announced she would be resigning
in pursuit of a better work-life bal-

In a closed session meeting
Tuesday night, the City Council
agreed to accept City Manager
Magda Gonzalezs resignation and
a subsequent separation agreement
that will see her paid through the
end of 2018. Gonzalez, who has
been leading the city since she was
hired in August 2014, will stay on
through Jan. 26.
Since coming on board to steer
governance of the coastal city,
Gonzalez has overseen a variety of
projects and policies. Her time at
City Hall has included work estab-
lishing a capital improvement

Center rebuild plans set
Officials select design, architect to construct facility destroyed by arson

Millbrae officials formally set-
tled on designs for a new commu-
nity center and picked a preferred
architect to rebuild the facility
destroyed by arsonists last sum-
mer.
The Millbrae City Council unan-
imously agreed Monday, Nov. 27,
to pursue building a 40, 000-
square-foot facility over the foot-
print of the former center adjacent
to Central Park, but with a differ-
ent layout.
The project, which could cost as
much as $72 million to construct,
is slated to be financed primarily
with a tax measure for which poll-
sters are currently gauging resi-
dential support.
Vice Mayor Gina Papan lauded
the plans to construct separate
buildings housing independent
gym, community center and
kitchen facilities on a platform
configuration overlooking the
park. The gym is expected to be
about 15,000 square feet; the com-
munity center will be about
18, 000 square feet; and the
kitchen plus additional amenities
would be about 7,000 square feet.

make this go as quickly as possi-
ble, she said, regarding the archi-

Under the councils direction,
officials and Group 4 will begin
negotiations to settle on a deal for
building the project. Terms of the
negotiations will return to coun-
cilmembers for ultimate approval.
Initial projections indicate the
project could cost as much as $72
million or as little as $53 mil-
lion. Councilmembers are inter-
ested in trimming about $5 mil-
lion off the total sum by relocat-
ing the parks maintenance facili-
ty.
The Millbrae Elementary School
District also owns a similar facili-
ty near the site which could be
rejuvenated and serve the interests
of both agencies while simultane-
ously saving the city from need-
ing a new, expensive building.
A portion of the overall cost
will be covered by the roughly $6
million settlement payment from
the Association of Bay Area
Governments, which insured the
former facility destroyed by arson-
ist teens who accidentally ignited
the fire.
The settlement will also cover
the cost of the modular building
constructed near City Hall, hous-
ing the displaced Parks and
Recreation Department until the
new center is built.
Project manager Peter Ingram
said he believes officials will
spend the coming weeks hashing
out negotiations with the archi-
tect, and will return with more
information on the rebuild at the
earliest opportunity.

story building with three levels of
underground parking will join a
hospital and other medical build-
ings on the health care providers oritized in the plans for the drop-

with Kaiser Permanente, said in

3.3 percent pace in third quarter

investment, the U.S. economy grew at an
annual pace of 3.3 percent from July through
September, its fastest rate in three years.
The Commerce Department estimated

ed the 3 percent annual expansion for the

WASHINGTON Federal Reserve Chair
Janet Yellen said Wednesday that the U.S.
economy has gained strength this year and
that will keep the Fed on track to gradually
increasing its key policy rate.
Yellens congressional testimony was a
strong signal that the central bank is ready
to boost its policy rate for a third time this
year when it meets on Dec. 12-13. Yellen
said that the economy has remained strong,
despite the recent hurricanes. She says
while chronically low inflation has failed
to move higher, she believes that is tempo-
rary.
Yellens appearance Wednesday before
the Joint Economic Committee could be her
last congressional testimony as Fed leader.
President Donald Trump has nominated Fed
board member Jerome Powell to succeed
Yellen as Fed chairman.
The economic expansion is increasing-
ly broad-based across sectors as well as
across much of the global economy,
Yellen said in her remarks. I expect that,
with gradual adjustments in the stance of
monetary policy, the economy will contin-
ue to expand and the job market will
strengthen further, supporting faster
growth in wages and incomes.
The Fed kept its key interest rate at a
record low near zero for seven years from
December 2008 to December 2015. Since
that time it has raised rates four times,
including two rates increases this year in
March and June.
We continue to expect that gradual
increases in the federal funds rate will be
appropriate to sustain a healthy labor mar-
ket and stabilize inflation around (our) 2
percent objective, Yellen said.
Yellens successor, Powell, made similar
remarks in an appearance Tuesday before
the Senate Banking Committee for his con-
firmation hearing.
During his hearing, Powell said he
intended to continue Yellens policy of
gradual increases in interest rates, given
that the economy is on firm footing and the
unemployment rate is just 4.1 percent, its
lowest point in nearly 17 years. Powell said
he thinks that even with the Fed gradually
raising rates action that normally slows
an economy unemployment could dip
below 4 percent.
Asked about the possibility of a
December rate hike, Powell said, I think
the case for raising interest rates at our next
meeting is coming together.
Minutes of the Feds Oct. 31-Nov. 1 meet-
ing showed that while the officials general-
ly agreed that it would soon be time for
another rate increase, they were struggling
to understand what was happening with
inflation. The minutes reflected a division
between policymakers who worry that the
Fed might be moving too slowly to raise
rates and those concerned that inflation has
remained chronically below the level con-
sidered desirable for the economy.

Consumers ready to spend this season right?

Americans, by most measures, appear
ready to shop this holiday season.
Consumer confidence is at a 17-year
high, while unemployment is at a 17-year
low.
The economy appears to be humming,
with growth of 3 percent at last measure.
And initial numbers show millions more
Americans shopped over the long holiday
weekend than last year, spending an esti-
mated $335 on average on gifts and other
items, according to National Retail
Federation.
But other indicators suggest there may
be less merry times ahead.
I am generally positive for this holiday
shopping season that consumer spending
will be robust, (but) the economic growth
we are seeing may take a downturn next
year, said Robert Murphy, an economics
professor at Boston College.
Initial numbers for the holiday shop-
ping season are just that, initial. The full
scope of the holiday shopping season
wont really be known until January when
the Commerce Department reports its
retail sales numbers for December. Plus,
there are signs that consumers may be
under a bit of a squeeze.
Consumer borrowing is up as Americans
take on more debt for auto and student
loans, according to Federal Reserve data.
Borrowing for revolving credit, such as
credit cards, is up too.
At last measure, Americans total bor-
rowing is at $3.79 trillion. That does not
cover home mortgages or other loans such
as home equity loans that are secured by
real estate.
Americans seem to be tapping into their
savings for this increase in spending too,
as the savings rate has fallen since the
middle of 2016, said Lara Rhame, senior
economist at FS Investments.
That happened during the last economic
expansion and it proved to be an
unhealthy move.

posts from controversial Twitter accounts
including some with apparent ties to white
nationalist groups. As president, he has

days after he mocked Massachusetts Sen.

The threat of a military confrontation is
making China rethink its resistance to dis-
cussing contingencies involving North
Korea, according to experts. Such discus-
sions have long been off-limits for
Beijing, which fought on North Koreas
side against the United States in the 1950-
53 Korean War and remains its treaty ally.
In a phone conversation with Trump on
Wednesday, Chinese President Xi Jinping
reiterated his desire for a diplomatic resolu-
tion to the standoff with North Korea.

LONDON The price of bitcoin
surged through $10, 000 on
Wednesday, adding to its ten-fold
jump in value this year and fueling
a debate as to whether the virtual
currency is gaining mainstream
acceptance or is merely a bubble
waiting to burst.
But as soon as bitcoin went
through $10,000, it surged past
$11,000, only to plummet from
those lofty levels. The cost of
buying one bitcoin as measured by
the website Coindesk was hover-
ing around $9,800, and was as low
as $9,300 on Wednesday after-
noon. A price of one bitcoin had
been roughly $1,000 at the begin-
ning of the year.

increases are due to rising demand

currently only 21 million that can
be mined in total.
Bianchi also noted that trading
in bitcoin is becoming more pro-
fessional and open to the general
public. He believes virtual curren-
cies are here to stay and expects
the price to rise higher still.
Millbrae man, 25, arrested
for lewd act with girl, 12
An after-school aide employed by
the city of San Bruno was arrested
Wednesday for allegedly having
inappropriate contact with a 12-
year-old girl at the Parkside
Intermediate School campus,
according to police.
San Bruno police said they arrest-
ed 25-year-old Anthony
Pellouchoud Nov. 28 around 7:14
p.m. at his Millbrae home. On
Monday, police received a report of
suspicious activity that occurred
between Pellouchoud, a city of San
Bruno after-school program
employee, and a 12-year-old.
Following an immediate investiga-
tion, police learned Pellouchoud
allegedly had inappropriate contact
with the child and sent or exhibited
pornography to her, according to
police and sheriffs records.
Pellouchoud was booked into jail
on $600,000 bail for related felony
charges, according to sheriffs
records.

Prosecutors filed another charge
against a 47-year-old Menlo Park
man accused of possession of more
than 3,500 images of child pornog-
raphy Wednesday after investiga-
tors found 17 images on an iPad he
had with him when he was arrested
Monday, according to the San
Mateo County District Attorneys
Office.
Authorities were waiting to arrest
Matthew Coda as he stepped off a
plane at San Francisco
International Airport at about 7
p.m. Monday after his wife contact-
ed the San Mateo County Sheriffs
Office because she believed he pos-
sessed child pornography, accord-
ing to prosecutors.
A former Half Moon Bay resident,
Coda allegedly told his wife he had
previously been convicted of pos-
sessing child pornography on the
East Coast some 20 years ago as
they were going through a back-
ground check to adopt a child in
September. When she asked if he
currently possessed any child
pornography, he denied it and
agreed to have a friend examine his
computer, according to prosecutors.

investigation of his possessions is
ongoing, the photos found on his
iPad when he was arrested are
believed to include an image of a
child as young as 6 years old and to
have been downloaded as recently
as two weeks ago, according to

Coda will next appear in court
Thursday and remains in custody on
no bail, according to prosecutors.
Millbrae manhunt nets
two in attempted burglary
Two were arrested after a multi-
hour manhunt in Millbrae
Wednesday afternoon that started
when a woman called to report an
in-progress attempted burglary
while she was at home, according to
the Sheriffs Office.
Deputies responded around 1:30
p.m. to the home on the 100 block
of Arroyo Seco where a woman was
home and called 911 after seeing
men she didnt recognize on her
security camera then heard a loud
bang, according to the Sheriffs
Office.
Two suspects fled on foot as
deputies arrived, prompting more
law enforcement to swarm the area
and issue a warning advising resi-
dents to avoid the residential neigh-
borhood. A third suspect used his car
to ram past two patrol cars then ran
once his vehicle was disabled. A
door-to-door search ensued for sev-
eral hours and two of the three sus-
pects were found and arrested,
according to the Sheriffs Office.
There were no injuries and no
weapons were seen, according to
the Sheriffs Office.

Brittney Cedeno was guardedly optimistic
about the South City girls basketball team
opening its season with an impressive 65-
21 victory.
Its a good start, Cedeno said.
The reigning two-time Peninsula Athletic
League Most Valuable Player is more con-
cerned with the way the Warriors (1-0 over-
all) finish this season. Sure, Wednesdays
big win over Washington-San Francisco (0-
2) was nice. But with Cedeno entering her
senior season, the Division I-bound point
guard knows 2017-18 is the teams final
chance to realize her generations legacy.
Of course, already in Cedenos career, the
Warriors have achieved what no other team
in program history has. In 2015-16, South
City advanced to its first-ever Central Coast
Section championship game, a 55-46 loss
to Saratoga, and with Cedeno then just a
sophomore with an all-underclassman start-
ing five to boot.
Last year, however, ended in disappoint-
ment. South City entered the CCS Division
III playoffs as the brackets No. 1 seed, only
to fall two wins shy of its goal of winning
the programs first CCS championship,
enduring a 58-50 semifinal upset at the
hands of No. 5 Aptos.
After we lost (two years ago) I think the
girls felt like we had a lot of time, South
City head coach Paul Carion said. And last
year we didnt do what we wanted to do. We
feel like it was a wasted year. This year they
realize this is it.
The year started out auspiciously enough
when, earlier this month, Cedeno signed to
play on full scholarship at Cal Baptist
University, currently a Division II program
but slated for promotion to Division I next
season when Cedeno is a freshman.
Her style, swagger and intensity certainly
looked Division I ready Wednesday, as the

Peninsula Athletic League and the Santa
Clara Valley Athletic League football
teams into one
league that would
have surely changed
the look of the
Central Coast
Section.
Despite discussion
and analysis, it turns
out the status quo
will most likely
remain. Issues with
travel and lack of
support for various
reasons doomed the initiative, one that is
a pressing concern for the SCVAL.
The philosophy is to bring parity to
both leagues by expanding our numbers
and two, saving some programs that
might not be here (in the future), said
SCVAL commissioner Brad Metheany.
The problem facing the SCVAL
which includes the likes of Los Gatos,
Milpitas and Wilcox is that the league
is so top heavy. Of the 14 teams split
into two, seven-team divisions, there are
about four, throw Palo Alto into the mix
as well, that are somewhat competitive
with each other. At the bottom of the
SCVAL are teams that get buried by PAL
Lake Division teams. There is a worry
about the competitive balance and the
fear is that teams will either shutter or
forfeit games to avoid being embarrassed
and/or injured on the field.
The proposal was to create a 32-team
league (thats the same number of teams
in the NFL, by the way), and divide it
into some version of four divisions of

Garoppolo focused on first start, not contract

Garoppolo made the first two starts of
his career, he knew the role was tempo-
rary with Tom Brady waiting to return
from suspension in New England.
Its a far different case as Garoppolo
prepares to make his first start for San
Francisco (1-10) on Sunday in
Chicago. The 49ers traded a 2018 sec-
ond-round pick to the Patriots to
acquire Garoppolo last month with
designs of him becoming the franchise
quarterback in San Francisco.
Im trying not to think about the
future too much, Garoppolo said
Wednesday. Ive learned in the past
that when your mind wanders like that,
quarterbacking in this league is hard
enough. So, when you start thinking
about other things youre going to
have a tough time. I think just staying
focused on the Bears this week. I hold
myself to a high level. Ive been doing

Coach Kyle Shanahan would only
commit to Garoppolo starting this
week, saying he will evaluate the quar-

ing the anthem if the NFL made a charitable

Malcolm did text me this morning asking
if we would be comfortable ending our demon-
strations if the NFL made a donation, Reid
said Wednesday. At that point, that was the
last straw for me. He had a conversation with
the NFL. We agreed that multiple people would
be part of the conversations with the league so
it just wouldnt be him. He didnt stand by his
word on that. At no point did we ever commu-
nicate an agreement with the NFL to end the
protest.

Eagles, said he was surprised Reid withdrew
from the coalition after having a conversation

Most of that total came on one play,
Loves 75-yard touchdown run in the first
quarter. Loves other 16 carries gained 85

USC coach Clay Helton liked how his
defense was able to limit Stanford early, put-
ting pressure on the passing game to make
plays on third down. The same plan will be
in place now that Stanford has turned to red-

Costello is coming off his best perform-
ance after going 14 of 22 passing for 176
yards and four touchdowns in a 38-20 win

Comparing the Love he faced in the sec-
ond week of the season with him now,
Hawkins sees a more patient runner.
Usually you think its the O-line thats
doing the job, but hes really making peo-
ple miss now. Earlier in the season he was
just running through gaping holes, but now
hes really making people miss, Hawkins
said. Were really going to have a chal-
lenge really stopping this guy, but I think
were up for it. We got some defensive stars
as well, so were ready to get out there.
It hasnt been brought to ownership yet.
Its not real, he said. I give kudos to the NFL
for wanting to step up and help us with regard
to systemic oppression. I question their
intent behind it. I personally think they just
want the protests to end because its hurting
their bottom line.
NFL spokesman Brian McCarthy didnt
reveal the nature of the discussions with the
players.
We have had conversations with the play-
ers since the summer and those discussions
continue. We do not have a comment on
specifics of the conversations, McCarthy
said.
Kaepernick, who began kneeling during the
national anthem before the 2016 season and
currently is out of the NFL, did not attend a
meeting between players and league represen-
tatives in October. Kaepernick has filed a
grievance against the NFL alleging he was not
signed because of collusion by owners who
wanted him out of the league because of the
protests.

Hawaiian voyaging canoe he was
on, capsized en route from Hawaii
to Tahiti. Aikau paddled on his
surfboard to get help, but never
returned. The rest of the crew was
rescued soon after.

Five ex-high school hockey
players to stand trial for fight
MONTGOMERYVILLE, Pa. Five former
high school hockey players in Pennsylvania
will stand trial on assault charges stemming
from an on-ice brawl earlier this year.
At a preliminary hearing Tuesday, prosecutors
alleged it was a planned attack during the Ridley
High School players final game in March.
Defense attorneys argued that fighting is just
a part of the game.

terfinal game when the brawl started.
Prosecutors allege the five seniors knew that
since it was likely their last game they couldnt
be suspended for fighting, so they took out their
frustrations on CB West players.
Three CB West players were injured, including
one with a broken nose and a broken bone
around his eye.
Oklahoma officials seek
info in sexual assault claim
TULSA, Okla. Oklahoma school officials
say more information is being gathered regard-
ing a 16-year-old suburban Tulsa football play-
ers allegations that he was sexually assaulted
by several of his teammates during an event at
the superintendents house.
Bixby Board of Education President Ron
Schnare said in a statement Wednesday that sev-
eral interviews have been conducted in an inter-
nal investigation by the school districts out-
side legal counsel and the Bixby High School
administration.
Asearch warrant filed Monday in Tulsa district
court accuses administrators at the high school
of waiting days before reporting the September
incident. Investigators have seized the cell-
phones of Superintendent Kyle Wood and other
school officials and given them a Dec. 1 dead-
line to turn over their emails.
Schnare says school officials will receive an
update on the internal investigation Thursday.

Coaches in the PAL were kind of torn on
the issue. They could see the benefit of try-
ing to protect football and keep kids
involved but, at the same time, the PAL has
found a nice competitive balance between
the 18 teams in the Bay, Ocean and Lake
divisions. Adding 14 more teams and
the travel that would go with them was
not something anyone in either league was
looking forward to.
But now it appears this proposal will die
on the vine. Steve Sell, Aragon coach and
the PALs league representative, has deter-
mined that every school district superin-
tendent in the PAL is against the merger
and, while superintendents do not vote,
most of the Board of Managers the prin-
cipals of the schools go along with
what their superintendent says.
I thought it was a bad idea, said San
Mateo head coach and AD Jeff Scheller,
who eventually changed his vote to yes
just to speed up what he believed was
inevitable.
I think we have a good thing going (in
the PAL).
And then there was Sell himself, who
appeared eager for the merger originally,
but, after some thought, has changed his
mind to, as he put it, From yes to not so
fast.
The people in our league and commis-
sioner, we were completely open to trying
and help solve a serious problem, Sell
said. But the more you think about it,
what other alternatives have been consid-
ered? I would have liked them to explore
other [options] as well.
You have two conferences, north and
south (of the SCVAL) the PAL and the
[Blossom Valley Athletic League], both of
whom are happy with their present situa-
tions. The SCVAL and some of their
schools are very close to (BVAL schools).
Campbell is extremely close to Los Gatos.
The more I thought about it, PAL coaches
were sympathetic to [the SCVALs] situa-
tion, but why is the onus on the PAL, and
not the BVAL, to help them out?
Metheany realizes all the SCVAL can do
is ask and, while the status quo is not opti-
mal, it may be the only answer until the
league can find a different alternative.
I wish we could fix it (ourselves as a
league), Metheany said. We need to
change our parity issue. But well maintain
the course. We have a league. We have our
bylaws. Well go back to that.

With all this merger talk being all but a
moot point, the PAL got on with its busi-
ness and finalized its annual division
realignments for the 2018 season.
Burlingame, with a 1-4 record finished in
a three-way tie for last place in the Bay
Division, will be moving to the Ocean
Division for 2018. Menlo, which went 5-0
in capturing the Ocean Division title, will
replace the Panthers in the Bay Division.
Woodside, which went winless this sea-
son and had to forfeit its final game due to
a lack of players, will play in the Lake
Division next season.
The surprising move was the team slated
to take Woodsides place in the Ocean
Division next year: San Mateo, which fin-
ished in a tie for third in the Lake Division
with Capuchino.
Normally, its division champions that
move. In this case, it would have been
Jefferson, but its coaching staff didnt
believe it would be ready for a step up in
competition in 2018. Carlmont, which fin-
ished second, believed the same.
When no other school jumped up to make
the move, San Mateos Jeff Scheller threw
his hat into the ring.
We could have easily not said anything,
but we wanted to challenge [the coaching
staff] and challenge the program, Scheller
said. We probably could have competed in
the Ocean this year. Regardless of where we
finished, its an indication of the team we
are and what kind of team we can be.
Its not always a clear-cut case as to
which teams get moved and its based way
more on just record. Possible future per-
formance is taken into consideration: what
kind of talent does a team have returning to
varsity? How did the junior varsity team do
and what kind of talent will be called to
varsity?
I feel like we had some really solid
defensive talent this year and were losing
some, but well have some guys returning,
Scheller said. On offense, I feel confident
with what we got coming up from JV.
Nobody said you dont deserve to go up
[to the Ocean], Scheller continued. I
think the position in the room is, if you
feel youre team is ready to play up, theyre
more than willing to let them do it.

Nashville, Sacramento MLS expansion finalists

NEW YORK Nashville, Tennessee, is
among four finalists for a pair of Major
League Soccer expansion teams after gov-
ernment financing for a new stadium was
approved this month.
Sacramento, California, is considered a
front-runner along with Nashville for the
teams, which the league intends to award
next month. Each winner will pay a $150
million expansion fee.
Cincinnati and Detroit also remain in con-
tention, but without firm plans for new sta-
diums, they are viewed as long shots.
Presentations to the leagues expansion
committee are scheduled for Dec. 6, and MLS
owners will discuss expansion when they
meet eight days later in New York.
Eight areas were cut from the list
Wednesday but remain in contention for
later expansion teams: Charlotte, North
Carolina; Indianapolis; Phoenix;
Raleigh/Durham, North Carolina; St. Louis;
San Antonio; San Diego; and Tampa/St.
Petersburg, Florida.
The Metro Nashville City Council on
Nov. 7 approved $225 million in revenue
bonds to construct a 27,500-seat soccer sta-
dium and an additional $50 million in bonds
for renovations and improvements around
the site at the current fairgrounds.
Nashvilles group includes John Ingram, the
chairman of Ingram Industries Inc., and the
Wilf family, owner of the NFLs Minnesota
Vikings.
Sacramentos group includes Kevin Nagle,
a minority owner of the NBAs Sacramento
Kings, and Jed York, CEO of the NFLs San
Francisco 49ers. The group said in July it
was starting pre-construction activity for a
19,621-seat downtown stadium.
MLS has 22 teams this season and Los
Angeles FC is to start play in March at a new
stadium under construction near the
Coliseum. Former Manchester United, Real
Madrid and LA Galaxy star David Beckham
was tentatively awarded a Miami team in
2014, but that is contingent on a stadium
site he has thus far failed to secure.
The league in 2015 announced plans to
expand to 28 teams and said last December
that teams 25 and 26 will start play by 2020.
Cincinnatis group includes Carl H.
Lindner III, co-CEO of American Financial
Group and owner of FC Cincinnati in the
second-tier United Soccer League. The
Cincinnati City Council on Monday
approved a plan for the city to invest up to
$36 million in infrastructure such as roads
around a privately funded stadium. A day ear-
lier, the community council in the Oakley
neighborhood where the stadium would be
built voted against the proposal.
Detroits group is seen as having the poor-
est chance after announcing Nov. 1 it would
use Ford Field, home of the NFLs Lions. The
group includes Dan Gilbert, owner of the
NBAs Cleveland Cavaliers and chairman of
Quicken Loans Inc., and Tom Gores, owner
of the NBAs Detroit Pistons and chairman of
Platinum Equity.

Cedeno is far from a one-woman act
though. The Warriors saw nine different

Thats a refreshing amount of depth, seeing
as two years ago, even in reaching the CCS
Division III finals, the team carried just
seven players for most of the year.
Senior center Jerlene Miller was a strong
presence in the post, totaling 12 points and
six rebounds, and shared the game-high
with six steals. Senior forward Nevaeh
Miller added eight points and six rebounds.
Overall, South City outrebounded
Washington 34-26. And while Washington
committed 29 turnovers, South City was
limited to just 11, including just three dur-
ing a near-flawless second half.
Im surprised how well we played,
Carion said.
The reason for Carions surprise was the
way the team finished last season. He said
the talent has never been a question. Last
seasons disappointment, he said, was more
a question of hunger.
Tonight we had both, Carion said. We
had the talent and the hunger.
Hunger is an area where Cedeno is a
proven catalyst. Her aggressive brand of
basketball as she refers to it, street
ball-ness has been a given since she
arrived at South City as a transfer sopho-

innate ability to not only run the floor, but
to seize on turnover opportunities with con-
sistent pressure defense, has become infec-
tious among the entire senior starting five.
The chemistry, it for sure helps, and
makes a big impact with our type of play,

Hopefully they play like that every game.
Natividads play demonstrated just how
influential the street ball-ness is. The junior
guard went for five points, four rebounds

Ive got to play hard, Natividad said.
Its a team thing. So Ive got to do that
too. Weve got to have that chemistry.
Cedeno and Jerlene Miller set the tone in
the first quarter, during which the Warriors
jumped out to a 21-2 lead. Cedeno tallied
eight points over the opening eight min-
utes, including the Warriors first three field
goals to open an early 6-0 advantage.
After Washington responded with a buck-
et, South City went on an 18-0 run extend-
ing into the second quarter when senior
guard Kayla Jew knocked down a 3.
Cycling in the bench, South City still
outscored Washington 20-7 in the second
quarter, then 20-9 in the third. The low-scor-
ing fourth quarter was played with a running
clock.
I didnt see a drop off with the second
unit, Carion said. They came out flying
around doing their thing.
As a scorer, Cedeno looked more potent
than ever. She has always had a knack for
finding the cylinder, but Carion said he is
encouraging his star point guard one who
sometimes goes too far out of her way to
involve her teammates to focus on
shooting.
We encourage her: Do your thing and
everyone else will do their thing, Carion
said.
Now, with one official game in the books,
that plan is already in motion. And if the
finish on Cedenos shots is any indication
she showed as much accuracy and finish
as ever Wednesday the Warriors will be
primed to make a serious bid at improving
this generations legacy.

Its a well-known decorating fact that
throw pillows are an easy and inexpensive
way to change the look of a room. They
can add color, texture, interest or a dash of
holiday cheer.
But that doesnt mean everybody appre-
ciates them.
The internet is full of women (and their
interior designers) complaining that hus-
bands dont understand the decorative
aspects of throw pillows. Pillow aversion
among men is a real thing, says pillow
designer Elaine Smith.
Its become a joke, but its only a joke
because its true. They dont understand
why we need to have eight pillows on the
bed, she says.
LOVE EM OR HATE EM
Bill Herren designs pillows as part of
his job as creative director for Woodward,
an outdoor furniture manufacturer in
Coppell, Texas.
I get such grief from everybody about
my throw pillows because I love my throw
pillows, he says. I know why men hate
them: They dont want to put them back.
The anti-throw-pillow crowd also might
not know what to do with the pillows once
they remove them from a piece of furni-
ture, says Herren, who introduces a new
pillow shape each year for the companys
collection. His solution: Just throw them

DROP ZONE
If you dont want throw pillows to end
up on the floor, provide a drop space for
them, says Suzanne Lasky, an interior
designer and owner of S Interior Design in
Scottsdale, Arizona. A bench at the foot
of the bed, a basket near the couch or a
side chair would all do, she said.
You need that so you dont get annoyed
that your $100 silk pillow is on the
floor, she says.
And if youre going to indulge in dif-
ferent looks for summer and winter, or

TRYING OUT TRENDS
Smith, who designs luxury outdoor pil-
lows in weatherproof fabrics, estimates
that about a third of them end up indoors.
For some people, pillows are a way to
indulge in trends without really making
over a room, she said. She often incorpo-
rates the latest colors, fabrics and other
inspirations from the fashion runway in
her work.
Past collections have included a gladia-
tor pillow and a hula pillow based on
clothing Smith spotted on the catwalk.
PILLOW TALK
Also popular are pillows that say some-
thing, says Susan Hardin, owner of The
Little Birdie pillow company in Calhoun
City, Mississippi. Building on the popu-
larity of small signs and plaques featuring
inspirational sayings, she began adding
words to her designs. Pillows emblazoned
with the words Be Still and Live
Simply are among her top-selling
designs.
COMFORT COUNTS
Color, shape and size all matter when
youre selecting a throw pillow, but noth-
ing is more important than comfort, said
Asad Syrkett, a senior editor at the archi-
tectural design website Curbed.com. He
regularly leans on his favorite accent pil-
low and uses it to prop up his laptop.
You want it to look great and be com-
fortable, said Syrkett, who once penned a
blog post entitled, Throw Pillows: In
Defense of a Divisive Home Accessory.
ODDS OR EVENS
Syrkett considers himself a throw-pil-
low minimalist, keeping only one on his
couch. But he keeps an open mind: Do
what you want. Dont overthink it.
Smith says the size of your couch should
be a consideration, but agrees there are no
firm rules.
I like an odd number; some people pre-
fer pairs, she says.

her de-cluttering style too quick, too cute
or too oriented toward a younger set, a
Swedish author between the age of 80
and 100 has come out with her own take
on the subject.
In The Gentle Art of Swedish Death
Cleaning (Scribner, January 2018),
Margareta Magnusson uses a dry, unsen-
timental and sometimes dark
Margareta Scandinavian sense of humor, and writes
Magnusson with an older set (and their younger rela-
tives) in mind.
Aging is not for weaklings, she says. That is why you
should not wait too long to start your downsizing. Sooner
or later you will have your own infirmities, and then it is
damn nice to enjoy the things you can still manage to do
without the burden of too many things to look after and too
many messes to organize.
Death cleaning is translated literally from Swedish
(doestaedning). Magnusson says its a de-cluttering tradi-
tion generally undertaken by those 65 and up. The purpose
is to streamline your belongings while youre still healthy
enough to do the job thus saving relatives the difficult
task of sorting through them after youre gone.
The concept, she writes, is not sad at all, and can be
uplifting and rewarding. The focus is not so much on keep-
ing what sparks joy, as Kondo advises, but on finding the

Plan and budget for a good return on your garden investment

The first of the 2018 seed cata-
logs will be arriving soon in the
mail, signaling the start of anoth-
er growing season. Savvy veg-
etable gardeners pore over the
pages while choosing plants and
drafting budgets.
Planning ahead provides health-
ier returns for what can become a
costly investment.
Food gardening, like any
hobby, can get as expensive as
you wish, but there are many ways
to have a productive garden at a
reasonable cost, said Brooke
Edmunds, an Extension communi-
ty horticulturist with Oregon State
University.
Setting a budget can be help-
ful, Edmunds said. Keep in mind
that many of the costs are upfront
Buy in bulk. Soil mixes, mulch, yard debris and leaves, rocks and wood chips can be had for little or nothing by (bulk soil amendments and tools),
contacting arborists, landfills and landscape companies. Split the loads and delivery costs with neighbors. and then smaller annual costs

Select vegetables with a long
shelf life, or that can easily be pre-
served or dried. Potatoes, apples,
onions and winter squash can be
shelved safely for several months
after being harvested.
Choose items that cost the
most at the grocery store, like
tomatoes and melons. Or grow

Some uncommon trees, shrubs have lots to offer in fall

Say fall color and many minds turn to
sugar maple. Aspen, hickory, and tupelo are
among other well-known trees that fuel
autumns figurative flames.
Ask about attractive bark, and many gar-
deners will think of white birch.
But a number of lesser-known trees and
shrubs can also contribute to the outdoor
show, and unlike sugar maple and white
birch are adept at doing so in the face of
adversity. That is, they grow well in spite of
soil that is too wet or too dry, or weather
thats uncommonly hot, and theyre
unbothered by pests.
A COUPLE OF RESILIENT HYDRANGEAS
Two hydrangeas are in this category. The
first, oakleaf hydrangea, is usually planted
because of its summer transformation into a
giant candelabra holding 10-inch, pyrami-
dal clusters of white flowers upright at the
ends of its stems. This hydrangea is native
to the Southeast, and northern gardeners
myself included have shied away from
this shrub because its flower buds often win-
terkill, even though the rest of the plant is
quite hardy.
But oakleaf hydrangea would be well
worth planting just for its foliage: The
lobed leaves are dark green through summer,
and then ignite to a striking burgundy come
fall. This fast-growing shrub does well even
in dry soil. And the flower heads, when they
do develop, persist well into autumn,
adding to the show.
The other noteworthy hydrangea is called
Praecox, and its another variety of the
species that gives us the more commonly

Magnusson says she has done death
cleaning for parents, in-laws, friends, and,
after her husband died, for herself. She
downsized from a five-bedroom house in the
country to a two-bedroom apartment in
Stockholm.
To do your own death cleaning can really
be very hard, she admits, quickly adding, I
have death cleaned so many times for oth-
ers, Ill be damned if someone else has to
death clean after me.
All my kids came home for the funeral,
but the death cleaning took almost a year,
she writes. I worked at a steady pace on my
own. I kept in mind comments from my
children about certain things they adored
and held on to these items to give to them

planted PeeGee hydrangea. Like PeeGee,
Praecox is a hardy shrub growing about 10
feet high, blooming in midsummer, and
livening fall with its persistent, dried,
papery brown flower heads. But while
PeeGees ice cream cone shape and full
flower heads give it a rather formal air,
Praecox is less stiff in overall form and in
the fullness of its flower heads.
LEAVES ARENT FALLS ONLY SHOW
Then there are plants that color fall with
something besides their leaves. Seven-son
flower, which first arrived here from China
in 1980, graces this season with its rose
magenta seeds. It grows as a large shrub or
tings. Shop the sales. Buy out of season
when items have been marked down. Dig
through the bargain bins at nurseries.
Reduce inputs. Use rain barrels for irri-
gation, and convert kitchen scraps to com-
post. Reuse bricks, cement chunks and
stones for retaining walls and trails. Make
trellises and fencing from bamboo poles.
Grow organic. Stop using expensive
chemical pesticides, herbicides and fertiliz-
ers that may be harmful to the environment
and your health.

going through the basement, attic, and any
cupboards or closets by the front door.
She called an appraiser to help decide
which items to sell. Then, family, friends
and neighbors were invited in to see if they
wanted anything. As she looked around,
Magnusson kept a notepad handy to label as
many things as she could, like labeling a
lamp give to Peter or other items give to
charity.
Tell your loved ones and friends what you
are up to. They might want to help you and
even take things you dont need and also
help you move things that you cannot move
alone, she writes. You will see that a
steady stream of people you like (or even
dislike) will come to take things such as
books, clothes and utensils.
Have a grandchild or friend about to move
into a new apartment? Invite them over and
have bags and boxes at hand so they can
take things with them when they leave, she

grown on this side of the Pacific for longer,
and is generally most flamboyant in sum-
mer, when its covered with small yellow

EXOTIC MAPLES
Sugar maple isnt the only maple with
flamboyant autumn color. Japanese maples
are valued as much in fall as in other sea-
sons, except that Japanese maples are not

more upright. In fall, the leaves of Korean
maple turn a mix of orange and scarlet.
Twisted-bark maple, also called three-
flower maple, is another Asian maple. Like
Korean maple, it grows to about 30 feet
high. Fall color varies from bright red to
orange to yellow, from plant to plant.
Another Asian maple, paperbark maple,
gets some red in its leaves. The real show,
though, is in its bark, which looks like pol-
ished copper and naturally curls back in
paper-thin sheets.

In this way, I felt, I could handle the

The school definitely has a reputation
for being filled with people who are of serv-
ice, Wadhams said. Thats because we
have a really diverse population both ethni-
cally and socioeconomically, so we just
have a deeper understanding of the different
needs of people in our community because
its so personal to us.
Sara Cowey, who teaches leadership and
has overseen the canned food drive for 18
years, said shes witnessed amazing efforts
as the kids strive to improve upon the pro-
gram year after year. While San Mateo High
won a world record for its efforts several
years ago, Cowey noted the real prize is the
values students demonstrate.

includes being hired in 2014 to serve as city
manager of East Palo Alto, and more than a
decade working for Redwood City include as
its deputy city manager. While not slated to
retire, Gonzalez said she felt it was impor-
tant to focus on achieving a better work-life
balance.
Theres just been a few things in my per-
sonal life, issues with my family, issues
with my health, and issues with work,
Gonzalez said, noting shes carried on 70-
hour work weeks for the last three years.
Its just making some of those important

Cowey said, adding they realize it could be
anyone that they know, that they meet, that

rent, to pay their utility bills, and with

Already located in a region where income
inequality is marked by the juxtaposition of
extreme wealth and low-income service
workers, San Mateo High is considered to
have the most diverse student body in the
San Mateo Union High School District.
About 70 teams comprised of nearly 500
students have spent the last few weeks vol-
unteering their time to collect donations,
Cowey said as dozens of students Wednesday
carted box after box of canned food across
the San Mateo campus. The events official
time frame spans Nov. 11 through Nov. 28,
but monetary donations may be offered
online through Friday, she said.
As of Wednesday afternoon, theyd count-
ed 97,500 pounds worth of food that includ-
quality-of-life items a priority has not real-
ly been possible, this allows that to hap-
pen.
The city will likely hire an interim city
manager before proceeding with an execu-
tive search process. As part of her sever-
ance, Gonzalez will receive 11 months
worth of her base $241, 080, or about
$220,990, according to the agreement.
Ruddock noted the payment was outlined
in her original contract when she was hired
three years ago. She added high-quality
executive leadership is competitive in both
private and public organizations, particu-
larly in the Bay Area where the cost of liv-
ing is high.
Councilman Rick Kowalczyk, the only
current member of the council who was in
office when Gonzalez was hired, voted
against accepting the resignation. That 4-1
ed both monetary donations as well as cans,
jars of peanut butter, juice, condiments and
other edibles. The fundraiser will benefit the
San Mateo-based nonprofit Samaritan
House, which offers a variety of services
from housing to financial assistance to low-
income people ranging from seniors to
children. Much of the donations will also
go toward Second Harvest, which partners
with nearly 300 nonprofits in San Mateo
and Santa Clara counties to feed hundreds of
thousands of people every year.
Clad in Star Wars-themed T-shirts, stu-
dents this week are focused on the final tally
for their San Mateo High School Strikes
Back Against Hunger fundraiser.
Fess, also a senior, said taking a more
hands-on role in this years event strength-
ened her communication skills and helped
her recognize the value of being innova-
tive. This year, they incorporated a new raf-
fle that raised $1,000. Fess praised the
numerous students who volunteer their time
and energy to make the event a success. For
her, like others, she was eager to make a dif-
ference in her community, particularly dur-
ing the holidays.
I feel my personal purpose in life is to be
that light in someones life, especially
vote, he explained, represented his wishes
for the city to do more to keep Gonzalez on
staff.
We should work with our employees to
develop them, grow them, give them an
amazing place to work; and I wanted to have
that opportunity to do that with Magda, and
I think that would have been great for her
and the responsible thing as her employer,
Kowalczyk said. I dont want her to leave,
I wanted to create a working environment
where she would thrive and feel good about
it.
He described Gonzalez as having made
huge progress for the city, and cited as an
example her having worked with state offi-
cials to dramatically hasten the pace of the
Pilarcitos Creek Bridge replacement. She
has also reformed the citys outreach, help-
ing to engage Half Moon Bays Latino pop-
ulation, he said.
I definitely wish she had stayed longer
and would have liked to work with her to
make it a very hospitable and welcoming
and exciting place to work, Kowalczyk

Ruddock and Kowalczyk agreed the city
needs to be mindful about what kinds of
goals it sets and noted along with the com-
munity, staff should be involved when the
council sets its priorities. The coastal town,
which was previously in dire financial con-
ditions that resulted in cutbacks to staffing
levels, remains on a relatively modest budg-
et.
Moving ahead, Ruddock noted the city
will have to consider how it can remain
competitive as it seeks to retain quality tal-
ent.
We want someone whos kind of entre-
preneurial, can do more with less and bring
city staff along with them and the communi-
ty along with them, Ruddock said. Its a
tall order, but we have to aim high.

City Manager Greg Scoles said other
cities have been transitioning the
roles from elected to appointed posi-
tions as the responsibilities tied to
the roles have become more complex,
requiring clerks and treasurers to
weigh in on issues of campaign
finance, elections and municipal
finance, among others. He noted only
five cities in the 50 included in San
Mateo, Alameda, Santa Clara and San
Francisco counties elect their city
clerks, and only eight in the same area
elect their city treasurers.

Lieberman acknowledged it was time
for the city to re-evaluate the practice
of holding elections for the posi-
tions, he assured those attending or
watching the councils Tuesday meet-
ing that the effort is not rooted in any
doubt as to the capabilities of Terri
Cook, who has served as city clerk
since 2002, and John Violet, who has
served as city treasurer since 2003.
You both have done extraordinarily
good jobs in your positions, he said.

trated yet resigned to accepting that
she would be passed up by her col-
leagues in favor of Lee. She made a

tive to the citys operations instead of
appointed individuals who might be
incentivized to agree with other city
officials.
The primary benefit of elections is
the independence provided to the
office holders, and the potential
increases in transparency of city oper-
ations that may result, he said in an
email he sent to the city before
Tuesdays meeting. That is of more
value to residents than any possible
increase in competence that appoint-
ments might provide.
Though councilmembers agreed to
put the items on a 2018 election bal-
lot as two separate questions, they
discussed whether putting them on the
June or November ballots made more
sense. Though Mayor Charles Stone
favored putting the questions on the
June ballot because of the number of
measures slated for the November
election, he eventually agreed to go
along with Vice Mayor Doug Kims
suggestion to include them in the later
elections when turnout might be high-
er.
Cook and Violets terms have been
extended to end in 2020 in accordance
mayor, and could not get a second sup-
porter for it to move to a vote.
This hurts. Theres no doubt about
it. I would just love to see this over,
she said.
Oliva made a subsequent motion
nominating Lee as the next vice
mayor but suffered a similar fate in an
inability to gather a second, so the
suggestion also died without a vote.
The result is the Millbrae City
Council going into a scheduled rota-
tion Thursday, Nov. 30, without a
candidate to fill the vice mayors
position.
The City Council has voted on a
mayor so the city has a mayor. The
City Council may or may not bring an
agenda item for vice mayor in the
future, according to a statement from
Millbrae staff.
Schneiders experience is similar to
former councilwoman Marge
Colapietros in 2014, who was
jumped by former councilman Robert
Gottschalk in line to become mayor.
Residents noted the parallels
between the scenarios, while calling
on councilmembers to work past their
personal issues.
Lee suggested though the differ-
ences are irreconcilable, while alleg-
ing Schneider is prone to bullying

with a state law passed in 2015 aimed
at increasing voter turnout by align-
ing city elections with state and feder-
al elections in even years. Should vot-
ers opt for the positions to become
appointed, their terms would end in
2019. Both said they have not yet
decided whether they will pursue their
positions after voters weigh in next
year.
Violet said that how the city chooses
to appoint a treasurer could also factor
in his plans, adding that some cities
transitioning the treasurer role from
elected to appointed have combined it
with the finance director role. But he
said he would ultimately wait to see
what the community decides is best.
Times have changed and many of
the communities have moved away
from that, he said, adding that he did-
nt think it was unfair to put the ques-
tion to the community. Well see
what the community says.
In other business, the council
amended the citys inclusionary zon-
ing ordinance to require those pro-
posing multi-family rental housing
projects with more than 25 units to
make at least 15 percent of them
available at rates affordable for low-
income residents. The council also
voted 4-1 to introduce an ordinance
banning commercial marijuana busi-
nesses in the city and regulating per-
sonal marijuana cultivation, with
Vice Mayor Doug Kim voting against
the measure because the ordinance
does not prohibit marijuana deliver-
ies in the city.

Without any clarity on who would

looming for the councils future.

Croat war criminals shocking death stuns U.N. tribunal

THE HAGUE, Netherlands Seconds after
a U.N. judge confirmed his 20-year war
crimes sentence on Wednesday, former
Bosnian Croat military commander
Slobodan Praljak shouted, I am not a war
criminal! threw back his head, drank liquid
from a small bottle and told the court he had
taken poison. A flustered judge halted the
hearing and Praljak was rushed to a nearby
hospital, where he died.
Shocking images of the 72-year-old for-
mer philosophy professor and theater direc-
tor who became a wartime general shouting
and drinking what he said was poison were
streamed live on the courts website and
around the Balkans.
The death cast a pall over the last case at
the groundbreaking International Criminal
Tribunal for the former Yugoslavia. Judges
upheld sentences ranging from 10-25 years

to violently carve out a
Croat-dominated mini-
Slobodan state in Bosnia during the
Praljak Balkan wars by killing,
mistreating and deport-
ing Muslims.
Croatian Prime Minister Andrej Plenkovic
offered his condolences to Praljaks family
and said the former generals actions reflect-
ed the deep moral injustice done to him and
the five others whose sentences were also
upheld by the appeals judges Wednesday.
In their ruling, the judges confirmed that
Praljak was guilty of crimes including mur-
der, persecution and inhumane treatment as
part of the plot to establish a Croat entity in
Bosnia in the early 1990s, as well as the 20-
year sentence initially handed to Praljak in
May 2013 at the end of the six mens trial.
Ironically, Praljak, who surrendered to the
tribunal in April 2004 and had already been
jailed for 13 years, could have soon walked
free because those who are convicted are gen-
erally released after serving two-thirds of
their sentences.
After Praljaks outburst, Dutch police
immediately were called in to launch an inde-
pendent investigation. Questions the detec-
tives will attempt to answer include: What
was the liquid Praljak drank and how did he
manage to get it into the tightly guarded
courtroom?
The courtroom where the dramatic scene
unfolded was sealed off. Presiding Judge
Carmel Agius said it was now a crime
scene.
A Serbian lawyer who has frequently
defended suspects at the U.N. war crimes
court in the Netherlands told the Associated

Press it would be easy to slip poison into the
court.
Attorney Toma Fila said that security for
lawyers and other court staff is just like at an
airport, with security staff inspecting metal
objects and confiscating cell phones, but
pills and small quantities of liquids would
not be registered.
Nick Kaufman, an Israeli defense lawyer
who used to work as a prosecutor at the tribu-
nal, also said a defendant could find a way to
bring in a banned substance.
When deprived of authority over the
masses and the attention which formerly
fueled their ego and charisma, such defen-
dants can often be extremely resourceful with
the little power they retain, he said.
In the past, two Serbs have taken their
lives while in the tribunals custody.
In July 1998, Slavko Dokmanovic, a
Croatian Serb charged in the deaths of over
200 Croat prisoners of war, was found dead in
his prison cell in The Hague.

Expanding DNAs alphabet
lets cells produce novel proteins
WASHINGTON Scientists are expanding the genetic
code of life, using man-made DNA to create a semi-synthetic
strain of bacteria and new research shows those altered
microbes actually worked to produce proteins unlike those
found in nature.
Its a step toward designer drug development.
One of the first lessons in high school biology: All life is
made up of four DNA building blocks known by the letters A,
T, C and G. Paired together, they form DNAs ladder-like
rungs. Now theres a new rung on that ladder.
A team at The Scripps Research Institute in La Jolla,
California, expanded the genetic alphabet, creating two arti-
ficial DNA letters called X and Y. A few years ago, the
researchers brewed up a type of E. coli bacteria commonly
used for lab research that contained both natural DNA and this
new artificial base pair storing extra genetic information
inside cells.
The next challenge: Normal DNA contains the coding for
cells to form proteins that do the work of life. Could cells car-
rying this weird genomic hybrid work the same way?
Sure enough, the altered cells glowed green as they pro-
duced a fluorescent protein containing unnatural amino acids,
researchers reported Wednesday in the journal Nature.
We can make proteins that are built of more things than
they normally are, explained Scripps chemist Floyd
Romesberg, who leads the project.
While programming the green germs offered evidence that
the approach can work, eventually we would like to get pro-
teins that do new things, he said.
Thats an ultimate goal in the field of synthetic biology
designing organisms that work differently from the way
nature intended so scientists can harness them to create
designer drugs, biofuels or a range of other products.
