Terms of Reference

For

Technical Assistance for developing the Corporate Identity and Website of the Gas Regulatory
Agency

Context

The GoE has been embarking on substantial reforms in the energy sector aiming to attract investments and
improve its efficiency as well as ensure the sectors financial sustainability. The reforms in the oil and gas
sector took four complementary approaches, including developing a new legal framework, improving the
sector governance, moving towards a competitive gas market, and start up a process for subsidy reform.
Accordingly, a department for regulatory affairs has been established under the Egyptian Holding Company
for Natural Gases EGAS, as a first step towards the establishment of an independent Gas Regulatory
Agency.

Upon enacting the gas law, the new Gas Regulatory Agency shall be established, and consequently it will
act as the anchor for the envisaged reforms in the gas sector. Particularly, issuance of gas transmission
tariff, supporting market entry of new shippers and suppliers, improving the performance of the
transmission and distribution operators, and improving transparency in the sector are typical mandates that
require clear, adequate and timely issuance of the needed regulations to enforce them. These regulations
among others are the tools for creating an enabling environment for new private investments, thus
supporting the gas regulator in leading the gradual opening of the gas market in Egypt. Accordingly, over
the last four years, the Gas Regulatory Affairs Department (under EGAS) has been receiving technical
assistance supporting the establishment of the regulator (its vision, mission, accountability and mandates),
and the necessary legal framework for the new gas market.

Objective

The new gas Regulatory Agency will be an independent body, this requires possessing its own website and
corporate design and an aligned corporate identity. The website of the regulator will be the most useful and
most important communication tool. All regulatory documents, official laws, decrees and regulations will
be published on this website for all users.

For that objective of this assignment is to develop the website and corporate identity of the new Gas
Regulatory Agency.

Scope of Service

A preliminary design for the website has been prepared. Currently, it is required to finally develop the
website and to start uploading some of the available regulatory documents.

Expected Deliverables

1. The Gas Regulator's Corporate Design & Corporate Identity Manual containing all clear
instructions and guidelines on the Corporate Design use. Corporate design shall include:
Logo
Usable Word-templates, Excel-templates, PowerPoint master slides, Templates for
correspondence, reports templates, brochures,

2. Developed Website in accordance with the chosen Corporate Design

Language

All delieverables should be submitted in both English and Arabic languages

Duty Station and Duration

The Consultancy team shall be closely working with the clients staff at their offices in Cairo. The estimated
duration is 6- 8 months starting July 15th, 2017.

Institutional Arrangement:

The consultant(s) will work under the supervision and guidance of the World Bank, and the department of
Gas Regulatory Affairs under EGAS.

Specific experience of the Consultancy team relevant to the assignment


Adequacy and quality of the proposed methodology and work plan in responding to the
terms of reference
Key experts qualifications and competence for the assignment

Price Proposal and Schedule of Payments

The consultancy fee will be determined on a lump sum basis. The lump sum amount must be all-
inclusive.

Payment will be made upon completion of key deliverables as shown below:

10% upon contract signature


10% inception report

25% against completion of corporate design and Corporate Identity Manual
25% against completion of website
20% against successful uploading/ downoading from the website
10% against the final report
