Dr. C. Vijayabaskar is theHonble Minister for Health, Government of Tamil Nadu. The Honble
Minister is a Medical Doctor and also holds a Law Degree. He served as Health Minister from
2013. He has become the Health Minister at a young age of 39 years. He is very dynamic,
energetic and provides valuable inputs for the various health programs in the State.
Dr.C.Vijayabaskar is an excellent orator. He has an in-depth understanding of the Health
Department. He has provided critical inputs for the successful implementation of CMCHIS. The

Dr.J.Radhakrishnan is an Indian Administrative Service officer and has served as District
Collector of Salem, Nagapattinam and Thanjavur. During his stint as District Collector,
Nagapatinam, he carried out the massive Tsunami relief operations which were seen as Indias
timely response to a great human tragedy headed the Disaster Management team of the United
Nations Development Programme invited by United States Department of Education to lecture
on tsunami-related issues in Washington D. C, Seattle, San Francisco and Hawaii.
As Secretary, Health and Family Welfare Department, he has initiated several new programs. He
has consolidated the Muthulakshmi Reddy Benefit Scheme, led the Health Department towards
opening more new Medical College Hospitals and increased the number of medical seats,
provided the framework for Urban Health Mission. Due to his untiring efforts the IMR has come
down to 17and MMR to 67 in the State of Tamil Nadu. He coordinated all departmental efforts
towards preventing break out of epidemic during December 2015 floods.

Prof. Gitakrishnan Ramadurai
Gitakrishnan Ramadurai is an Associate Professor in the Transportation Engineering Division,
Department of Civil Engineering, IIT Madras. His overarching goal is to develop technological
and management solutions for a safe and sustainable transportation system. His primary
research interests are in network modeling, dynamic traffic simulation and assignment,
Intelligent Transport Systems (ITS), vehicular emissions, urban freight, public transit systems,
and road safety. He received his Ph.D. in Transportation Engineering from Rensselaer
Polytechnic Institute, Troy, NY, in June 2009, M.S. in Civil Engineering from University of Texas at
Austin in December 2003, and B.Tech. with honors in Civil Engineering from Indian Institute of
Technology, Roorkee in May 2002. He was awarded First Place in the 2009 Dissertation Prize by
Transportation Science and Logistics Society, Institute for Operations Research and
Management Science (INFORMS) in San Diego, USA. He is a recipient of New York Metropolitan
Transportation Commissions September 11 Memorial Program Fellowship in 2007-08. He has
co-authored over 55 conference and journal papers. He has served as a principal and co-
investigator in Government of India funded projects on ITS and urban transportation. He has
advised Chennai Port Trust, JNPT, and CIDCO, Navi Mumbai on improving congestion of trucks
destined to ports, and various government organizations including Chennai Corporation,
Chennai Traffic Police, TNHSP / EMS on ITS technology implementation, transportation
planning and management, and road safety. He is also a corresponding member of the IRC H-8
committee on urban roads.

Dr G.V. Ramana Rao is Director of Emergency Medicine Learning Center and Research at 108
GVK Emergency Management Research Institute, Hyderabad, India. He is In-charge of Training,
Pre-hospital care and Research at 108 GVK EMRI. He is with 108 emergency response services
since April, 2006. Dr Ramana Rao is in-charge for AHA- ITC to conduct BLS, ACLS & PALS
certification/ ACEP recognized ITLS certification and AAFP recognized BLSO/ ALSO
certifications. He is Chief Editor of Indian Emergency Journal. Dr Rao is the Principal of 2-year
Advanced Post Graduate Program (APGDEC) in Emergency Care affiliated to Osmania
University, Hyderabad conducted by GVK EMRI.Dr Rao is a member of international editorial
board for JEMS (Journal of EMS) and executive committee member of Pan-Asian Resuscitation
Outcomes Study (PAROS). Dr Rao is representing GVK EMRI in the Global Resuscitation
Alliance (GRA). Dr Rao is member of GOI/ WHO prehospital trauma care guidelines; National
Ambulance Code; EMT education under MOHFW, GOI, NDMA in Mass medical event guidelines
and Health Sector Skills Council. Dr Ramana is invited by World Health Organization to Geneva
on Emergency Care Systems for LMIC in August 2017.
Dr Rao has authored over 50 national and international publications and has been an invited
speaker in over 25 international conferences and many national conferences. Dr Ramana Rao
underwent specialized training in London (LSE and LSH), Bangkok, Singapore, Australia and
USA. He has visited China, Egypt, Singapore, Australia, Denmark, Norway, Germany, USA
representing GVK EMRI. Dr Ramana Rao is recipient of Society of Emergency Medicine (SEMI)
Excellence Award 2014 for his contributions to Emergency Medical Services. Dr Rao is also
recognized by Stanford School of Medicine, USA towards development of EMS in India.Dr Rao
is interested in EMS education andemergency care services. Under his leadership over 350,000
were trained so far, including 14000 doctors, and 45000 nurses in addition to 72000
EMTs/Paramedics, First Responders etc.

Professor Mark Fitzgerald is Director of the National Trauma Research Institute and Director of
Trauma Services at The Alfred. He graduated MB BS from the University of Melbourne in 1981,
achieved Fellowship of the Australasian College for Emergency Medicine in 1987, was awarded
an MD for Computer Aided Decision Support for Trauma Reception and Resuscitation from
Monash University in 2015 and was a Global Clinical Scholar (Epidemiology and Biostatistics),
Harvard Medical School 2014 2015. Professor Fitzgerald is an Ambulance Victoria Medical
Advisor and a member of the Victorian State Trauma Committee.
Professor Fitzgerald has led the establishment of trauma resuscitation and management
programs along with Trauma Systems Development in Sri Lanka, India, China, the Philippines
and Myanmar.
Professor Fitzgeralds research themes include trauma systems improvement, error reduction
and standardisation of resuscitation care. He has over 140 publications in peer-review journals
as well as 11 book chapters and is a reviewer for multiple medical and surgical journals.
Honours awarded to Professor Fitzgerald include the Ambulance Service Medal (ASM) in 2003,
the Foundation Medal Australasian College for Emergency Medicine in 2003, Honorary Life
Membership of the Neurotrauma Society of India in 2010 and the Gordon Trinca Medal, Royal
Australasian College of Surgeons in 2013.

Dr Joseph Mathew

Consultant, Trauma Service / Emergency, The Alfred
Dr Joseph Mathew is the Head of International Programs (South Asia) at The National Trauma
Research Institute and works as a Consultant for the Trauma Services & Emergency
departments at The Alfred. Dr Mathew obtained his MBBS and Master of Surgery (MS) at
Christian Medical College and Hospital, Ludhiana in India. In 2010, Dr Mathew was one of the
inaugural Trauma Fellows (Critical Care Trainees) in The Alfred Trauma Service. Dr Mathew has
been an advisor to the Indian Government for the implementation of trauma systems, trauma
education and trauma registry. He also advises the GVK EMRI group (Indias largest prehospital
care provider) for the establishment of trauma systems.
With a passion in the advocacy and establishment of trauma systems internationally, Dr
Mathew is actively involved in the development of trauma systems in South Asia, particularly in
India and in Sri Lanka. Currently, he is the Australian program leader and Co-Principal
Investigator of the Australia-India Trauma Systems Collaboration (AITSC) and a consultant for
major projects in Uttar Pradesh and Kerala in India. Dr Mathew has substantial experience in
facilitating and organising trauma education & resuscitation courses in Australia and overseas.
He is the founder convenor of The Alfreds Trauma Resuscitation Workshop and founder
facilitator of the Emergency Trauma Management (ETM) course. Dr Mathew has also been
actively involved in co-ordinating the development of the Masters of Trauma and the Masters of
Emergency Medicine in the NTRI and the Alfred Emergency department.
Dr Mathews focus on research is in the development and efficacy of technological interventions
in the setting of trauma resuscitation in developing countries. He is currently involved in
research related to diagnosis and treatment of spinal, vascular and chest injuries.

Professor Peter Cameron

Head, Academic Programs, National Trauma Research Institute
Consultant, Emergency and Trauma Centre, The Alfred
Professor Peter Cameron is the Head of Academic Programs at The National Trauma Research
Institute and works as a Consultant in the Emergency and Trauma Centre at The Alfred. He is
also a Professor of Emergency Medicine at Monash University. He has been President of the
Australasian College for Emergency Medicine and was involved in the early development of the
College. He has also been President of the International Federation for Emergency Medicine. In
these roles Professor Cameron has had the opportunity to be heavily involved in emergency and
trauma system development in many countries. He is the author of multiple textbooks on
emergency and trauma care.
Professor Cameron has consulted and published on trauma and emergency system
development. His doctoral thesis was on the epidemiology of major trauma in Victoria. He has
an extensive history of practical involvement in health services planning and analysis. He has
also been the Director of four major emergency departments in different countries. He has
recently returned from Qatar, where he was Chairman of Emergency Medicine at Hamad
Medical Corporation and assisted in the transformation of Emergency Services there.
Professor Cameron has a large research portfolio with over 400 publications and has been
Principal Investigator on many large multicentre grants. He is frequently invited to
international meetings as a keynote speaker. His major focus has been in trauma registry
development, resuscitation and health services research.

Ms Ellaine Boo

Head, International Programs (East Asia), National Trauma Research Institute
Lecturer, LaTrobe University
Ms Ellaine Boo is the Head of International Programs (East Asia) at The National Trauma
Research Institute and works as a Lecturer at Alfred Clinical School, La Trobe University. Ms Boo
was a Clinical Nurse Specialist at the Alfred Trauma Services & Emergency departments and has
worked at The Alfred hospital for 10 years. She has completed her Diploma of Nursing Science in
Emergency Nursing and Masters of Nursing Research Methods at La Trobe University.
Ms Boo is actively involved in the development of trauma systems in East Asia, particularly in
China and Myanmar. Currently, she is coordinating programs to improve trauma reception and
resuscitation in Longgang Central Hospital (LCH), China and Yangon General Hospital (YGH),
Myanmar. She has coordinated an AusAID Public Services Linkage Program grant to improve
hospital trauma reception and resuscitation in Philippines General Hospital (PGH), Philippines.
Ms Boo has substantial experience in facilitating and organising trauma education &
resuscitation courses in Australia and overseas. Ms Boo and Professor Mark Fitzgerald have
developed a one day Trauma Resuscitation The Initial Approach Course. This course has been
delivered in China, Philippines and India.
Ms Boos research focus is on the capability of developing countries in setting up trauma
systems.

Dr Teresa Howard
BSc, PhD
Manager, Innovation and Research, National Trauma Research Institute
Dr Teresa Howard is the Research Manager at the National Trauma Research Institute. She has
completed a PhD in Protozoology at The University of Tasmania.
Dr Howard is a scientist and medical researcher with over 20 years experience in a broad range
of research and development activities in medical and commercial research institutes and
companies. She started her career as a scientist working with early HIV diagnostics, later
working with the WHO as a temporary advisor running inter-country workshops. Dr Howard
has experience in Biotech start-ups and commercialising Australian research. She currently has
two patents.
Dr Howards role at NTRI is focused on leading and supporting NTRIs research and
development capacity. She is responsible for strategic development of the research agenda,
supporting NTRIs and Alfreds clinical researchers and collaborators and facilitating national
and international partnerships. In addition, she oversees the project management of a number
of national and international programs of research encompassing clinical, health services and
knowledge translation aspects of trauma and emergency surgery.

Adj Assoc Professor Ian Patrick began his career in Ambulance in 1976 in Melbourne and has
worked through MICA and Management roles in Metropolitan and Rural Victoria. He has also
worked on road in Tasmania.
After 31 years in Ambulance Victoria the last 15 years in senior management, Ian consulted,
nationally and internationally before taking a position as Clinical Services Director, National

Ms Madonna Fahey is the Project Officer for the Australia-India Trauma Systems Collaboration
(AITSC). She is also the Project Officer for the South East Asian international programs, working
predominantly within the Indian projects. Ms Fahey has completed a Bachelor of Arts
(Psychology) at the University of Ottawa.
Since graduating Ms Fahey has worked in a number of healthcare environments as an Executive
Assistant and Financial Administrator. She has gained experience in project management,
