Objective:
Protect the health and wellbeing of personnel during worksite activities and ensure that safety is
the prime consideration during the project execution.
Occupational Health & Safety Act 1993, Construction Regulations 2003 and Clients HSE
specifications.
Mission Statement:

Targets:
Achieve zero fatalities, zero lost time injuries, zero restricted work and medical treatment, injury
cases, and zero total reportable injury frequency.
Restrictions:
Employees will only be allowed to work within the boundaries of the site area.
Communication:
The entire workforce will be encouraged to communicate directly to any supervisor regarding any
hazard they have seen, or to make suggestions that will enhance safety. Any such contribution will be
raised during the safety co-ordination meetings or earlier if appropriate. The result of these meetings
will be communicated back to the work force through their safety representatives.
Progress Meetings:
Progress meetings will be held with the Client. During these meetings health and safety issues
relating to the site operations will be discussed and when required, suitable actions identified and
taken.
Toolbox talks will be held by supervisory staff on a daily basis with employees and will address the
application of health and safety rules and procedures to the hazards of current work.
Publicity:
Posters and /or notices shall be posted at key locations around the site to maintain safety awareness.

Job Descriptions :
Project Manager
The Project Manager is in charge of the proper implementation of Project, reports to the Sr. Manager
Projects with main responsibilities as below:
1. Responsible for providing the client services, reports, other necessary to complete the work
within the required safety condition, established cost budget and scheduled completion date.
2. Plan and conduct all the related activities to accomplish project timely, with quality, safety as
committed.
3. Allocate Resources as required and ensure Resources are properly qualified.
4. Plan, check and submit Sequence/Method of Erection
5. Ensure the adequate plans and actions to solve out all the complaints from the clients.
6. Check and record all the required test and inspection documents.
Erection Supervisor
The Erection Supervisor is responsible on behalf of Project Manager to manage all the activities
happen on site, directly report to the Project Manager with the main responsibilities as below:
1. Plan and schedule material, equipment and personnel to perform the work.
2. Coordinate all installation, delivery, and safety activities at site.
3. Implements and maintains safe working environment by adhering to correct work
practices and procedures.
4. Ensures all necessary checks, inspections and tests are carried out and passed before
proceeding to next stage of installation.
5. Ensures that the work is carried out on site in accordance to the latest approved drawings
and specifications at the time of execution.
6. Ensures that the work is carried out on site safely.

Safety Supervisor
1. The Safety officer is to report to the Project Manager with below main responsibilities.
2. Liaise with Client Safety officer to make sure the ISPL Safety system is comply with Client
safety system.
3. Organize site safety system.
4. Prepare safety training to all staff and workers who working on site
5. Prepare safety risk assessment.
6. Analyze all safety information; records to raise and recognize new risks and hazards
may occur during construction period.
7. Attends all Safety Meetings.
1. The Erection Superintendent is to report to the Project Manager & Erection Supervisor
with below main responsibilities.
2. Monitoring the Erection team to make sure the Erection work was processed in line with
project schedule, designed quality and approved safety procedures.
3. Liaise closely with the Civil Team to timely raise any of disagreement found at site.
4. Prepare Site daily report for his scope of works.
Foremen/Supervisors
1. Foremen/Supervisors are to report to the Erection Team Leader with below main
responsibilities.
2. Process the Erection work in line with project schedule, designed quality and approved safety
procedures.
3. Follow strictly all instructions of Senior Site Management.
4. Prepare adequately, qualified labors, machines, equipment etc. to process the Erection
effectively.
5. Organize and monitor all team members about every aspect.
6. Prepare toolbox meeting, safety training course to train team members about safety.
Erection Team
Erection Team comprises of Skilled Manpower like Fitters, Riggers, and Machinery Operators
etc. They shall report to their concerned Foremen/Supervisors and their sole responsibility is
direct execution of Erection Work with committed safety and quality.

General Safety Instructions and Site Rules:
1. All personnel shall attend induction conducted by the HSE Manager or a designated deputy.
2. The site is designated a "Hard Hat" area and personnel will wear hard hats on and around the
site.
3. All personnel shall wear or use the applicable items of personal protective equipment
required by the site rules and as identified within risk assessments.
4. No smoking in areas identified by symbolic 'No Smoking' signs.
5. Regular check of Lifting Equipment.
6. Regular check of slings, belts and ropes.
7. Regular Check of equipment used for height work ladders & scaffolding.
8. Regular Observation of weather before starting the work.
9. It is to be ensured by safety supervisor that necessary PPEs are maintained by labor while
working on site.
10. Check elevated electric wire before moving elevators and crane s.
11. Use the life Lines while moving on rafters.
12. It is responsibility of all site management and erectors to check their PPEs and instruct their
workers regarding SAFETY.
13. All Electrical cables used for electric equipment must be checked before used.
14. Make sure that all equipment & Tools are in good Condition.
15. Always start erection from Braced Bay.
16. Make sure that all permanent bracing are installed in right position in right way.
17. To avoid accidents make sure that no useless item are spread around. Unnecessary workers
should not gather on work place and site should be kept clean.
18. Sheets must not be loosen, tie them or place some weight over sheets.
19. Clean the site after erection and make sure that no useless stuff on site.
20. Never step on high ribs of sheets always step on low ribs while working on roof.
21. For each specific task use right tool, wrong tool can damage material and decline the quality.
22. It is Necessary for all site management to acquire completion certificate without accidents.

Personal Protective Equipment:

House Keeping:
An area dedicated for rubbish dumping will be established. Storage areas will be established and
identified. Storage of all materials will be confined to these areas. Rubbish bins will be provided at
the site office and will be emptied on an ongoing basis.
First Aid:
A first aid box will be provided and allocated to a trained, certified first aider. Every injury occurring
on site will be treated and reported. Should an injury require professional medical treatment, the
supervisor in charge will complete an appropriate accident report.
Safety Monitoring:
The Project Manager and supervisory staff will monitor safety in the locations visited throughout
the course of the day, and should any area be identified as needing attention, ensure that the
necessary actions are taken.
Fire Prevention:
All operations conducted on site shall be conducted in a manner to prevent the risk of fire. Flammable
materials shall be stored in a suitable location and adequate firefighting equipment already installed in
suitable locations around the site. Smoking and open flames are not permitted in any areas, which
contain flammable materials, or any 'No Smoking' area indicated by no smoking signs.
Major Activities:

Control Measures During Lifting/Crane Operation:
1. Prior start TBT will be given to them by Foreman and HSE Supervisor
2. Proper PPEs will be used by all people
3. Plan the Lift
4. SWL (safe working load) shall be calculated
5. Crane shall be set on hard and even ground
6. Isolate the working area with warning tape and also put crane operation sign
7. Non-operational persons will not stand around
8. Load to be properly slanged.
9. Around operational area will be free from any obstruction
10. Use tag line by two person from both side
11. Nobody comes under suspended load. Maintain safe distance
12. Signal man shall give signals to crane operators
13. Proper communication among workers ,driver and operator
14. Hurry work will be avoided.
15. Performance monitoring (unsafe act) will all time
16. Earlier make sure weather condition help by fore cast
17. Emergency Arrangement will be deployed and make aware to all person who will be there.
