VISION STATEMENT
Orange Township will be a vibrant, inclusive community
for people of all ages and Interests. Together, we will
create a thriving and balanced community (where the
residents) are proud to live, work and play.
Through this plan, we will create a thriving, inclusive and
balanced community that its residents are proud to live,
work and play in.
By developing a healthy, caring, positive, educated and
responsible foundation, Orange Township residents will
enjoy a community that values civic pride and spirit,
celebrates diversity and creates an environment that
provides opportunity for all.
Through implementation of this plan, a welcoming, unique
and thriving community will be created where residents,
visitors and businesses alike are proud to live, work and
play.

Goal UI-1: Provide community facilities,
services, and utilities as needed to ensure a
functional, safe, healthy, and economically
viable community
Coordinate extension of public sewer and water
utilities with future land use in a manner that serves
future growth and facilitates open space
preservation

throughout the land use plan for utilities to utilize in
future population project and capital project

Goal UI-2: Bring public WiFi connectivity to
Orange Township
Devise a plan for cell towers placed within
residential area to meet a certain aesthetic
requirement. The township trustees cannot
interfere with cell tower placement, without written
notice of a complaint. If this comprehensive plan
suggested the cell towers to meet a certain
aesthetic, than the residents might be more
accepting of certain placements of cell towers
throughout the township

The Planning & Zoning Director in coordination
with the Zoning Commission and Board of
Zoning Appeals along with other stakeholders
should review the zoning/rezoning and
development permitting process to evaluate the
current process, identify inefficiencies, and
recommend efficiency improvements

The zoning code should be revised to allow for
alternate housing unit types in single-family districts
to allow for empty-nesters style development, such
as more clustered condominiums
Amend a PUD stipulation to include housing
diversity/flexibility in housing in each subdivision
Reduce code barriers to cluster housing within
gross acreage of planned development districts,
such as decreasing required setbacks for cluster
housing

Increase the affordability of senior/retiree housing
by increasing the supply, thus lowering demand
This can be done by creating a path for developers, such
as the first strategy for this goal
A senior living district exists (Planned Elderly Residential
District, PERD), but faces barriers that must be removed
Current density for PERD is 4 units/acre or 12
residents/acre
Avoid and discourage misusing Multi-Family zoning
for dense senior living by revising the zoning code
to encourage more PERD districts, thus avoiding
inflating schools, increasing traffic flow, and other
outcomes from Multi-Family districts

Goal CI-1: A strong sense of place that identifies
Orange Townships uniqueness, provides the
people with a connection to their homes, and
gathering places to express themselves while
supplementing community pride
Make signage clear and consistent, and include the
Townships logo on all new and old signs
Upgrade existing features in Orange Township by
painting in orange color
Expand the Orange Bridge Park shelter to build a
complete community center for public gatherings
and events with food options for all residents
Create a public outreach steering committee to
maintain and expand all communications and
community meetings platform in the Township
