now bringing their expertise to teaching and research at Pakistani universities.
In this context, the objective of the German-Pakistani Research Cooperation
funded by the German Federal Foreign Office (AA) is to consolidate scientific
exchange between Pakistani alumni (typically DAAD/HEC scholarship holders)
and their German host institutions by means of research projects at German
and Pakistani universities. These research cooperation programmes should
meet the following objectives:
Support young Pakistani academics by means of further education and
specialisation.
Improve research in selected fields in Pakistan with a direct impact on
teaching.
Contribute to current issues with regard to the economic, environmen-
tal and socio-economic development of Pakistan.

Various forms of academic collaboration between German and Pakistani uni-
versity lecturers, academics with a doctorate, doctoral candidates and gradu-
ates can be sponsored within a package of measures available for a research
project in the course of a funding period.
Such measures include:
Individual study and research stays (also field exploration work) of up
to 3 months.
Exchange of sponsored groups for participation in specialised joint
events and for conduction of series of experiments.
Subject-related scientific events: conferences, seminars and work-
shops.
Instruments (e.g. for lab equipment) for the institute of the Pakistani
project partner amounting up to 10,000 for the first two-year research
project funding period.

Expenses eligible for funding:


Limited funding is available to cover personnel costs (for project coordination
and/or assistants) at German universities and personnel costs for student as-
sistants at Pakistani universities and to cover trips and stays by project partic-
ipants and material funding for the German and Pakistani universities (see Fi-
nancial Support Requirements in Appendix 1).

Funding period:
Sponsorship of a research project is limited to a maximum of three years,
with an initial funding period of two years.
Sponsorship for an approved research project can commence on 1 January
2018.

Funding:
The maximum funding volume per application is 40,000 per year.
The funding provided for the individual measures of a package is specified in
Appendix 1.
Approval is subject to the corresponding budget resources being made availa-
ble to the DAAD by the sponsoring body.

The Pakistani alumni involved in the cooperation should demonstrate a clear
connection to Germany and generally have completed their doctorate in Ger-
many within the last 5 years.
Applications must present a specific scientific research project of a high aca-
demic standard on which the partners of the two countries will work together,
ideally in a complementary manner. Proposals involving general scientific work
that both research groups wish to undertake are not sufficient. Follow-up fund-
ing applications must include a description of the previous project phase so
that the overall context of the application can be assessed.

The application should be formulated in agreement with the Pakistani partner


and should be submitted by a university lecturer at the German institution who
is responsible for the project.
Application documents relevant for selection:
1. Project funding application (available on the DAAD portal).
2. Financing plan (available on the DAAD portal) as a detailed calculation
of income and costs for the measures planned, including clearly com-
prehensible detailed calculations. The DAAD funding rates that apply
(see the Financial Support Requirements in Appendix 1).
3. Project description (short version, template in the DAAD portal help
centre) (appendix type: project description).
4. Project description; the project description must be written in English
and must be signed by the German AND Pakistani parties responsible
for the project. The project description must not be longer than 10
pages. (Long version; Appendix 2a Project Description New Funding

5. For follow-up funding applications: additional description of the project
phase to date (Appendix 2b Project Description Follow-Up Funding
Applications) (appendix type: programme-specific appendices).
6. Copy of the partnership agreement between the universities involved
(appendix type: contracts/ agreements).
7. Proof from the management of the German university of its endorse-
ment of the application (Appendix 3 Endorsement from the Manage-
ment of the German University) (appendix type: programme-specific
appendices).
8. Proof of the alumni status of the project partner in Pakistan (e.g. proof
of scholarship) (appendix type: programme-specific appendices).

The selection-relevant application documents specified above are man-


datory documents that must be available by the application deadline.
The documents to be submitted must be named and numbered according to
this specification. After the application deadline, the DAAD will neither re-
quest any documents nor take into account any changes, including changes
to the financing plan.

If cooperation documents relevant for selection (Memorandum of Under-


standing or Letter of Intent, endorsement from the management of the Ger-
man university) are not available by the deadline, the project manager should
at least submit written justification by the application deadline.

Incomplete applications will be excluded from the selection procedure.

The feasibility of the research project (with regard to time).
