Policy Guidelines on Classroom Assessment for the K to 12 Basic Education Program

1. In line with the implementation of the Enhanced Basic Education Act of 2013 (Republic Act No. 10533),
the Department of Education is adopting the enclosed Policy Guidelines on Classroom Assessment for
the K to 12 Basic Education Program.
2. Classroom Assessment is an integral part of curriculum implementation. It allows the teachers to track
and measure learners progress and to adjust instruction accordingly. Classroom assessment informs the
learners, as well as their parents and guardians, of their progress.
3. Effective School Year (SY) 2015-2016, the Policy Guidelines on Classroom Assessment for the K to 12
Basic Education Program shall be implemented in public elementary and secondary schools nationwide.
4. Non-DepEd schools are urged to implement these policy guidelines as well. Non-DepEd schools are
permitted to modify these policy guidelines according to their schools Philosophy, Vision, and Mission
with the approval of the appropriate DepEd Regional Office.
5. Special programs may further issue supplementary guidelines in relation to the programs specific
assessment concerns.
6. These guidelines will remain in force and in effect for the duration of the program, unless sooner
repealed, amended, or rescinded. All existing Orders and Memoranda that are inconsistent with this
Order are rescinded.

Guidelines on the Early Language, Literacy, and Numeracy Program: Professional Development
Component

1. In line with one of the Presidents Ten Point Basic Education Agenda which states that every child
should be a reader by Grade 1, the Department of Education (DepEd) is strengthening its reading
program through the implementation of the Early Language, Literacy, and Numeracy Program.
2. The Program will develop in Filipino children literacy and numeracy skills and attitudes which will
contribute to lifelong learning. More specifically, it aims to improve reading and numeracy skills of
Kinder to Grade 3 pupils, following K to 12 Basic Education Curriculum, and to establish a sustainable
and cost-effective professional development system for teachers.
3. The enclosed guidelines shall cover the professional development component of the Program.

Establishment of a Policy Development Process at the Department of Education

1. The Department of Education (DepEd) issues the enclosed Guidelines on the Establishment of a Policy
Development Process at the Department of Education which aims to establish a policy development
process that provides for systematic, evidence-based and participatory mechanisms and procedures for
the formulation, adoption and review of policies issued by the DepEd Central Office (CO).
2. The mechanisms and procedures constituting the process shall guide the DepEd CO and its stakeholders
in drafting and issuing policies anchored on the DepEds vision, mission, mandate and core values, and
towards the effective and efficient achievement of education outcomes.
3. All DepEd Orders and other related issuances, rules and regulations and provisions which are
inconsistent with these guidelines are hereby repealed, rescinded, or modified accordingly.
4. Moreover, this policy shall take effect fifteen (15) days after its publication in the Official Gazette or a
newspaper of general circulation.
5. Immediate dissemination of and strict compliance with this Order is directed.

Implementation of School-Based Feeding Program (SBFP) for School Year (SY) 2015-2016

1. The Department of Education (DepEd), through the Health and Nutrition Center (HNC), shall implement
the School-Based Feeding Program (SBFP) for School Year (SY) 2015-2016 to address undernutrition
and short-term hunger among public school children.
2. Primarily, the SBFP will cover 532,752 severely wasted (SW) and 627,403 wasted (W) pupils from
Kindergarten to Grade 6 for SY 2015-2016. At least 80% of the beneficiaries are targeted to be
rehabilitated to normal nutritional status at the end of 120 feeding days. Secondarily, it aims to increase
classroom attendance from 85% to 100% and to improve the school childrens health and nutrition
values and behavior.
3. School heads (SHs) are expected to monitor the feeding activities and program implementation on a
daily basis. The Schools Division Technical Working Group (SDTWG) is expected to monitor the schools
compliance with the guidelines, procurement process, health and nutritional assessment, and the
conduct of complementary activities, such as deworming, food production, waste segregation and
composting, integration of Essential Health Care Program (EHCP), good grooming and personal hygiene,
and productivity, life, and values development training. The Regional Technical Working Group (RTWG)
is expected to monitor the activities of the schools division offices (SDOs), including the timely release of
funds to the SHs, progress of implementation, liquidation of funds, and submission of reports.
4. All schools shall establish and maintain the Gulayan sa Paaralan Program (GPP) as a source of
ingredients for the SBFP and shall encourage families of beneficiaries to have their own home gardens
so that nutritional improvement is maintained at home. The school GPP coordinator may ask their local
agriculture officials to provide them with training and seedlings for their home gardens.
5. The schools implementing the SBFP are required to submit their respective terminal reports through the
heads of RTWG and SDTWG to the Health and Nutrition Center, Department of Education Central
Office (DepEd CO), DepEd Complex, Meralco Avenue, Pasig City.
6. All regional directors (RDs), schools division superintendents (SDSs), and SHs are enjoined to extend full
administrative support to the management of the SBFP.
7. The Operational Guidelines on the Implementation of the SBFP for SY 2015-2016 are enclosed for
reference.

Guidelines on the Utilization of Support Funds for the Special Education (SPED) Program

1. The Department of Education (DepEd) through the Bureau of Elementary Education (BEE) and the
Bureau of Secondary Education (BSE) issues the enclosed Guidelines on the Utilization of Support Funds
for the Special Education (SPED) Program.
2. Pursuant to DECS Order No. 26, s. 1997 entitled Institutionalization of SPED Program in All Schools, the
support funds aims to enhance the operation of the Program and augment the regular Maintenance and
Other Operating Expenses (MOOE) of all recognized SPED Centers for elementary and secondary schools
with classes for learners with special needs. Specifically, it aims to enhance access to and upgrade the
quality of SPED programs and services, as well as to raise the efficiency of their operations.
3. The mechanisms and procedures constituting the downloading of support funds shall guide school
recipients on proper utilization, which shall be used for eligible SPED related activities and expenses as
stated in the enclosure.
4. All orders and other related issuances, rules and regulations, and provisions which are inconsistent with
these guidelines are hereby repealed, rescinded or modified accordingly.
5. Immediate dissemination of and strict compliance with this Order is directed.

Guidelines on K to 12 Partnerships

1. To achieve the goals of the K to 12 Program, the Department of Education (DepEd) needs to enter into
partnerships with different groups in the fields of work immersion opportunities for public Senior High
School (SHS) learners, use of facilities and equipment, additional teacher training opportunities, and
additional resources in the form of donations.
2. To support these parthership-building efforts, the enclosed Guidelines on K to 12 Partnerships is hereby
issued.
3. These Guidelines are designed to help personnel from the central office, regional, schools division, and
public secondary schools in undertaking the following steps of Partnership-Building Activities (PBA):
a. research and needs analysis;
b. identification of potential partners;
c. meeting with potential partners;
d. designing and finalizing the formal agreements; and
e. managing, monitoring and evaluating the partnerships.
4. All schools divisions are enjoined to designate their social mobilization and networking coordinators or
any other qualified persons as partnership focal persons (PFP) whose tasks and responsibilities are
spelled out in the Guidelines. At the school level, the PFP will be the school principal/head who shall
designate someone to assist him/her in carrying out the Partnership-Building Responsibilities.
5. The provisions of these Guidelines shall be applicable to all partnership agreements such as
Memorandum of Agreement (MOA), Memorandum of Understanding (MOU), and other similar
documents entered into between DepEd and any of its local offices and schools, and their partners even
those signed prior to the effectivity of this Order. Such documents will be subject to a review process as
described in the Guidelines.

Utilization of Language Mapping Data for Mother Tongue-Based Multilingual Education (MTB-MLE)

1. In support of the implementation of Mother Tongue-Based Multilingual Education (MTB-MLE), the


Department of Education (DepEd) issues the enclosed Policy on the Utilization of Language Mapping
Data to inform policy-making, planning, and programming for MTB-MLE across all DepEd levels.
2. With the invaluable assistance from and collaboration of all levels in DepEd, data gathered from
language mapping shall be the bases for the production of new teaching and learning materials, capacity
building of teaching and non-teaching personnel, and the development of a culturally responsive MTB-
MLE strategy for all learners. This Policy aims to strengthen MTB-MLE implementation by establishing
the processes for generating, disseminating, and using language mapping data.
