What is HSE pre-qualification?


Health, Safety and Environmental (HSE) pre-qualification is the way you demonstrate
that you have the right systems in place to identify and manage HSE risks associated
with the type of work you deliver.
It involves providing us with specific HSE information so we can assess your level of
compliance and capability in regard to the work or services you are offering to deliver.

What has changed?


In December 2016 we made changes to our HSE pre-qualification process for
contractors.
We have updated our supplier portal to enable you to complete the pre-qualification and
re-qualification processes online.
We have moved to a risk and evidence based HSE assessment and revised the tier
requirements.
HSE documents can be uploaded to the system and will be visible to you, and to our
employees.
Youre still able to update your own information including eProcurement users, bank
details, business address, e-mail address etc.
Pre-qualification categories have a greater risk based approach instead of the dollar
value of the work. For example:
o Tier 1 now requires certification to Australian Standards (AS) 4801.
o Tiers 1-4 will need to provide a HSE Management Plan.
o Nomination of categories of work you want to provide:
Evidence will need to be included in your submission on how you identify
and manage associated risk for each of these categories.
Once approved, these will be the categories our system will show you are
able to provide.

Why did we make this change?


To provide reliable HSE and performance information to our employees to use when
selecting a contractor.
To simplify the current contractor pre-qualification and registration processes.
To mitigate the risks of engaging non-compliant or unqualified contractors.

How will the changes benefit me?


Youll have clarity on which works and services you have been pre-qualified to provide.
Being able to pre-qualify and re-qualify online makes the process simpler and more
efficient.
It is quicker and easier to update your information in the supplier portal.
The HSE pre-qualification process will help us minimise risks to you and our employees.
It will also help to ensure you are working safely and understand the risks you are
exposed to.

Can I still be engaged for work with Water Corporation?


If you are already pre-qualified, your current status has been transferred over to the
new system and this will remain valid.
We are taking a phased approach when inviting companies to submit their HSE
documentation. Your company will receive correspondence three months prior to your
expiry date.

What if I am not qualified for a category of work I want to provide?


There are a number of possible scenarios in this situation.

You are pre-qualified but not for the required category of work.
o If the category of work is closely aligned with a category you are pre-qualified for,
we expect Safety Environment and Aboriginal Affairs (SEAA) Branch to perform
an HSE assessment and then the new category can be added to your profile. For
example: you are pre-qualified for excavation to 1.5 metres and you are asked to
carry out landscaping involving digging a 0.5m deep trench for reticulation and a
small retaining wall with some garden beds. Adding the additional category would
be a quick process and no further information would be required from you.

o If the category is not aligned with the category you are pre-qualified for, the
SEAA Branch will request that you provide new information for assessment. For
example, you are prequalified for landscaping and you are asked to excavate to
three metres.

Youre not pre-qualified at all.


o Not all contractors and suppliers will require pre-qualification. For example:
suppliers who provide materials, contractors who provide office based services or
do not perform work on our sites or assets, will not need pre-qualification.

o If you need to be pre-qualified it may take up to two weeks from the time we
receive the required complying information.

Where can I see if I am pre-qualified and what I am pre-qualified for?


The Supplier Profile transaction in eProcurement will display your current HSE and performance

What do I need to do if I sub-contract part of the works or services?


We would expect you to include details of any work to be sub-contracted in your HSE
documents. For example, if you are performing a small construction job requiring an electrician,
your HSE Management Plan must include sub-contractor management and how this is
managed.

What support will you offer?


Our website currently provides templates, information and training materials on how to pre-
qualify. You can find the templates under policy and process documents on the pre-
qualification page.
