Sellers and buyers of resale HDB flats are advised to read these notes and the clauses of the Option to
Purchase before completing the form and entering into a sale and purchase contract.
Below are the prescribed Option Fee, Deposit and Option Period:
Option Fee - An amount not exceeding $1,000
Deposit - An amount not exceeding $5,000
(Option Fee + Option Exercise Fee = Deposit)
Option Period - 21 calendar days (including Sat/Sun & public holidays) after the Option Date.
[E.g. If the seller grants an Option to the buyer on 1 April 2014 (Tuesday), the Option will
expire on 22 April 2014 (Tuesday). The Option expiry time is standardised at 4pm.]
3 Resale Checklist
The Resale Checklist facilitates sellers and buyers to make better informed and prudent decisions before
they commit to sell or buy HDB flats. Sellers should consider carefully and plan for their next housing before
selling their flats. Buyers should be aware of the key issues before they commit to the flat purchase.
Salespersons engaged by sellers have to go through the Resale Checklist with the sellers at least seven (7)
days before the sellers grant an OTP to the buyers. Sellers who do not engage a salesperson, i.e. DIY
sellers, must also complete the Resale Checklist and observe the 7-day cooling-off period before they grant
the OTP. The Resale Checklist can be completed and submitted to HDB online together with the financial
calculations (if the sellers intend to buy another flat).
Salespersons engaged by buyers and DIY buyers have to complete and submit the Resale Checklist to HDB
online before the buyers exercise the OTP.
Details on the Resale Checklist can be obtained from the HDB InfoWEB (www.hdb.gov.sg).
Only buyers who have been granted an OTP shall submit a request for valuation. Buyers must (by
themselves or through their salesperson) submit the valuation request by the next working day* after the
Option Date. As required under Clause 4.1(b) of the OTP, scanned copies of page 1 and page 8 of the
OTP must be attached with the request. (*Monday to Saturday, which is not a Public Holiday)
Sellers must, within four (4) working days* after the day the buyers submit the valuation request, allow the
HDB appointed valuer to enter the flat to assess the value of the flat.
The value of the flat is only applicable to each valuation request and is non-transferable to or valid for use
in another resale transaction involving the buyers under a different OTP for the same flat or other buyers of
the flat, for which a new request for valuation must be submitted.

5 Housing Loan
Buyers who intend to get an HDB housing loan must have an HDB Loan Eligibility (HLE) Letter (which is
valid for 6 months from the date of issue) when they exercise the OTP. Buyers are advised to obtain the
HLE letter even before they look for a flat.
Those who wish to get a bank loan must have a Letter of Offer from a bank when they exercise the OTP.
Buyers who do not require any home loan to buy the HDB flat have to indicate that they are financing the
purchase fully with their CPF savings and/or cash when they submit their resale application to HDB, and
may need to produce documentary proof to show that they have the financial means to purchase the flat.
The procedure is HDB's on-going effort to inculcate financial planning and prudence among flat buyers.
6 Sellers need to meet Minimum Occupation Period before granting the Option (Clause 3 of OTP)
Sellers must have met the minimum occupation period for the flat before granting the OTP, otherwise the
OTP entered into will be null and void. Sellers can apply for a confirmation at www.hdb.gov.sg >
e-Services > Selling your flat > Request for Confirmation of Eligibility to Sell Your HDB Flat.
The Acceptance must be signed by all the buyers. For record purposes, the buyers are advised to
obtain a signed acknowledgement from the sellers on the buyer's copy of the Acceptance, stating the
date and time of exercise of the Option.
Upon exercise of the Option to Purchase, the sellers and the buyers enter into a binding contract for
the sale and purchase of the flat.
*The sellers can appoint another person or a firm (e.g. solicitor's firm or estate agent) to receive the
signed Option and the Option Exercise Fee by completing the Authorisation Form (Form A) provided in
the OTP. The appointed person or firm should be easily contactable. If the authorised party is a
salesperson of an estate agent, it is advisable that the payment of the Option Exercise Fee be made in
a cheque payable to the sellers, as salespersons are not allowed to receive cash for their clients. If the
authorised party is a solicitor or a solicitor's firm, the Option Exercise Fee must be made in favour of
the sellers as solicitors are not allowed to receive and hold their client's money.

The buyers are advised not to wait till the last hour to exercise the Option as the Option will expire if the
buyers for any reason fail to exercise the Option within the Option Period. If the buyers decide not to
proceed with the purchase, they can let the Option expire and lose only the Option Fee.
9 Amount to be stated for the Option Fee and Option Exercise Fee
Sellers and buyers must state an amount for the Option Fee and Option Exercise Fee. Neither fee can be
$0. This is to ensure that there is a valid Option or contract. The Option Fee and Option Exercise Fee will
form the "Deposit" for the purchase of the flat.

15 No Supplemental Agreement
Sellers and buyers must not enter into any other agreement or supplemental agreement. They must also
not make any arrangement or promises or enter into any agreement for the,
a. payment of any further sums of money while waiting for the completion of the resale of the flat; or
b. purchase or disposal of the flat with any other person.
a. Make sure you are eligible to sell your flat in the open market, eg. meet the minimum occupation period
and your buyer can comply with the Ethnic Integration Policy and Singapore Permanent Resident
Quota Policy when submitting the resale application.

b. Calculate the estimated proceeds you will get from the sale. Note that:-
(i) If the resale price is not enough to settle your outstanding loan, you will have to pay the shortfall in
cash before the resale transaction can proceed.
(ii) If the resale price can cover the outstanding loan but is not enough for the refund of CPF money,
the cash deposit you received will have to be used for refund to your CPF account.
c. You are to settle any outstanding upgrading cost in full before the resale transaction can complete. For
flats undergoing resale, CPF members are not allowed to withdraw their CPF savings to pay for the
outstanding upgrading cost. The amount will be deducted from the cash proceeds, if any.
d. Before selling your flat, you are advised to plan for your next housing. You may wish to note that ex-
HDB flat owners are not eligible to apply for a rental flat from HDB immediately after selling their flat.
HDB rental flats are meant for low-income citizen households who cannot afford to buy flats and have
no other housing options.
For Buyers:
a. Make sure you can buy a resale flat under one of the eligibility schemes and that you can comply with
the Ethnic Integration Policy and Singapore Permanent Resident (SPR) Quota Policy when submitting
the resale application. SPR households may only buy a flat after obtaining SPR status for at least 3
years.
b. Ensure that you have sufficient funds (CPF/cash/ housing loan) to buy a flat. Take note that there are
restrictions on the use of CPF and HDB loan if you are buying a flat with remaining lease of less than
60 years. Banks/financial institutions also consider the lease period of properties in granting home
loans. Do financial planning and buy a flat within your affordability.
c. Check if you are eligible for an HDB concessionary housing loan, or you need to get a bank loan for the
financing. Whether you are getting a loan from HDB or from a bank/financial institution, find out the
loan amount you can get by obtaining an HDB Loan Eligibility Letter or a banks Letter of Offer before
you commit to the purchase, as credit assessment will be carried out.
d. Design, Build and Sell Scheme (DBSS) flats are HDB flats which were designed, built and sold by
private developers. Any reference to HDB flat shall include DBSS flat. Each DBSS development is
characterized by its own distinctive external features. To maintain the aesthetic appearance of each
development and to be in line with URAs Gross Floor Area (GFA) Incentive Scheme, specific
renovation restrictions apply to DBSS flats, including restrictions that apply to the balcony, air-
conditioner ledge, planter boxes and service yard.
You must check the HDB InfoWEB (www.hdb.gov.sg) for all the renovation guidelines and restrictions
that apply to DBSS flats, including but not limited to the type of renovations you can or cannot do at/to
the balcony, air-conditioner ledge, planter boxes, bay window and service yard, before you buy one.
Once you have exercised the Option to Purchase, you will be bound by all the renovation restrictions
applicable to the DBSS flat. HDB reserves the right to amend the renovation restrictions that apply
without prior notice to you in line with the prevailing policies of HDB and the relevant authorities.
It is an offence for any person to give false information to HDB in relation to the buying/selling of an HDB
flat. Any person who gives false information shall be guilty of an offence and shall be liable on conviction to
a fine not exceeding $5,000 or to imprisonment for a term not exceeding 6 months or both.
