International Support and Operations


Roving Information Technology Specialist
Statement of Work

Introduction
The Roving Information Technology Specialist (ITS) carries out data-gathering and analysis,
international coordination tasks, compliance and standardization projects, and other efforts for the
Office of International Support and Operations (ISO) in the Office of the Chief Information
Officer (OCIO), as well as on-demand Information Technology Specialist (ITS) duties at requesting
posts administering the local IT systems, maintaining mandated IT configurations, and ensuring that
all IT systems adhere to the Peace Corps and US Government Policy. The Roving ITS reports
directly to the ISO Manager and is expected to exercise initiative, independent judgment and skill
while carrying out recurring duties.

The Contractor is also expected to be available for traveling to attend workshops, conferences,
trainings and to assist in training new IT Specialists. Location of performance will be
______TBD_________. When not traveling, the Contractor will either work remotely (aka:
telework), from a Peace Corps post or a combination of the two as agreed upon between the Peace
Corps and the Contractor. The Contractor will be provided with a laptop and peripherals, but will
be responsible for setting up a functional telework environment from where he/she plans to work.

This position will also require travel to provide short and long term TDY coverage of local IT
Specialist services. This includes:

Standing in for the local IT Specialist while they are away on extended leave.
Serving as the temporary Post IT Specialist in the absence of a local IT Specialist.

This position provides New ITS training for newly hired Post IT Specialists at their local Post. This
includes:

Providing an 8-day training course for newly hired IT Specialists.


Introduction to Peace Corps systems, best practices and expectations.

This position provides regular updates and reports to ISO Manager of Post requirements,
deficiencies and recommendations.

Duties and Responsibilities


Post IT Specialist Duties (40%)

The Contractor is expected to be available for traveling to performing Temporary Duty Yonder
(TDY) tasks at various posts, as required. Expectations include -

Administration of the Local Network for both Post Main and Regional Offices

Administration of users with respect to training, security policies, and access rights
Training and support to co-workers and Volunteers in application programs and internet
connectivity
Assist volunteers and staff to develop IT based solutions for programming issues
Development and administration of information databases
Troubleshooting network problems and system failures
Conduct daily backup of information
Periodic maintenance of equipment Peace Corps Office Post Main Office Regional Offices
Server administration
Liaison between OCIO and Post
Serve as contact between the Internet Service Provider and the Peace Corps offices in Post
Visit Regional Offices, as required, to ensure functionality of IT systems

International Support Operations (ISO) Tasks (40%)

IT Security Post Coordination and Compliance Auditing


This position monitors and enforces compliance of various Peace Corps systems and
processes. This includes:
International encryption
Naming convention monitoring
Convention for management disabled user accounts:
Forms management
IT Security requirements
Asset management

Project Support
This position will assist with ISO projects and initiatives. This may include:
Gathering customer requirements
Facilitating pilots
Recommending implementation steps
Developing User Acceptance Testing (UAT) scripts or ITS training for changes and
new technologies
Monitoring and conducting User Accept Training

Training of Post IT Specialists (10%)

This position is responsible for the development of any required training programs for IT staff when
upgrades occur or new methods are implemented. He/she is also responsible for facilitating an IT
orientation on policies and resources when new IT staff are hired.

This position is responsible for training design and training program analysis, including
Develop and maintain procedural documentation for international IT community
Create and maintain a Backup ITS handbook
Review and evolve Post IT training curriculum

Participate in ISO IT Specialist Training Conferences and assist with training content
Suggest e-learning or self-paced topics from the New ITS training agenda.
Collaborate with OCIO for updating knowledge sites and handbooks

System Evaluation and Analysis (10%)

This position will provide analysis of Post systems as requested by the OCIO and make
recommendations for improvement, as requested.

Other Duties & Responsibilities

This position will also carry out other duties and responsibilities as assigned by the Manager,
International Support & Operations.

Immediately communicates Volunteer safety and security concerns and issues to the Safety and
Security Manager (SSM) and CD. Knowledgeable and supportive of Peace Corps safety and security
policies and procedures, including the timely reporting of suspicious incidents, persons or articles.

Required Continuing Education Hours for Roving ITS

20 continuing education (CE) hours are required for ITSs to maintain their professional
competence and provide quality professional services annually. The ITS must:
o Complete the required IT training courses as identified by OCIO.
o Provide proof of completion (certificate) to their supervisor in order to claim CE
credit upon completion of each learning activity.
o Maintain training records and proof of CEs completed.

Must comply with the basic on-the-job rules listed in Peace Corps Manual Section 647.

Must be eligible to receive a U.S. visa or otherwise be eligible to legally enter the U.S.
