Invitation of application for authorization of Jan Sadharan Ticket Booking Sewak (JTBS) at various locations
of Delhi Division, Northern Railway.

The Sr. Divisional Commercial Manager, Northern Railway, New Delhi for and on behalf of President of India
invites applications up to 07.07.2014 for selection and short listing of Jan Sadharan Ticket Booking Sewak
(JTBS) at various locations of Delhi Division, Northern Railway for issuing of unreserved Rail tickets through
computerized unreserved Ticket system (UTS), from interested parties fulfilling following conditions and such
conditions as may be prescribed from time to time.

Licenses for total 98 numbers of JTBS at 66 locations as per quota distribution as detailed here under are
proposed to be issued:

Abbreviations: SC Schedule Cast, ST Schedule Tribe, OBC Other Backward Classes, MIN Minorities, FF -
Freedom Fighter, WW War Widow, WRE Widow of Railway Employee, PMCP Physically and Mentally
Challenged Person.

1) Qualification:
The applicant should not be under 18 years of age.
Applicant should be at least Matric pass or equivalent.
Applicant should produce a character certificate from a District Magistrate / Addl. District
Magistrate / Sub District Magistrate / Block Development Officer or Tehsildar. However, before
appointment as JTBS, the applicant will also have to produce a certificate from the police station
serving his/her locality that no criminal case is pending against him/her.
The premises selected for issue of UTS tickets should have easy accessibility to all the citizens.
Applicant should have a telephone connection in his office.
Applicant should be residing in the municipal limits of the city / district in which JTBS is being
appointed (certificate preferably voter identity card or other proof of residence from District
Magistrate should be enclosed).
Not more than one application shall be accepted from any individual.

2) Other Conditions:

JTBS will procure UTS terminals and equipments for which all the cost initial as well as recurring
including equipments and channels would have to be borne by JTBS.
JTBS will be permitted to issue cash tickets (including advance and cluster tickets) only. They will
not be permitted to issue concessional certificate tickets (except senior citizen concession), blank
paper tickets and money receipts. Refund of tickets will not be permitted at the JTBS.
JTBS will be permitted to issue platform tickets.
JTBS will be allowed to renew season tickets. Each season ticket is to be treated as a single
ticket/single passenger for the purpose of levy of service charge.
JTBS will have to make advance deposit and tickets can be issued by him till amount against this
deposit is available subject to minimum deposit amount of Rs.10,000/-.
JTBS will bear all the initial and recurring cost of the equipments and channels.
JTBS will collect Re.1/- per passenger as commission from the passengers.
JTBS will be responsible for implementing all the procedures and conditions that are being
prescribed by the Railway Administration from time to time.
JTBS will not issue tickets from station premises.
The competent authority or an officer authorized by him shall be allowed access to the premises
assistance for inspection. A summary of transactions daily/periodical/monthly made by JTBS shall
be given by him to the serving station.
Reservation: Following reservation will be applicable for 49.5% of the total number of JTBS on
Divisional basis:

be applicable in the general category also.
(**) The term Minorities will include the communities namely (1) Muslims, (2) Christians, (3) Sikhs,
(4) Buddhists and (5) Zoroastrians (Parsis).

 List of Equipment to be procured by JTBS is as under:

Dialup Modems with accessories - 2 nos.

Dumb Terminal - 1 nos.

Ticket printer - 1 nos.

Report Printer - 1 nos.

Applicant should be prepared to give Rs. 5000/- refundable interest free security deposit & Rs.
20,000/- Bank guarantee to the Railway in favour of Sr. Divisional Finance Manager, Northern
Railway, New Delhi. This will be in addition to bearing the cost of terminal equipment VDU, Key
Board, Printer as per specification provided by the Railways and the cost of network/channel etc.
On completion/termination of contract, pending dues will be adjusted from the security deposit
and balance refunded to JTBS.
JTBS is to deposit with Railways the pro rata cost of terminal server, main server and
installation/commissioning charges of the equipments at his premises. The approximate cost will
be about Rs.20,000/- per JTBS. The cost of above mentioned equipments is to be borne by party.
The BSNL/MTNL and any other service provider telephones one each at both the ends. Cost to be
borne by the party on actual basis.

3) Period of Contract: Initial period of contract will be for 3 years which can be extended on the basis of
satisfactory performance for tenure of next 3 years. Thereafter, fresh applications will be called for in
which the existing JTBS will also be eligible to apply. An agreement will be executed by JTBS with the
Railways.

4) Termination of contract: Each side can terminate the contract without assigning reasons by giving one
month notice.

5) Appointment of JTBS:
The selection of JTBS will be done by a committee of three Assistant level officers consisting of
each member from Commercial, Operating and Finance department which is appointed by
competent authority.
The Railways decision in this regard to authorize JTBS for issue of UTS tickets from amongst the
applicants shall be final and Railway reserves its right to reject any application without assigning
any reason. No canvassing or correspondence in this regard will be entertained from unsuccessful
applicants.
Applicants of JTBS will not confer any right on the person for employment on Railways. The
appointment is purely contractual in nature and no facilities viz. absorption in Railway service,
regularization of service, bonus, railway pass facility etc. shall accrue to the JTBS.

6) Arbitration:
DRM/DLI, Northern Railway will be the final authority for resolving any dispute between the JTBS
and Railway Administration. The appeal will be lie to Chief Commercial Manager/AGM in
Headquarters.

Note:

2. The application should be sent through Registered Post / by hand (in closed envelope), complete in
all respect along with relevant documents which should reach the Office of the Sr. DCM, Northern
Railway, DRM Office, State Entry Road, New Delhi 110055 latest by 07.07.2014. The application can
also be downloaded from the Northern Railway website i.e. www.nr.indianrail.gov.in. Railway will
not be responsible for any postal delay. Incomplete application will be rejected out rightly and no
documents will be accepted subsequently after the receipt of application in office. The applicant
must right on the top of the envelope in BOLD and CAPITAL APPLICATION FOR JTBS.

3. The JTBS are to be appointed only on the following mentioned locations:
