Alan Rzepkowski, Anne Arundel County GOP Central Committee Chairman-

I have been waiting some time for your response to my email from March 12, 2010 and
inquiry for information on how to run for AA County Central Committee.
I would like to alert you to the fact that neither James Appel or Mike Collins, chair of the
website sub-committee and calendar keeper respectively, have ever contacted me in
regards to my offer of volunteering to assist with the AA Central Committee sub-
committee.
Please can you or Victor Henderson, the Recording Secretary, send me copies of the
meeting minutes from March 2010 through August 2010 or otherwise make them
available on the aagop.com website. If at all possible, I would like to review them
before attending the upcoming Central Committee meeting this Wednesday at the MD
GOP HQ at 7:00 pm.
I have been DISAPPOINTED since the first encounter with the Anne Arundel County
Central Committee at the monthly meeting in January 2010 when more than 1/2 of the
members showed up more than 15 minutes late because they were delayed at the Ram's
Head Tavern next door. And we were encouraged by several committee members to
attend meetings at the local GOP clubs rather than the "administrative" meetings of the
Central Committee.
I was deeply DISCOURAGED that we had to say the Pledge of Allegiance to a flag on
the exterior of the building because the MD GOP HQ did not have a flag in their
conference room and none of the Central Committee members thought to ensure there
would always be one available for their meetings.
I was DUMBFOUNDED when both you and James Appel, the treasurer, did not reply to
any of my emails volunteering assistance in a timely fashion (six days). In fact, James
Appel has still never given me the professional courtesy of a reply. (I believe he is a
candidate in District 33.)
But now I am DEMORALIZED by the actions of Mike Collins in his Guest Column
from August 26, 2010 which is an intolerable act of treachery. His letter was not just
mean-spirited but INSIDIOUS. The betrayal of the Republican Party at the County level
to the few registered voters they have is not just inexcusable but intolerable. You take our
votes for granted and when we dare question the CHARACTER AND INTEGRITY of
the ESTABLISHMENT CANDIDATES you lay before us, you demand we stand united
with them because if we don't vote for the "R" we will get the "D."
You request our money for your treasury and our time for your campaigns and events.
You expect our votes on election day. What do we get as the Registered Republican
Voter? - Insults in the local paper from the Central Committee Member who was in
charge of crafting the party platform back in January 2010. He attacks MEN AND
WOMEN OF FAITH without provocation. I expect this from the other side, but from the
AA GOP Central Committee it is the ULTIMATE BETRAYAL.
I believe that CHARACTER COUNTS more than a "R" or a "D." That winning at all
costs has COST OUR COUNTRY TOO MUCH ALREADY! That if we keep doing what
we have always done, we will keep getting more of the same old choices - the LESSOR
OF TWO EVILS IS STILL EVIL.
A counterpoint to Mr. Collins; This country was founded on three documents: the
Constitution, the Declaration of Independence and the Judea-Christian Bible. Our
founding fathers believed that Individual Rights were endowed by our Creator. He goes
on to quote a line from Lincoln's First Inaugural Address, "...summon the better angels of
our nature," which was a call for unity between the Federal Authority and the seceding
states. Where is his loyalty to the party?
But Mr. Collins missed the more significant point made by Lincoln in the preceding
paragraph, "Intelligence, patriotism, Christianity, and a firm reliance on Him who
has never yet forsaken this favored land are still competent to adjust in the best way
all our present difficulty."
As Madison recognized in Federalist 51, without the active participation of WE THE
PEOPLE, the framework of the various checks and balances can only provide a limited
protection from a government out of its bounds. And clearly, Michael Collins was out of
bounds.
The AA GOP Central Committee should be SUPPORTING brave incumbents like the
Honorable Don Dwyer and Debbie Belcher - EMBRACING new candidates of Faith and
Character like Ginny Meerman and Joyce Thoman - REPLYING to email requests from
eager volunteers and potential candidates like me.
WE THE PEOPLE of Republican affiliation have TOLERATED too much BETRAYAL
from the "R"s who have and continue to take us for granted as registered voters. It is time
the GOP was accountable at every level.
Actions I believe would restore honor to the Anne Arundel County Central Committee
would be immediate postings on the www.aagop.com website to include the following:

• Statement outlining that Michael Collins recent guest column does not reflect the
opinions of the AA County Central Committee

• Defense of the Honorable Don Dwyer, incumbent in District 31, and the three
Central Committee Candidates for District 30

• Apologies to the Institute on the Constitution and the Christian Impact Alliance
for the attacks on these non-profit groups

• Apology to AA County Registered Republican Voters of Faith

• Censure of Michael Collins' actions


I completely understand that Michael Collins has a Constitutional right to Free Speech.
But he published this attack on two Republican incumbents, two Republican candidates
and two non-profit organizations as a member of the AA County Central Committee.
(Words are not enough to express the offense to People of Faith from the article.) He
openly states his membership in paragraph two and the article closes with this fact clearly
stated at the bottom. He has a responsibility to uphold his Oath of Office as a seated
member of this organization. He violated this trust and there should be consequences to
his actions from you as Chairman of the AA County Central Committee.
A local Tea Party had a recent posting on their Facebook page in which they stated that
they had accusations that they we doing harm to Republicans and that they should stop
criticizing them in order to help the republican party. If a social networking sight with no
Republican affiliation could be asked to "tow the party line," surely you as Chairman can
ensure your members uphold higher standards.
I have written this message as a Registered Republican Voter who has been
AWAKENED TO ACTION to ensure Character is represented in the people's
representatives. The views expressed here and the words I choose to delineate them are
my own.
I will be sharing this email thread with others and any replies I may receive from you or
the Central Committee. I will be posting the letter in its entirety on various social
networking pages via Scribd for consideration. I have included the entire thread of our
email communications because I agree with Michael Collins on one point - there are bad
candidates.
I eagerly await the meeting minutes and look forward to seeing you and the other
Central Committee members on Wednesday.

Thank you for your reply. Per your urging at the January meeting we did attend the March North County
GOP Club and we were quite pleased with the leadership and overall process of the organization, in particular
their professionalism and punctuality. We heard Jim Rutledge speak and were able to ask him questions
directly. We were very excited about his candidacy.

Additionally, we met the new District 31 Committee Member, Bill Voelp and Gerald Starr (D-32). Tom
Redmond and another former Committee Member who is now working for Andy Harris were also in
attendance.

I did express openly to the group our first experience with activism within the Republican Party which started
at the January AA County Central Committee meeting. I retold our offers of assistance/volunteerism to the
committee and the lack of follow-up by anyone within that group. In particular, I cited that the Treasurer,
James Appel who chairs the website subcommittee not only has not contacted me, but has yet to reply to my
email from January 20, 2010. I discussed this issue at length with Bill Voelp and Tom Redmond and other
local Republican Office Holders. They were quite surprised that these offers of assistance were not followed
up on by anyone at the Central Committee.

I also distributed some copies of a print screen of the "Why I Am A Republican" page from the aagop.com
website. I am quite displeased with several of the beliefs listed on the AA GOP website, but more
importantly, I am disconcerted about what the page does not say. These beliefs are not supported by the
values listed on the homepage of the aagop.com website which states the following:
Ours is the party of Lincoln and Reagan and we subscribe to their ideals of a strong union, limited
government, and individual freedom. We are the party of fiscal responsibility, a strong national
defense, and free enterprise.

The belief system does not mention the Constitution, the founding fathers, a Republican form of government
based on morals and values, or the foundation of this country - the FAMILY. This webpage would be better
titled "Why I Am A Moderate."

As newly invigorated activists for the Republican Party, we plan to ensure that this party at the local level is
based on Constitutional Conservatism - as any structure needs a good foundation. We will put our time,
energy and resources to use supporting those candidates who are true to the Reagan legacy of Constitutional
Conservatism. We will work to positively affect the current system to ensure that these principles are upheld
and implemented at the local and then State level. We support a two-party system and want a Republican
Party which reflects the values as outlined in the Reagan 1985 Inaugural Address and the 1994 Contract with
America.

We were told by many at the meeting that the Central Committee will be holding elections this year for all
members. I would like additional information from you or a member of the group on the candidacy process.

We would like to again extend our offers of assistance to this group. The following information is provided
for use within the AA GOP Central Committee.

Thanks for your e-mail. I apologize for the delay in responding, but things
are a little hectic for me at the moment. I appreciate your follow-up and
your continued interest in working with the Anne Arundel County
Republican Party to make a difference now and in the upcoming elections.

It's my understanding that the website committee has not officiallly met as
a subcommittee since our general meeting in January. There have been
informal discussions among James and the calendar-keeper, Mike Collins,
but there have been no detailed meetings to speak of. Much of what
happens directly on the site is done via e-mail between me, Mike and
James. I will speak with James about your previous e-mail contact and
include you on any upcoming subcommittee meetings.

If there are other areas of interest, please let me know and I will see if I
can put you in touch with the right persons and get you more involved.

And thanks also for your interest in the upcoming Lincoln-Reagan Day
Dinner. It should be quite an event and I hope you and your family can
attend. We've not only arranged for Mr. Morris to speak but we also
expect a certain potential Governor candidate to be there as well as a
number of other elected officials and candidates. Your ticket includes a
general reception and social hour from 6-7pm, the dinner/program from 7-
9pm, and an open bar for the entire event. VIP tickets are available for a
private reception with Mr. Morris as well as a photo. I've attached an
invitation for your convenience.

AA County GOP

Mr. Chairman-

I am writing to you in regards to the offers of assistance from concerned


registered Republicans of Anne Arundel County at the January 2010
Meeting. After leaving both email and phone contact information for the
Treasurer, James Appel, I eagerly awaited an email from him in regards to
the website subcommittee but did not receive any information. I waited
one month at which time I emailed him directly at the following address
jappel@aagop.org on January 20, 2010 but still did not receive any
response. I understand that the unprecedented snow storms have affected
all of us, however, my interest in assisting the AA GOP remains.

Unfortunately, we were unable to attend the March 2010 meeting but hope
to be in attendance at future meetings. I am extremely pleased to see that
Dick Morris will be the keynote speaker at the Reagan-Lincoln Event and
hope to be in attendance.
