PUDUCHERRY: The Kalapet police registered a case


against Pondicherry University vice-chancellor (in-charge)
Anisa B Khan, former registrar (in- charge) M
Ramachandran, vice-chancellor's private secretary
Rajkumar and data entry operator Veerappan for alleged
forgery, cheating, tampering with records and criminal
conspiracy.

The police registered a case against the four on


Wednesday night following a direction from the Madras
high court. The court acted on a petition led by former
deputy registrar of the university A Balasubramanian.

In his complaint to director general of police S K Gautam


in February, Balasubramanian accused Anisa and Ramachandran, who is presently a professor of
economics, of making false documents and antedating them to February 26, 2016 after 7pm on
February 27, 2016 to illegally occupy the posts of vice-chancellor and registrar, respectively.

Balasubramanian, who was also the former law ocer of the university, said the tenure of Anisa ended
on February 27, 2016.

As the Puducherry police failed to initiate any action on his complaint, Balasubramanian approached
the Madras high court seeking a direction to the police to register a case against them. While
disposing of the petition, Justice M S Ramesh directed the police to act on his complaint.

The Kalapet police booked Anisa, Ramachandran and others under Sections 120B (punishment of
criminal conspiracy), 201 (causing disappearance of evidence of oence, or giving false information
to screen oender), 381 (theft by clerk or servant of property in possession of master), 420
(cheating and dishonestly inducing delivery of property), 468 (forgery for purpose of cheating) and
471 (using as genuine a forged document) of the Indian penal code and began investigations.

The Pondicherry University plunged into a crisis in February last year following orders and counter
orders in a span of four days removing and appointing people to the top two key positions - vice-
chancellor (in-charge) and registrar (in-charge).

Vice-chancellor (in-charge) Anisa relieved J Sampath from the post of registrar (in-charge) on February
26 and posted
Ramachandran as registrar (in-charge) on the same day. Ramachandran assumed charge on the same
day.

The next day, Sampath passed an order stating that Anisa's term as dean expired on February 27
and hence her posting as vice-chancellor (in-charge) also expired.

Sampath said R Prabhakara Raya was posted as vice-chancellor (in-charge) with eect from February
28 as he was the senior- most dean as per university records. On assuming charge as vice-
chancellor (in-charge) on February 29, Raya withdrew and cancelled Anisa's order and declared that
Sampath would continue as the registrar (in-charge).
