EXECUTIVESUMMARY

ORTECH Environmental (ORTECH) was requested by Clean Harbors to conduct a comprehensive


emissiontestingprogramattheincinerationfacilitylocatedat4090TelferRoadinCorunna,Ontario.
The emission testing is required annually as part of the Ontario Ministry of the Environment (MOE)
Environmental Compliance Approval (ECA) No. 8103094006 (formerly Certificate of Approval (Air)
No.8103094006),datedApril19,1994.ANoticeofAmendmenttotheECAwasissuedonJanuary
24,2003,ECAWaste/AirNo.65475G5MSP(referredtohereinasNoticeofAmendment).

The primary objective of the testing program was to determine the emission rates of specific
contaminantsandtodemonstratethefacilitysabilitytomeettheallowableemissionlevelsforthese
contaminantsaccordingtothespecifiedpointofimpingementconcentrationlimits.

InadditiontotherequirementsofRegulation419,theECAprovidescriteriaforthetotalhydrocarbon
(THC) concentration on an undiluted basis at the incinerator exit, and in the stack. The ECA also
providesconcentrationlimitsforcarbonmonoxide,oxygen,particulatematter,mercury,andthetoxic
equivalentconcentrationofdioxinsandfuransinthestackgases.

Note; the dioxin and furan concentration in the above table was calculated using the calculation
methoddetailedinSchedule3oftheECA.

Included as part of the emission testing program was a comprehensive, internal Quality
Assurance/QualityControl(QA/QC)program.Thisreportdescribesboththeemissiontestingprogram
andtheinternalQA/QCprogramconductedbyORTECH,andsummarizestheresults.

TheemissiontestingprogramwasconductedoverthreedaysbetweenSeptember17andSeptember
19, 2013 during which three valid tests were completed for each emission component group using
severaltypesofsamplingtrainsandsamplingmethods.

The particulate and metals, semivolatile organics and combustion gas tests were performed
simultaneouslyatthemainstacklocation.Duringthetimerequiredtocompletethesetests,acidgas
andvolatileorganicstestswerealsorun.

Testingwasperformedatahighfeedrate,asspecifiedbytheECA,todemonstratecompliancewith
MOE emission criteria. During the emission tests, the rich, lean and emulsion feed rates combined
were175.6,182.6and188.2L/minforTestNo.1,TestNo.2,andTestNo.3,respectively.TheThermal
DesorberUnit(TDU)wasexhaustingtotheincineratorduringTestNo.1andTestNo.3.TheTDUwas
notoperatingduringTestNo.2.

Also during the emission testing program, process data was recorded and composite samples of the
liquidwastematerialsbeingincineratedwerecollectedforsubsequentanalysis.Theresultsofthese
analyses,coupledwiththestackgasemissionratemeasurements,wereusedtocalculatedestruction
and removal efficiencies (DREs) for six target principal organic hazardous compounds. The average
DREs calculated for the emission testing program were as follows: 2Butanone (99.9976%), Ethyl
Acetate (99.9953%), Tetrachloroethene (99.9963%), Toluene (99.9924%), 1,2,4Trichlorobenzene
(99.9999%)andTotalXylenes(99.9877%).TheDREwasalsodeterminedforpentachlorophenolduring
the2013testprogram.TheDREforpentachlorophenolwas99.9974%.Notethatthecontributionof
theThermalDesorberUnitwasnotincludedintheDREcalculations.

All tables referenced in this report (excluding the internal QA/QC summary tables) are provided in
Appendix1.

Summary results tables for the 2013 emission testing program are provided on the following pages
basedoncalculatedgroundlevelpointofimpingementconcentrationsforthestackemissionsandthe
DREs.PleasenotethatthedispersionmodellingwasconductedusingtheAERMODmodel.Pointof
impingement calculations for previous testing programs (2012 and prior) were conducted using the
Regulation346model.

Noneoftheanalyticaldatawasblankcorrected,althoughanalyticaldataforsomemetals(aluminum,
boron,calcium,magnesium,siliconandsodium)doesnotincludeamountsdetectedinthehydrofluoric
acid extracts of the sampling train filters because of the normally high background levels of these
metals.Therefore,contaminantemissionrateswouldtendtobeoverestimated.
