Project Summary
In this proposal we at Stark Industries will lay out a detailed explanation on how we will
reshape the military and the face of warfare forever. We plan to leverage our strong
research and development facilities to create state of the art robotic fighters that will
replace the armed forces of the United States military. This project will be a several decade
process of making robotic forces and slowly integrating them into the current armed forces
and then through various stages, replacing armed forces with a completely mechanical,
robotic military. This project will forever change the look of the United States of Americas
army and change how military operations are waged.

Stark Industries is generally known for its contribution to weaponry and warfare as a
whole. Iron man is an integral part of our country's' defense against enemies because he is
capable of containing multiple enemies alone. Here at Stark Industries, we realize Iron
Man's defensive potential is great, but limited. Iron Man cannot defend against every
opponent alone; he would be overwhelmed if he faced an army. We are looking to further
our vision of worldwide protection by entering the area of telerobotics. Our vision is to
replace the men and women of our military with semi-autonomous robots. These robots
will generally be controlled from a distance, but will have the capability of hauling an
individual. The development and implementation of this new technology will lead to less
casualties and injuries from combat.

Introduction
We are proposing a complete and total rework of the United States Armed Forces from
human manned forces to a complete robotic forces. These robots would be able to be
manufactured at a much higher rate than the tradition forces, have a much higher range of
capabilities, and can go into conditions that would be unreasonable for a human fighter to
go into. These robot fighters would allow the United States Military to change and adapt
their military operations to be much more flexible and wide reaching compared to modern
military operations.

Rationale & Significance


Stark Industries believe that the United States Military needs to evolve. Even with the
greatest military might in human history you cannot do everything you want it to do. We
believe that the core problem with the United States Military is the limitations of humans.
We believe that the next step for the military is to create soldiers that can go beyond the
abilities of a human. Something that can go into inhospitable places. Beings that can be
transported in ways and in numbers never thought possible with humans. We believe that
a robot army is the future of what the US Army is capable of.

Stark Industries is a company on the forefront on military and robotic devices. With our
crowning piece is the Iron Man suit. We believe that we have the manpower and skill to
create and completely replace the human army with a robotic one. By replacing the army
with robots, we allow the military capabilities and options to expand tenfold and will
reduce the human loss of war.

War is obviously a major problem that should be addressed. Everyone associated with the
military experiences the pain of war, the military members and their families. According to
the Defense Casualty Analysis System, a total of 4,411 of our military men and women have
died as a result of the Iraqi Freedom Operation. That amount of individuals killed is
immense, but the additional emotional pain and loss experienced from the families makes
this statistic even more devastating. Our approach is to alleviate the losses and employ
Robots that will go to war instead of humans. The execution of our plan will mean less
deaths and disabilities due to war.

Plan of Work
Scope of the Renewal Project- Stark Industries will be completely involved during the
assembly process of the robotics. We will build each one in house allowing for extreme
accuracy and more efficient costs. We will also have multiple remote stations set up around
the world where general upkeep and maintenance can be performed. We provide lifetime
warranties for each robot. Stark will not take any place operating the robotics. Although the
need for a human operator is limited, there will still be programming involved for
additional adjustments or changes. Stark will provide quarterly safety and training
seminars so that all personnel operating the robots are up to par.

We know that human error is inevitable, so we will not replace all of the soldiers
immediately. The initial phase of our plan involves gradually integrating our robots into
battle, while some human soldiers remain on a base nearby for security and
reinforcement. Some of the incumbent soldiers will go home and some will stay at that
base for the duration of phase one. The initial phase will last 2 weeks, then phase two will
begin. Phase two entails total replacement of human soldiers with robots. All of the
human soldiers will be extracted and the control center will transition to the US. Phase
three is the final stage of our plan; the headquarters for controlling our robots will be in
New York City. The full implementation of our plan of fighting from a distance will be in
action.

Task breakdown
Step 1: Completing Prototyping and setting up building facilities - The final touches on
the design and production of the robots need to be finalized and tested in real world
military settings. Also decide on where we will build the robots, if we are using an existing
facility it will need to be retrofitted with specific conditions we will need. All facilities will
need constant and aggressive security set ups. This development stage will take an
estimated 10 years to complete.

Step 2: Education Commanders and Squad Leaders and first roll out of Robot
Integration - Once the production of the robots are underway, extensive training for all
leaders for how to work with the robots and how to introduce them to their teams will be

needed. We will roll them out in waves, teaching a few Squad Leaders and then
implementing the robots into those squads and platoons, and then bringing in a new batch
of leaders to learn about the robots. This training procedure is set to last 4 years.

Step 3: General Military Officer Robot Integration and transition training into Robot
Support - During this time soldiers in the military will be put into training and teaching
programs to help transfer them from fighters to support for the robots. During this time a
large advertising campaign will be launched to acquire support from the civilian
populations. General training and civilian ad campaign will be a focus for 5 years.

Step 4: Total replacement of Human Fighters with Robot Fighters - Once at least 80%
of our fighting forces have undergone training to become technical support fighters for the
Robot army, will the mass replacement of the army with robots begin. The platoons and
squads with the highest percentage of readiness to transfer to support duties will roll out
first and over a period of 2 years the entire army will switch to Robot Fighters being
primary fighting force.

Problem analysis
Because this is a total reworking of a key foundation of the United States, we have to look
through several problems that can arise. We have highlighted and examined key issues we
believe will need to be solved in working to create the Robotic Armed Forces.

1. Cultural Issues during replacement period: The process of integrating and


replacing human soldiers with robots will be a difficult one culturally and mentally
for the soldiers. Many will push back on the idea of being replaced by robots. We
believe that these issues are a key problem that needs to be addressed throughout
the process of replacing soldiers with robots. If we ignore their problems with the
program, we risk the chance that the general public will turn against the project and
if we are deep in development, that will be a large sunk cost.
2. Espionage to steal our documents: These robots are highly advanced piece of
hardware that needs to be protected at all costs. Many Countries will be very
interested in getting blueprints and information on our designs and creating their
own robot armies. We feel it is imperative that we do not allow outside forces from
stealing our designs and creating robot soldiers that could be very deadly in found
in the wrong hands.

3. General Public opinion on the Robotic Army: As we roll out our marketing and
general learning program for the citizenry of the country. Public Opinion will be
incredibly important moving forward. If the public is against this change, than the
congress will make it difficult to work without interference.

Solution for Issue 1:

As we transition between human soldiers and robot fighters, we have to be aware of the
tensions that a replacement period brings to the people directly involved in the process of
integrating the robots into military units. We have to have a comprehensive education
policy in place for soldiers to learn the benefits and functions that the robot soldiers have
in a unit. We need to make them feel inclusive and helping create a better military. By
doing this, we get people who are excited to be working on the next big step for the
military. Not only that but the fact that being replaced and losing a job can be incredibly
stressful for many soldiers. We plan on creating a comprehensive education and training
program for all soldiers so that they can easily transfer from a combat role to a supportive
role to repair and keep the robots at top shape. This will allow them to have a career in the
military and reduce the stress of potentially losing a job.

Solution for Issue 2:

Many countries will be looking to learn from our advancements in military technology. So
will use underhanded methods to learn our secrets. This can be very dangerous because if
our blueprints got out and terrorist organizations had access to them, we could potentially
arm the enemy with powerful military robots. We submit that we need to leverage the
cybersecurity power of Stark Industries, The Avengers, and the US Government for security
in all cyber based attacks from foreign agents. Not only that all physical facilities will need
to be heavily guarded and kept top secret from all allies and enemies.

Solution for Issue 3:

A broad advertisement campaign will needed to sway the opinion of the American people.
Vast changes to a core facet of American identity will bring incredible anxiety and stress
upon the general public. We need to go into schools, churches, and community settings to
fully explain how this will benefit everyone in the future, and answer any questions that

they will have. Target Women, Children, and seniors, these will be key voters in the future
for this project.

Personnel
Our team at Stark has worked ruthlessly over the last several years to perfect this project.
Our head robotic developer, Stan Smith who has been with Stark since his graduation from
MIT back in 1996, has worked alongside top A.I engineers from around the world to ensure
an operable project. Alongside Smith, our top military analytics operative Meredith Gibbs
has spent much of her time researching the need for robotic military and its effects on field
combat. This project would not be where it is today if it was not for our head of Social
Affairs department, Roland Bostick who courageously researched the impact a robotic
army could have on the general public. Both Gibbs and Bostick hail from Harvard and have
been with Stark for a combined 25 years. We have placed an amazing level of trust in each
of our team leaders; however, it was the hundreds of Stark employees from engineering to
human resources who dedicated their time and energy to the design, assembly and
management of the project. Without our qualified staff, this project would have never left
the drawing board. We only recruit the brightest and most ambitious talents to produce
such a large scale project.

Budget
It has not been without great strides of financial analytics to put together the budget
required for such an outstanding product. Each robotic member of a Stark provided
military would run on average $10,000. This cost covers the complete assembly process
including initial set-up as well as the lifetime warranty provided to you. On average the U.S
pays military personnel approximately $40,000 per year and that is not counting insurance
and other related costs. Over time, this amount adds up especially considering the number
of people still joining the military. Following the payment of required numbers of robots,
the general cost to upkeep the robots, excluding anything not covered under warranty,
would be approximately between $2000-$3000 per unit. Thus far, the standard robot will
operate on a cost of about $13,000. This is significantly lower than the cost currently being
paid by the US government for actual soldiers. All robots are made with top of the line cost
efficient material all of which is manufactured here, at Stark. In house building allows for
better building and operating rates. Economically speaking, providing an army of Stark

Robotics will save tremendous amounts of government money upward of the range of
millions. All that is required is the initial assembly cost, warranty cost and general
maintenance costs.

Conclusion
All in all, Stark Industries will soon be ready to change the face of the American military.
Our hopes are not only to pull live people from remote and dangerous areas and replace
them with Stark Robotics, but to also make a positive economical impact on the country. It
is vital that our country remain safe and we are confident that our product will do just that,
if not more. Stark Industries takes enormous pride and trust in our product; however, we
also take great consideration of the lives that are impacted. Our teams here at Stark have
not only put great minds together to build the future of military and do so with meticulous
detail. We will soon offer an amazing product that will be ready for immediate deployment
with skills that can be trusted by all Americans. We value the safety of our country and all
of its inhabitants. We hope that you will take our proposal into consideration as we move
towards a progressive and safer future.

Everyone is important, especially those who sacrifice their lives' to protect our country. Our
plan is to reward past and present military members by replacing them with robots in
battle. Soldiers will no longer have to put their lives' on the line; instead they will direct
robots to do the dirty work. The benefits that come from the implementation of our plan
are endless. The military members will no longer be prone to death or injury, their families
won't have to worry, and other positives will result from our solution.
