Education Loan Scheme for pursuing Higher studies abroad
CONSOLIDATED GUIDELINES

Detailed Guidelines regarding PNB UDAAN- Education Loan Scheme for


pursuing Higher Studies Abroad have been issued vide RAD Circular No. 111/2015
dated 04.12.2015 and subsequent Circulars issued on the subject from time to time.

2. To obviate frequent references, the instructions advised through aforesaid


Circulars have been consolidated and are available as at Annexure- I.

3. All concerned are advised to go through the guidelines carefully and ensure
meticulous compliance of the same.

Education Loan Scheme for pursuing Higher Education abroad

1. Objective

The Education Loan Scheme PNB UDAAN aims at providing financial support to
meritorious students for pursuing higher education abroad. The main emphasis
is that a meritorious student is provided with an opportunity to pursue education
with the financial support from the banking system with affordable terms and
conditions.

2. Eligibility Criteria

2(i) Student eligibility

a) Should be an Indian National.

b) Should have secured admission to a higher education course in recognized


institutions abroad through Entrance Test/ Merit Based Selection process
after completion of HSC(10 plus 2 or equivalent). However, entrance test
or selection purely based on marks obtained in qualifying examination may
not be the criterion for admission to some of the post graduate courses or
research programmes.

Sanctioning Authority shall take a decision as per Note for ascertaining


eligibility criteria given below.

c) While considering the Eligibility

i) Where the student has obtained admission in eligible course through merit
based selection process, he/she could be considered meritorious.
Generally, admission to professional and technical courses is through
Common Entrance Tests and those who get admission through this
process be considered meritorious.

ii) Where the admission is purely based on marks scored in qualifying


examinations, cut off percentage of marks of 50% for SC/ST and 60% for
General category be considered.

However, Circle Heads & above may consider the cases on merit, where
admission is purely based on marks scored in qualifying exam and the
applicant student borrower has scored less than the stipulated cut-off
marks of 50% for SC/ST and 60% for General category.
2(ii) Courses Eligible

i) Graduation: For job oriented professional/technical courses offered by reputed


universities.

ii) Post graduation: MCA, MBA, MS, etc.

iii) Courses conducted by CIMA- London, CPA in USA etc.

iv) Degree/Diploma courses* like aeronautical, pilot training, shipping etc.


provided these are recognized by competent regulatory bodies in abroad for
the purpose of employment in abroad.

*Diploma Course and certificate courses shall not be covered under the
eligible courses for study abroad except as mentioned above. However, Post
Graduate studies leading to PG Degrees and PG Diplomas offered by reputed
institutes/ universities only are covered under the Education Loan Scheme
PNB UDAAN.

v) Education loan to students for pursuing diploma & certificate courses other
than aeronautical, pilot training, shipping etc from abroad, not otherwise
covered under the Scheme may be considered by Incumbents of Scale IV &
above, where the loan is backed by liquid security valuing 125% of loan
amount in the shape of FDRs/ NSCs/ surrender value of Life Insurance
Policies along with establishing the financial credentials of family members
(either joint borrower or guarantor) subject to the condition that the said
course(s) is recognized/ accredited one. However, it be ensured that out
standing in the Education Loan account, at any point of time during
entire tenor, does not exceed the value of available securities. Further,
Circle Heads & above have been empowered to accord permission to
consider such cases where loan is backed by mortgage of immoveable
property, enforceable under SARFAESI Act, having realizable value of at
least 200% of loan amount after.

vi) Further, in case of wards of staff members, Education Loan for Diploma/
Certificate Courses for studies abroad may also be permitted by Circle Head
and above subject to availability of:

a) Collateral Security in the shape of Immovable Property equivalent to the


amount of loan.

b) Where the residual value of immovable property already mortgaged with


the Bank in respect of any loan raised by staff member is sufficient to
cover the loan amount.

vii) Education loans may be extended for pursuing Research programmes


abroad from reputed universities subject to assessment of employment
potential of future prospects.

NOTE: For ascertaining Eligibility criteria:

i) Sanctioning Authority to assess employability and earning potential


in respect of courses leading to be pursued by student borrower. Where
Sanctioning Authority considers employability and earning potential as
unfavorable, the same requires concurrence of the Circle Head.

ii) The assessment of employability and earning potential be done on the


basis of placement record of the Institute, average salary offers/ drawn by
the students on completion of such courses and be formed part of the
appraisal note at the time of sanction.

iii) In terms of Section 1(2) of the IMC Ordinance, 2013 with effect from 15th
May, 2013, Any Indian citizens, who intend to obtain primary medical
qualification from any foreign country on or after 15th May, 2013 are not
required to obtain Eligibility Certificate from the Medical Council of India.

2(iii) Expenses considered for loan:

i) Fee payable to college/ school/ hostel.*


ii) Examination/ Library/ Laboratory fee.
iii) Travel expenses/ passage money for studies abroad.
iv) Insurance premium for student borrower, if applicable.
v) Caution deposit, Building fund/refundable deposit supported by Institution
bills/receipts. **
vi) Purchase of books/ equipments/ instruments/ uniforms.***
vii) Purchase of computer at reasonable cost, if required for completion of the
course.***
viii)Any other expense required to complete the course - like study tours, project
work, thesis, etc.***
ix) While computing loan required, scholarships, fee waiver etc., if any
available to the student borrower may be taken into account.
x) If the scholarship component is included in the loan assessment, it may be
ensured that the scholarship amount gets credited to the loan account when
received from the Government.

* Lodging and boarding charges be considered in case the student chooses /


is required to opt for outside accommodation. However, these charges should
not exceed the charges stipulated by the respective college/ University for the
accommodation/ hostel facilities provided by them. In case, no such facility is
provided by the college/ educational institute, the charges being levied by
other colleges/ educational institutes in the area shall be applicable. However,
in cases where these facilities are not being provided by any educational
institutes in the area where the respective institute is situated, sanctioning
authority to take a decision in the matter after taking a realistic view regarding
expenses on boarding/ lodging based on local enquiries/ market reports etc.,
which shall also form a part of appraisal note.
Reimbursement of expenses incurred by student borrower towards lodging
and boarding charges, in case they opt for outside accommodation other than
that provided by College/ University, be allowed on the basis of self-
declaration of the students borrower in having incurred these expenses to
the extent the amount was taken into consideration at the time of sanction of
loan.

** These expenses could be considered subject to the condition that the amount
does not exceed 10% of the total tuition fees for the entire course.

*** It is likely that expenditure under Item Nos. vi, vii & viii above may not be
available in the schedule of fees and charges prescribed by the college
authorities. Therefore, a realistic assessment may be made of the
requirement under these heads. However, the maximum expenses included
under vi, vii & viii may be capped at 20% of the total tuition fees payable for
completion of the course.

3. Quantum of Finance:

Need Based Finance to meet the expenses as per Para-2(iii) above be


considered (taking into account the prescribed Margin), subject to the following
ceilings:

Studies abroad - Max. Rs.20.00 lac

Branch Head of RAPC (CM & above) is vested with powers for sanctioning
upto Rs.40.00 lac for studies Abroad.

However, Circle Heads and above have full discretion for sanctioning higher
quantum of loan keeping in view the merits of the case.

Requirement of additional Education Loan for the same course, for which
education loan has already been sanctioned, be dealt with by taking it as a part of
the original project and considered on merits by the competent authority within
the vested powers under the Education Loan Scheme PNB UDAAN.

4. Re-imbursement of fees:

Branch Manager may permit reimbursement of fees paid by the student/


guardian at the time of admission or subsequent stages within six months from
the date of payment of fees on individual merits of the case. Reimbursement
after a period of more than six months may be considered at Circle Head level.
The reimbursement will, however, be within the sanctioned limit and subject to
production of proper receipt/ documentary evidence or proof of payment to the
satisfaction of the bank.
5. Margin

Up to Rs. 4.00 lac - NIL

Above Rs. 4.00 lac - 15%

- Scholarship/ assistantship be included in margin.


Margin may be brought-in on year-to-year basis as and when disbursements are
made on a pro-rata basis.

6. Security

i) Up to Rs. 7.50 lac: Parent(s)/guardian be made joint borrower (s). No tangible


Security and /or 3rd party guarantee be obtained.

a) However, all eligible education loans upto Rs.7.50 lac sanctioned on and
after 16.09.2015 shall be covered under the Credit Guarantee Fund Scheme
on Education Loan (CGFSEL), the guidelines of which have been issued vide
RAD Cir no. 19/2016 dated 31.03.2016.

b) Education Loan to children of PNBs Employees where employee is


either co-borrower or guarantor are exempted for coverage under
CGFSEL scheme. However in such cases the security norms shall be
as under :

b1) Up to Rs. 4.00 lac:

Parent(s)/guardian be made joint borrower (s). No Security.

b2) Above Rs. 4.00 lac and upto Rs. 7.50 lac:

Besides the parent(s)/guardian executing the documents as joint


borrower(s), collateral security in the form of suitable third party guarantee
be taken. The Sanctioning Authority may, at its discretion, in exceptional
cases, waive third party guarantee, if satisfied with the net-worth/ means of
parent/s who would be executing the document as joint borrower(s).

ii) Above Rs.7.50 lac: Parent(s)/guardian be joint borrower(s).Tangible


collateral security of suitable value acceptable to bank.

Note:
i) Assignment of future income of the student for payment of instalments
to be taken in all the cases.

ii) The loan documents should be executed by the student and the parent/
guardian as joint-borrower. However, Sanctioning Authority to
consider joint-borrower (other than parent/ guardian acceptable to
the Bank, in case of adverse credit history of the parent/ guardian of
the student borrower.
iii) The security can be in the form of land/ building/ Govt. securities/
Public Sector Bonds/Units of UTI, NSC, KVP, life policy, gold, and
shares/mutual fund units/debentures, bank deposit in the name of
student / parent / guardian / any other third party or any other tangible
security acceptable to the bank with suitable margin.

iv) Wherever the land/ building is already mortgaged, the unencumbered


portion be taken as security on second charge basis provided it covers
the required loan amount.

v) In case of IPs being offered as Collateral Securities for sanction of


Education Loan Sanctioning authorities must ensure enforceability of
SARFAESI Act on such securities

7. Rate of Interest: As advised by IRMD, HO from time to time. presently, in terms


of L&A Cir no 41/2016 dated 09.06.2016 ROI effective from 01.04.2016 for the
cases under MCLR system as under:-:

Education Loan to children of


PNBs Employees where employee is MCLR + 0.10% EDSTM

i) Simple interest is charged during the Repayment holiday/ Moratorium period.

ii) Rebate of 0.50% in ROI permitted to women beneficiaries for outstanding up


to Rs. 10.00 lacs and 0.25% for outstanding above Rs. 10.00 lacs.
iii) No concession shall be available for pursuing courses at 201 Education
institutes where interest rate charged is MCLR+0.60% / MCLR+0.10%, as the
case may be, and loans extended to children of PNBs Employees where
interest rate charged is MCLR+0.10%.

iv) 1% concession in ROI shall be available from the date of first disbursement of
the loan subject to interest being serviced on monthly basis as and when
debited during the repayment holiday moratorium period i.e. full course period
+ 1 year. The said 1% concession in ROI be allowed at the closure of
education loan for full tenure of the loan, if interest is serviced promptly as and
when applied during the moratorium period including course duration and
regular repayment of loan is made during the repayment period. The
concession shall not be available where the interest rate charged is
MCLR+0.10% or MCLR +0.60%.

v) The benefit of concession as at (iv) above is not passed twice, i.e., benefit of
concession is given only once (at the time of closure of loan) during entire
tenure of the loan.

vi) In all accounts covered under CGFSEL scheme, ROI at any time is not below
BR+0.50% / MCLR+0.50%, as the case may be, and in all the remaining
accounts ROI at any time is not below BR / MCLR of Bank, as the case may
be, after providing all concessions in Rate of interest as stated hereinabove.

vii) Penal interest @ 2% is charged (subject to provisions of Priority Sector), i.e.,


up to Rs. 25000/ - NIL and above Rs. 25000/ as applicable to Retail Advances
presently 2% on the default/irregular portion.

viii) The rate of interest to children of PNBs Employees where employee is either
co-borrower or guarantor shall continue as per repayment schedule even after
the employee retires provided the loan has been availed during the service
period of the employee. This will be applicable for employees who retire under
Voluntary Retirement Scheme but not to those employees who resign from
the service of the Bank.

8. Appraisal/Sanction/Disbursement:

i) Applications will be received either directly at bank branches or through on-


line mode. Upon receipt of application, standard acknowledgement giving a
reference number be issued containing contact details of the bank official who
could be contacted in case of delay in disposal of application.

ii) In the normal course, while appraising the loan, the future income prospect of
the student will be looked into.

iii) Rejection of loan application, if any, shall be done with the concurrence of the
Circle Head of the branch concerned and conveyed to the student stating
reason for rejection.
iv) Normally, loan application will be accepted by the branch nearest to the
residence of parents. However, the sanction of loan will be as per delegation
of powers.

Loan to be sanctioned by the Branch/Retail Asset Processing Centre nearest


to the place of residence of the parents of the student. However, for
sanctioning and disbursement at a branch other than the said Branch/Retail
Asset Processing Centre, Circle Head of the respective Circle can consider
the same on the merits of individual case, keeping in view the genuineness,
accessibility and aspect of recovery of loan.

v) Education loan is to be disbursed in the shape of Term Loan. The amount of


loan be disbursed in stages as per requirements/demand, directly to the
institutions (Preferably through electronic channel wherever facility of such
remittance is available) / vendors of the books/equipments/instruments to the
extent possible as per terms of sanction (in case of purchase of stationery and
books, amount may be disbursed/reimbursed by crediting his/her Savings
account, on declaration by the applicant and production of bills).

9. Repayment

i. Repayment of the loan will be in equated monthly installments (EMIs) for a


period of 15 years for all categories.

ii. Repayment holiday/Moratorium:

Course period + 1 year.

(Branch manager empowered to permit extension in moratorium period up to


maximum two years in deserving cases under reporting to Circle Head).

iii If the student is not able to complete the course within the scheduled time for
reasons beyond his control, Sanctioning Authority may at his discretion,
consider such extension of time for completion of course as may be deemed
necessary to complete the course up to maximum period of 2 years.

In case the student discontinues the course midway, appropriate repayment


schedule be worked out in consultation with the student/parent subject to full
and final repayment of loan by the borrower (s) within the original repayment
tenor/ period.

iv The accrued interest during the repayment holiday period be added to the
principal and repayment in Equated Monthly Installments (EMI) fixed.

v. Sanctioning Authority may consider telescoping of the repayment with


stepped up installment with passage of time over the repayment period in
cases where salary levels at the start of the career do not facilitate
comfortable payment of EMI (e.g. professionals like Doctors).

Note: No prepayment penalty be levied for prepayment of loan.


10. Extension in Repayment Period:

i) Existing Education Loan borrowers, who had availed Education Loan with a
repayment period upto 10 years shall have the opportunity of getting the
repayment period extended upto 15 years, as the case may be, and the same
shall not be treated as restructuring.

ii) The powers for allowing such extension in repayment period under
Education Loan Scheme to the existing Education Loan borrowers have been
vested with respective Sanctioning Authority.

All Incumbents to ensure that:

i) Extension, if any, in repayment period is (a) need based; and (b) is allowed
only after taking into account the repaying capacity of the borrowers;

ii) Extension is allowed only in Education Loan accounts, which are standard in
the books of Bank as on the date of allowing such extension;

iii) Such Extension in Repayment Period is not allowed with retrospective effect;

iv) Such accounts are not treated as restructured accounts.

v) Total Repayment Period (i.e. before and after allowing such extension) not to
exceed the maximum permissible Repayment Period allowed under the
Scheme;

vi) Request for extension in Repayment period from the Education Loan
borrowers is obtained and held on record;

vii) Charges for change in terms & conditions of sanction are recovered in terms
of guidelines, as circulated L&A Circular 87/2014 dated 12.07.2014 which,
interalia, provide as under:

The charges prescribed for change in terms & conditions sought by the
borrower, except in CDR/restructuring cases, shall be 0.02% of loan amount
(Minimum Rs.1,000/- and Maximum Rs. 5 lakh).

viii) Following documents be obtained at the time of allowing such extension in


repayment period:

Supplementary Agreement (in case of student borrower being


Major) as per Annexure-A.
Supplementary Agreement (in case of student borrower being
Minor) as per Annexure B.
Consent of Guarantor, wherever applicable.
11. Insurance

Life Insurance policy of the students availing Educational Loan be taken at the
option of the Student borrower in terms of guidelines issued from time to time.
Presently Bank is having tie up with PNB MetLife for Optional Group Life
Insurance cover for Education Loan borrowers in the name & style of Met
Loan & Life Suraksha. Reference may be made to the relevant circulars issued
from time to time by Retail Assets Division, HO on the subject.

12. Processing Charges/Upfront fee

Upfront fee @ 1% with a minimum of Rs.10,000/- be recovered which shall be


refunded after first disbursement has been made in the Account towards fee/
other expenses sanctioned for Education loan ensuring that the student has
taken admission and joined the institute.

13. Documentation Charges

As prescribed from time to time be recovered. (Presently Rs.270/- upto Rs. 4 lac
and Rs.450/- above Rs.4.00 lac - exclusive of service tax and education cess).

14. Disposal of Application

Loan applications have to be disposed of within a period of one week (cases of


Branch/ Retail Asset Processing Centre (RAPC) level) and within two weeks
(cases falling under the powers of Circle Head & above) from the date of receipt
of complete application.

15. Capability Certificate

Incumbents may also issue the capability certificate for students going abroad for
higher studies. For this purpose financial and other supporting documents may
be obtained from applicant, if required.

(Some of the foreign universities require the students to submit a certificate from
their bankers about the sponsors' solvency/ financial capability, with a view to
ensure that the sponsors of the students going abroad for higher studies are
capable of meeting the expenses till completion of studies.)

16. Sanction of Loan to more than one child from the same family

Existence of an earlier education loan to the brother(s) and/or sister(s) will not
affect the eligibility of another meritorious student from the same family obtaining
education loan as per Education Loan Scheme PNB Udaan. In other words, any
number of applicants belonging to the same family may be sanctioned loans upto
Rs.7.50 lac individually without insisting for any security/guarantee. The loan is to
be mandatorily covered under CGFSEL scheme.
For education loan to children of PNBs Employees, where employee is either co-
borrower or guarantor, any number of applicants belonging to the same staff
member may be sanctioned loans upto Rs.4.00 lac individually without insisting
for any security/guarantee.

17. Top up loan:

Top up loan to students for pursuing further studies be considered on merits at


the level of Incumbents of Scale IV & above subject to maximum permissible
Ceiling of amount under the Scheme (Presently Rs 10 lacs for studies in India
and Branch heads of RAPC (CM & Above) upto Rs.40.00 lacs taking into account
the absolute threshold exposure).

Further, Circle Heads and above shall have discretion for sanctioning higher
quantum of loan keeping in view the merits of the case.

However, in cases, where existing education loan has been sanctioned by Circle
Head & above, the powers to consider top up loan shall also be vested with
Circle Head & above, i.e., sanctioning authority of existing education loan,
irrespective of the amount of top up loan.

The sanction shall, however, be within the overall eligibility limit, with appropriate
re-schedulement of existing loan taking into account absolute threshold
exposure, genuineness, accessibility, future repaying capacity of the student
borrower, recovery of loan and subject to taking required security.

The repayment of loans will commence after completion of the second course
and further moratorium period as provided under the scheme.

It is further clarified that whenever such top up loans are extended, ROI, Security
& Margin applicable on the existing as well as proposed loan shall be determined
on the basis of ABSOLUTE THRESHOLD EXPOSURE* made available to the
borrower.

*ABSOLUTE THRESHOLD EXPOSURE for this purpose (in terms of IRMD,


L&A Circular No.52/2014 dated 28.04.2014 on Credit Exposure Norms and
other circulars issued from time to time) shall mean:

a) WHERE EARLIER SANCTIONED LIMIT HAS NOT BEEN FULLY AVAILED:


Sanctioned limit or actual outstanding whichever is higher, plus additional loan
limit proposed to be sanctioned.

b) WHERE EARLIER SANCTIONED LIMIT HAS BEEN FULLY AVAILED AND


THERE IS NO SCOPE FOR REDRAWING ANY PORTION OF THE
SANCTIOED AMOUNT: Actual outstanding plus additional loan limit
proposed to be sanctioned.
18. No Dues Certificate

No dues certificate need not be insisted upon as a pre-condition for considering


education loan. However, a declaration/an affidavit confirming that no loans are
availed from other banks may be obtained.

19. Minimum Age

There is no specific restriction with regard to the age of the student to be


eligible for education loan.

20. Change of Address

In order to safeguard banks interest, the permanent address of the student


borrower be captured besides obtaining his/her present address in the loan
application form and the same shall also be got confirmed from the records
available at the educational institution concerned.

21. Joint Borrower

Joint borrower should be parent(s)/guardian of the student borrower. In case of


married person, joint borrower can be spouse or the parent(s)/parent(s)-in-law. In
case parents are not alive, grandparent(s) be taken as joint borrower.

Further, Sanctioning Authority may consider joint borrower (other than parent/
guardian), acceptable to the Bank, in case of adverse credit history of the parent/
guardian of the student borrower.

22. Loaning Powers

As per Loaning Power Chart in force from time to time.

23. Confidential Report

i) Borrower: No CR be compiled as the loan application form will indicate the


required information.

ii) Guarantor(s) / Joint borrower(s): CR be compiled on 282(C).

24. Documentation

i) PNB 1218 - Loan Application.


ii) In case the student is Minor - Agreement (PNB 1116) duly stamped be taken.
iii) On attaining majority, confirmation from student be obtained as per PNB
1147.
iv) In case the student is Major - Agreement (PNB 1117) duly stamped be taken.

v) Letter of Guarantee (PNB 58) duly stamped as an Agreement be taken where


applicable.
vi) In case Coll. Security is taken in the shape of Mortgage of IP, procedure given
in Book of Instruction on Loans and other guidelines issued from time to time
be followed.

25. Transfer of Account

In order to facilitate hassle free deposit of repayment dues, and to have proper
monitoring, branches will have the discretion/freedom in intra-Circle and inter-
Circle transfer of existing as well as new loan accounts to the nearby branch of
the place of posting/residence/domicile of the student borrower after getting
necessary proof in support thereof. However, this should be duly communicated
to the borrower.

26. Classification

Advances allowed to individuals under the PNB Udaam Scheme up to Rs.20.00


lacs, irrespective of the sanctioned amount, will be considered as eligible for
classification under the Priority Sector.

27. Illustrative Check List

i) Loan application on Bank's format.


ii) Passport size photograph.
iii) Proof of Address.
iv) Proof of Age.
v) Copy of PAN of student Borrower*.
vi) Proof of having cleared last qualifying examination.
vii) Letter of admission.
viii)Prospectus of the course wherein charges like Admission Fee, Examination
Fee, Hostel Charges etc. are mentioned.
ix) Details of Assets & Liabilities of parents/co-obligants/guarantors.
x) In case loan is to be collaterally secured by mortgage of IP, copy of Title
Deed, Valuation Certificate and Non-encumbrance Certificate from approved
Lawyer of the Bank be obtained at the cost of the borrower.
xi) Photocopy of Passport & Visa
xii) Any other document/information, depending upon the case and purpose of the
loan.

*If PAN is not available at the time of sanction, the same be obtained within
one year of disbursement of loan

28. Post Sanction Supervision

i) The Bank shall reserve the right of giving loan under Education Loan
Scheme PNB Udaan to any student borrower or continue/ discontinue the
yearly disbursement to a borrower under the Education Loan Scheme
PNB Udaan. Sanctioning Authority may allow disbursement of subsequent
instalments depending upon:

a. whether or not he/she shows good results at the institution he/she has
joined for studies and where institution/college allows student to
move to the higher class even if they fail in a few subjects in the
examination for previous year/semester and provided he/she has been
allowed to keep terms;

b. Whether or not reports about his/her conduct are satisfactory.

(Such reports will be required to be produced to the Incumbent Incharge


of the lending office before the start of each academic year subsequent to
the first year.)

ii) Loan pass book be issued to the borrower containing details such as date of
sanction of loan, amount of loan sanctioned, subsidy received (if any) rate of
interest, amount due under each installment, due date of installment etc.

iii) Incumbents to contact college/ university authorities to send the progress


report to the bank at regular intervals in respect of students who have availed
loans.

iv) Branches to ensure whereabouts of the student borrowers and joint-borrowers


on half yearly basis even after completion of their studies / placement and a
record of the same be maintained in the loan file.

v) Monitoring of loans be done by branch.

vi) Circle Heads to ensure constant monitoring of follow up/ tracking.

vii) PAN of the student be obtained at the time of sanction. However, obtention
of PAN should not be made a pre-condition for sanction/ disbursement of
education loans. In case PAN is not available at the time of sanction, the
same be obtained within one year of disbursement of loan.

An undertaking from the student borrower be taken on the following lines at


the time of disbursement of the loan:

I/ We undertake to deposit PAN Card at the time of disbursement of 2nd


Installment of the loan but not later than one year from the date of 1st
disbursement. I shall request disbursement of next installment of loan
only after submission of PAN card.

viii)Tracking of Student after completion of the course be coordinated with the


Educational Institutions. Help of Alumni Forums of Educational Institutions
be also taken for valuable feedback.

ix) Branches to obtain/ receive the progress reports of the student borrower
electronically wherever possible.
29. Treatment of interest accrued during moratorium period in case of account
becoming NPA:

Interest accrued during repayment holiday period on Education Loans is


added to the principal and repayment in Equated Monthly Instalments (EMIs)
is fixed accordingly. As such, there may not be any reversal of interest
accrued during the repayment holiday period if an education loan account
based on IBA Model Education Loan Scheme becomes non-performing
asset.

As and when the Education Loan Account slips into NPA Category, Branch
Managers to ensure that proper reason code from FOLLOWING CODE is
entered at the field Free Code -1 available at 7th page under CUMM menu
option G details.

i) Genuinely Stress (GENST)


ii) Untraceable (UNTRC);
iii) Capable but not paying (CABNP)

30. General

i) The loan applications are often passed to other banks/branches of banks


stating that the applicant does not fall within the area of operation of a
particular branch. Some of the reasons quoted are:

a) Place of domicile of applicant falls under service area of another bank.


b) To approach another bank as per arrangement among local banks.
c) To approach another bank functioning nearer to place of their residence.

The guidelines under the Education Loan Scheme PNB UDAAN be


implemented in right perspective and as far as possible not to reject any
genuine requests and try to accommodate the student community as far as
possible within the broad framework of the scheme.

Further, no Education Loan application be rejected for the reason that


residence of the borrower does not fall under the Banks service area.

ii) Under the Education Loan Schemes, financing is being done for various
courses and considerable share of outstanding under the scheme is for
studies abroad. It has, however, been observed that once the student goes
abroad/ gets the status of NRIs/settles abroad, relationship with him/her is not
continued beyond the transactions relating to Education Loan.
As soon as the student starts earning abroad, he becomes a good source of
generating foreign exchange/Deposits. It should, therefore, be our endeavour
to continue banking relationship with such students. Opening of NRE
accounts of all those students financed for study abroad upon their getting the
status of NRI will go a long way in building such relationship. It is, therefore,
advised that the branches should ensure opening of NRE accounts of all the
students financed for study abroad upon their acquiring the status of
NRIs. Progress in this be monitored on monthly basis at the level of Circle
Offices.

iii) Branches to capture the course details through CDEDU menu in CBS. This
will facilitate to track the student after completion of the course effectively if
co-ordinated with the education institutions. The guideline for capturing course
details is available at Annexure C.

iv) Branches to enter CGFEL against Guarantee cover code under V detail in
CBS. Filling of this field is mandatory being the only identifier of the accounts
opened under CGFSEL scheme.

v) The PAN No. of all student borrowers should also be captured in the
respective field available in CBS.

vi) In all EL Accounts under PNB Udaan Scheme the Passport No. of students
be entered under Free Text 12 of V details of loan account.

vii) The revised loan application PNB 1218 is available at Annexure D

viii) Incumbents are advised to ensure that Interest Certificate is issued to all
Education Loan Borrowers for the complete financial year on actual basis
alongwith Statement of Account without waiting for any specific request from
the borrowers and dispatched immediately but not later than 30th April every
year. Interest certificates can be generated by invoking Menu Options
INTCERT in Finacle, PNBRPT 3/56g and 3/56h in MIS.

SUPPLEMENTARY AGREEMENT
FOR EXTENSION IN REPAYMENT PERIOD OF EDUCATION LOAN
(For Major Student)

THIS SUPPLEMENTARY AGREEMENT is made on this ____day of


__________20____ between Shri/Ms _______________________son/ daughter/
wife of Shri___________________, resident of
___________________________________, (hereinafter called the Student) and
Shri/Ms_______________________son/ daughter/ wife of
Shri___________________, resident of ___________________________________,
(hereinafter called the Parent/Guardian), the Student and the Parent/Guardian
are collectively referred to as the Borrowers;

AND Punjab National Bank, a body corporate, constituted under the Banking
Companies (Acquisition & Transfer of Undertakings) Act, 1970, having its Head
Office at 7, Bhikhaiji Cama Place, New Delhi and, amongst others, a Branch Office
at ____________________________ (the said BO), hereinafter called the Bank.

(The Borrowers and the Bank are collectively referred to as the Parties and
individually as the Party and unless it be repugnant to the subject or context the
Borrowers and the Bank shall include their heirs, legal representatives,
successors, assigns, etc; The masculine gender is to be taken to include females;
and the singular includes the plural and vice versa. The Borrowers, include each
one of them and their liability shall be JOINT & SEVERAL)

WHEREAS the Borrowers have been availing, inter-alia, an Education Loan of

of the said facility detailing the terms and conditions thereof.

WHEREAS the said education loan is secured by guarantee

1. The Borrowers confirm that the balance due in the above said education loan

2. The Borrowers agree and undertake to repay the outstanding amount of
Rs._____________________ and further interest and monies thereof in the
said education loan as per the revised schedule of repayment specified in
Schedule-I herein.

3. The Borrowers agree to repay the outstanding loan amount alongwith interest
at...% as spread over _____________ Marginal Cost of Funds
Based Lending Rate (MCLR) of the Bank, presently being
..%,(hereinafter referred to as the Benchmark Rate) i.e ..% per
________ with _______ rests plus applicable interest tax, if any, as and
when due / leviable, whether debited or not in the Loan account, applicable
Interest Tax and incidental charges, etc. as prescribed by the Bank from time

The Spread may also change from time to time and the revised rate of interest
shall accordingly be charged from time to time.

Notwithstanding any other clause of the agreement, the Spread and the

rests shall be subject to the changes/variations made by Reserve Bank of
India/the Bank as the case may be from time to time.

In the event of there not being any Spread and/or Reference Rate, the
borrower agrees to pay the interest at the rate as prescribed by the Bank from
time to time

The interest shall be calculated on daily balance basis due to the Bank and
shall be charged monthly so long as the amount due under the Loan is not
repaid in its entirety and shall form part of the principal and carry interest at
the Applicable Interest Rate.

4. In case of default in payment of interest or installments on the due date and/or


in case the entire loan is recalled by the Bank and/or in case the account
becomes irregular for any reason whatsoever, the Borrower to pay increased
interest @ ___ % p.a. with agreed rates over and above the agreed rate as
under:
a. On the amounts in default from the date of default, or
b. On the amount outstanding from the date of recall or from the date the
account becomes irregular.

5. The Borrowers agree that if the Borrowers default in payment of interest


/installment the bank shall be entitled to recall the entire amount outstanding
under the above said education loan account.
6. The Borrowers agree to pay a sum of Rs_______________on account of
change in terms and conditions of original sanction dated___________ and

7. The Borrowers confirm that all other terms and conditions as already agreed

USER MANUAL FOR CAPTURING COURSE DETAIL INFORMATION IN


EDUCATION LOAN ACCOUNTS

A new menu option CDEDU has been provided in the system for capturing the
course detail information. The screen will appear as under: (menu option CDEDU
and press enter)

User is required to enter option A and press F4 key. The following screen will
appear:
1. Loan Account: User is required to enter sixteen digit account no. of the
eligible borrower and press F4 key. System will check the account number
and display the name of account holder. User can cross check the eligible
account for which data is intended to be entered.
2. Course Code: User is required to press F2 key and select the appropriate
code/course by using the key Shift-F4. If course selected is 014-OTHERS,
a separate field will be displayed which the user has to fill manually.
Otherwise the field shall be disabled.
3. Course Category: User is required to press F2 key and select the
appropriate code/course denoting the category of the course which is being
pursued by using the key Shift-F4.

4. Course Type : User is required to press F2 key and select the appropriate
type of course denoting the type of the course which is being pursued by
using the key Shift-F4.
5. Course Duration: User is required to enter maximum 2 digit numerical
number denoting the month for which the course is being pursued.
6. Moratorium Period: User is required to enter maximum 2 digit numerical
number denoting the month for which the moratorium has been allowed.
7. Institute Name: User is required to enter maximum 100 digit Alpha data type
number denoting the name of the college/institute where the course is being
pursued.
8. Type of College: User is required to press F2 key and select the
appropriate code/institute denoting the type of college/institute where the
course is being pursued by using the key Shift-F4.
9. Institute Place: User is required to enter maximum 100 digit Alpha data type
number denoting the place of the college/institute where the course is being
pursued.
10. Institute District: User is required to press F2 key and select the
appropriate code/ district denoting the district in which the college/institute is
situated by using the key Shift-F4.
11. Institute State: User is required to press F2 key and select the appropriate
