On August l7, you requested the following information:

Any and all documents related to complaints against Judge Guy Williams

On November 7, 2017 the Attorney General's Office ruled that the information they marked
under section 552.101 of the Government Code in conjunction with common-law privacy and the
holding in Ellen must be withheld. The Attorney General's Office also ruled that to the extent
the employees at issue timely requested confidentiality under section 552.024, the county must
withhold the information the Attorney General's Office marked under section 552.117(a)(1) of
the Government Code. The remaining information must be released.

Enclosed please find 5 (five) pages redacted in accordance with the Attorney General's ruling.

9th, 2017, I attended party honoring Judge Young Min Burkett at the

Havana Club in Corpus Christi, Texas. There were a lot of people that are affiliated with All
District, County and Municipal Courts in attendance.

about ouC jand work. Basically, just mingling with each other.

No one invited Judge Guy Williams to sit with us at any time. The Judge proceeded to kind of
shak( ' hand. As he shook her hand, he also proceeded to tell her, "You
are one of my #1 supporters. Shaking her hand halifted her up from where she was sifting

I said hello to Judge Williams and he asked, "What are you all doing?'I Jand I just told
Him that we were just sitting and chatting with each other. I then proceeded to talk to[

Why did he just do this to me? At this point, I was just shocked that Judge Williams would
do this to me.

was standing with a beverage in his hand about 20 or so feet looking in our direction and kind of just
standing there just looking around. I assumed he was probably waiting for his:

So as I am sitting there greeting lawyers and friends to my surprise I see Judge Guy Williams who was
now accompanied by his Th\They slowly approached our group and said, "hello". He began to say
hello to my friendL Jand very excitedly shook her hand and made it a point to address that

was his biggest supporter! miIed and just giggled bashfully. Judge Guy
LWilliams then proceeded to say hello tor - j He soon moved on to
me and said a rather forceful hello.

What I remembered next was rather disturbing. Afteriudge Guy Williams was done saying his "hello's"
somehow he managed to sit between us ladies dividing us in half. Thought it was weird since he kind of

As Judge Williams was trying to get comfortable in his seat,r jdecides to tilt her head and
continues to pick up where we had left off regarding our conversation about 1When
all of sudden, I see Judge Guy William's arm moving in a circular like motion. My eyes immediately
widened because I noticed that from where I was sitting he was rubbing his arm on my friend

right breast I-blinked my eyes and continued looking and couldn't believe what I was seeing. I thought
to myself, "oh my goodness, am I witnessing Judge Guy Williams rubbing her breast with his arm or do I
just have a dirty mind?" I was shocked at what I was witnessing. I couldn't believe my eyes. I
immediately thought I heard[ ]say, "What the fuck are you doing?" or "What the hell are you
doing" something to that affect. Then I saw Judge Guy Williams proceeded to rub her back and then it
sounded from where I was sitting like she has said, "Judge can you fuckin STOP IT ALREADY!". I could tell
she was angry. While this was going on I also hear Judge William's' ]hout "GUYl! STOP IT!" like she
was upset too. I still at this time didn't quite know what to make o f
a ll this since, I still had no
confirmation on what I had just seen then wanted me to move over some, I gather to get away

from Judge Guy Williams just because we all kind of felt uncomfortable that he wanted to sit right in the
middle of us. It was probably fifteen minutes when- asked me if I was ready to leave. We said

good-bye and[ Jndicated to me that she was going to say out loud that she left something in MY

It was then when we walked outside, that asked me if I had seen what Judge Guy Williams had

just done to her. I explained to her that I saw it all and couldn't believe my eyes. That I was hoping it
was not real what I was witnessing. She said that he had rub her breast and then proceeded to rub her

back and explained tome that she "didn't know what the fuck was wrong with him!' I told her I saw it all
and I was hoping that my eyes were deceiving me[ lwas livid and enraged. We all became upset
as we spoke of it and all went home soon after.

August 11, 2017

On Wednesday, August 10, 2017, 1 attended an after-hours function that involved the
presence of many attorneys, city officials, county officials and staff. One of the District
Judes present at this event was Judge Guy Williams. 1 have known Judge Williams
andL both professionally and socially, and at no time has he ever been
inappropriate with me, but he was at this party

I was sifting next to my1j jDn a couch with other court

staff members. We were talking and having a good time. Judge Williams'[,
Tjwas sitting to my right on the other side oi[ land was part of
our conversation. I felt eyes on me so I looked up to see Judge Williams standing
against the wall across the room, by himself, and looking at us. I thought how odd that
was and it made me very uncomfortable. The next thing! knew, he came directly a[
pu!ie[ j out of the way and sat between the two of us, causing us to

move to give him room. As he sat down beside me, he put his hand on my right side
underneath my breast and slid it down my waist and around my bottom. I was so
shocked that I just looked at him like what did you just do, and he grinned back at me.
I moved over to put space between us. He did not touch me again that evening.
