PROPOSAL TECHNICAL EVALUATION GUIDANCE

Evaluation Criteria for evaluating Technical content:

Evaluator employs a tradeoff analysis of Cost and Non-price factors in evaluating the proposals

submitted. Assume the offeror's initial proposal contains the offeror's best terms from a price and

technical standpoint. The contract resulting from this solicitation will be awarded to the offeror whose

offer, conforming to the RFP requirements, is determined to provide the best value to Kratos and

Customer. In determining the best overall value, for example, the combined Non-Price Factors (60%) are

significantly more important than Cost (40%); however, Price is a significant Factor.

Tech Eval Ratings:

0-Non compliant and unacceptable

1-Acceptable and outside best value range

2-Acceptable and within best value range

The term Basis refers to source of the estimate ie a] Historical/actual experience or costs, b] engineering

estimate with no experience/actuals, c] subtier quotes, d] technical judgment. Singular or in combination.

1. Has the subcontractor proposed any material?

What is the basis for the proposed types and quantities of material necessary and reasonable in

order to perform in accordance with the referenced RFQ/SOW?

What data was provided by bidder?

What verification/analysis was performed by evaluator?

Explain the rationale and methodology used to arrive at the recommended position as

necessary and reasonable in order to perform in accordance with the RFQ/SOW?

2. Has the subcontractor proposed labor categories?

What is the basis for the proposed labor categories for each task necessary and reasonable in

order to perform in accordance with the referenced RFQ/SOW?

What data was provided by bidder?

What verification/analysis was performed by evaluator?

Explain the rationale and methodology used to arrive at the recommended position as

necessary and reasonable in order to perform in accordance with RFQ/SOW?

Is a labor distribution provided (total labor hours per labor category, task, and time phasing,)?

4. Has the subcontractor proposed Travel?

Review the purpose, number of trips, destination(s), duration and number of travelers.
