theenablingpolicyandlegalframework.OpenDatarequiresthatarangeofpolicyandlegal
issuesbeaddressedforexample,withrespecttothelicensingandreuseofdata,ensuring
privacyanddataprotection,andanonymizingpersonalandpersonallyidentifiabledata,.Itis
importanttoidentifyatanearlystagetheexistingpolicies,lawsandregulationswithrespecttoa
coresetofissues,andtoidentifyactualorperceivedobstaclesinorderthatpolicyorlegal
changecanbeinitiatedearlyifessential.Itisrecommendedthatqualifiedlocalcounsel,familiar
withthesesubjectmatterareas,assistedbyqualifiedinternationallegalcounselwithrelevant
experienceperformthelegalassessment.
IfnocomprehensivelegalassessmentisconductedpriortothestartofanAssessmentorduring
