Rey Holiday Boat Parade. On Saturday, December 9, the main channel of
the harbor will be filled with boats lit up and decorated to the hilt. There
will be no shortage of holiday spirit as the parade has been hitting record
numbers the past few years. The theme this year is Lets Dance.

The evening begins with a spectacular fireworks show at 5:55 p.m.

followed by the parade at 6:00 p.m. New this year will be holiday lighting
throughout Burton Chace Park for the month of December, and again
Beaches and Harbors is sponsoring the free Snow Wonder event at

Its haul out time for many boaters so whats the deal with bottom paints this day and age?

he summer boating season may be behind us
but the cycle of boat maintenance never ends
and for many owners, a bottom job is at the top
of the to-do list.
Maybe your diver told you the paint is looking
thin or you cant remember the last haul out
and now you see long whiskers of sea growth
wafting in the current on your boats underside. Either way, youve
decided its time for a haul out and a bottom paint job. Making this
decision and choosing a boatyard for the work are the easy parts. Deciding
on what bottom paint to use? Not so much. As with just about everything
in this modern world, technology, and in this case, chemistry, has given us
a dizzying array of choices and considerations when it comes to bottom
paints. Googling bottom paint can lead you down endless rabbit holes
of information containing words like biocide, non-biocide, and leach preventing them from attaching and growing on your boats hull. Biocide
rates and leave you feeling you should have studied more in that high
school chemistry class.
Some boat owners might decide to just pick a color and leave the other
decisions concerning the bottom paint to the boatyard crew. For those of
us who are more hands-on do-it-yourselfers, heres some basic info on
bottom paint that should help towards making a confident decision on
the best paint for your boats belly. For the sake of brevity, well keep
the discussion applicable to fiberglass hull boats and, because different
regions vary in the kind of marine organisms and growth rates, boats that
are operated in salt water in Southern California.
Two main considerations for choosing the right paint include:
1) H ow often is your boat used? That is, when is it actually moving
through the water and not as a party float in the slip.
2) H ow is it storedin or out of the water?
3) Will you be removing the old paint or painting over it?
Simply put, the most effective bottom paints use additives, called biocides,
that are poisonous to algae, barnacles, and other marine organisms thereby
paints usually contain copper, zinc or other active ingredients, which, like
pesticides for your lawn, also have a way of causing collateral damage
to other life forms along the way. Paints containing copper come in low-
leach and high-leach varieties meaning the copper leaches or bleeds off
into the surrounding water at different rates.

If you use your boat often, a softer, ablative paint that sheds light growths
of algae and slime over time as the boat moves through the water may be
best. In general, ablative paints can be applied over an older coat of hard
paint after some sanding with 80 grit sandpaper.
For infrequent use or if you store your boat out of the water, a modified
epoxy with good antifouling additives reduces growth when the boat is
inactive. Modified epoxies dry to a hard, durable finish and should not be
applied over soft, ablative paints.
Marine paint manufacturers offer a wide variety of antifouling bottom
paints with per gallon prices ranging from around $60 to over $250.
Wood or aluminum hulls or underwater components like outdrives require
specific types of antifouling paints. West Marine has a great compatibility
chart online showing the right paints for these applications.
Like it or not, another main consideration in choosing a bottom paint
is environmental impact. Marina del Rey has been home to several
thousand boats the past fifty-plus years so its not hard to imagine the
amount of pollution caused from bottom paints leaching into the water.
In fact, according to L.A. County, Marina del Rey is included, along with
Newport Bay and Shelter Island Yacht Basin, as being impaired bodies
of water with high levels of copper pollution caused by boat bottom paints
containing copper. Passive leaching from boat hulls has been reported to
contribute heartily to the amount of toxic copper scientists are seeing in
the water. A lesser, but still substantial amount is likely caused by the hull
cleaning activities of divers.
For this reason, boaters should consider using non-biocide paints that do
not contain active ingredients. These paints are more environmentally
friendly with additives like silicone, ceramic or epoxy.
So, with this issue of toxicity does L.A. County restrict the use of copper
biocide bottom paints? The answer is not yet, but according to Jose Barocio,
assistant manager of West Marine in Marina del Rey, Antifouling paints
containing copper are not banned by the county in the marina, but they are
strongly discouraged.
The marine paint industry looks to be phasing out copper altogether as an
antifouling additive. Some say ECONEA, a metal-free antifouling agent
developed by a pharmaceutical company, may be the future of antifouling
paint. Some ECONEA-based paints are now available and appear to offer
many advantages over todays copper-based paints.
If you plan on tackling the bottom job yourself check out the local yards
for rules or allowances they may have for do-it-yourselfing. In the past
Windward Yachts has run a special on lay days around this time of year
for DIYers. If you decide to go this route, there are plenty of videos
online demonstrating how its done. Dont forget to wear a respirator and
remember, as with all paint jobs, preparation is 90%.
And heres a tip: consider painting the first coat with a different color than
the top coats. As the top coats wear off, youll know when its time for
another bottom job. By then, youll be an expert.

A few years ago we asked oceanographer and master sailor Mike Leneman to write something about Santa Ana
winds. Santa Anas or Santanas as they are sometimes called, come on sudden around this time of year and they

often produce high winds and more than a little anxiety for So Cal boaters. Mike wrote this very interesting piece and
we now choose to rerun it every year because its such important information for MdR boaters to have. Its also written
by an expert who knows this area as well or better than anyone around. We hope its helpful in your travels.

ou smell Chaparral, the air is warm, but also very
dry...The sky is clear and there is almost no wind.
You detect a slight breeze from the north, north-
east. You think: What is going on? You have
a wired feeling, almost an irritation... kind of an
antsy feeling.
Welcome to the Santa Ana condition that Southern
California is known for. In France, its the Mistral and both are strong
offshore winds, but Santa Anas probably the only really dangerous
weather condition for boaters in this area. If a cold front comes through,
sailors usually know it. We dont often go out sailing in the rain, or leave
the dock when its already blowing 25 knots but the Santa Ana, on the
other hand, often catches people with their pants down...or with their
sails up.
The general feeling is that they are very unpredictable, but in actuality
there are a good amount of prescient signs. And if a sailor is sensitive to
these signs, they can usually avoid the most dangerous of circumstances.
So, to start with, what is the driving force behind the Santa Ana winds? That
is pretty simple: its a high pressure system sitting to the north or north-
northeast of us. This system produces winds that come from the north-east
and travel down-slope toward us. The wind funnels through the canyons
and accelerates in speed due to the venturi effect. This is in strong contrast
to our normal westerly winds which slowly build throughout the day as
the deserts heat up. The ocean water is usually in the 60s, as is the air
temperature above it. As the inland areas heat up into the 80s and 90s it
creates a local low pressure and the cooler sea-air is accelerated towards
this low pressure area. This sea-breeze increases throughout the day

with a maximum wind velocity occurring in late afternoon.
However, the Santa Ana has a different pattern. It can occur almost any
time a high pressure cell moves over the area to the north, north-east of
us (like over Nevada, or N. California). It can blow hard day or night. It
actually competes with our standard westerly wind during the daytime and
that is why it often blows harder at night.
What should you do if you feel what is described in the first paragraph and
suspect a Santa Ana is coming? First, be alert. Look for wind direction
changes, watch the water surface for signs of strong winds coming. The
surface of the water will look darker as the wind ruffles the water. And you
might even see white caps before the wind hits you. For sailors, shorten
sail or take your sails down until you know how strong the wind is.
Sitting at the UCLA dock one day, I watched the incoming Santa Ana
wind front moving down the main channel from the California Yacht Club
towards the UCLA dock. As this line of wind hit the sailboats in the
main channel, it just knocked them down. The amazing thing was that
almost none of the boats out in the channel noticed what was happening
and no one took their sails down as the wind approached.
If you are anchored at Catalina on the side that faces the mainland and
a Santa Ana is approaching - get out of dodge! If you cant get back to
the mainland, then at least get to the backside of the island or get out
of the anchorage and reef your sails as much as you can. Every year
boaters are caught unaware and are blown ashore by Santa Ana winds.
Note: one other sign that often occurs in Catalina. Waves caused by the
wind will most often arrive at the island before the wind does. The wind
front doesnt travel as fast as the waves that it produces. Often boaters

at Catalina are awakened at night by what they
think is a boat wake. So remember, if the waves
dont stop in the normal amount of time it takes
for a wake to pass, then they could well be a sign
that a Santa Ana is coming.

Heres a typical scenario: Im awakened in the

middle of the night by the substantial rocking
of my boat. I turn over in my bunk and curse
the damn boater who is motoring by too fast
and too close to me in the anchorage. As I try
to go back to sleep I notice that the rocking
doesnt stop. When I hit the deck trying to
figure out who this son of a bitch is I notice that
nobody is there...just a continuous line of waves
coming into the anchorage from the unprotected
northerly direction.

Realizing that a Santa Ana is probably on its

way, I weigh anchor and head for the open sea.
I figure I dont have the time or the desire to
make it back to the mainland and the west end
of Catalina is only a few miles away, so, I go for
the west end of Catalina where I will then come
down the island towards Cat Harbor.

By the time I get to Cat Harbor the Santa Ana has

hit full force and its blowing hard through the
Isthmus but at least there are no waves. Under
full power I make it into the harbor with enough
time to set an anchor. Its windy but there are
no waves and my anchor holds. I wait until the
Santa Ana has passed before I sail back to MdR.

Water Woes
For so long fresh water has been a major issue on our favorite getaway spot

O
n planets outside our solar system, we look for
the essentials of life: a comfortable distance from
a star, protection from overwhelming radiation,
basic life-elements like carbon, and liquid water.
We look for the same things on our own planet,
too, and liquid water has been in short supply at
Catalina Island for the last five years. Otherwise
habitable, and certainly not over-developed, Catalina has, like Jimmy
Buffetts fictional Kinja, many good things, but is short on its water
supply. Heres an update on Catalinas current state of dampness, and a
look at the future.
The island has two separate, non-interconnected water systems. One
operates west of the Mt. Blackjack Mt. Orizaba ridge, and provides for
Two Harbors and everything at the West End. It relies on several small
wells and a one million gallon tank (about 3 acre-feet) on the ridge east
of The Isthmus, mostly rainwater-fed (one acre-ft. is about a third of

a million gallons).
The other the big system covers the east end of the Island, including
Avalon, Hamilton Cove, Whites Landing, the airport, and most of the
islands civilization. That system has been heavily stressed, and what
follows is about it. Southern California Edison is the islands water utility,
and Catalina is SCEs only water system.
There are two reservoirs on the east end, and the larger (by far) at Middle
Ranch holds about 1,100 acre-ft. of water, sitting about 1,500 ft. above sea
level. That water, in turn, feeds several fresh water wells near the reservoir,
which feed the water system. Water from the wells flows downhill, gets
cleaned and treated, and injected into the fresh system.
In late summer 2016, that reservoir had about 150 acre-ft. of water left in
itless than 15% of capacity. In practice, of course, you cannot drain the
reservoir completely dry. The island uses about 0.6 acre-ft. of water per
day, so there was a full-on water shortage alarm. Stage 3 water rationing

One extra source is desalination. There is an old desalination plant at
Pebbly Beach, built when Hamilton Cove was developed in the 1980s.
It has been refurbished several times, but its still an old plant. With
emergency looming, SCE wisely barged in a modern, skid-mounted
desalination unit in late 2015. The two plants together, if run full-out,
can make enough clean water to supply the islands needs, under heavy
conservation. But thats only a partial solution.
Anyone with a reverse osmosis water-maker on their boat knows the water
from it is absolutely pristine and clear, and so is Catalinas desalination
output. Its ready to add directly to the local water system. It makes no
sense at all to pump it up 1,500 ft. to the Middle Ranch Reservoir, let it
get dirty there, and pump it back downhill to a treatment plant. Pebbly
Beachs desalinated water flows to the local water system at the Baker
tanks, near the city on the west ridge of Avalon Canyon.
Meanwhile rainwater remains important. The wet 2016-7 winter brought
the Middle Ranch reservoir up to about 750 acre-ft. Thats more than half-
full, but well below overflowing. The odds of a wet winter this year, given
many La Nina signals, are low. So for now, remember the island is still
in Stage 1 conservation, and fill your water tanks before you leave the
mainland.

Those tanks can only hold enough water to supply two hours of on-peak
need, though. Peak need is far above average, too. So, if the desalination
plants are running, there is often no place to put the water they make!
Also, the plants need saltwater from beach-level wells as feedstock. The
existing wells can only supply one unit, not both.

We Got the Shack Back!
For over a decade the little structure that sits smack dab on Mothers
Beach has been an administration building for a parking company
instead of a resource for local recreational boaters or paddlers
F
or no less than ten years, sitting
on the sand of Mothers Beach on
Palawan Way in Marina del Rey
is a quaint little building that any
logical newcomer would assume
is some sort of community related
structure. Perhaps its a boathouse
for the outrigger club that so often launches from
the quiet little beach. Or maybe its a check-in area
for the various clubs and organizations that use the
spot. All of those speculations would make perfect sense, but in fact the
little waterfront building is actually a parking management satellite office.
Yes, its a beachfront building for a parking company. How or why such
prime real estate would be the possession of something so removed from
waterside, community related purposes is probably a very boring story
to report but they signed a contract that kept them there, protected, for
a very long time.
At the Small Craft Harbor Commission meeting this past month,
Department of Beaches and Harbor Director Gary Jones informed
commissioners that: Alternative accommodations have been delayed and
reluctantly I agreed to allow them to continue in the office until the end
of the year.
After the contract on the old parking company [Modern Parking Inc]
expired this year, the county took possession of the little shack at the
persistent nudging of Commissioner Dave Lumian who has always felt it
was more than strange that such a commodity would be used in this way.
Its been an ongoing concern of mine, Lumian said. I raised [the issue]
over 10-years ago when Stan Wisniewski was still the director. He
continued, Im glad were on track to get this done.
Lumian went on to request that there be a thoughtful decision-making
process for how things would be utilized going forward.

Id like to request that, at some point in the future,
that we have an evening visioning meeting for
Mothers Beach and the Palawan office for what
it could be in the future, Lumian said. There
are a number of very important boating groups,
specifically the Outrigger Canoe Club, the Rowing
Club, the Boys and Girls Clubthey all use that
beach intensively and create an enormous amount
of public access and public safety training.
The commissioner went on to say he has been told privately by numerous
members of the aforementioned groups that a building so-situated could
be extremely beneficial to their programs.
On a grander scale, the meeting also discussed the Mothers Beach
redevelopment project that is currently underway, slated to be complete
by May 2018.
Through the years, many plans have been discussed for this popular MdR
zone and its finally happening. Lie Joness from the Planning Division
gave a presentation describing whats in store for one of the major hubs
in Marina del Rey.
She pointed out that the structures that are being refurbished have existed
since 1967 with very little attention paid to them. The plan is to refurbish
the existing rest room building, rebuild of picnic pavilion structures,
replacing the 1,600 foot promenade and redesigning the surrounding
landscape. Joness said there will be decorative concrete, planters,
floorings, new signage and a replaced roof with a cutout hole where
a palm tree can grow through.
All in all Joness painted a picture of a Mothers Beach, AKA Marina
Beach, that will be clean, fresh and revamped for the 2018 summer
season.

Re-enter the Dragon
Pendragons new owner plans to campaign her here in So Cal

few months ago Marina del Rey racers were upset
at the impending sale and expected loss of a storied
and mighty racing boat: John and Susie MacLaurins
Pendragon IV. This boat, the ur-TP52 and winner of
an impressive array of races, had for 17 years been
a symbol of excellence and dedication, of personal
pride and integrity. P4 (as shes affectionately
known) was the first of the TP52s, the brainchild of John MacLaurin
and top designer Laurie Davidson. Legend has it that Mr. MacLaurin told
Davidson to design a boat so I can be the first one back to the bar.
With P4s sale looming, it was feared the red rocket would be packed and
carted to waters uncharted, perhaps stripped down to a cruiser, never to
be seen again. But, mirabile dictu, this was not to be. Fortunately for all
who cherish the sight of her sleek hull slicing water, P4 was purchased by
a racing enthusiast from Arizona, and the boat is staying in local waters.
Heres how it happened: enter Steve Torres, a doctor from Phoenix and
long-time racer. Youd expect hed have the boat trailered to Lake Pleasant
or some other ignominious location. But Steve had more respect for P4s
tradition than that, and has much bigger plans.

Torres is a doctor with a passion for sailboat racing. Hes been a West
Coast sailor since cutting his teeth most recently on a Jeanneau 49 to
that he raced and cruised with his family. This past summer he took it to
LBRW and won his class with three first-place finishes. His wife saw how
happy he was and encouraged him to follow his passion with a full-on
race boat, not a compromise (we must have this woman cloned!). So the
Jeanneau went up for sale, and Steve started poring over Yacht World,
studying available boats.
Within days of selling the Jeanneau he saw that P4 was for sale. He did
considerable research on the boat, then contacted the rep, Steve Curran,
to make an offer.
It seemed like this was fate, to become the new owner of Pendragon,
recalled Torres. I truly felt honored and privileged.
The entire process took only a month, including finding a slip in L.A.
harbor.
When talking with Steve, its clear that its not just about having a boat;
its about being part of the history, rich tradition and legacy that comes
with this particular vessel.

Steve also said he plans on making some

improvements to the boat. Hes mum on
exactly what changes are coming, but one of
the improvements he did share is that he is
moving closer to the boat, transplanting his
family from Phoenix to Southern California.
After the move and once situated Torres says his
plans is dedicate himself to the campaign. The
first year will be about searching and building
a new Pendragon crew/family, and learning how
to make the boat go even faster.

Steve maintains great respect for P4s legacy.

He keeps it firmly in mind when he speaks of
her racing future saying: If I can accomplish
