SECTION I
TECHNICAL SPECIFICATION for External Electrification system of NTPL
Town ship at Tuticorin

1.0
Scope of work
1.1 The Scope of work includes design, engineering,
manufacture/procurement, supply, testing and inspection at firms
work, packing, transit and its insurance, delivery to site, receipt,
unloading, handling, storage and preservation at site,
comprehensive insurance for storage-cum-erection and inplant
transportation at site, fabrication at site, supervision, erection, pre
commissioning, testing, commissioning, performance testing,
guarantee and warranty of complete electrical and associated civil
works of External Electrification of Township for 2 x 500 MW
Thermal Power Project of NTPL and handing over the system as
per specification and scope defined in the Tender Specification.

1.2 The major equipment /system covered under External electrification


works are as follows.
1). Out door Substation consisting of
a). 22 KV out door type VCB Kiosk.
b). 22 KV / 0.4 KV, 1250 KVA Transformer (2 Nos)
c). 0.4 KV out door type ACB Kiosk
2) Out door type LT Load Bank panels
3). H.T & L.T cables and accessories.
4). Peripheral Lighting arrangement of outdoor substation.
5). Earthing system & Earth pits.
6). All associated civil & structural work including fencing for outdoor
substation , HT VCB kiosk, Transformer, LT ACB kiosk,
7). All associated civil & structural work LT Load Bank
panel,peripheral lighting for out door sub station & etc.
8). Street light poles, Light fiitings, Luminarie, lamps and its
accessories including civil works
9). High mast, Light fittings,Luminaire, Lamps and its accessories
including civil works.

2.0 DESCRIPTION OF WORKS:

2.1 Incoming Power supply :

Power supply for the External Electrification for Township for the
Tuticorin Thermal (2x500MW) project shall be tapped off from the 22KV,2

pole structure ( with AB switch, fuse and one metering set TNEB type) to
be erected by TNEB. However supply of Metering set (TNEB type) for the
TNEB 2 pole structure shall be of bidders scope.

The successful bidder has to erect separate two pole (with AB switch,
lightning arrester, fuse arrangement) at a suitable distance from TNEB
two pole structure with suitable Cable / Conductor to receive the incoming
power supply.

The following coordinates are proposed for substation Location

A)S2435,W713, B)S2435,W724, C)S2413,W724, D)S2413,W713. Supply


and erection of 3CX 70 sqmm, PVC insulated GI steel wire armoured with
PVC inner sheath and out sheath cable and shall be connected to the
incoming and outgoing 22 KV VCB kiosk located in the outdoor
substation.

Supply and erection of 2 Nos of 1250 KVA 22/0.4 KV oil type


Transformer located nearer to 22 KV VCB Kiosk.
Laying of 6R,3.5 C,120 sqmm , PVC cu conductor from outgoing of
Transformers to the respective incoming ACB of LT Switchgear.

Supply erection of Load bank panels to be located at different locations


in Town ship with suitable plinth. LBP shall be connected by 2R,3.5C, 185
sqmm PVC Al conductors cable from 0.4 KV switchgear panel.
Supply and Erection of 3.5 C,35 sqmm, PVC,Al conductor to the
respective SFU for the Non Residential Building buildings under this scope
and also Residential buildings.(Internal Electrification done by others).
Details of the SFUs in the Residential Buildings are as follows for which
bidder hat to provide the incoming cable
Type-I Qrts 1 unit 1 no SFU
Type-II Qrts 3 units 6 no (each units 2 Nos)SFU
Type-III Qrts 3 units 6 no (each units 2 Nos)SFU
Type-IV Qrts 2 unit 2 no SFU
CEOS Qrts 1 unit 1 no SFU
Guest House- 1 unit -1 No SFU

2.2 GI Pipes:
Supply and providing of suitable GI pipes for road, drainage crossing &
Cable raising at Electrical panels /Transformer. The pipe shall be extended
up to full width of the road for all type of the cables as a protection.

2.3 Lighting Arrangement:
Pole Lighting :
Supply, erection and commissioning of street light poles, light fittings
,luminaire, lamps,and its accessories etc.

Suitable foundation with coping shall be provided for all the tubular poles.
Power supply for the above works shall be tapped from the nearest load
bank panel through a street light control panel located in /near the first
pole.

Each circuit from the load bank panel tapping shall not be connected to
more than 20 poles

Load distribution shall be evenly done by connecting alternate phase for


adjacent poles.

Street light shall be provided with single swaged tubular pole with HPSV
lighting fittings.

Timer control panel shall be provided in the first pole of the lighting circuit.

From the nearest load bank panels 63 A, 3 phase MCCB ,supply shall be
tapped using 4Cx16 sqmm for street lighting arrangement and terminated
at the timer panel.

Loop-in & Loop-out box of suitable size & connectors shall be used for
terminating the cable at every pole at suitable height with suitable
clamping arrangement.

From the timer panel, 3 phase supply shall be tapped using 4Cx16 sqmm
and terminated at the incoming of the loop in & Loop-out box of the first
pole.

Single phase supply shall be tapped using 2.5 sqmm copper flexible PVC
cable from the loop-in & Loop-out box to the individual fittings.

Suitable size compression type cable gland anf lugs shall be used for
termination of cable. Necessary cable raising pipe with GI of thickness not
less than 2.5 mm shall be provided at every raising of cable.

The outgoing the loop-in & loop-out box shall be connected using 4Cx 16
sqmm cable to the incoming of the next loop-in & loop-out box and so on
up to the last pole.

2.4 Flood lighting :

From nearest load bank panels 63A,3 phase MCCB, supply shall be
tapped for each circuits using 4Cx 16sqmm cable and terminated at the
TPN MCB, which is to be located at the pole.
Single phase supplty shall be tapped using 3Cx 4sqmm,1.1 KV grade,
copper flexible PVC cable from the loop-in & Loop-out t the individual
fittings through a 16 A SPMCB.
Suitable size compression type cable gland and lugs shall be used for
termination of cable>Necessary cable raising pipe with GI of thickness not
less than 2.5 mm shall be provided at every raising of cable.

2.5 Earthing arrangement for Pole Lighting & Flood Lighting.

One earth pit shall be provided for every 5th pole for street lighting as per
specification and connected tyo the other polea through the armour of the
Loop-in 7 Loop-out cable.

Two earth pit shall be provided for Flood lighting as per specification.

2.6 General:

The work involves, supply, erection & commissioning of HT kiosk, H.T


Transformer, L.T panel, Load bank panel, L.T & H.T cables including
straight through & end joints. This also include construction of plinths for
the equipment, providing earthing, flooring, fencing, gate etc. and
providing statutory requirement like danger boards, mat in front of switch
gear panel, numbering and lettering of equipment and providing
identification tag for cables including obtaining approval from Electrical
statutory authorities.

a) Danger board for 22 KV systems shall be provided on all four sides of


the fencing and for all the individual electrical equipments like
transformer and kiosk as per BIS.
b) Danger boards for 415V system shall be provided on all four sides of
the fencing & gate of load bank panel and for all the individual
electrical equipment like transformer secondary, LT main panel and
load bank panel as per BIS.

c) Lettering and numbering:


(i) All the incoming and outgoing cables source/destination shall be
written in the cable chamber.
(ii) Equipment numbering shall be written on the respective
equipments on round black background with white letters.

(iii) Setting and Name plate details of the kiosk VCB shall be painted
on the VCB chamber.
(iv) Name plate details of the transformers shall be written on the
plinth.
(v) Aluminum identification tags shall be provided on the coping and
the pole for a height of one meter.
(vi) Pole numbering shall be painted at the same level for all the
poles (Kiosk No./LBP No/Pole No.)

2.7 Civil Works

a) Necessary plinth for the transformers, Kiosks, LT main panels and LT


load bank panels shall be provided.
b) Concrete coping of size 150mm thickness around the pipe and 400mm
height from the ground level and sloped at the top properly for all the
lighting poles shall be provided.
c) Concrete flooring shall be provided for the area covering the respective
kiosk, transformer and LT main panel. The flooring shall be
rectangular in shape.
d) PVC coated Chain link fencing for a height of 1.8 meters above the
concrete flooring for the outdoor substation shall be provided using
concrete pole support at an interval of not more than 2 meters.
Outdoor substation shall consist of the H.T kiosk, transformers and
LT panel. A gate fabricated out of MS angle and flat shall be provided
at the location to enable to approach the panel easily.
e) One earth pit exclusively shall be provided for earthing the gate and
connected to the earth pit using 8 SWG GI wire.
f). Similar arrangements as above shall be provided for the individual Load
Bank Panels independently.

2.8 OPERATION & MAINTENANCE WORKS


The contractor should carry out the following:
a) Regular Operation and maintenance, attending breakdown and
repair/replacement of components of whatever nature to the
purchasers satisfaction in 3 shifts till the completion of warranty period
to maintain power supply at township.
b) Regular operation and maintenance, attending breakdowns and
repair/replacement of components of whatever nature to the
purchasers satisfaction in 3 shifts for a period of 3 years after
completion of warranty period to maintain power supply at township.

The detailed scope for both (a) & (b)
The O&M works shall be carried out by engaging qualified/experienced
employees in all the three shifts. For supervising the works, qualified
engineers with minimum diploma in electrical engineering shall be posted.

Periodical maintenance of Transformers, LT Panels, VCBs, Load bank


panels, cables, street light, flood light mast etc.,
a) Cleaning & Checking of all (Transformer, HT Kiosks, LT Main panels
and LT load bank panels) the connected equipments etc., shall be
minimum of 4 times per year.
b) Testing and maintenance of transformers, HT breakers, LT breakers,
relays and other main equipments, shall be minimum once a year.
c) Necessary testing equipments, duly calibrated at any Government
approved laboratory shall be used for testing.\
d) Equipment floor areas have to be cleaned periodically, as directed by
NLC authorities.
e) All the street lights shall be maintained and fault to be attended to
immediately.
f) While handling over the system after O&M period of one + three years,
all the equipments shall be handed over intact.
g) Energy particulars and billing details shall be submitted every month.
Maintaining a complaint register and attending of day to day complaints
and break down works immediately such as breakdowns, fault in electrical
distribution system, replacement of equipments.
a) Replacement of faulty equipments/accessories, covered under
warranty then and there during the warranty period. However,
consumables like bulbs, chokes, starters, fuse etc. which are also not
covered under warranty shall be supplied by the contractor at free of
cost.
b) Repair or Replacement of faulty equipments/accessories after the
warranty period including consumables.
c) Cable fault shall be located and also be attended to by providing
suitable joints.
Maintaining guaranteed spares for all items for replacement so as to
restore the power supply with minimum interruption.
Arranging necessary tools and tackles, ladders, safety equipments for
effective maintenance of the system is under the scope of the contractor.
Reporting of the breakdowns to the concerned NLC Executives then and
there.

2.9 SPECIAL INSTRUCTIONS TO BIDDER

The various parts of the tender documents shall be read in


conjunction with each other
Bidder shall complete the work specified and carryout any extra
work as per schedule of prices quoted in the tender.
The special conditions of tender and other parts of the document and
drawings form part of this tender.
Unit rates indicated in the purchase order shall be valid for the following:
a) There shall be no ceiling on variation in quantities till approval of
drawings.
b) During execution, a variation of +/- 20% shall be permissible on the
total value of work indicated during approval of drawing. However
there shall be no ceiling on the variation in quantities of individual
items.

Bidder shall furnish the following:

a) Clause wise confirmation of the owner's specification.

b) Final technical details of equipment as per Technical specification.

c) Type test certificates of equipment.

d) Bar chart indicating schedule of manufacture, delivery at site,


erection, testing and commissioning of individual equipment and
total system.

e) Concrete, earth work, brick work, fencing, gate etc., estimated for
civil works forming part of bidder's work.

Bidder shall have valid electrical bidder's license to execute the work in
Tamil Nadu.

Bid shall include equipment / components from preferred makes If the


equipment/ components are outside from preferred makes, separate
approval from the purchaser shall be obtained for the list. Detailed
specifications, drawings and technical literature of these equipment shall
be submitted along with the drawings for reference / approval. Make and
manufacturer's type of components offered shall be indicated.

Schedule of items indicated in Price schedule is subject to change.


Quantity indicated against each item can be varied to any extent as
desired by the Purchaser

The Bidder shall be responsible for storage and safety of the equipment at
site.
Unit rates / prices
2.10
Unit rates / prices shall be firm without any escalation till completion of job
assigned.

Unit rates shall cover all incidental charges and shall be for finished work
as per various clauses of complete purchase order document

Actual payment will be made for the quantity supplied and erected. Even
though the payment is on unit rate basis entire job shall be carried out on
turn key responsibility basis. All necessary foundations, supporting
brackets, pipes, cable tray, clamps, junction boxes, etc. which are
necessary for completing the job have to be considered by

the bidder and the rate for various items are to be worked out accordingly.
Flexible wires from junction boxes to the individual fittings are also
included in the scope

Bidder's Responsibilities
2.11
Bidder's License
2.11.1
The Bidder shall possess a valid and competent bidder's license issued by
the electrical licensing authorities of Govt. of Tamil Nadu or other states for
carrying out electrical installation work of the type and magnitude covered
in this document, in the state of Tamil Nadu.

Copy of the license shall be made available to the owner / consultant for
verification, during the execution of contract, if required.

All linemen, wiremen, electricians, supervisors and engineers engaged by


the Bidder or his sub-supplier shall possess necessary valid license issued
by the statutory authority and the same shall be submitted for verification,
if called for.

2.11.2 Compliance with rules, regulations and obtaining statutory approval


All equipment / materials shall be installed in accordance with the
requirements of relevant standards, Indian Electricity rules and acts and
also the factories act. It is the responsibility of the Bidder to see that the
electrical installation supplied and erected by him shall be to entire

satisfaction of Chief Electrical Inspector, CEA / Tamil Nadu state or any
other statutory body having jurisdiction in the area and also the owner /
consultant.
The responsibility for obtaining the Electrical Inspectorate's approval for
the installation to be carried out rests entirely with the bidder. It shall be
the responsibility of the bidder to prepare and submit all necessary
drawings, calculations, test certificates and relevant details (other than
those given by the owner / consultant) to the Electrical Inspector and
obtain prior approval for commencing the work and for the complete
installation work done. The necessary fees for inspection charged by
Electrical Inspectorate till the commissioning of all the equipment has to be
paid by the bidder.

Application to CEA for approval and to carry out any modification to


comply CEA requirements without any extra cost till successful charging of
the system.

2.11.3 Modifications
Modification required by the owner /statutory bodies to correct defective
workmanship, non-standard installation and non-compliance of statutory
regulation by the bidder, shall be carried out at free of cost by the bidder
without affecting the agreed milestone.

2.11.4 Specification drawings and prescribed work


This specification prescribes the complete work, which the bidder shall
undertake in full compliance with the tender documents

Although every required item of work may not be explicitly described in the
specification, the bidder shall furnish everything necessary to complete the
specified work.

The drawings and reference information mentioned elsewhere in this


specification shall be considered a part of this document. Anything
specified in this specification but not clearly shown in the drawings or vice
versa shall be treated as indicated in both specification and drawings and
hence binding.

All items to be supplied by the bidder shall be subject to the approval of


owner. Detailed specification, drawings and technical literature of these
shall be submitted for approval.
The owner reserves the right to omit any one or more items of work at any

time of the Bid without assigning any reason whatsoever.

2.11.5 Bidder's minimum responsibility


Bidder shall procure equipment of indicated preferred makes. If the
equipment/ components are outside from preferred makes, separate
approval from the purchaser shall be obtained for the list.

Bidder shall complete the work within stipulated time to the satisfaction of
owner.

The bidder shall check and test all electrical equipment and systems
installed and supplied by him including equipment supplied by others in
conformity with the test procedures outlined by the manufacturer. In
addition, he shall test buried earth grids supplied and installed by him and
record values

Bidder shall ensure that no tests are applied which may stress equipment
above the limits for field testing recommended by the manufacturer. The
bidder shall be responsible for any damage to personnel or equipment
resulting from improper test procedures.

The bidder shall provide owner with complete test certificates on a format
approved by the owner . The certificates shall be signed by both the bidder
and owner and shall be completed under supervision of the owner .

All defective materials supplied by the bidder and defects due to poor
workmanship revealed through field testing, shall be corrected at the
bidders expenses without affecting the milestone agreed upon.

The bidder shall bring his own testing equipment for testing and
commissioning of equipment / items. List of such testing shall be furnished
along with the quotation. Valid calibration certificate shall be provided for
testing instruments on demand.

All tools, tackles, handling equipment etc., required to carry out the work
without causing any damage to the equipment / personnel shall be
arranged by the bidder himself.

Acceptance of finished work carried out by electrical bidder is contingent


upon the successful testing of all electrical apparatus, systems and
associated wiring.

Before final commissioning of each equipment, touch paint shall be neatly


applied at the points where there are scratches and peeling off of the
paints during transit and installation

The bidder may have to work along with other bidders / agencies for some
other job assigned by the owner at the same item and at the same place at
the site. Electrical bidder shall not object to this arrangement and extend
his full co-operation to other bidder to the satisfaction of owner .

2.11.7 Standards and Regulations


The design, manufacture, performance, testing and installation (including
safety, earthing and other essential provisions) of equipment and
accessories covered under this specification shall, in general, comply with
the latest issue of the following:
Applicable Standards and Codes of Practices published by Bureau of
Indian Standards.
Central Board of Irrigation and Power
Indian Electricity Act, 2003
Central Electricity Authority
Indian Electricity Rules
Equipment specific statutory regulations
Indian Factory Act
Equipment complying with other recognized Standards such as IEC,
BS, VDE, DIN etc. shall also be considered if it ensures performance
equivalent to or superior to Indian Standards.
Equipment and accessories for which Indian Standards are not
available, shall be designed, manufactured and tested in accordance
with the latest issues of recognized Standards such as IEC, BS,
VDE, DIN etc.
In case of conflict between applicable Standards referred to in this
part and technical specifications, the Technical Specifications shall
govern to the extent of such difference.
Make & Interchangeability
2.11.8
This specification is issued for procurement of specified equipment
and system preferably from indigenous suppliers who may make use
of imported systems / sub-systems / equipment / parts and who have
valid collaboration agreement with reputed foreign suppliers with
experience in design and supply of similar systems as specified.
The bidder shall furnish division list of supplies from foreign and
Indian sources indicating the name of the agency or make against
the respective items. It shall be the responsibility of the successful
bidder to arrange the import license for the imported items offered
and to co-ordinate the supply of equipment from foreign and Indian
sources and execute the contract within the agreed time schedule.
The make of major equipment shall be limited to approved makes
which shall be mutually agreed between the purchaser and the

bidder.
Similar equipment and components shall be of same make;
equipment of same type and rating shall be interchangeable.
The purchaser has the option of selecting the manufactures of
electrical equipment, instruments and controls and any other
specialized items in the interest of standardization and the
successful bidder shall have to supply equipment of particular make,
if so required.

2.11.9 Safety
All equipment shall be complete with approved safety devices
wherever a potential hazard exists and with provision for safe access
of personnel to and around equipment for operational and
maintenance functions.
The design shall include not only those usually furnished with
elements of machinery but also the additional covers, partitions, etc.
which are necessary for safe operation of the plant.
All danger and caution notice boards shall be in Hindi, English and
Tamil.
Contractor must take sufficient care in moving his construction plants
and equipment from one place to another so that those may not
cause any damage to the property of the Purchaser particularly to
the overhead and underground cables and other service lines.
When the work is carried out at night or in the obscure day light,
adequate arrangements for flood lighting in the working area shall be
made by the bidder at his own cost and got approved by the
purchaser.

The safely postures/regulations for the prevention of accidents shall


be displayed by the bidder at appropriate places. Notices and
warning signs shall be displayed for all sources of dangers.
All equipment must be equipped with safety devices. The safety
provisions shall conform to the recognized standards, safety codes
and statutory regulations.
All safety measures as required to be adopted as per the statutory
regulations and the safety rules of the plant shall be strictly followed
by the Contractor during the execution of the Contract.
Adequate number of first aid boxes as defined in the State Factory Rules
shall be provided and maintained at all the work sites.

2.11.10 Installation, Testing and Commissioning

The scope of the bidder shall also include the following;

Erection, testing, commissioning including transportation of all


equipment and material which are in the scope of supply of
contractor.
Supervision of erection, testing and commissioning of equipment by
representatives of respective equipment manufacturer wherever
necessary.
Necessary coordination work required for erection, testing &
commissioning and resolving problems of all equipment.
Installation & testing of cabling system, including cable
trays/supports etc.
Laying and termination of all interconnecting cabling/overhead lines
required for completeness and commissioning of the systems as a
whole.
Scope of Miscellaneous Activities
2.11.11

Following miscellaneous works shall also be included in the scope of


teneder;

Obtaining certificate from Chief Electrical Inspectorate of the


state and CEA for installation and energising the complete
electrical system and equipment covered under the package.
Any modification or additional requirements by Statutory
Authorities shall have to be carried out without time and cost
implication to the purchaser.
Arranging any other statutory approval, if required.
The bidder shall provide and install GI cable trays as required
for laying all cables under his scope of supply .

Drawings and Documents


2.11.12
Copies of approved drawings along with reproducible and soft copies in
CDs shall be furnished at the time of supply of equipment. As built
drawings incorporating site modifications shall be submitted in hard print
and soft copies on CDs.

2.11.13 Environmental Conditions

The equipment will be installed in hot humid and tropical atmosphere.


Special attention may be given to the fact that the plant location is very
near to the sea.

For the environmental conditions, refer commercial volume However, it


may be noted that all electrical equipment shall be designed for 50 deg C
Ambient.

3.0 SYSTEM DETAILS

I. System voltage : 22 kV 10 %, 3 phase (Incoming

415 V 10 %, 3 phase (Distribution)

III. Fault level at 22 kV : 400 MVA

2- Pole structure shall be constructed using 90 LBS rails and standard
channels, angle etc. Typical arrangement is indicated in the drawing
no.MEC/TS/Q6G4/EI-PP/TB3/102. Pole shall be earthed properly.

Two Pole Structure shall be installed by the bidder for accommodating the
22 KV Air break switch with fuse. 22 KV cable from the purchasers 4-pole
structure shall be laid by the bidder and terminated on the 2 pole structure.
From the 2 pole structure, 22 KV cable shall be laid upto the VCBs and
from VCBs upto the transformer. Termination at ends shall be in the scope
of the bidder.

Minimum height of poles above ground shall be 8.0 mtr. and 1.5 mtr. length
shall be buried with PCC foundation. PCC work shall be upto 150 mm
above ground level.

Poles shall be painted with primer red oxide and finish with aluminium
paint from the bottom upto the height of 600 mm.

Bidder is advised to visit the site to apprise himself about the site
condition, location of tapping point of power at 22 KV level etc. A joint
route survey alongwith purchaser shall be done after placement of order to
finalize the cable route and other details. Unit rate furnished by the
tenderer shall be applicable for the actual quantity of materials used for
executing the job.

Size of the pole indicated above is typical value used for similar jobs.
However, it shall be the responsibility of the bidder to carry out the design
and get it approved by the purchaser/ purchasers consultant.

Each pole shall consists of pole top bracket, earthing set(with 3 mtr. long
50 mm dia GI pipe and other details as per IS 3043 with removable RCC
cover of size 45 x 450 x 75) ,clamp for earth wire.

All poles shall have anticlimbing and danger board.

Design shall conform to various provisions of IE rules, Indian Standards


and stipulations of CBIP

All civil works associated with the above work are included in the scope of
the bidder. All supporting structures on poles to facilitate installation of
insulators ,LAs, isolators etc.also shall be under the scope of the tenderer.

The insulators shall be provided with clamps and fittings suitable for
conductor being used.
Bimetallic connectors shall be used to for connecting equipment terminals
made of copper or brass. Bolts, nuts and washers for conductors shall be
made of mild steel and shall be electrogalvanised and passivated to make
them corrosion resistant conforming to requirement of BS-1706.

All the hardwares and accessories, whether specifically mentioned or not,


required to complete the job shall be in the scope of the bidder.
LIGHTNING SURGE ARRESTOR

22 KV Lightning surge arresters shall be zinc oxide (Gapless) type


conforming to IS 3070, Part-III, (1985), shall be self supporting type in
single pole assembly and suitable for installation in the panel.
The lightning arresters offered shall have technical particulars as indicated
in this specification.

Tests at works : Routine tests as per IS 3070, Part-III (1985).

22kV AIR BREAK SWITCH WITH DROP OUT FUSE

22 KV Air Break Switch with drop out fuse shall be provided on the 2-pole
structure for isolating the incoming power. 22 KV cable shall be
terminated to the outgoing terminals of the Air break Isolator.

4.1 22 KV HT SWITCH BOARD(Out door Type)

General

i) The board shall be of outdoor Kiosk type and shall receive power
from the Two-pole structure through 22 KV cable. System shall be
22 kV, 3 phase, 50 HZ solidly earthed neutral system. Highest
system voltage will be 24 kV.

ii) Board shall have one incoming VCB feeder and two outgoing
feeders for feeding the 22KV/ 0.4 KV transformers. Board shall be
complete with CTs, PT, Protection relays etc.

iii) 22 KV Board shall have the following:
a) Cubicle with busbars, relay, instruments, earthing device etc.
b) Vacuum Circuit breaker.
c) Instrument transformer (PTs, CTs)
d) Panel lighting.

Control supply 110V AC shall be derived from 22KV Bus PT for the
following purpose.
a) ON, OFF & Auto trip LED Indications for 22 KV VCB.
b). ON, OFF & Auto trip LED Indications for 0.4 KV VCB
c) Working supply for 4 element relay meant for Transformer protection.
d) Capacitive Power pack to energise U/V release in case of failure
of 22KV supply.
e) PT signal to the Static Energy meter
22KV Bus PT burden shall be suitably designed to cater the above needs
also.

Construction

i) The board shall be of metal clad, single busbar, fully


compartmentalised, self-standing outdoor cubicle having weather dust
and vermin proof conforming to IP55. Cubicle shall be constructed
with drawout type for circuit breaker

ii) Sheet steel shall be of minimum 2mm thickness for partition between
panels and 3 mm for hinged front and bolted rear doors.

iii) Electrical continuity between all metal parts not alive and the earth
terminals of the unit shall be ensured.

iv) Separate compartment shall be provided for Busbars, CTs, PTs,


outgoing cables & circuit breaker and relays and controls. Tinned
copper busbars with suitable heat shrink sleeves shall be provided.
Wiremesh shall be provided wherever necessary to prevent
inadvertent touching of busbars.

v) Hinged doors shall be provided for front side and bolted doors for rear
side. Three point locking arrangement with single operating handle
shall be provided for all hinged doors. Hinge locks, lock covers etc.,
shall be fabricated from anti-corrosive material. The hinges shall be
sturdy and robust. The doors shall be provided with additional
members for strengthening to avoid any warping (or) bending.

vi) Cubicles will be exposed to high winds, dust and rain. Neoprene
gaskets of high quality shall be used. The top cover of kiosk shall
have necessary slope to avoid stagnation of rainwater.

vii) Base frame shall be of sufficient thickness and tar painted to give
corrosion resistance even if water accumulation is there.

viii) All mechanical indications of breaker / LBS position, operation shall


be visible from outside. Suitable transparent cover shall be provided
on the front door of the Kiosk.

ix) Emergency push button shall be accessible from outside.

x) Safety shutters to cover live part to prevent accidental contact, and


explosion vents to release the gases during fault occurrences shall be
provided.

xi) Lifting lugs, base frame of adequate thickness, foundation bolts of


min. 19mm dia with suitable washers shall be provided. Lifting guides
shall be provided at the top to prevent touching of wire ropes with
body of kiosk while lifting.

xii) Cable termination :

Both incoming and outgoing cables are with bottom entry. Cable
terminations shall be made with the sealing kits of specified type.

Blank G.I. plates gasketed and bolted to the cubicle for glanding and
terminating control and power cables shall be provided.

Double compression type brass cable glands shall be used. Tinned


heavy duty copper lugs shall be supplied for all cables. Adequate
space shall be provided for splicing and termination of cable. The
cable shall be secured properly in the Kiosk with suitable support.

Components

Circuit Breaker

i) The circuit breaker shall be three pole vacuum circuit breaker with
spring charged operating mechanism. Plug in isolating contacts and
4NO+4NC auxiliary contacts all mounted on a withdrawable carriage.

ii) The air clearance between phases and between phase to earth at the
breaker incoming and outgoing terminals shall not be less than those
indicated in the IS/IEC/British standards, corresponding to the basic
insulation level of the circuit breaker as indicated in the criteria.

iii) The temperature rise of the breaker contacts / terminals while carrying
the rated current continuously or the rated short circuit current of rated
duration shall not exceed 40 deg0 C. over ambient of 50 deg C.
Further to minimise burning and pitting of contacts all parts exposed
to the arc created by current interruption shall be protected by special
arc resistance material.

iv) The circuit breaker shall be designed such that the peak short circuit
current (i.e. 2.5 times the RMS short circuit current) specified can be
interrupted without causing appreciable damage to 0main contacts.

v) The arc extinguishing chambers and the contact assembly shall be


enclosed in an insulating tube made of FRP/tough glass/ceramic or
other suitable arc resistant material with sufficient strength to
withstand the internal pressure/forces developed while clearing rated
short circuit current.

vi) Surge Arrestor shall be provided wherever necessary.

Operating Mechanism

i) Circuit breakers shall be provided with spring charged, manual &


electrical independent closing and shunt trip and series trip for
opening.

ii) Trip coil shall operate satisfactory between 70% and 110% of rated
voltage.

iii) The closing and tripping circuits shall be self opening on completion of
their respective functions irrespective of position of the breaker
ON/OFF switch.

iv) A readily identifiable mechanical emergency trip device as well as


provision for manual charging of springs through the cubicle door
shall be provided for each breaker.

v) In case of circuit breakers with more than one operating spring, they
shall be so interlocked such that the springs are charged to the same
extent and the breaker can be closed only if all the springs are
charged to the required values. Further in case of multiple pole /
phase breakers equal current sharing between poles shall be ensured
by means of current balance schemes.

vi) In order to ensure the reliability and long operating life for the
mechanism, the mechanism shall be light, with a high mechanical
strength and abrasion resistance to avoid high rate of wear and tear
and with few components. The number of components in the breaker
and operating mechanism shall be kept to a minimum and they shall
be designed to be free of undue stresses during normal or short
circuit operations. Further they shall ensure a high frequency of
operations indicated in technical particulars. All the moving parts of
the mechanism requiring inspection, maintenance and lubrication
shall be easily accessible.

vii) Operation counter shall be provided on the breaker for recording


number of ON/OFF operations

viii) A visual ON/OFF indication and SPRING CHARGED indication shall


be provided positively coupled to the operating mechanism and visible
from front with the cubicle door closed. Indications shall be provided
for limit switches for spring charged and discharged condition. The
Mechanism shall be TRIP FREE as per IEC.

ix) The life of the operating mechanism shall not be less than 30,000
operations.

x) The circuit breaker with its control units operating mechanism,


isolating and interlocking gears, auxiliary switches, isolating contacts
and wiring shall be carried on a horizontally withdrawable, sheet steel
dead front carriage on guide channel. The carriage shall be provided
with handles for manoeuvring the breaker into position. It shall be of
adequate strength and rigidity to withstand the maximum shock
stresses set up under fault conditions.

xi) The circuit breaker carriage shall have three clear positions viz. the
servi0ce position where the control and power terminals of the circuit
breaker are engaged; the test position, where the power terminals of
the circuit breaker are isolated, while the control terminals remain
engaged; maintenance position where both power and control
terminals of the circuit breaker are isolated.

xii) The service and test position of the circuit breaker shall be within the
cubicle and it should be possible to keep the door closed, with the
breaker carriage in either test or service position. However the
maintenance position can be with door open.

xiii) In case of carriage provided for mounting the breaker, the same shall
move on steel balls, within the guide ways for friction less movement
of the carriage and for avoiding misalignment.

xiv) The movement of the carriage inside the cubicle shall not transmit any
vibration to the different compartments of the cubicle especially the
relay and metering compartment.

xv) The carriage shall be provided with locking arrangement for locking
them in either test or service position, to prevent movement due to
short circuit forces.

xvi) Spring loaded, sliding earth terminals shall be provided on both sides
of the carriage, making positive connection with the earth strip
provided in the cubicle to ensure that all non-conducting metal parts
are securely earthed before moving the breaker carriage to test and
service positions. The location of the earth terminal shall be such that
it should be first to make and last to break to ensure personal safety.
All the non conducting metal parts shall be bonded together and
connected to the earth terminal by means of a separate connection.
Bolted connections of the framework of the carriage shall not be used
as earth continuity conductors. Mechanical interlocks shall be
provided on each carriage to prevent mal operation and in particular
to ensure that :

a) The carriage cannot be moved in or out of its cubicle with the circuit
breaker closed. The carriage shall automatically get locked in service,
which can be unlocked, when breaker is open and racking operation
initiated.

b) The circuit breaker can only be closed when the carriage is in one of
the positions i.e. the service position, a definitely located test position
or fully out of the cubicle in the maintenance position. The necessary
contacts for the same shall be provided on the carriage at these
locations.

c) The carriage cannot be pushed to service position, if either set of


safety shutters is not free and not in its normal closed position.

d) The carriage cannot be pushed to service position without making the
connections of control isolating contacts.

e) In case of plug and socket connections for isolating contacts, it shall


be ensured that the correct sequence of connections is maintained.

xvii) All circuit breaker carriages of same rating shall be identical in all
respects and shall be interchangeable.

Power Isolating Contacts and Shutter

a) Power isolating contact assembly shall have self-aligning silver faced


copper contacts with replaceable fingers or equivalent construction.
The moving contact shall engage with the fixed contacts through
opening in the bus bar and current transformer chambers. Each
opening shall be covered by vermin proof spring-loaded automatic
safety shutters.

b) The shutters shall preferably be of transparent polycarbonate material


to enable visual inspection of bus bar terminals and finger contacts
with the shutters closed.

c) Shutters shall be positively operated by the travel of the carriage,


each shutter independently of the other.

Auxiliary control connections

a) The control wiring on each carriage shall be connected to the wiring


on its cubicle by means of plug and socket connections or by means
of spring loaded sliding finger contacts. In case of sliding finger
contacts, perfect alignments of male and female contacts in operation
shall be ensured, while in case of plug and socket arrangement
interlock shall be provided so that plug is removed before the breaker
is withdrawn to maintenance position and breaker cannot be moved
into service position without inserting the plug into the socket. Further
there shall be interlock to prevent improper connections. In case of
finger contacts, clear distinction shall be made between those
available in test and service position and those available in service
position only.

b) In case of finger contact arrangement, the contacts shall be of high


conductivity, electrical grade copper with silver facing.

c) Multiplication of service and test position limit switch wherever


necessary shall be by means of electrically reset latch relays.

Auxiliary Contacts

a) Each circuit breaker shall have 4NO+4NC of auxiliary contacts to


control circuit changes for indication, protection, interlocking,
supervision, metering and others.

b) Breaker auxiliary contacts available in test and service position and


those available in service position only shall be clearly indicated.

c) Normally open and normally closed contacts shall be interchangeable


at site.

d) All auxiliary contacts shall be positively operated by the main


apparatus and all contacts shall be adequate to make, carry and
interrupt the currents in their circuits.

Emergency Push button Station


Emergency push button to trip the VCB feeding the transformer shall
be provided inside a weather proof box on the outer side wall of the
Kiosk.

Auxiliary terminal box


An Auxiliary terminal box shall be provided to house the terminal
blocks to receive the following external inputs from
a) Buchholz relay
b) Winding temperature Indicator
c) Oil temperature Indicator
d) 240V, Single phase, 50 Hz supply for panel illumination.
e) Separate terminal blocks shall be provided for control and
power.
The auxiliary terminal box shall have IP55 protection on the outer side
wall of the Kiosk.

Testing & commissioning

Routine tests as per relevant IS standards to be conducted at works &


site and test certificates shall be furnished. Type test certificates for
identical equipment shall be provided.

Drawing

The following drawings shall be submitted for approval.

elevation of switchboard.

4.2 22 KV /0.433 kV TRANSFORMER

Specification

General

The transformer shall be 1250KVA, 22 KV /0.433KV , 3, two winding,


ONAN, Dyn11 Transformer suitable for outdoor installation with + 5% off
circuit tap changer in steps of 2.5% as per Technical Specification and IS
2026 with all fittings and accessories enclosed & mounted on a platform at
a convenient height. The transformer is fed from a ring main of HT
switchboard. On the LT side, it is connected to LT switchboard catering to
various LT consumers.

Transformer Rating and Over loading

(i) Transformers shall be capable of delivering the rated current at a


voltage equal to 105 percent of the rated voltage without exceeding
the temperature limits specified for liquid, winding and hot spot.

(ii) Transformers shall operate satisfactorily without injurious heating at


rated kVA, at any voltage within + 10% of the rated voltage of the
particular tap.

(iii) Transformers shall be designed for 50 Hz. + 5% unless specified
otherwise in data sheet.

(iv) Transformers for two or more limits of voltage or frequency or both


shall operate satisfactorily at its rated kVA without injurious heating
under all the rated conditions of voltage or frequency or both,
provided increase in voltage is not accompanied by decrease in
frequency.

(v) Transformers shall be suitable for over loading as per IS 6600, unless
specified otherwise. Off circuit tap switch, terminal bushings, other
auxiliary components / equipment shall be designed for maximum
permissible overloading. Short time over loading to the extent of 50%
shall be considered for this purpose, for all transformers unless
specified otherwise.

Short Circuit withstand capability

(i) Transformers shall be capable of withstanding thermal and


mechanical stresses during 3 phase, line to line, double line to earth
and line to ground dead short circuits at the transformer terminals, for
a period specified, without any injury. Temperature of the windings
prior to the short circuit to be considered for this shall be that
corresponding to the maximum permissible value applicable to the
overloading cycle specified.

(ii) For this purpose, infinite supply system and solidly earthed systems
shall be considered.

Flux Density

(i) The maximum flux density in any part of the core and yokes at normal
voltage and frequency, shall be such that the flux density under over
voltage condition shall not exceed the maximum permissible values
for the type of laminations used and core construction adopted.

(ii) In case of transformers with variable flux, the voltage variation, which
would affect flux density at every tap, shall be kept in view while
designing the transformer.

(iii) Transformers shall be designed to withstand the following overfluxing


conditions :

110% of maximum density : Continuous for all transformers


corresponding to rated voltage.

Magnetic circuit

(i) The cores shall be constructed from high grade, low loss, high
permeability cold rolled non-ageing grain oriented silicon steel
laminations.

(ii) Thickness of laminations shall be 0.3 mm or less surface insulation of


laminations shall be rust resistant and have high inter-laminar
resistance. Insulation shall withstand annealing temperature as high
as 850 deg. C. The insulation shall be resistant to the action of hot
cooling medium.

(iii) The insulation structure for the core to bolts and core to clamp plates
shall be such as to withstand a voltage of 2000V AC for one minute.

(iv) Wherever the CRGO sheets are punched or sheared into laminations,
laminations shall be annealed in a non-oxidising atmosphere to
relieve stresses and restore the original magnetic properties of CRGO
sheets. The laminations shall be free of all burrs and sharp
projections.

(v) The design of magnetic circuit shall be such as to avoid static


discharges, development of short circuit paths within itself or to the
earthed clamping structure and production of flux components at right
angles to the plane of the laminations which may cause local heating.

(vi) Ducts shall be provided where necessary to ensure adequate cooling.


The winding structure and major insulation shall not obstruct the free
flow of cooling medium through such ducts.

(vii) All steel sections used for supporting the core shall be shot or sand
blasted after fabrication.

(viii) The finally assembled core and coil assembly shall be rigidly fixed to
the tank to avoid shifting during transport, handling and short circuits.
Adequate provision shall be made for lifting the complete core and
coil assembly.

(ix) The supporting frame work of the cores shall be so designed as to


avoid the presence of pockets which would prevent complete
emptying of the tank through the drain valve, or cause trapping of air
during filling.

Windings

(i) Transformers shall be suitable for solidly earthed neutral system.

(ii) The coil clamping arrangement and the finished dimensions of any
ducts shall be such as to not impede the free circulation of cooling
media through the ducts.

(iii) The windings/and connection of transformer shall be braced to


withstand shocks, which may occur during transport or due to short
circuits, repeated peak loads and other transient conditions during
service.

(iv) Windings shall be subjected to a shrinkage treatment before final


assembly, so that no further shrinkage occurs during service.
Adjustable device shall be provided for taking up any possible
shrinkage of coils in service if required.

(v) The conductors shall be transposed at sufficient intervals in order to


minimise eddy currents and equalise the distribution of currents and
temperature along the windings.

(vi) Coil clamping rings shall be of steel or of a suitable insulating


material. Axially laminated material other than bakelised paper shall
not be used.

(vii) Completed core and winding assembly shall be dried in full vacuum to
eliminate presence of moisture. After drying process, the full
assembly shall be impregnated immediately.

(viii) No strip conductor, wound on edge shall have a width exceeding six
times its thickness.

(ix) The winding material shall be copper.

(x) Windings shall not have sharp bends, which might damage insulation
and/or produce high dielectric stresses.

(xi) Coils shall be supported using dried and high-pressure compressed


wedge type insulation spacers at frequent intervals.

(xii) All threaded connections shall be locked. Leads from the winding to
the terminal board and bushings shall be rigidly supported to prevent
injury during short circuits/vibration.

(xiii) Permanent current carrying joints in the windings and leads shall be
welded or brazed.

(xiv) Clamping bolts for current carrying parts inside the transformer shall
be compatible with liquid under all service conditions.

Tappings as specified shall be provided on the higher voltage winding of


each transformer and shall be arranged so as to maintain as far as
possible the electromagnetic balance of the windings.

(i) Off-circuit tap switch

Off circuit tap switch shall be externally operated type. The tap switch
contacts shall be silver plated having adequate rating as applicable to
the transformer. The tap switch and contacts shall have spring action.
The switch shall not occupy any intermediate position. The operating
handle shall be easily accessible and can be locked in any position.
Tap numbers shall be engraved on non-corrodable metal sheet,
screwed to the tank. Tap switch indicator shall be permanently fixed
to the operating handle.

Transformer oil
All transformers shall be supplied along with first filling of Transformer oil
and 10% excess quantity in non-returnable drums and the liquid shall
comply with the latest issue of IS 335. All components, insulating materials
used in the transformer construction shall be compatible with the liquid
under all operating conditions.

Transformer cooling

Radiators

Radiators shall be detachable type . Radiators shall be provided with


flanges, bottom and top shut off valves for connection, necessary blanking
plate, drain plug, air release vents etc. in each.

Tank

(i) Tank shall be made from high quality low carbon steel and shall have
oil tight welded construction.

(ii) The tanks of all transformers shall be complete with all accessories
and shall be designed so as to allow the complete transformer and
filled with liquid to be lifted by cranes or jacks, transported by road,
rail or water without over straining any joints and without causing
subsequent leakage of liquid.

(iii) Fully assembled transformer together with its radiators, conservator


and other fittings shall withstand for one hour, a pressure
corresponding to twice the normal head of liquid or to the normal
pressure plus 35 KN/sq.m (5 lb./sq.inch) / whichever is higher,
measured at the base of the tank.

(iv) Transformer tank with radiators shall be capable of withstanding 250


mm of mercury (34.7 KN/sq.m) vacuum.

(v) The base of each tank shall be so designed that it shall be possible to
move the complete transformer unit by skidding in any direction
without injury when using plates or rails.

(vi) Tank cover shall be of adequate strength and shall not distort when
lifted. Tank covers shall be slightly projecting outside to prevent
ingress of rainwater. Inspection openings shall be provided as
necessary to give easy access to bushings, testing earthing
connection without removing tank cover. Atleast two openings of
adequate size shall be provided at each end of the tank. Inspection
covers shall have lifting arrangement and weight shall not exceed 25
kg. The tank top cover shall be bridged with suitable size copper
clamp for earthing.

(vii) Tank covers shall have pockets for bulbs of liquid and winding
temperature indicators when specified. Wherever specified,
thermometer pockets shall have captive screwed top to prevent
ingress of water. The pockets shall be located in the position of
maximum liquid temperature and it shall be possible to remove the
instrument bulbs without lowering the liquid in the tank.

Lifting and haulage facilities

Lifting lugs shall be suitable for lifting the transformer with liquid.

Minimum of 4 jacking lugs, in accessible positions shall be provided to
raise or lower the complete transformer with liquid using hydraulic or screw
jacks. Minimum height of the lugs above base shall be 300 mm excluding
under base dimensions, for transformers upto 10T. Transformer shall be
provided with detachable, bi-directional rollers as specified. Means shall be
provided for locking the 90 deg. swivel movements in positions parallel to
and at right angles to the longitudinal axis of the tank.

Terminations

Terminations as mentioned in this specification shall be provided.

(i) Cable Box & Disconnecting Chamber

The Transformer shall be provided with Cable boxes with air insulated
disconnecting chamber. Bushings & bus bar metal parts shall be
suitable for the type and number of cables specified. The
Disconnecting chamber shall be suitably supported. The size of cable
box shall meet the minimum dimensional requirement of cable
termination. Double compression type brass cable glands and tinned
copper lugs shall be supplied. Cable boxes shall be air-insulated type
with clearances in air between phases and between phases and
ground as applicable for the impulse level specified as per CBIP/IS.
Further, air insulated disconnecting chamber shall be provided with
inspection opening. Transformer may thus be withdrawn from its
position without disturbing cable connection. The gland plate shall be
bolted type and shall be sufficiently big to remove the trifurcated cable
from the cable box, without damaging the termination.

like stress relieving cones, insulating tapes, trifurcating boot, HT
insulating paste etc. shall be supplied along with transformer for HT
cable termination. Projecting lips shall be provided at the joints of
cable box disconnecting chamber etc. to prevent ingress of rainwater.

Bushings

(i) Electrical characteristics of bushings shall be in accordance with IS


3347 and IS 2099. Minimum rated current of the line end bushing
shall be 1.2 times the rated current of the corresponding winding.
Where repeated peak loads are specified, bushing rating shall be
selected accordingly.

(ii) 22KV/0.4 kV and 1.1KV bushings shall be used for the HV and LV
sides & LV neutral respectively.

(iii) Clamps and fittings made of steel or malleable iron shall be hot dip
galvanised. Bushings rated more than 400A shall have non-magnetic
clamps and fittings only.

Bushing current transformer

i) Where bushing CTs are specified, the same shall conform to the
specification indicated in data sheet. Hot spot temperature of CTs
shall be as specified for transformers.

ii) It shall be possible to remove the CTs at site, without opening the
transformer tank cover / active part.

iii) All secondary leads, including tappings shall be brought to a


weatherproof terminal box. Rating and terminal marking plate of the
CTs shall be screwed near the terminal box. CTs shall be wired from
terminal box to the marshalling box.

Conservator

i) Conservator shall be located in such a position as not to obstruct the


electrical connections to the transformer. The conservator volume
shall be sufficient to maintain the oil seal from ambient temperature of
50 deg. C to all temperature of 90 deg.C, with oil level varying within
minimum and maximum levels.

ii) Prismatic type oil level gauge with minimum and maximum levels
marked shall be provided. Taps or valves shall not be fitted to the oil
gauge.

iii) Drain valve shall drain the conservator oil completely. One end of
conservator shall be bolted into position so that it can be removed for
cleaning purposes. If the sump is formed by extending, the same
shall be for atleast 25 mm. Oil filling hole with cap shall be provided.

iv) A silica gel breather with inspection window and oil seal shall be
mounted at 1.4 m above transformer base and connected to the
conservator.

Buchholz relay

All transformers shall be provided with double float buchholz relay fitted in
the pipe connecting the transformer tank to the conservator. The diameter
of pipe shall be 25 mm. The pipe shall be arranged at a rising angle of 3
to 9 degrees to the horizontal, upto buchholz relay. Valves shall be
provided on either side of relay after providing necessary length of straight
pipes. The relay shall have pet cocks at the top and bottom, drain plug,
inspection window, calibrated scale to indicate gas present, built-in test
facility and terminal box with oil tight gland. The relay shall have
electrically separate, potential free self reset contacts for alarm and trip.
Contacts shall be rated to make, carry and break 5 A at 110 V AC. The
contacts shall be wired to marshalling box. The relay shall conform to IS-
3677.

Valves and connections:

All valves shall be of gun metal / cast steel, full way type with internal
screw and shall be opened by turning counter clockwise when facing the
hand wheel. All valves opening to atmosphere shall be fitted with blank
flanges. Means shall be provided for padlocking the bottom valves in open
and closed positions. All valves shall be provided with an indicator to
show clearly the position of the valve. Oil sampling device shall be
provided at top and bottom of the main tank and these shall not be fitted
on the filter valves. All transformers shall have bottom drain valve, top
and bottom filter valves suitable for connecting to oil filtration unit.

Joints and gaskets

All gaskets used for making oil tight joints shall be of proven material such
as granulated cork bonded with synthetic rubber or synthetic rubber
gaskets for oil filled transformers. Gaskets used for liquid filled
transformers shall be compatible to the liquid used.

Explosion vent / pressure relief device

i) Pressure relief device provided shall be of sufficient size for rapid


release of any pressure that may be generated within the tank and
which might result in damage to the equipment. The device shall
operate at a static pressure of less than the hydraulic test pressure for
transformer tank. Means shall be provided to prevent the ingress of
rainwater.

ii) The relief device shall be mounted on the main tank and if on the
cover, shall be fitted with skirt projecting 25 mm inside the tank and of
such a design to prevent gas accumulation.

iii) If diaphragm is used, it shall be of suitable design and material and


situated above maximum oil level.

iv) An equaliser pipe connecting the pressure relief device and


conservator may be provided for relieving or equalising the pressure
in the pressure relief device depending upon design consideration.

Thermometers

i) 150mm dial type oil temperature indicator for measuring top oil
temperature, winding temperature indicator shall be provided.

ii) Each thermometer shall have potential free Normally Open Contacts
for alarm and trip contacts. Temperature setting of each contact shall
be independently adjustable at site. A manual reset type maximum
temperature indicator shall be provided for each thermometer.

iii) Winding temperature indicator shall have temperature sensing


element and image coil

iv) All contacts shall be rated to make 0.5 A (min.) and break 0.2 A (min.)
at 110 V AC. All contacts shall be wired to marshalling box.

Marshalling box

Sheet steel, dust and vermin proof marshalling box shall be


provided for mounting auxiliary components of transformer, viz.,
temperature indicator, push buttons, signal lamps, auxiliary relays,
terminal blocks etc. Marshalling boxes for outdoor type
transformers shall be weather proof. All protection relays,
instruments CTs mounted shall be wired to marshalling box.

Internal earthing arrangements

All metal parts of the transformer with the exception of individual core
laminations core bolts and associated individual clamping plates
shall be earthed.

Earthing of bushing CTs

Where bushing CTs are provided, secondary winding shall not be


earthed inside. Both ends of winding shall be fully insulated and
terminated outside in weatherproof terminal box. Magnetic core of
CTs shall be earthed.

Fittings and accessories


Transformer shall be provided with fittings and accessories as
specified in the data sheet.
Tests

All the transformers shall be subjected to the following routine tests


and one transformer shall be type tested at the manufacturers
works. Test procedure as per IS-2026 shall be adopted.

i) Routine tests

1. Transformer shall be fully assembled with all fittings and


accessories including wheels to ascertain that all the parts fit
correctly.

2. Resistance of each winding of each phase at principal tap and at


all other taps.

3. Voltage ratio at all taps.

4. Checking of voltage vector relationship.

5. Impedance voltage at rated frequency and principal tap, lowest


and highest taps.

6. Load loss at rated current.

7. Zero sequence impedance at principal tap, rated frequency.

8. No load loss and no load current at rated frequency and 100%,
110% of rated voltage on HV side. Test shall be repeated with
415V, 3 phase supply connected to LV side (if the LV side rated
voltage is more than 415V). No Load & Load Losses shall be as
per CBIP/ IS with tolerance.

9. One minute power frequency withstand voltage test.

10. Induced over voltage withstand test.

11. Polarity check, ratio check, measurement of secondary winding


resistance, excitation, characteristic curve, insulation resistance
of all bushing CTs.

12. Calibration of winding and oil temperature indicators.

13. Tests on Oil

Following tests shall be conducted on oil samples drawn from


transformer tank.

a) Break down voltage.

b) Tan delta Manufacturers test certificates


shall be furnished.
c) Water content

d) Acidity

ii) Type test.

1. Temperature rise test.

2 The bidder shall submit Type Test certificates for similar


capacity Transformer supplied by him elsewhere for (i) Short time
withstand capability Test and (ii) Impulse Voltage withstand Test.
In case Type Test certificates for similar equipment are not
available the same will be conducted in the presence of the
Purchaser or his Representative if Purchaser so desires without
any financial implications to the purchaser.

Drawings

The following drawings shall be submitted for approval.

4.3 LT ( 0.4 KV ) SWITCHBOARD

General

i) This board is intended to provide power supply feeders to various


Load Bank Panel .

ii) This shall be of outdoor Kiosk type suitable for use on 415V, 50 HZ, 3
phase, 4 wire solidly earthed neutral system.

iii) Each Board has ACB as incomer and MCCB as outgoing feeders.

Cubicle

Construction

i) The board shall be of metal clad single busbar, fully


compartmentalised, self standing, outdoor cubicle having weather,
dust and vermin proof conforming to IP52 with canopy.

ii) The incomer and the associated items shall be housed in a partitioned
panel, whereas the rest of the outgoing feeders shall be neatly
distributed and compartmentaly modular construction need not be
adopted. However, it shall be ensured that sufficient working
clearance and adequate space for cabling is provided.

iii) Hinged door shall be provided for the front and bolted door at the rear.
Three point locking arrangement shall be provided for the hinged
door. Hinged locks, lock covers etc shall be fabricated from anti-
corrosive material.

iv) Neoprene gaskets of high quality shall be used.

v) Base frame of sufficient thickness with tar paint shall be provided.

vi) Lifting lugs, foundation bolts of min. 20mm dia. with suitable washers
shall be provided. Lifting guides shall be provided at the top to
prevent touching of wire ropes with the body of kiosk while lifting.

vii) Both incoming and outgoing cables will have bottom entry. Blank G.I.
plates gasketed and bolted to the cubicle for glanding and terminating
power and control cables shall be provided.

Double compression type brass cable glands shall be used. Tinned


heavy duty copper lugs shall be supplied for all cables.

viii) Instrument Transformers, Indicating Instruments, Control Circuits,


Control Wiring and Ferrules, Inscription, Earthing, Painting, Space
Heater Special Tools etc., shall be as per the specification indicated
under HT switchboard.

Busbar and Connections

i) Busbars shall be made of E91E grade aluminium alloy, Cross section


of bus bars selected shall ensure the thermal rating and dynamic
stability for the short circuit rating specified.

ii) High tensile cadmium plated bolts with suitable spring washers shall
be used for busbar joints.

iii) Busbars shall be polyester sleeved with heat shrunk insulation. Wire
mesh shall be provided wherever necessary to prevent inadvertent
touching of busbars.

LT Air Circuit Breakers

i) The breaker shall be of triple pole, air break and of non-drawout type.
All current carrying contacts of the breaker shall be silver plated. The
main contacts shall have ample area and contact pressure for
carrying the rated current of the circuit breaker. Arc chute shall be
provided on each pole and so fitted that it can be easily removed for
inspection of the main contacts.

ii) The breaker shall have independent manual spring charged stored
energy mechanism.

The operating mechanism shall be trip free and designed to reduce


mechanical shocks to a minimum during operation. The operating
mechanism shall operate normally even when the circuit breaker is
closed on to fault.

iii) All breaker shall be provided with mechanical trip push button,
accessible from outside.

iv) All mechanism shall be designed to give trouble free service over
extended periods and shall not deteriorate with normal usage, require
attention more often than every 1000 operations or once a year
whichever is earlier. Each breaker shall be equipped with mechanical
ON OFF indications visible from the front of the panel.

v) Auxiliary Contacts

All contacts shall have adequate capacity to make, carry and interrupt
the currents in their circuits. Minimum rating shall be of 5A at 110V
AC. Each circuit breaker shall be provided with 6 NO + 6 NC auxiliary
contacts, out of these, 3 NO + 3 NC shall be spare auxiliary contacts.
The design of the contacts shall be such that they can be easily
converted from normally open to normally closed type and vice versa.
All the auxiliary contacts shall be wired internally upto the terminal
blocks in the fixed portion of the breaker cubicle. In case
multiplication of contacts is required, the same shall be done using
without any extra cost. (Latch in type with electrical reset feature).

vi) Interlocks

The switchgear shall be provided with all necessary interlocks


designed to prevent incorrect operation and to ensure safety of
operating personnel and also the equipment. Each breaker shall
have door interlocking mechanism and interlock defeat facility.

vii) Protective Releases

a) Short circuit and temperature compensated overload releases


shall be provided on each pole of the circuit breaker, short circuit
release shall have mechanical clock work timer with setting range
of 0.1 to 0.5 sec. continuously adjustable at site. Operating time
of short circuit releases shall be independent of current.

b) Overload releases shall have inverse time current operating


characteristic.

c) Thermal and short circuit releases shall be independently


adjustable at site, 2 Nos. hand reset contacts operated by
releases shall be provided for tripped on fault indication. The
setting ranges shall be finalised at the time of approval of
drawings.

d) In case of direct acting, static releases with combined short circuit


and inverse overload protections, it shall require no auxiliary
supply. Power for the operation shall be drawn from fault current
and its performance shall be unaffected by magnitude of fault
current. Release shall be suitable for the duty applicable to the
breaker. The basic requirements of these releases will be as
specified for direct acting electromagnetic releases.

4.4 Load Bank Panel :

4.6 Lighting arrangement:


Pole Lighting:
Timer control panel as per the specification shall be provided in the first
pole of the lighting circuit.
From the nearest load bank panels 63 A,3 phase,MCCB,supply shall be
tapped using 4Cx 16sqmm,PVC including multistraned conductor,PVC
sheathed armourd for street lighting arrangements and terminated the timer
panel.

Loop-in &Loop-out box of suitable size & connectors shall be used for
terminating the cable at every pole at suitable height with suitable clamping
arrangement.
From the timer panel 3 phase supply shall be tapped using 4Cx16sqmm
and terminated at the incoming of the loop-in & loop-out box of the first
pole.

Single phase supply shall be tapped using 3Cx 4 sqmm copper flexible
PVC cable from the loop-in & Loop-out box to the individual fittings.
Suitable size compression type gland and lugs shall be used for termination
of cable.necessary cable raising pipe with GI of thickness not less than 2.5
mm shall be provided at every raising of cable.

The out going of the loop-in & Loop-out shall be connected using 4C x
16sqmm cable to the incoming of the next loop-in & loop-out boxand so on
up to the last pole.

Flood lighting :

From nearest load bank panels 63A,3 phase MCCB, supply shall be
tapped for each circuits using 4Cx 16sqmm cable and terminated at the
TPN MCB, which is to be located at the pole.
Single phase supplty shall be tapped using 3Cx 4sqmm,1.1 KV grade,
copper flexible PVC cable from the loop-in & Loop-out t the individual
fittings through a 16 A SPMCB.
Suitable size compression type cable gland and lugs shall be used for
termination of cable and Necessary cable raising pipe with GI of thickness
not less than 2.5 mm shall be provided at every raising of cable.

4.7 General requirements for Earthing Arrangements:


Earthing arrangement shall be be done with 3 M long, 50 mm dia GI
earthelectrode,and medium class, drilled holes in zigzag way 150 mm
lenth,buried in the ground supported by alternate layers of coal / charcoal,
salt and river sand around the electrode of 150 mm dia,back filling the earth
pit and construction of mansonary trough by 600 mm x 600 mm and
provided with CI top cover. Suitable lifting arrangement shall be provided.
Except for equipment provided with double insulation all non-current
carrying metal parts of electric installations are to be earthed properly,
metallic parts of light fitting to be earthed.All metal conduits switch gear,
distribution board and all other parts made metal shall be bounded together
and connected by means of two separate and distinct connection with
earth. Earth continuity conductor for conduit switchgear, DBs and plug
sockets shall be 12 SWG GI and for light fittings,fans and other metallic
parts shall be 14 SWG GI wire and shall be connected to main earth
continuity conductor where equipment is connected by flexible load all
exposed metal parts of the equipments shall be earthed by means of
earthing conductor. Paint enamel corrosion and other non-conducting
material shall be removed from the metal section to which earth continuity
conductor is attached.

All the earthing connections to the main equipments like Transformer, H.T
kiosk, L.T main panel, Load bank panel and Transformer neutral shall be
made up of 35X6 mm GI flat.In other areas 10 SWG GI wire shall be used.

Two Nos. earth pits shall be provided for each tranformers neutrals and
connected to the earthing terminals of the respective transformers neutrals.
Both earth pits shall be interconnected.
Two Nos. earth pits shall be provided for each L.T main panels and
connected to the earthing terminals of the respective L.T panels.. Both
earth pits shall be interconnected.

4.8 HT, LT POWER AND CONTROL CABLE

General

Specification

i) All power and control cables supplied shall be as per relevant IS

iv) Type 3 : 1.1 kV PVC copper control Cable

1.1 KV circular stranded (rm) annealed copper conductor, PVC


insulated of Type A PVC compound suitable for 70 deg.C. operation
as per IS 5831-1984, cores stranded together provided with a
common covering of PVC inner sheath of type ST1 PVC compound,
galvanised round steel wire armoured and overall PVC sheathed of
Type ST1 PVC compound and multicore to IS 1554 Part I 1976.

v) Aluminium conductor used for power cable shall be electrical purity


conductor of H temper.

vi) All cables shall be suitable for system particulars, site conditions and
environment conditions specified.

vii) The insulation of phase conductors shall be coloured red, yellow and
blue and the neutral black.

viii) For control cables, an easy means to identify the individual cores
shall be provided.

ix) HT, LT power and control cables shall be procured in suitable drum
lengths with continuous marking of lengths either embossed (or)
printed considering actual route length of cables, to avoid straight
through joints. Max, tolerance of -5% shall also be considered while
specifying drum lengths.

x) Cable drums will be stored in the open yard at site where it will be
subjected to rains and other climatic variations. The wooden drums
shall not deteriorate and collapse during storage for atleast 2 years.

xi) All cores of control cables shall be continuously identified by tracer


number i.e. tracer numbers either embossed or printed continuously
on each individual core.

Tests

i) Routine tests of power and control cables shall be in accordance


with relevant Indian standards.

ii) Type tests shall be conducted on one drum each size of cable
offered.

iii) Test certificates shall be furnished.

4.9 SAFETY ITEMS

Safety charts

a) Charts are required for guiding the workmen, the methods of artificial
respiration, if any person is electrically injured, charts shall be
depicted with sketches showing different methods of resuscitation or
artificial respiration normally followed when a person gets electrical
injuries.

b) All instructions on the safety chart should be only on one side and
the same shall be in three languages namely English, Hindi and
Tamil.

c) The chart shall be mounted in a glass panelled aluminium frame.

Danger boards

a) Danger notice boards shall be made out of MS sheet of thickness not


less than 3mm and size 300x250mm conforming to IS:2551.

b) Boards shall be in hub form and bordered and holes shall be drilled on
all four corners for nailing / screwing and shall be similar to the design
adopted by NLC and as approved by CEA.

c) A sketch depicting human skull and cross bones to denote danger


shall also be inscribed on the board and it shall contain the words
"HOSHIAR" written in Devanagari script, 'ABAAYAM' in Tamil and
'DANGER' in English with the voltage of the installation specified on it.

d) The lettering shall not be less than 50 mm in size written in white


colour on epoxy based post office red background colour or vice
versa.

e) Danger boards shall be affixed permanently in conspicuous position at


necessary chambers and LT overhead support and other relevant
places.

First aid box

a) First aid boxes shall be made from sheet metal with necessary
hinges, a hook, a handle with necessary padlocking facilities and
padlock with duplicate keys. It shall be painted with enamelled black
colour and a 'PLUS' mark in red colour on white round circles shall be
depicted on front and side covers of the box to indicate first aid, below
the 'PLUS' marks on the front cover, the work 'FIRST AID' shall be
written in English. The approximate size of the box shall be 350 x 350
x 150 mm.

b) First aid box shall contain standard outfits.

Rubber mats for electrical purposes

a) Rubber insulating mats are required for used as floor covering in front
of electrical switchgear of 440 V and 11kV and 22KV. the mats shall
be made from vulcanised rubber compound free from fabric insertions
and fibrous materials. The lower surface shall be finished in cloth
imprints. The outside edges, except the butt edges, where a mat
consists of two or more sections may be bevelled.

b) Physical properties electrical properties, water absorption marking
and packing and other specifications of rubber mats shall be as per
IS-5424-1969 and other relevant standards for rubber mats suitable
for higher voltage.

c) The mats shall be free from blisters, pin holes, cracks, embedded
foreign matters and other defects which may impair its serviceability

d) The colour of the mats shall be preferably of black/brown.

e) Thickness of mats for 415 V shall not be less than 6 mm.

f) Mats required for lengthy switchgear can be in different sections


(standard pieces of 2000 mm x 1000 mm).

Rubber gloves for electrical purposes

a) The hand gloves shall be as per IS 4770-1968 and other relevant


standards for hand gloves for higher voltage

b) Rubber insulating gloves are required to be used for protection of


electrical operators from electric shock while working on energised
conductors and equipment of different voltages namely 650V. The
gloves shall be made from grade rubber, natural or synthetic either
by dipping process or from calendered sheets, especially
compounded for increased resistance to sun exposure heat and
corona. Gloves shall have highest dielectric strength and low
leakage. There shall be different colours for inner and outer layers.

c) The gloves shall have a smooth surface and shall be free on both
inner and outer surfaces from visual defects like patches, blisters,
porosity, embedded foreign matter or other physical defects. Gloves
shall be of curved fingers and hand comfortable working fit with
reduced hand fatigue.

CO2 fire extinguishers

Carbon dioxide type fire extinguisher shall consist of brand new, special
steel high-pressure cylinder, a suitable discharge valve with an internal
discharge tube, a high-pressure discharge hose or tube, a non-conducting
discharge horn and fully charged.

Fire buckets

a) Fire buckets of 2 gallon capacity, round bottomed, bottom, side,


handle, outside painted with epoxy based post office red paint and
inside with epoxy based white paint made out of 14 gauge galvanised
iron (galvanised after manufacture) written with word 'FIRE' in bold
lettering. The body and base shall be lapped and revetted.

b) Stands specified for the fire buckets shall be fabricated out of 25 x 25 x


6mm MS angles. Stands shall be coated with 2 coats of red oxide paint
and one coat of epoxy based post office red paint.

5.0 ERECTION SPECIFICATION

5.1 General

All the electrical equipment shall be installed with proper care and as per
approved layout drawings. Minor modifications required at site shall be
made by the contractor with approval of purchaser representative /
consultant for installation of the equipment. Care shall be taken for proper
handling of equipment and undue vibrations shall be avoided particularly in
case sensitive (instrument mounted on panels) equipment. The contractor
shall have to refer installation manuals of respective equipment before
start of erection work.

The contractor shall have valid electrical contractor's licence valid for state
of Tamilnadu and as well supervisory licence. He shall have in his
employment sufficient number of electricians and supervisors holding valid
licences for HV and LV installations. It will be the responsibility of the
contractor to get the installation cleared and relevant drawings, certified /
approved by electrical inspectors. Factory inspectors, insurance agencies
and other statutory authorities.

5.2 Sheet metal enclosed panel Kiosks

The base frames of all panels, Kiosks, posts etc., shall be welded to
structures or to the civil inserts provided on the floor/walls. Fabrication of
supports/frames wherever required, shall be done by the contractor.

In the case of panels, the shipping section shall be placed in position
before removing the protective covering to eliminate scratch/ damage. The
shipping skids shall be moved by using rollers under the shipping skids
wherever lifting cranes are not available. The contractor shall do the
assembly at site as per manufacturer's general arrangement drawings and
installation instruction. The panels shall be properly levelled prior to
grouting the holding down bolts or welding the panels to the inserts. All
interconnection of busbars and wiring between the panels shall be done as
per manufacturer's instruction and drawings. Welding work on the panels
shall only be carried out after consultation with the purchaser. Damage to
the plant due to welding shall be rectified by the contractor.

After mechanical installation of the board is completed loose instruments


shall be installed, wherever required and wires shall be connected to the
instrument. The wiring of intermediate terminal stripe between two panels,
wherever disconnected for transport, shall also be connected.

5.3 Transformers

The transformer and its accessories and mountings like radiators,


conservator, thermometers, Silicagel breathers, marshalling box rollers
etc. delivered at site in separate packages shall be assembled at site after
cleaning by the contractor in proper sequence as per manufacturer's
drawings.

Jacks shall never be placed under valves or cooling tubes.

Suitable stopper shall be provided both in front as well as rear of


transformer to keep the transformer stationary in its position. For the front
wheels such stoppers shall be screwed on the rails.

The oil conservator and the pipes shall be erected as shown in the
manufacturer's drawings. All radiator tubes shall be cleaned before
installation.

Before the transformer is filled/topped with oil, oil samples shall be


checked by the contractor from each container. The oil shall possess the
dielectric strength as per relevant IS. Oil shall be filled upto the mark
shown. Air release shall be carried out at all locations.

The contractor shall also test the oil from each transformer to determine its
suitability for use. If required the contractor shall carry out drying and
filtering operations as per IS code of practice to ensure that moisture is
completely removed and the oil is free from impurities. This may be carried
by using oil filtering equipment to be provided by the contractor having
vacuum as well as heating arrangement. Only after the dielectric strength
of oil and other parameters are checked and approved, the external
connections shall be made to the transformers.

The dial thermometers shall be screwed to the thermometer pockets after


removal of the blind plugs. All necessary cabling shall be connected before
charging of the transformer. This will include signalling cables upto
marshalling box and from marshalling box to meters.

Any modifications to HT and LT terminal box to accommodate the number


of cables to be terminated shall be carried out by the contractor.

Naked light and flame shall never be used near the transformer.

5.4 Cable laying

Cables installations

Installation of cables directly buried in ground shall generally conform to


the requirements given in IS.255

If the cables are crossing the road / rail track, cables shall be laid in, G.I
pipes. 25% spare conduits / pipes shall be provided.

Cables in trenches shall be laid on 8 cm of riddled sand and covered with


8cm of riddled sand. For HT Cables Ferro Cement slabs of size 500X
250X75mm and for LT cables Bricks shall be provided for covering these
trenches. On top of the above slabs / bricks, the earth shall be back filled,
rammed and levelled. Suitable separation shall be provided when more
than one cable is laid in the same trench. The maximum trench depth shall
normally be 1.5 m and thickness of top cover of 75 mm. If the trench is to
cross roads or any load bearing area the cables shall be taken through
suitable GI conduits / pipes.

The trench excavation shall include removal of all materials including the
conveyance of excess material to disposal area. Soil conditions inclusive
of rock may be encountered. In excavation where both ordinary soil and
hard rock are involved, the ordinary soil shall first be completely stripped
off and levels of the hard rock surface shall be taken to enable
measurements and further work in hard rock will be resumed after
clearance from owner /engineer.

All cables shall be tested for proper insulation before start of laying work.

Cables shall be laid in conduits, racks/trays, cable trenches, along with


structures or building, as per cable routing drawing and cable list.

Suitable adjustment shall be made in cable routes, if required at site, with


a view to avoid any interference with any part of building, structures,
equipment utilities and services with the approval of the purchaser.

While laying cables, care shall be taken that kinks twists or mechanical
damage do not occur to the cable.

All bends in cables shall be made with due consideration to the minimum
permissible bending radius of the cables. On being pulled the cable shall
not be allowed to drag drawing along the ground or on another cable
already laid.. Special care shall be taken while pulling through an opening
where other cables have already been laid. Only approved cable pulling
devices shall be used.

No joints shall normally be made at any intermediate point in through run


of cables unless the length of the run is more than the standard drum
length. In such cases where jointing is unavoidable, the same shall be
made inside proper bases having plastic moulds and shall have moulded
epoxy resin construction. Provision shall be made for earthing continuity at
the joint. Cable splicing and jointing shall be done in accordance with the
relevant IS code of practice and manufacturer's instructions. Insulation
resistance of cable shall be checked before cable jointing.

Adequate length of cables shall be pulled inside the switchboards, control


panels, etc. so as to permit neat termination.

All cables shall be neatly dressed without interlocking or cross overs.
While laying the cable vertically, these shall be clamped at suitable
intervals. Horizontal runs shall be rigidly secured to trays or racks/ hangers
in all the places where the direction of the route changes as well as at
cable terminations or joints. The clamps shall not be done up so tight that
the insulation is damaged or deformed.

Cable markers shall be provided on either side of road crossing at each


turning and at 30m intervals at straight runs for underground cables.

Where cables are required to cross surface drains and water, oil, gas or
other pipelines, they shall be taken through GI Pipes/hume pipes.

Special consideration shall be given for protection of cables against


chemical and mechanical damage.

All cable entry openings in the equipment shall be sealed. All cable
openings in wall and floors shall be sealed after laying of cable.

All cables shall be provided with identification tag indicating the cable
number in accordance with cable list. Tags shall be fixed at both ends of
the cable and at 30 m spacing for straight runs as well as on both sides
wherever cables are crossing walls/ floors. The tag shall be of aluminium /
PVC with numbers punched/painted on them and securely attached to the
cables by non-corrosive wires. The shape of tags shall be round, triangular
and rectangular for control, medium voltage and high voltage cables
respectively.

Glanding shall be done for direct entry of both power and control cables
into the panels by the contractor. Double compression type brass cable
glands shall be used.

The cables shall be terminated in accordance with relevant connection


diagrams. Termination and clamping shall be carried out in such a manner
as to avoid strain on the terminals. All power cable terminations shall be by
means of crimping type cable lugs. For flexible conductors soldered
termination shall be adopted. In case of aluminium power cables
termination on copper bus bars, suitable aluminium copper bimetallic
washers shall be used. Corrosion inhibiting grease shall be used for
aluminium cable terminations.

Suitable numbered and coloured letter interlocking type ferrules shall be


provided for end termination of power and control cables.

Control cables entering switch boards, control panels control desks etc.
shall be neatly bunched and strapped with PVC perforated straps and
suitably supported to keep it in position at the terminal blocks. All spare
cores of each cable shall be segregated, marked spare, neatly dressed
and suitably taped at both ends.

When the cores of two or more multicore cables take a common route,
cores of each cable shall be separately bound and the separate bundles
neatly bound together. Individual cores of control cables shall have plastic
interlocked type coloured ferrules with engraved numbers at both ends of
the circuit for identification.
Lighting :

4Nos 100W MV lamp shall be provided on 4 corners of the substation.
Lighting supply shall be tapped from nearby LT skid. Suitable Timer switch
shall be provided in the ckt. to switch on and off the lighting Automatically.
A switch shall be provided to bypass the timer if required. A 15A/5A plug
point shall be provided.

5.6 Outdoor Cable Sealing /Jointing kits

All 22kV/11 kV PVCcables shall be end terminated wherever used by


proper cable sealing arrangement. Sealing / jointing kits procured by the
contractor shall be such that the same can be stored till the completion of
the job. The sealing / jointing kits shall be suitable for 22KV/11kV PVC
cables specification

It shall have necessary antitracking tapes. The sealing / jointing kits shall
have the capacity to withstand maximum thermal and dynamic stresses
caused due to short circuit in the system.

5.7 Conduits

Conduits are to be provided at places where cable, earthing strips are to


be laid across roads, rail tracks, buildings storages etc. The conduits shall
be of heavy duty galvanised steel conduits conforming to IS 1239. All
conduit accessories such as coupling, nipples, Lock nuts, bushings, caps
etc., shall conform to the above standard. Each length of the conduit shall
be threaded on both ends and threads shall be zinc coated.

Exposed conduits shall be laid along walls, floors, ceilings, on steel


supports etc. as per working drawings/site requirements in consultation
with the supervisory personnel. The conduits shall be neatly run and
evenly spaced.

Cables shall occupy not more than 60 % of the conduit size.

Fixing of conduits to the supports on wall, column, structure shall not be


done by welding. Exposed conduits shall be adequately supported by
racks, clamps, straps etc.

Jointing of conduits shall be done only in straight portion and not in bend
portion.

The contractor shall have available at site bending facilities for conduits as
well as dies for threading conduits of diameters and threads corresponding
to the standards. The threaded ends of conduits shall be painted with
anticorrosive paint. The outer ends shall be smoothened free of burrs and
sharp edges. Bushing shall be fitted at both ends of conduits.

All conduits shall be effectively connected to the earth terminal of the


equipment where it terminates.

Both ends of conduits shall be suitably earthed. Earthing continuity to be


maintained by means of flexible wire wherever two conduits are joined with
sockets.

Approved conduit bending machines to be arranged by the contractor shall


be used for bending conduits in the field. The radius of any conduit bend
shall be as per standards for cabling. Bends shall be free from cracks,
crimps or other damage to the pipe or its coating.

5.8 Earthing

Earthing protection

Scope includes design, engineering manufacture / fabrication, supply,


erection, testing and commissioning of earthing system with all
accessories for External Electrification system.

Entire system shall be earthed in accordance with the provisions of the


relevant IEC recommendations / IS code of practice IS 3043-1987 and
Indian Electricity Rules, so that the values of the step and contact
potentials in case of faults are kept within safe permissible limits.
Parts of all electrical equipment and machinery not intended to be alive
shall have two separate and distinct earth connections each to conform to
the stipulation of the Indian Electricity Rules and apparatus rated 240V and
below may have single earth connections.

The principal requirement of the grounding are as follows :

(a) Resistance of earthing network shall not exceed 1 ohms under all
operating conditions.

(b) Earth fault current shall be sufficient enough to operate protective


devices.

(c) Uniform and near uniform ground potential at all structural metal work,
on all metal enclosure and/or supports of equipment and apparatus.

Immediately after placement of order, the soil resistively shall be measured


at site at each location of transformers. The reading shall be submitted to
owner/engineer. Earthing termination and earth conductors shall form part
of rates indicated for equipment.
Earthing conductor interconnecting earth electrodes and earthing
termination at earth electrode shall form part of rate indicated for earth
electrodes.

Earthing system shall conform to IS 3043, Indian electricity Rules and


regulations of Government of Tamil Nadu/Central Electricity Authority.
The following minimum conductor sizes shall be considered for earthing :

a) For all earth connections, a minimum size of 50X6 Sq.mm. GI flat.

b) GI pipe earth electrodes of 2.5 m length and 38 mm dia as per IS


3043.

All earthing terminations shall ensure a permanent low resistance contact.


Where combination of GI and aluminium conductors are to be used,
connection between them shall have bimetallic connectors and other
necessary provisions to ensure low contact resistance at all conditions.

Earth connections required to be removed for the purpose of testing of


equipment / earthing network shall have bolted tinned connection. All earthing
connections shall be visible for inspection

In case of HT system, E/F current will be made to flow through copper screen
tape provided over inner sheathing. Screen will be connected to earth bus at
both ends. In case of LT system the following system will be followed.

The LV side neutrals of the power distribution transformer shall be connected
to two separate earthing electrodes. They shall also be connected with the
neutral bus of the corresponding switchgear. Connection from switchgear
earth bus to Distribution boards shall be through armouring of cables.

Metal supports and metallic fittings thereon of the supporting structures should
be earthed permanently and efficiently. Whenever burying of earthing
conductors are carried out, the same shall be done as per IS and approval of
Owner/Consultant.
Whenever earth conductor/cable crosses road, it shall be taken through GI
pipes.

At all terminations of earth conductors on equipment, sufficient length shall be


left for easy movement of the equipment from its position for alignment. The
route of earth conductor and location of earth pits shall be arranged, so as to
avoid obstructions, crossing etc., according to convenience at site and shall
be got approved by the Owners representative/incharge of the work.

The following tests/measurements shall be carried out after completion of


earthing system and results shall be furnished to Owner/Consultants.

(a) Earth resistance of each electrode

(b) Earth resistance of earthing system of transformer S/S.

(c) Earth resistance of total system.

(d) Physical verification of earthing of each equipment as per IS 3043 and


IE Rules.

(e) Continuity of earthing connection.

5.9 Earth pits

The arrangement of earth electrode pit shall be as shown in IS 3043 or each


as per the requirement of Electrical Inspector of Tamil Nadu / Central
Electricity Authority.

The distance between two pits shall not be less than 6 meters. All accessories
required for the earth pits such as electrodes, charcoal, salt, clamps, clips,
bolt/nuts/washers, GI pipes, GI funnel and also the masonry works of the pits
including supply of necessary materials, bricks, cement and excavation of
earth for providing earth pit shall come under the scope of the Contractor.

The electrode shall be well packed with earth, charcoal and salt mix upto the
level of connections.

Masonry work of the earth pit shall be carried out only after well ramming of
riddled soil and complete settling of loose soil. As such electrodes shall be
fixed in the ground before commencing of any other work of the installation of
masonry work shall be taken only at the end after completion of all other
works in the installation.

5.10 Earthing Installation

The termination of strips to the equipment shall be done by bolting and the
wires shall be terminated by compression lugs. Bolt connected contact
surfaces shall be tinned. Jointing of strips shall be done by welding for proper
continuity. All contact surfaces shall be thoroughly cleaned of dust and oil and
after jointing, the joints shall be given bitumen paint.

Earthing conductors laid directly in ground, shall be coated with one coat of
bituminised paints, be wrapped with one layer of bitumatic tape laid on half
lapped and shall have a final coat of bituminised paint to prevent corrosion.

Earthing conductors run on walls/floors/cable and equipment structures etc.


shall be supported at suitable intervals and painted with black oxide paint.

All joints in the branch connections except at earthing electrode shall be


welded and painted black.

All road/rail crossing earthing strips/rods shall be laid through GI conduits.

All joints of bare GI earth strips shall be welded so as to form rigid earth ring.
All such welded joints shall be given necessary coatings of suitable bitumen
compound to prevent corrosion. Welded joints shall form part of laying earth
conductors.

In the case of joints of PVC insulated earth conductors appropriate joints shall
be made by using suitable connectors and the entire joints shall be fully
sealed by suitable compound so that no metallic part is exposed. The
contractor shall make his own arrangement for necessary crimping tools,
soldering equipment, drilling machines and other tools and tackles which are
necessary for completing the installation. The Contractor shall provide
adequate number of earth electrodes and equipment earthing conductor as
per site requirements based on unit rates indicated.

Any modifications suggested by the Electrical Inspector of CEA/ Government
of Tamil Nadu on the work done by the contractor shall be done by the
contractor at no extra cost.

5.11 Illumination :
Substation premises shall be provided with illumination facilities to achieve
and maintain specified illumination levels.
All substation shall be properly illumination by bidder. The following details
are given below.

5.12 CIVIL WORKS:

The scope of work consists of design, engineering, construction including


supply of all construction materials for complete civil. The work broadly
consists of the following

Outdoor transformers foundations, Oil pits & complete related works like
elevated platform & its Brick skirting/ peripheral walls, floor finishes, plinth
filling etc, Hand railing if required around transformers platform
Foundations/ pedestals for mounting electrical panels/ boards/ equipments &
HT/ LT Sub station Board (LTSB / LT load Bnk panel ).

Chain link fencing with Gate at the periphery covering all outdoor installations.

Cable trenches & Pits including earthing pits.

Necessary Survey required for execution of work.

Terracing/ micro leveling around structures/ equipment foundations.

Necessary Drainage work.

Protection of existing service lines its Diversion, relocation as required is


included in the scope. Dismantling of buried /semi buried structures
encountered, if any, during construction of foundations is also included in the
scope.

Scope shall include all works / structures not specifically mentioned herein but
are required for construction, operation, maintenance & completeness of this
package

The soil report as conducted by purchaser along with recommendation is


available with the purchaser which suggests pile foundations for all structures
excepting lightly loaded structures.The tenderer may refer to it . However, a
conservative value of Bearing capacity of soil could be considered as 3.0
t/m^2 at about 2m depth below original ground level for lightly loaded
structures.

Soil & water samples of this area indicates high concentration of sulphate and
hence adequate measures to take care of this aspect as per IS:456 is to be
considered in the design of concrete structure.
Tuticorins environment may be considered as very severe for the design of
structure.

The area shall be given to the successful bidder by the purchaser on as is


where basis is. Finished Terrace level of the proposed plant site has,
however, been conceived as 2.4m above MSL. The bidder is advised to visit
the site & acquaint himself with prevailing Site conditions and collect all such
data as may be necessary.

Disposal of debris /surplus earth shall be within a distance of 8 km from site


as directed by purchaser

Design, stability checks, construction, workmanship & material specification,


loadings of all civil engineering works shall be as per all applicable BIS
code of practices. Adequately designed foundation shall be provided for all
the structures. All foundations shall rest on / supported from firm soil.

Dense & Homogeneous RCC of grade M-35 shall be used with minimum
cement content not less than 400 kg/m^3 . Corrosion inhibitors of approved
make shall be used in Concrete for all RCC work as per standards and
manufacturers specification. Grade of PCC for block foundations &
pedestals could be M-20, Grade of concrete for mudmat shall be M7.5 &

grade for screed concrete shall be M-15.

OPC with C3A Content from 5 % to 8% shall be used for all concrete sub
structures and structure in contact with soil.

Reinforcing bars shall be of grade Fe 415 conforming to IS:1786 having


corrosion resistant properties.

Two coats of hot bitumen paint over a coating of primer shall be provided
to all under ground concrete in contact with soil / ground water & top
surface of mudmat for these structures shall have two coats of hot
bituminous painting of grade 85/25 conforming to IS : 702 @ 1.7 kg / sqm
(minimum) .

Grouting below machine/ equipment bases and pockets shall be with non
shrinking grout of adequate thickness and strength.

Cable Trench :( Out door substation)

i) Cable trenches shall be of RCC Construction and shall be made


absolutely water proof as per standard practices & specification only for
HT and LT substation area.

ii) Embedded inserts shall be provided in cable trench for fixing of cable
racks.

iii) Cable trenches shall be covered with precast RCC/ chequered plate
cover as required.

iv) Screed in Cable Trench shall be of PCC M-15 and shall be laid in slope
as required over structural concrete floor with minimum thickeness being
25mm. Cable trenches shall have provisions for drainage sump.

Chain link fencing shall be 75mm square mesh size of 4mm nominal dia
galvanized steel wire conforming to IS:2721. The barbed fencing wire shall
consist of 2 ply, 12 gauge galvanized wires with 4 point thick set barbs at
75mm centers.

Fencing posts shall be either of M.S. or reinforced concrete or pre-stressed


concrete as per requirement. The post shall be fixed in the position in the
concrete block. Corner post shall be suitable strengthened by struts or ties to
resist the forces acting on them.

Wire shall be fully stretched and specify tied to the post. The fixing shall be
done in a workmanlike manner without leaving any kinds etc. The wire shall

be held tight in a position by eye bolts etc.

All steelwork shall receive one coat of zinc chromate paint conforming to
IS:2074 over a coat of primer. Concrete posts shall be painted with two coats
of cement wash.

Foundation pedestals shall be finished at least 500mm above adjacent


finished ground level.

All service and utility lines crossing under roadways shall be taken through
Concrete pipes and designed for imposed loading.

Foundations for poles shall be designed taking into consideration all loads
like windload self weight of Poles, its overhangs and fittings, erection and
maintenance load etc. and shall have minimum anchorage of 2.5m in virgins
oil

- Poles/ pole structures shall be encased with concrete M-10 grade for
a ht up to 1000mm above FGL.

1. Brick work / skirting, Plastering,


a. Brick wok in cement mortar 1:5 and bricks of approved quality as per IS
requirement shall be used for all brick work including brick skirting.
b. Minimum 15 mm thick plastering in cement mortar 1:4 shall be used
wherever required.

Handrails shall be of steel tubes for posts, top and middle rail and plates /
sheets for toe plates. The vertical height of the hand railings shall be
minimum 1000 mmm above floor level. The vertical post shall be of 40 mm
nominal bore MS Pipe ( medium class). The top rail shall be of 32 mm
nominal bore MS pipe ( medium class) while the middle rail shall be of 25 mm
nominal bore MS pipe ( medium class). All pipes shall be as per IS:1239. All
the hand railings shall be provided with 150 mm high x 3.15 mm thick sheet
toe guard.

Shuttering / Shuttering cum reinforcement drgs along with complete design


calculation shall be submitted for purchasers approval.

5.14 TESTING

General

Test of all equipment shall be conducted as per latest IS. Tests shall also
confirm to International standards IEC / VDE / DIN / BS.

All routine tests shall be carried out at manufacturers works in presence of


Purchaser or his representative. The Bidder shall submit type test
certificates for similar equipment supplied by him elsewhere. In case type
test certificates for similar equipment is not available, the same shall be
conducted in presence of Purchaser or his representative if Purchaser so
desires, without any financial implications to Purchaser.

The site tests and acceptance tests to be performed by Contractor are


detailed below.

The Contractor shall be responsible for satisfactorily working of complete


integrated system and guaranteed performance.

Site tests and checks

General

All the equipment shall be tested at site to know their condition and to
prove suitability for required performance.

The test indicated in following pages shall be conducted after installation.


All tools, accessories and required instruments shall have to be arranged
by Contractor. Any other test, which is considered necessary by the
manufacturer of the equipment, Contractor or mentioned in commissioning
manual, has to be conducted at site.

In addition to tests on individual equipment some tests/checks are to be


conducted/observed for overall system point of view. Such checks are
highlighted under miscellaneous tests but these shall not be limited to as

The Contractor shall be responsible for satisfactory working of complete

All checks and tests shall be conducted in the presence of clients
representative and test results shall be submitted in six copies to client and
one copy to Electrical Inspector. Test results shall be filled in proper
proforma.

After clearance from Electrical Inspector, system/equipment shall be


charged in step by step method.

Based on the test results clear cut observation shall be indicated by testing
engineer with regard to suitability for charging of the equipment or reasons
for not charging are to be brought by the Contractor.

Trial run test

After the successful test of each equipment as per standard test procedure
the entire control system shall be put on trial run test on actual site
conditions and operation of the system.

Acceptance test

The acceptance test on the system shall be carried out by supplier as per
mutually agreed test procedures to establish satisfactorily functioning of
the system as a whole and each equipment as part of the system.

Site tests

The tests to be carried out on the equipment at precommissioning stage


shall include the following but not limited to the following :

TECHNICAL SPECIFICATION FOR PROVIDING INTERNAL


ELECTRIFICATION TO THE NON RESIDENTIAL BUILDING IN THE
NTPL TOWNSHIP

1.0 SCOPE OF WORK:


Design, Engineering , manufacture/ procurement, testing at firms work,
supply, installation, testing at site and commissioning of power supply
distribution system from load panels, internal electrification systems and
DTH system for non - residential buildings, providing power supply from
L.T (415V)switch gear panels to Sewage Treatment plant and internal &
peripheral lighting for STP, Providing power supply to pump house from
near by load bank panel, at Tuticorin NTPL Township, Tamilnadu as per
the given specification

1.1 GENERAL:
The scope involves tapping of incoming supply from the load Bank panel
for providing power supply for non residential buildings and internal
electrification of non residential buildings including provision of DTH as per
specification
Scope of work covered under the specification in general, comprises of
the following.

1.1.1 Internal electrification is to be carried out for the following non residential
buildings.

2.0 DESCRIPTION OF WORKS:


2.1 The power supply shall be tapped from nearby load bank panel using
4Cx16sqmm / 3 core 35 sqmm PVC insulated Armoured,Aluminium
conductor cable for non-residential buildings.
The laying of the cable is through under ground amd 50 mm dia.GI pipes
shall be used for the building pavement up to the incoming switch board
located at ground floor.
One number additional GI pipe of 50 mm dia. Shall be provided for crossing
the pavement up to incoming switch board for future requirement.
For road crossing GI pipes of 50 mm. shall be used.

3 phase,125 A Switch fuse unit shall be supplied and provided for non-
residential buildings.

The cable(35 Sqmm ) shall be terminated at the incoming 3 phase SFU.

Sump pump house power supply shall be tapped from the nearest load
bank panel,using suitable size of PVC insulated aluminium cable.

Electrical distribution for non residential building with single phase


supply:
3phase,MCB Distribution board shall be supplied and erected as per
specification

The distribution board and the switch fuse units shall be mounted on
suitable angle steel frame work grouted to wall.
An earth shall be formed near the angle steel frame work usi g copper bus
suitable holes for tappings.
Earth pits for NRBs shall be provided interconnected and connected to the
respective earthing arrangement in the distribution board.
The 3 phase switch fuse unit, the distribution board and the angle steel
frame work shall be earthed properly using GI wire of No.8 SWG

From the main distribution board circuits with earth wire arrangement shall
be formed and each circuit shall be terminated at in coming of the cut box
as per specification near the distribution board.

From the energy meter location circuits shall be run in concealed system
of wiring, using PVC insulated 6mm2 flexible copper wire for each circuit
and shall be terminated in the 3 phase MCB distribution board as per
specification, in respective non residential building with 2 runs of 4 mm2
insulated flexible copper for each circuit for earthing.

From the main 3 phase MCB distribution board, circuits with of PVC
insulated 6mm2 flexible copper wires and with 4mm2 PVC insulated,
flexible copper wire for earthing arrangement, shall be provided on both
sides of the energy meters through cut out at the incoming to the energy
meter.

Electrical distribution for non residential building with three phase


supply :

The tapping power supply be terminated at 3 phase,12 5A cutout.


Wiring shall be made using 4 runs of 10 sqmm, PVC insulated, flexible,
copper wire for connecting one number 3 phase Energy meter incoming
from the out going of the cutout.
The distribution board and the switch fuse units shall be supplied and
mounted on suitable angle steel frame work grouted to wall.

An earth shall be formed near the angle steel frame work usi g copper bus
suitable holes for tappings.
Earth pits for NRBs shall be provided interconnected and connected to the
respective earthing arrangement in the distribution board.

fan,buzzer,telephone ,DTH cable point,stair case light,scooter shed light,
etc. inconcealed system of wiring including switch board with laminated
sheet of not less than 3 mm thick Each point shall consist of the
following.However actual number of points for NRB and STP Control room
shall be as per work schedule.
i.) 2 runs of 2.5 sqmm PVC insulated copper multistrand and 1 run of 1.5
sqmm copper cable for earthing in PVC conduit of 2 mm thick with
Bends,elbow etc.

Power Point Wiring


Power point wiring with 2 runs of 4mm2 PVC copper wires with 1 run of
2.5mm2 PVC insulated copper wire for earth continuity and terminated at
15A flush type 3 pin socket outlet for heater, geyser. For Air conditioner,
industrial socket with 16A MCB with scrapping earth shall be provided.

2.11 Telephone wiring
2 GI pipe shall be laid under ground from telephone DP near MCB at
staircase to the front side of the building up to the fencing so as to avoid
recutting of the flooring while laying the telephone cable. 17 SWG GI wire
shall be kept inside the pipe from end to end with suitable excess lengths at
the ends to draw the cable through the pipe at a later date. The ends shall
be covered with bituminous compound.

2.11.1 i).10 P/20 P krone DPs shall be made available by each NRB.
ii) Where number of connections required is less than four,twin flat wiring
shall be done from theDP to respective phone points.
iii).Whever number of connection required are four and above,one number
of 5 P switchboard cable shall be laid from the main DP of the building for
every four connection and the 5P cable shall be terminated on a 10 P krone
at suitable centre location. A maximum of 4 twin flat shall be run from the
DP to the respective telephone location.
iv). Wiring on the exterior side of the building shall be done using 1 PVC
pipes and the wiring in the interior side by using casing & capping for
twin flat wiring and 1 casing & capping for switch board cable wiring.
v). Twin flats shall be terminated on RJ11 rosettes fixing onto a suitable
PVC box, which shall be fixed properly on the wall.

brackets light with cut glass suitable to hold 100 w bulb for non residential
building.

2.14 Providing earthing arrangement as per specification including


interconnection with 8 SWG GI wire from earth electrode to the common GI
earth bus located near 3 phase MCB DB.

2.15 General:
For internal electrification the circuit wiring shall be horizontal or vertical in
the wall (cross laying is not allowed). No joints in the wire shall be made at
any place. Neutral wire shall be terminated in a copper bar using bolts and
nuts. Neutral copper bar shall be provided in all the switch boxes. Junction
boxes shall be provided in the tapping points and no wire joints are allowed

in the junction box. The power wiring, and communication wiring cabling
shall be independent. PVC Protection pipes shall be provided in all the
cable raising location at the incoming.

2.16 SEWAGE TREATMENT PLANT:


Tapping Power Supply:
Supply and laying of suitable size 1100 V grade LT PVC armoured
aluminium cable from 415 V switchgear located in the outdoor substation
to the LT Panel/MCC panel, including tapping arrangement at 415 V
switchgear, cable termination on both side are included under STP
package which is listed under civil scope..
Internal Electrification of STP:
Point wiring as per the specification for lights, fan, 5A 5 pin socket out let,
exhaust fan, telephone, DTH cable point, stair case light, verandah
lighting, scooter shed lighting, peripheral lighting, light, night lamp etc., in
concealed system of wiring including switch board with laminated sheet of
not less than 3mm thick. Each point shall consist of the following.
However actual number of points for all the non residential building shall
be as per the work schedule.

3.0 SPECIFICATION FOR EQUIPMENTS

3.1 Switch Fuse Units:

3 Phase, 415 V, 125 A, metal clad switch fuse units shall have single
break isolation and quick make break mechanism independent of the
speed of operation of the handle

The Switch shall be provided with a positive ON- OFF indication even
when the switch door is closed

The switch shall be of Triple pole with neutral version.

The units shall be fitted with Toggle mechanism incorporating operating


springs wherein energy is stored prior to switching action on a high speed.

Adequate sized plated terminals, suitable for 3 35 sqmm aluminium


cable shall be provided with terminal cover shrouds to prevent any
accidental contact with live parts

The switches shall be provided with door interlock to ensure that the switch
cannot be opened in ON condition

The enclosure shall be surface mounted, made of thick gauge CRCA


sheets, rust protected, phosphatized with seven tank cleaning system and
power coated for long life.

The enclosure shall be fitted with removable top and bottom end plates
with adequately sized knockouts for cable entry and exit.

Electrical contacts shall be made of electrolytic grade copper, silver plated
for better contact and greater resistance to corrosion

50 mm dia.GI pipes shall be supplied and provided along with pulling wire
by the bidder from the battery limit of the building of the building pavement
up to each of the incoming switch fuse unit located at ground floor for
laying the incoming cables.

One number additional G.I pipe of 50 mm dia. shall be provided as above


including GI wire up to each of the SFUfor future requirement. The ends
shall be covered with bituminous compound.

3.2 3Phase Main Distribution Board

The enclosure shall be surface mounted, made of thick gauge CRCA


sheets, rust protected, phosphatized with seven tank cleaning system and
power coated for long life.

The enclosure shall be fitted with removable top and bottom end plates
with adequately sized knockouts for cable entry and exit.

Separate Neutral copper bar shall be provided with adequate numbers of


holes for tapping provision.

Hinged doors open with width of the enclosures.

The DB shall be fixed to the top of the SFU with suitable adopter box

Adequate sized plated terminals, suitable for 35mm2 aluminium wire shall
be provided with terminal cover shrouds to prevent any accidental contact
with live parts.

Electrical contacts shall be made of electrolytic grade aluminium, silver-


plated for better contact and greater resistance to corrosion.

3.3 Cut-Out Fuse:

Cut-out fuses shall be Interchangeable of using either HRC carrier or


porcelain Re- wirable carrier with Suitable Standard CI enclosure with
sealing provision.

3.4 Energy Meters:

Three phase, 10 40A, Electronic Energy meter in poly Carbonate Body


in cl:1.0,50 Hz,3x 240V,AC of rating 10 -40A as per IS.

3.5 Single & 3 Phase MCB Distribution Board:

MCB DB shall be three phase, 4 way , consisting of 40A ,4 pole


isolator,20A SP MCB & 10A SPMCB .The enclosure shall be flush
mounted, made of thick gauge CRCA sheets, rust protected, phosphatized
with seven tank cleaning system and power coated for long life and shall
be fitted with removable top and bottom end plates with adequately sized
knockouts for cable entry and exit. Separate Neutral copper bar shall be
provided with adequate numbers of holes for tapping provision.

A residual current circuit breaker (RCCB) shall be provided as incomer


rated 1 times full load current controlling both live and neutral conductor
of the supply at each installation. Location of the distribution board incomer
shall be such that it is easily accessible. An indication of neutral and earth
shall be neatly marked. MCB distribution shall be arranged in such a way
that no circuit shall have more than ten points of light/ fan and 5A socket
outlets. The load on each circuit shall be restricted to 800watts. As regards
15A plug socket outlet they shall be evenly distributed in number of circuits
in the installation as far as possible and in no case more than one outlet
shall be promoted on each circuit. The MCB distribution board shall be
located as near as possible to the centre of the load they are intended to
control. These shall be fixed on wall at suitable height. Each distribution
boards shall be provided with a circuit list giving details of each circuit,
which it controls, and the current rating of the circuit.

MCB DB shall be of double door with locking provision. Perfex View class
for outer door shall be provided.

3.6 Insulated Wires:

The wires shall be of single core PVC insulated unsheathed copper


wire.The insulation shall be of PVC compound confirming to type I
compound of IS 5831. The insulation shall be applied by extrusion.
Average thickness and insulation shall not be less than 0.6 mm. The PVC
wire shall be in IS 694 and shall be with ISI

3.7 Colour Code:
For single phase circuits RED and BLACK shall be used for phase and
neutral respectively and GREEN shall be used for earth wire

For three phase circuits RED, YELLOW, BLUE and BLACK shall be used
for R, Y, B phases and neutral respectively and GREEN shall be used for
earth wire.

3.8 WIRING

The distribution board shall be wired in such a way that total load of the
consuming devices shall be divided, as far as possible, evenly between the
number of ways of the board leaving the spare circuit for future extension.
All connections between the pieces of apparatus or between apparatus
and terminals on the board shall be neatly arranged in a definite sequence,
following the arrangements of apparatus mounted thereon avoiding
unnecessary crossings.

Except for equipment provided with double insulation all non-current


carrying metal parts of electric installations are to be earthed properly.
Metallic parts of fluorescent fittings are to be earthed. All metal conduits
switch gear, distribution boards and all other parts made of metal shall be
bounded together and connected by means of two separate and distinct
connections with earth. Where equipment is connected by flexible cord all
exposed metal parts of the equipment shall be earthed by means of
earthing conductor in the cable. Paint, enamel corrosion and other non
conducting material shall be removed from the metal section to which earth
continuity conductor is attached

3.9 Point Wiring

Point wiring for Light,fan etc. shall be concealed wiring system.

Point wiring shall be carried out with 2x2.5 .mm2 PVC insulated copper
wire in PVC rigid 2mm thick conduit for lights and fans complete with piano
key type switch in a M.S. box of 16 SWG thick and suitable size covered
with hylem sheet (thickness 3 mm) cover with brass screws and cup
washers. Ceiling rose with suitable flexible wire leads for all points shall be
erected.

3.10 Point wiring for 5A plug socket :

Point wiring shall be carried out with 2 x 2.5 mm2 copper wire PVC
insulated unsheathed wire in metallic rigid steel conduit with 1.5mm2
copper earth wire The 5A 5 pin plug shall be mounted on laminated sheet
thickness not less than 3 mm and erected on switch board.

All other relevant provisions and specifications for point wiring for lighting
shall be applicable.

3.11 Point wiring for 15 A plug socket:

Power Point wiring with 2 runs of 4 mm2 copper wire with 1 run of 2.5 mm2
PVC insulated copper wire for earth continuity and terminated at 15A flush
type 3 pin socket outlet.

3.12 CONDUIT AND ACCESSORIES (Concealed system of wiring):

The PVC conduit pipe of suitable size with 2mm wall thickness conform to
IS shall be used. All conduit accessories shall be of grip type or clamp
type.

The surface of all conduit accessories shall be smooth and uniform


throughout length and shall be free from roughness; cracks etc. ends of the
conduits shall be reamed to prevent abrasion of the cable. Outer surface of
the PVCpipes, including all ends, unions, tees, junction boxes etc., forming
part of the conduit system.

3.13 CEILING ROSE AND ACCESSORIES

All outgoing ends of point wiring shall be terminated in 3 pole ceiling roses
erected on Nylon junction box. The ceiling rose shall not embody fuse
terminal as an integral part. Only PVC insulated flexible cords of adequate
length shall be connected to each rose

3.14 Electrical fixtures:

Fluorescent fittings.
All single /twin fluorescent fitting shall be box type fittings. The channel
shall be of CRCA sheet steel, rust proof treated and stove enameled grey

on box and white on reflecting strip. The end plates shall be secured to
channel by knurled screws. The fluorescent fittings shall be suitable for
direct mounting on wall. Each unit shall be pre-wired with polyester filled
heavy-duty choke, starter switch lamp holder and rapid start 40W
single/twin fluorescent tube.

Double suspension pipe with ball and socket arrangements for hanging
the fitting shall be provided if necessary.

Providing earthing arrangement as per specification including


interconnection with 8 SWG GI wire from earth electrode to the common GI
earth bus located near 3 phase main DB.

BULK HEADS:
The industrial bulk head shall be cast aluminium alloy body finished in
stove enameled silver grey outside and white on inside and supplied
complete with prismatic glass bowl and wire guard. The bulk header shall
be weather proof with synthetic rubber gasket. The fitting shall be complete
with BC porecelain lamp holder for use with CFL 23 W.

3.16 Ceiling fan


1200 mm sweep, double ball bearing ceiling fan with suitable down rod
and regulator.

3.17 Exhaust fan


230 V,50 Hz Light duty exhaust fan of size 12 powder coated metal body
with gravity louver.

Air Conditioner:
1.5 TR capacity window type room air conditioner fitted with hermetically
sealed compressor suitable for operation on 230 V,50 cycles /second,
single phase AC supply conforming to IS:1391/Part-1/92 and covered
under DGS & D rate contract including stabilizer and power card.

3.18 Earth Electrodes:


Earthing arrangement shall be done with 3M long, 25mm dia GI earth
electrode, and medium class, drilled holes in zigzag way 150mm length,
buried in the ground supported by alternate layers of coal/charcoal, salt

and river sand around the e electrode of 150mm dia, back filling the earth
pit and construction of masonry trough by 300x300mm and provided with
RCC top cover. Suitable lifting arrangement shall be provided. Except for
equipment provided with double insulation all non- current carrying metal
parts of electric installations are to be earthed properly, metallic parts of
light fitting to be earthed. All metal conduits switch fuse unit, distribution
boards and all other parts made metal shall be bounded together and
connected by means of two separate and distinct connection with earth.
Earth continuity conductor specified in the wiring section for switchgear,
DBs, and plug sockets, light fittings, fans and other metallic parts shall be
connected to main earth continuity conductor. Where equipment is
connected by flexible lead all exposed metal parts of the equipments shall
be earthed by means of earthing conductor. Paint enamel corrosion and
other non- conducting material shall be removed from the metal section to
which earth continuity conductor is attached.

Separate copper earth flat with holes for tapping provision shall be
provided near the SFU at the stair case location .

3.19 SPECIFICATION FOR CABLE TV SYSTEM:


Supply & Installation of DTH with necessary material such as Coaxial
cable, Boosters, terminals connectors for tapping to the individual houses.
This includes laying of cable from transmitter centre to the houses and
other works involved shall be carried out. The complete specification and
general arrangement drawing shall be submitted for approval before
system erection.

SPECIFICATION FOR 1100 V GRADE PVC INSULATED CABLES:

1100V Grade aluminum cables:


3.5 Cx3.5 sqmm and 4x16 sqmm, cables shall be PVC insulated,armoured
Aluminium conductor cables as per the standards.
The cable shall be used for connection of circuits of the electrical systems.
Cables shall be laid in trenches.
The insulation and sheath material shall be resistant to oil and tough
enough to withstand mechanical stresses during handling and shall also be
suitable for hot humid atmosphere.

Cable armouring shall be of galvanized steel.
The inner and outer sheaths shall have fire resistant low smoke(FRLS)
characteristics and shall not propagate flame.The cables shall meet the
requirements of additional tests specified for the purpose.
The power cables for field equipments shall be 1100 Volts grade,85 C
rating.heavy duty power cables with stranded aluminium conductors,PVC
insulated,extruded FRLS PVC inner sheath,galvanized steet armour and
extruded FRLS PVC overall sheath.
The core of the cables shall be identified by suitable colours as per

TEST AND TEST CERTIFICATES:


Routine tests, and acceptance tests as per relevant IS shall be conductor
on cables in the presence of NLCs representatives and test certificates
shall be furnished for scrutiny and approval.
Drawings: 6 sets of cables schedule drawing showing cable route, Size &
details of cables etc., shall be submitted for NLCs approval within two
months from the date of issue of LOA.

SPECIFICATION FOR 415 V LIGHTING PANELS:

Construction
It shall be made out of M.S. sheet of at least 2.5mm thickness for outdoor
installation.
The top of the panel shall be fitted with a suitable sloping canopy such that
rainwater shall not accumulate on the top and also it shall not drip into the
box.
It shall have a set of double doors at the front. The door shall be so fitted
as to provide the interior with maximum protection from atmosphere
conditions. The hinges shall be of such construction that the doors can be
swung open by to less than 75 deg.C. In addition the hinged design shall
permit doors being completely removed when necessary. The hinges shall

be robust for the duty meant for. The door shall be provided with
necessary stiffeners to prevent warping etc.,
The doors shall be provided with a suitable locking arrangement.
Adequate ventilation shall be given by providing ventilation louvers for the
inlet and exhaust of air.
The DB shall be suitably protected against corrosion. A primary coat of
anti-corrosive red oxide paint shall be given and the inside the box shall be
given two coats of white enamel paint. The external surface shall be
painted with two coats of enamel paint of shade 632 of IS5.
Each circuit way shall be provided with link type HRC fuses complete with
bases.
A 15A three-pin plug and socket with necessary fuses shall be provided.
Removable gland plates shall be provided at the bottom.
The DB shall be fixed to MS channel and mounted on masonry plinth of
500mm. Height, by grouting of foundation bolts.

Bus bar
The bus bars (3 phase and neutral) shall be of copper and of adequate
size from electrical and mechanical angled.
The bus bars shall be supported by suitable SMC insulations.
The exposed portion of bus bars shall be covered by Hylam/M.S. Sheets.

Earthing
Two earthing terminals of adequate size shall be provided. Lables shall be
provided. The designation of the outgoing feeders as required by the
purchaser and the current rating of each outgoing and incoming
circuits/fuses shall be abeled.

Drawing and test certificates


Detailed drawings shall be furnished to N.L.C and got approval.
High voltage test (2KV for 1 minute) shall be conducted and test certificate
furnished.
Test certificate for bought out items shall be furnished along with the
supply. Foundation drawing shall be submitted for scrutiny.

YARD LIGHTING

Poles
Poles shall be of GI/tubular of suitable size and height shall supplied and
erected.

Light fittings
Suitable light fixtures shall be provided at the pole for yard illumination.
Necessary control boxes for controlling the lights along with timer circuit,
fuses, switches, control gears etc., shall be provided in the yard at suitable
location to enable easy operation. Floodlights shall be fixed at suitable
height. The earthign arrangement shall be as per the specification. The
incoming supply to the lighting control and distribution panel in the yard
shall be tapped off from the LT main panel inside the control room with
suitable cable and cable terminations.

Automatic lighting control box

Construction
It shall be made out of MS sheet of at least 2.5 mm thickness.
The enclosure shall be dust, vermin, and weather proof suitable for indoor
installation.
The lighting control box shall be suitably protected against corrosion. A
primary coat of anti-corrosive red oxide paint shall be given and the inside
of the box shall be given two coats of white enamel paint. The external
surface shall be painted with two coats of enamel paint of shade 632 of
IS.5.

Bus bar
The bus bar (3 phase and neutral) shall be of copper adequate size from
electrical and mechanical angle.
The bus bar shall be supported by suitable epoxy insulation.

Earthing
Two earthing terminals of adequate size shall be provided.

SPECIAL CONDITIONS

5.0 OPERATION & MAINTENANCE WORKS FOR 1 YEAR


The bidder has to carry out O&M of External Electrification and Internal
electrification for Non residential buildings as per the scope of the tender
for one year from the date of commissioning, including replacement of
spares during the warranty period with necessary consumables.

The O&M works shall be carried out by engaging qualified/ experienced


employees in all the three shifts. For supervisors, qualified engineers with
minimum Diploma in Electrical engineering shall be posted.

Maintaining a complaint register and attending of day to day complaints


and break down works immediately such as lighting, fuse off calls, fault in
electrical distribution system, etc.

Replacement of faulty equipments/accessories, covered under warranty


then and there. However, consumables like bulbs etc., which are not
covered under warranty shall be supplied by bidder at free of cost.

Maintaining minimum spares for all items for direct replacement so as to


restore the power supply with minimum interruption

Arranging necessary tools and tackles, ladders, safety equipments for


effective maintenance of the system on above is under the scope of the
bidder

Reporting of the break downs to the concerned NLC/NTPL s Executives


then and there and attending the same

6.0 SPECIAL CONDITIONS

The work of providing Internal electrification to buildings, DTH, power


supply arrangement to sewage treatment plant, pump house etc,.shall be
carried out on turn-key basis. The bidders shall make themselves familiar
with site condition of NTPL township at Tuticorin where the above work is
to be carried out. No extra claim shall be acceptable due to any
modification, deviations required due to site conditions.

The description and items of work given in the schedule of work is only
indicative and comprehensive. Being turn key work, it is the responsibility
of the bidder to supply and install all the items of materials required for

satisfactory and safe operation and for meeting statutory regulation.

The drawings provided by the purchaser shall be taken by the bidders as


guidance only, it is the responsibility of the bidder to check and ensure
the drawing for satisfactory and safe operation of the system.

The bidder shall post well qualified and experienced engineers in each
shift to look after the works, workmen, materials and register for logging
maintained at site to record the progress of work and also to coordinate
with NLC/NTPL engineers during the work at site.

The bidder shall be fully responsible for the supervision of satisfactory


installation, testing and commissioning of entire system as per the scope.

The make of the components shall be as per the specification. In case of


any changes the bidder should have submitted relevant test certificates
(Routine and Type) and performance certificates for NLC/NTPL scrutiny.
All equipments shall be from reputed manufacturers who have
manufactured and supplied equipment/ items of the specified and these
equipment/ items should be in successful operation and shall be subject
to NLC/NTPLs approval.

The bidder shall arrange for the transport, cranes and other tools and
tackles for carrying out the work.

7.0 Inspection :

The bidder shall allow NLC/NTPL engineers for stage inspection at firms
works at any time and also to witness the tests wherever needed. At least
15 days advance intimation shall be given for inspection of equipments.
The equipments shall be despatched only after getting clearance from
NLC/NTPL

It is the responsibility of the bidder to arrange for storage cum erection


insurance in addition to the transit insurance.

The bidder shall insure his personnel against accidents while at work as
required by the relevant rules and it shall be the obligation of the bidder to
pay compensation as per the Act is required. Any enquiry by the
competent authority authorized by the NLC/NTPL will be ordered into any
accidents occurring at site in course of execution of the works and the

bidder shall render all possible help to trace out the cause and avert such
accidents in future.

All bidders labour and staff will be issued a temporary permit of entry by
the security officer in charge of Tuticorin Thermal Power Project (TTPP)
and none without a pass will be admitted. Each labour or staff of the
bidder must carefully present the pass and produce it whenever required
by any officer of the NTPL/NLC.

The bidders are required to furnish the list of persons employed by them
everyday before they commence their work. They should furnish the list
relating to any day on such day before they actually commence their
work. No persons other than those mentioned in list shall be allowed or
required to work in the respective work spots.

Whenever the materials are to be taken inside , the bidder should submit
a list of such items like tools, plants and materials in duplicate to the
Security Officer of which one copy will be the Security retained by the
Security Officer and the other copy will be authenticated and will be
passed on to the NLC/NTPL site engineer.

Every house wiring shall be tested and a certificate to that effect shall be
produced to NLC/NTPL

The bidder shall collect and remove the scraps and debris generated
during site work then and there. The same shall be stored / disposed in
respective location indicated by NLC/NTPL

8.0 Facilities to be provided by NLC/NTPL:

Water, electricity and open space for storing materials at site will be
provided free of cost.

Facilities to be provided by the bidder:

All the required consumables, tools and materials shall be brought by the
bidder for all the works

9.0 ELECTRICAL LICENSE REQUIREMENT:


The bidder should posses valid Electrical bidders licence to execute
works on Medium Voltage ( not exceeding 650V) or higher system
issued by Electrical licensing Board, Government of Tamilnadu or Equal

grade or higher system licence issued by any other state Government
duly endorsed by Tamilnadu Electrical Licensing Board. A copy of the
same shall be enclosed.

a.) If the bidder does not possess the valid licence on their own, he shall
engage a sub-bidder who possesses a valid licence as specified in
Sl.No.8.2.1. and having experience in any electrical works.

b. The successful bidder shall furnish the copy of the sub-bidders licence
and other credentials to the purchaser and shall get approval of the
purchaser before commencement of the work.

c. The bidder shall furnish an undertaking along with the bid to engage
sub-bidder as specified above.

10.0 CODES AND STANDARDS.

a.) The design, materials, constructions, manufacture, inspection, testing


and performance of equipment and accessories shall comply with all
currently applicable statutory regulations and safety codes in the locality
where the equipment will be installed. The equipment shall also conform
to the latest applicable standards and also codes of practice. Nothing in
this specification shall be construed to relieve the vendor of his
responsibility.

b.) Equipment shall conform to the current applicable standards and


codes of practice as specified in the specification. In case of conflict
between the applicable reference standards and this specification, this
specification shall govern.

11.0 DRAWINGS AND DOCUMENTS.

Along with bid:


The quotation shall be accompanied by necessary general arrangements
drawings, SLD and leaflets to clearly describe the details of the
equipment and components offered. Internal electrification drawings for
building shall also be furnished along with the bid.

After award of LOA:


The successful bidders shall furnish the drawings for approval as per the
agreed time schedule. The period shall cover necessary time for
consultations/discussions with our Engineers and incorporation of any

modifications/changes if necessary in the design/drawing to suit the site
condition. The approval given to the detailed drawings by the purchaser
shall not relive the bidder of the responsibilities of the correctness of the
design and in the execution of the work in accordance of the terms of
specification.

The successful bidder shall submit the following drawings and get the
purchaser approval during details Engineering.
i.) Single Line Diagram for lighting circuits for building.
ii.) Internal electrification drawings for residential quarters.
iii.) Necessary General Arrangement drawings and leaflets
describe the details of the equipment and components.
iv.) SLD for Incoming and distribution arrangement for the
residential building.

The successful bidder shall furnish the following soft and hard copies of
drawings / documents / test certificate at the time of supply.
i.) 6 copies of test certificates mentioned.

ii.) 6 copies of approved drawings of equipment and accessories


required under Data Sheet with a copy of reproducible.

iii.) 6 copies of instruction manuals for erection, operation and


maintenance.

12.0 PROGRESS OF WORK:

a.) The work is to be taken up in stages in consultation with authorities of


NLC/NTPL so that there is no hindrance for the other coordinated works.
The working hours shall be decided in consultation with the site
authorities.

b.) The bidder shall work in co-ordination and close co-operation with
other Bidders/ workers working in the area.

c.) Once work is taken up, continuous progress shall be maintained

13.0 DAMAGE TO THE NLC/NTPL PROPERTY:


The bidder shall be responsible for damage if any to the equipment or
components or any property of the NLC/NTPL caused by the bidders

men while handling and erecting the same due to negligence and
carelessness. The actual cost of damage together with the overheads
shall be recovered from the bidders bill. The decision of the concerned
authorities of NLC/NTPL regarding the cause as well as the extent and
cost of damage shall be final.

14.0 SAFETY MEASURES:

a.) All safety rules and codes as applicable to work shall be followed
without exception.

b.)All safety appliances and protective devices including belts, hand


gloves, aprons, helmets, shields, goggles, safety shoes etc. shall be
provided by the bidder for his personnel

c.)The bidder shall provide guards and prominent display caution notices
if access to any equipment/area is considered unsafe and hazardous.

15.0 PROGRESS REPORT:


Bar chart shall be furnished indicating the various activities and target
time schedule for each activity along with the offer. Four copies of
progress reports indicating the progress of supply/work shall be sent once
in a fortnight covering the period 1st to 15th and 16th to end of month.

16.0 STAFF:
The entire work shall be carried out with bidders staff, qualified and
specially trained for such works, so as to ensure workmanship of high
standard. Engineers from bidders side shall be stationed at Tuticorin
throughout the period of work covered by this work order. He shall be in
overall in charge of the work and co-ordinate the work suitably, keeping a
close liaison with our Engineer in charge.

17.0 MATERIALS AND EQUIPMENT:

A.) The materials and equipments to be supplied by the bidder shall be


as per the approved make and for items not indicated the make shall be
got approved by NLC Limited

b.) Storage and safe custody of materials supplied for the work is the
sole responsibility of the bidder till erection, testing, commissioning and
handing over of installation
