This letter requests your immediate action to release public information important
in the matter, involving the disappearance and murder of Ashanti Markaila Billie,
a 19-year-old student whose vehicle was last seen September 18, 2017, entering
or leaving the U.S. Naval Joint Expeditionary Base Little Creek in Norfolk, Virginia.
Her body was found according to press reports 11 days later and more than 300 miles
away from where she lived in Virginia Beach, behind the East Stonewall A.M.E Zion
church in a residential neighborhood in Charlotte, North Carolina. Billie, a culinary
arts student had recently graduated from Prince George's Henry Wise High School
in Upper Marlboro, Maryland, in 2016.
We request a waiver of any fees for this request because disclosure of the requested
information to us is in the public interest, is likely to contribute significantly to public
understanding of whether Ashantis murder now involves a national security matter
or if the Department of the Navy, The Naval Criminal Investigative Service (NCIS)
failed to immediately investigate the disappearance of a former active duty service
member dependent, when foul play was suspected or suspicious circumstances were
present in such matters, as here and is not primarily in our commercial interest. See
National Archives and Records Administration v. Favish, 541 U.S. 157 (2003).
We understand, the Freedom of Information Act generally provides that any person
has a right, enforceable in court, of access to federal agency records, except to the
extent that such records (or portions thereof) are protected from disclosure by one of
nine exemptions, or by one of three special law enforcement record exclusions.
Exemption (b)(7)(D) provides protection for "records or information compiled for law
enforcement purposes which could reasonably be expected to disclose the identity of a
confidential source and information furnished by a confidential source."
