WORLD BUDDHIST CONFERENCE

Organized at Nagpur, Maharashtra (India) on 3rd & 4th June 2006

Under the Chairmanship of : Dr. Milind Jiwane


In the concluding session, the resolutions put by Mr. Vijay Mankar before the
audience for recognition. After thoroughly discussion, the resolutions were passed
unanimously by the conference. The resolutions passed in this conference are as
follows :

Adopts and Declares the following Resolutions as proposed Action plan.

1. The ‘Conversion and the Dhamma Deeksha Movement’ of Bodhisatva


Dr. Babasaheb Ambedkar Should be launched with fresh and renewed vigour in the
Golden Jubilee year 2006 to enable the Scheduled Caste, Scheduled Tribes (Including
DT/NT) & Other backward communities to embrace Buddha’s Dhamma and enter
new life. Work on Blue print of 1954 of Dr. Ambedkar should be started by all.

2. Ideological foundation (both Theory & Practice) of Ambedkarism-Buddhism


should be buildup to reconstruct both communism and capitalism for the formation of
Global Human society based on the principles of Justice, Liberty, Equality
Fraternity and welfarestic way of Life
.
3. India and China should be made the ‘focul points’ of Global Buddhist
Movement considering the ‘root’ of Buddhism in these countries and various
demographic, economic, educational, and the other factors. For this China should be
Ideologically engaged into dialogue by Buddhist Intellectuals at International level.

a) China and Tibet : This Conference supports the demands of Buddhist of


Tibet for genuine autonomy and appeals China to stop suppression of
Tibetans. It also advices China to bring Democracy to its people, when it has
already left communism and adoped capitalism in the name of Globalization.

b) Srilanka : This conference condemns the LTTE separatist efforts and


international military and monetary help to it by certain European and other
countries. It advises the World Community to pressurize LTTE for a genuine
democratic settlement with the Srilankan Government.

c) BangalaDesh : This conference support the demands of the Chakama


Buddhist. Out of these the Indian Govt. should provide all facilities to the
refugees of Chakama Buddhist as life other religious refugees. Bangala Desh
Govt. Should take step to return the land to the Chakama Buddhist, inhabitants
in chittagong tract area.

4. The Buddhist countries should explore the possibility of forming an Economic


Block on the lines of EU, ASEN and also step up their diplomatic effort for the
principles and interests of Buddhist’s and humanity by and large.
5. World Buddhist Organization :

a) Central “World Bikkhu Sangha” should be formed at world level on the lines
of church of Rome (but not the Same) for the Mission of Dhamma.

b) World Buddhist Origination (Socio-cultural, socio-economical, socio-


political, socio-educational) should also be formed on Global level.

c) World Buddhist Countries ‘Development Council’ should be set-up under


the apex world Buddhist organization to look after the responses and finances
for the Action plan and Programmes formed by the World Buddhist
Organization.

6. World Buddhist Seminary and University be set up in a country of Geo-cultural


significance with affiliated branches all over the world for training of monks and
education of people.

7. Strong proactive presence of all Buddhist Countries should be setup in UN and


various organizations of UN for contributing to the ‘International Law’ to make it
effective for Social Transformation of the Global world order based on Humanism.

8. ‘World Dhamma Sangiti’ may be convened of all the sects of Buddhism to


discuss – refine and prepare the Doctrine of Buddha – Dhamma – Sangha which
would be common to all.

Other Resolutions :
1. The Management of Buddha Gaya Mahabodhi Vihar should be handed over to
Buddhist’s instead of Hindu’s.

2. Tirupati Balaji, Vitthal mandir of Pandharpur, Jagnnath puri temple are Buddhist
Vihara’s/Stupas/Chaityas/Caves, and their management should be handed over to
the Buddhist’s immediately. The destruction of all Buddhist archeological sites
be stopped and any tampering of archeological and historical evidences be
stopped, the truth should be restored.

3. Co-ordination committee of Buddhists Intellectuals and laymen be constituted for


the co-ordination of future work.

4. Work on Buddhist philosophy, thoughts and practices be published in various


arenas of life.

5. HRD ministry should allocate and release timely funds for Buddhist Institutions
and studies.

6. Takshashila University of Pakistan, Nalanda, odantpuri, Kaneri, Sringeri and all


other important ancient Buddhist Universities of Intellectual freedom and pursuit
should be revived with ancient wisdom and modern science.

7. Dr. Ambedkar Thought and Pali language should be started in every University
of India.

8. The Indian Government should implement the recommendation (of


Venkatchalliah commission) for identifying and recognizing Buddhist’s separate
from Hindus Under Art. 25 of the Constitution of India and accordingly a
Buddhist Marriage act be enacted and recognized.
9. Appointment of Buddhist census officers be incorporated in the National census
conducted by Registrar General Census Commissioner, Government of India.

10. This Conference also educates the World Buddhist’s of the Conspiracy of the
Hindu Organizations like RSS. VHP. ABVP, of its false and foul propaganda of
Buddhism being branch of Hinduism. Buddhism is totally independent and
separate from Hinduism and Buddhist’s in India are not Hindus who are based

11. caste-system and inequality, whereas the Buddhist society is based on a


‘Desirable Democratic Society.’

12. This Conference also educates the World Buddhist’s the conspiracy of the Hindu
Organisation like RSS, VHP, ABVP, of its false and foul propaganda of
Buddhism being branch of Hinduism. Buddhism is totally independent and
separate from Hinduism and Buddhist’s in India are not Hindus who are based
on caste-system and inequality whereas the Buddhist Society is based on a
Desirable Democratic Society.

The above mentioned resolutions were read by Mr. Vijay Mankar.

After the resolutions, Dr. Milind Jiwane who was president in the concluding
ceremony of the World Buddhist Conference delivered his presidential speech and
expressed his gratitude to the Delegates who came from abroad and India and thanks to
those who have given lions’s contribution for the success of this conference. Delegates
present in this conference discussed thoroughly on National International problems of the
Buddhists and chalked out action plan for further course of action is the achievement of
this conference said Dr. Milind Jiwane. The next World Buddhist Conference will be
held at new Delhi in the month of February, 2007 announced by Dr. Jiwane on this
occasion, Mr. Jiwane had given vote of thanks to all honorable guest who attended this
conference from abroad and various states of India. Also he thanked to the colleagues of
the Civil Right Protection Cell who devoted their valuable times for grand success to this
conference.
At the end of this conference, a cultural programme was produced by Mrs.
Vandana S. Jiwane in which one act play named “ I am Ramai Speaking” performed by
Sachi Jiwane, a renowned Ambedkari Drama Artist. After this one act play the two day
World Buddhist Conference ended with great success.
