PELAKSANAAN SERTIFIKASI KOMPETENSI BAGI LULUSAN SMK

DALAM RANGKA MENGHADAPI PERSAINGAN TENAGA KERJA

DI KAWASAN MASYARAKAT EKONOMI ASEAN

Abstrak. Dengan dimulainya pasar di kawasan Masyarakat Ekonomi ASEAN,

mengharuskan para pencari kerja untuk memiliki sertifikasi kompetensi sesuai bidang
pekerjaannya. Sertifikasi kompetensi, juga menjadi salah satu tugas Sekolah Menengah
Kejuruan (SMK) sebagai lembaga pendidikan formal yang fokus mencetak calon pekerja
yang berkompeten dan berkualitas agar mampu bersaing di dunia kerja. Sejalan dengan hal
tersebut Undang-Undang Republik Indonesia No.20/2003 tentang Sisdiknas, menyatakan
bahwa salah satu strategi pembangunan pendidikan nasional meliputi evaluasi, akreditasi, dan
sertifikasi pendidikan yang memberdayakan. Pemberian sertifikasi kompetensi peserta didik
SMK juga dipertegas melalui Instruksi Presiden No.9/2016, bahwa Badan Nasional
Sertifikasi Profesi (BSNP) mendapatkan tugas untuk mempercepat sertifikasi kompetensi
bagi lulusan SMK.

Sesuai dengan beberapa alasan tersebut di atas, maka dirumuskan masalah sebagai berikut:
[1] apa yang dimaksud dengan sertifikasi kompetensi?; [2] bagaimana melaksanakan
sertifikasi kompetensi bagi siswa lulusan SMK?; [3] apakah implikasi sertifikasi kompetensi,
terutama bagi tenaga kerja di Indonesia?.

Penelitian ini bertujuan untuk: [1] mendeskripsikan sertifikasi kompetensi; [2] menjelaskan
prosedur pelaksanaan sertifikasi kompetensi bagi siswa lulusan SMK; [3] menganalisis
implikasi sertifikasi kompetensi, terutama bagi tenaga kerja di Indonesia.

Berdasarkan kajian literatur diperoleh simpul sebagai berikut: [1] sertifikasi kompetensi
siswa lulusan SMK merupakan upaya yang dilakukan pemerintah dalam meningkatkan
kualitas calon tenaga kerja sesuai standar kualifikasi yang telah ditetapkan melalui lembaga
sertifikasi profesi di bawah naungan Badan Nasional Sertifikasi Profesi; [2] sertifikasi
kompetensi bagi lulusan SMK dilaksanakan sesuai standar kualifikasi yang telah ditentukan,
proses yang jelas, dan dilakukan oleh Lembaga Sertifikasi Profesi yang telah terakreditasi;
[3] sertifikasi kompetensi berimplikasi langsung bagi tenaga kerja yang ada di Indonesia,
bahwa tenaga kerja yang sudah bersertifikasi, akan menjadi tenaga kerja professional yang
siap bersaing di pasar kerja kawasan ASEAN.

 IMPLEMENTATION OF COMPETENCE CERTIFICATION

TO COMPETE EMPLOYMENT COMPETITION IN ASEAN ECONOMIC
COMMUNITY

Abstract. With the commencement of ASEAN Economic Community (AEC) market, it requires job seekers to
have competence accordance its field work. Competence certification, also one of the tasks of Vocational
Education as a formal educational institution that focuses on creating competent and qualified workers to
compete in the world of work in the labor market. In line with that case the Law of the Republic of Indonesia
No.20/2003 on National Education System revealed that one of national education development strategy
includes evaluation, accreditation, and certification of education that can empowers. Granting competence
certification of vocational high school student also confirmed through presidential instruction No.9/2016, that
National Professional Certification Board have to speed up the competence certification for vocational
graduates.

In line with some reason above, then several questions were drawn as follows: [1] what is the meaning of
competence certification?; [2] how to implement certification of competency for vocational graduates?; [3] what
are the implications of commpetence certification, especially for Indonesian labor?

This study aims to: [1] describe competency certification; [2] explaining the implementation procedures of
competency certification for vocational graduates; [3] analyzing the implications of competency certification,
especially for Indonesian labor.

Based on the literature study, the following points are obtained: [1]competency certification of vocational
graduates is an government effort to enhance quality of labor candidates appropriate with qualification standart
that has been set through competency certification institutions under National Professional Certification Board;
[2] competency certification for vocational graduates has implemented according qualification standart that has
been set, clearly process, and carried out by the relevant agencies accredited; [3] competency certification has
direct implication for Indonesian labor, that the labor which have been certified, will become professional
workers who are ready to compete in the ASEAN work market.
