Vox Pop has recent experience delivering the Vote Compass for CBC’s 2015 Federal Election, they created a Political Sentimeter in association with the Toronto Star in 2014. They are currently working with the Gov of New Zeland Jon a project similar to the Sentimeter. Vox Pop Labs has consistently led highly successful campaigns which have drawn millions of users to its initiatives. Vox Pop Labs’ skill in crafting digital engagement strategies has earned it the confidence of some of the most respected news media organizations in the world, including the Canadian Broadcasting Corporation and Société Radio-Canada. Its ability to consistently reproduce unparalleled levels of online engagement both in Canada and abroad ensures that Project Tessera will achieve significant public uptake. s.24(1H@) 2. The community has demonstrated its support for the project and, where relevant, key community stakeholders have been engaged. The project objectives are specific and realistic and clearly support the objectives of the Canada 150 Fund Justification 4 Project Tessera meets multiple objectives of the Canada 150 Fund. It advocates recognition of the various understandings of what it means to be Canadian, all within a format that promotes inclusion and celebrates diversity. Furthermore, the project's primary mode of interaction is particularly well-suited to youth, as it reflects their existing information consumption practices, and thus presents @ unique opportunity to engage Canadian youth in @ national conversation on the meanings of Canada. 5. The project is new and innovative and will not duplicate other initiatives, Justification 5 The project would not be considered new or innovative as this project i similar to what the organization has done in the past. It does not duplicate other initiatives and therefore would be unique for the 150 celebration. 6. The proposed approach will allow for a successful and timely delivery of the project. Justification 6 [Given the track record and experience of the applicant, itis expected that the project will be created and launched in a timely fashion, resulting in a significant impact during the celebratory period in 2017. 7. The project will effectively reach the identified target audience(s) and produce results that represent good value for money, ~ Justification 7 [Given the past experience of Vox Pop and past projects its not inconceivable that the project will not only reach an estimated 1,000,000 Canadians, but if promoted properly, the reach could surpass that number. Past projects including the Vote Compass have reached in excess of 1.5M Canadians. Given that the project is hosted online, itis accessible to the majority of Canadians from coast-to-coast-to-coast. 8, The budget is sufficiently detailed, reasonable and balanced. Justification 8 [Given that the organization states that they will be updating / reformatting their existing resources, the total request of seems moderately inflated, Further to consultations with colleagues pertaining to the Consultant Fees, the Program has determined that the amount requested / hour isin line with a professional consultant fee and the number of hours seem realistic for a project of ths size and scope, The provided budget indicates: towards the project with the C150 Fund fronting the remaining costs. Given the nature of the project, the project budget could have been strengthened in a cash or in- kind contribution towards the project made by the applicant. Project Summary (required) Please summarize your project and demonstrate howit meets the above objectives, in 20 lines or less [Atessera is one of the individual tiles that make up a mosaic. No two tesserae are uniform in composition, but asa collective they have the potential to form a masterpiece. Project Tessera sa civic engagement initiative that couples digital media and data science to offer Canadians a unique opportunity to reflect on and develop meaningful associations with the myriad, Interpretations of being Canadian at the 150th anniversary of Confederation. Its aim is to engender among all Canadians an individual sense of belonging within a richly diverse national mosaic. The centrepiece of Project Tessera is an interactive online application of a design similar in principle to that for which Vox Pop Labs is world-renowned, The application will survey users on themes such as culture, values, symbols, belonging, etc, Users will be associated on the basis oftheir responses with one of many archetypes of Canadians, as derived by a finite mixture model applied to @ major study of the multiplicity of narratives associated with being Canadian. The prima facie analogy is that of a Myers-Briggs test, but in lieu of a personality archetype the user is associated with a particular segment of Canadian society. More than a simple association of user to archetype, however, each ‘user wil be presented with a personalized analysis which simultaneously celebrates their individual identity and inclusion in the broader Canadian collective. The call to action is modeled after digital initiatives that consistently achieve virality on social media, couching a sophisticated and meaningful civic engagement exercise within a high-impact, participation-oriented user experience. In addition, Project Tessera has the potential to generate an unparelieled dataset on public perceptions about | (Canada and what it means to be Canadian, which would be made publicly available and would serve asa legacy of Canada 150, Project Tessera meets multiple objectives ofthe Canada 150 Fund. t advocates recognition of the various understandings of {what it means to be Canadian, all within a format that promotes inclusion and celebrates diversity. Furthermore, the project's primary mode of interaction is particularly well-suited to youth, as it reflects their existing information consumption practices, and thus presents a unique opportunity to engage Canadian youth in a national conversation an the meanings of Canada, Vox Pop Labs is committed to operating Project Tessera exclusively on a cast recovery basis, ‘applicant Profile 51. Describe your organization. What are its mandate, membership, main activities, clients and key achievements? (required) Important: Please provide your organization's financial statements for the last two fiscal years lif these cannot be provided, please ensure that you indicate the reason in Part J). f applicable, please also provide your organization's most recent annual report, as wellas its Constitution and Bylaws, Vox Pop Labs isa social enterprise founded and operated by a team of dactoral candidates and post-doctoral researchers in the social and statistical sciences. The organization operates at the intersection of technology and data science to create unique civic /engagement experiences. Its flagship initiative, Vote Compass (http://www. votecompass.org), which is commissioned in Canada by the Canadian Broadcasting Corporation and Société Radio-Canada, identifies citizens’ ideological alignment with the various parties or candidates contesting a given election campaign. Vote Compass has been used by more than 3 million Canadians across 10 federal and provincial elections since 2011. Vote Compass has also been commissioned by major news media ‘organizations in the United States, Australia, and New Zealand, where it has collectively been used by more than 10 million people, 52. Describe your experience and capacity in carrying out projects ofa similar nature or scope. Where applicable, demonstrate how best practices, expertise or lessons learned from your previous experience will benefit your project. (required) Vox Pop Labs has an established record of demonstrated success with similar initiatives to Project Tessera. Aside from Vote |Compass, Vox Pop Labs launched the Political Sentimeter (htip//politicalsentimeterorg) in 2014 in association with The Toronto Star. Drawing on a large panel survey Vox Pop Labs developed and applied a finite mixture model to identify eight distinct ideological archetypes within the Toronto community and developed The Sentimeter to enable Torontonians to analyze their alignment within these various archetypes. Nearly 100,000 Torontonians took part in the initiative during its siz week run. Vox Pop Labs is currently under commission from the Government of New Zealand's Flag Consideration Project to adapt the Sentimeter initiative to a national identity exercise for Kiwis as they deliberate over the future of their national flag, The application proposed by Vox Pop Labs for Canada 150 would be modeled after The Sentimeter initiative, but would be re- oriented from an ideological to a cultural focus Building applications such as Vote Compass and The Political Sentimeter has required the development of new methods and algorithms, which have been validated at academic conferences and in peer-reviewed scholarly publications, and which Vox Pop Labs is uniquely qualified in the world to employ in practice. In addition to the scientific expertise of Vox Pop Labs, the Jorganization also offers unparalleled experience in product development and marketing strategy pertaining specifically to civic Jengagement applications. it tearm has consistently led highly successful campaigns which have drawn millions of users to its initiatives. Vox Pop Labs’ sill in crafting digital engagement strategies has earned it the confidence of some of the most respected news media organizations in the world, including the Canadian Broadcasting Corporation and Société Radio-Canada, Its ability to consistently reproduce unparalleled levels of online engagement both in Canada and abroad ensures that Project, Page 5 of9 Tessar will achieve significant public uptake ‘Among the most critical lessons learned from previous experience is the importance of a robust research program to ensure that the outputs generated from the analysis are both scientifically and intuitively valid. In order to capture a reasonable breadth of the heterogeneity of the Canadian population, and to ensure the inclusion of official language minority communities, Indigenous Peoples, and ethnocultural communities, Project Tessera requires @ survey panel of approximately 35,000 respondents, This will be complemented by an intensive session of focus groups to be held across the country in order to develop a thick, qualitative assessment of each archetype surfaced in the quantitative analysis of the survey data. These findings willbe presented to an advisory panel at the working conference, which will convene upon completion of both the panel and focus group studies. The advisory panel will review the findings and work to develop a narrative associated with each archetype that is true to the data and presents a sensitive, respective rendering of each group. 53, List your partners for this project and describe their roles. (Fapplicable) Prospective partners for this project include the Canadian Broadcasting Corporation and Société Radio-Canada, wiich would promote the application across their broadcast platforms, The sole constraint to this partnership is that it restricts Vox Pop Labs from soliciting funding from the private sector, as per the conditions imposed on the prospective partnership by CBC/SRC. Other prospective partners include the Centre for the Study of Democratic Citizenship, which would provide academic advisory and research support, and MASS LBP, a public deliberation and engagement firm, which will design and deliver the nationwide focus group sessions. Rationale and Community Support for Your Project, 54, Please describe why your project is important and how it will engage the community to participate (required) Please include at least two letters demonstrating community support for your project. The 150th anniversary of Confederation isan opportunity not only for celebration but also for a national conversation about the ideas, values, symbols, and narratives that have shaped Canadian culture(s) and define Canada at 150. This project important in that it promises both to prompt national reflection while simultaneously producing unique, data-driven insights into the contemporary manifestation of the Canadian collective consciousness, Project Tessera advances the discourse on the many meanings of Canada and encourages Canadians to take an active tole in the discussion by way of a compelling engagement mechanism. An effective catalyst for such an endeavour must necessarily assume a dynamic that reflects current modes of engagement by Canadians in order to elicit broad-based and meaningful public participation. It is for this reason that the application will assume the form of an online quiz, a content form originally popularized by Buzzfeed and its contemporaries, but now a mainstay of leading international news organizations such as The New York Times, The Washington Post, the BBC, and Pew Research, all of which have generated record audience engagement using these phenomena, Vox Pop Labs has enhanced the potential of these applications by adding scientific validity to these sorts of applications it produces. In doing so, it has dramatically increased the return on participation a user can expect from this form of engagement. By generating sophisticated and meaningful engagement exercises, Vox Pop Labs offers high-impact, participation-oriented user experiences. 35. Indicate Ifthe success of your project is dependent upon suppor (financial or non-financial) or authorizations from other parties. (required) Important: If this is the case, attach a letter confirming the support of the party or parties in question (signed by a senior representative). For example, applicants proposing to erect a plaque or a monument must provide written evidence of permission from the owner or authority responsible forthe site where the plaque or monument will be erected. The success of the project is not dependent upon support or authorizations from other parties. That said, the success of the project in terms of public uptake will likely be enhanced by virtue of prospective promotional support from the Canadian Broadcasting Corporation and Société Radio-Canada, ‘Target Audience and Participants 56. Briefly describe the targeted beneficiaries or audience of your project. (required) ‘The audience of Project Tessera includes all Canadians who have access to the Internet. According to the Canadian Internet Registration Authority, 29,760,764 Canadians identified as Internet users in 2014 and 87 per cent of Canadian households were connected tothe Internet. The project will make special efforts to target official language minority communities, Indigenous Peoples, and ethnocultural communities tis prudent to mention the special case of Quebec, which will kely generate a unique set of archetypes. This will require special questionnaire development and design and will likely require special consultation and consideration, including but not limited to special attention to the vocabulary used and the framing of the study.
