is dispersed in a safe manner.
Refrigeration systems have code required safeties that
are designed to ensure safe operation of equipment.
The RDCK has a robust safety program includ-
ing regular maintenance by qualified refrigeration
contractors.
The Pioneer Arena in Castlegar does not fall under
the jurisdiction of the Provincial Safety Standards Act
Power Engineers, Boiler, Pressure Vessel and Refrigera-
tion Safety Regulation due to a smaller refrigeration plant
size. However, the chiller has been recently replaced, the
plant room has had safety improvements, regular mainte-
nance is performed and safeties are in place on the refrig-
eration plant.
In response to the incident in the City of Fernie:
RDCK staff is reviewing safety procedures and hav-
ing all arena facilities re-inspected by a third party.
The RDCK will address any recommendations
from the investigations by WorksafeBC and the BC
Safety Authority.
The District is confident that our facilities are safe.

Students start
Salmo planning projects
The Village of Salmo is pleased to welcome seventeen
Selkirk College Integrated Environmental Planning stu-
dents who will be working in conjunction with the Village
for the next several months on a project to prepare a suite
of land use, environmental and economic development
plans. The plans are intended to help further the explicit
planning goals of the Village.
On Wednesday, October 25, students had an orienta-
tion with chief administrative officer Diane Kalen-Sukra,
and participated in a fact-finding mission to select topics
which they will spend the 2018 winter semester research-
ing to prepare their plans. Draft plans will be presented at
a public open house in March 2018 with final plans to be
completed in April.
The students are working under the supervision and
leadership of Selkirk Integrated Environmental Planning
instructor Peter Holton, MCIP, RPP, AICP.
Selkirks Integrated Environmental Planning students
have a 16 year history of preparing pro bono plans for
a variety of local government and interest group clients
throughout the West Kootenay. The plans will cover a
wide range of topics from energy efficiency to neighbour-
hood planning.

 Who are we?
Where did we come from?
Thats the theme of this years Literary Competition for
Kootenay writers.
The Kootenay Writers Society announced the opening
of the Kootenay Literary Competition 2018. Submissions
are now being accepted with a final deadline of December
31, 2017.
Writers from the West and East Kootenay areas are wel-
come to submit in any of the following categories:
Youth any genre (Grade 9 12)
Adult Poetry
Adult Fiction or Personal Non-fiction
Newcomers Category (new to Canada)
Indigenous Writers Category
Whats New? The competition was a fixture of the liter-
ary community in the Kootenays from 2004 to 2016. Orig-
inally it ran under the auspices of the Nelson and District
Arts Council then under the Kootenay Writers Society. The
competition did not run last year but is now being revived

ber of responses, publication in a Winners Anthology or
publication in an online anthology.

The Lions Club of Nelson is once again accepting
applications for Community Grants. This is
the seventh year the club has utilized funds from the Osprey
Community Foundation to fund the clubs grant program.
Applications are accepted from the Lions Club of Nelson
membership area which is approximately defined as the City
of Nelson, North Shore, Harrop, Procter, Balfour, Taghum and
Beasley.
Only those organizations who can issue an official donation
receipt under the Federal Income Tax Act are qualified to apply
for the Lions Club of Nelson Community Grants. The Club will
accept applications for grants until November 30, 2017.

Time to get the flu
shot!
Every year in Canada, about
12,200 people are hospitalized and
3,500 people die from influenza or
its complications.
You can help yourself and those
around you stay healthy, prevent ill-
ness and potentially save lives in one
easy step by getting your annual
flu shot. Interior Health advises that
the flu shot is a safe and effective way
to help protect the public, especially
children, pregnant women, seniors,
people with chronic illnesses and
others who are most at risk from
influenza and its complications.
Influenza, which people often
call the flu, is sometimes confused
with the common cold, the stom-
ach flu (norovirus) or other ill-
nesses caused by a virus, said Dr.
Rakel Kling, Medical Health Officer.
However, influenza is different it
is a serious infection of the airways
that can be quite severe. It is highly
