1. Introduction
1.1 Causes and goals
This specification book applies to the design of the investment objective according to the Feasibility
Study: "Improvement of water supply and sewerage services in Ungheni city, Zagarancea village,
Semeni village and Petresti village", developed by GIZ Company within the framework of the Project
Modernization of Local Public Services in the Republic of Moldova, Regional Development.
These specifications intend to provide guidance and design requirements for qualified institutions to
develop technical documentation for the construction of domestic waste water evacuation systems. We
also plan to launch a design conception that would allow engineers a greater flexibility in designing
household water evacuation projects.
The project beneficiary and the GIZ Construction Department specialists will coordinate the solutions
adopted by the design engineers before selecting the optimal solution for each individual situation.
This specification book applies to the design works of the investment objective "Improvement of water
supply and sewerage services in Ungheni city, Zagarancea village, Semeni village and Petresti
village". The specification book is an integral part of the documentation for the elaboration and
presentation of the offer and constitutes the set of requirements on the basis of which the technical
proposal is being drafted by the bidder. The specification is the objective description of the services
required by the contracting authority.
The project for the implementation of the objective "Improvement of water supply and sewerage
services in Ungheni city, Zagarancea village, Semeni village and Petresti village" will include written
parts and drawings:
- Water supply system - (rehabilitation of the existing water pipe network and extension of the
network, manholes, connecting pipe manholes to the property limit, detailing the existing water huts
and network and execution of all necessary design works according to the specification.
- Sewerage system - Expansion of gravity flow sewerage pipes, sewers, sloping pitches, connection
huts (up to the owner's enclosure), newly designed domestic pumping station (SPAU-1, SPAU -2,
SPAU-3), hydraulic installations for the pumping station, electrical installations for the pumping
station and execution of all necessary design works according to the specification.

1.2 Applicability
Designers will use these guidelines only if the norms in force impose the choice of non-rational, non-
economic or other options that will lead to poor system performance. In all other respects the
execution projects will be carried out in accordance with the current legal provisions. The contracting
authority shall require design engineers to justify their approaches and criteria in terms of efficiency,
effectiveness, technical and economic viability of water supply systems and domestic sewage
evacuation.
If the designer has any doubts as to the application of these guidelines or existing regulations, he will
contact the GIZ Construction Department specialists.
The additional requests described in this document will be fulfilled by the design company.

In the process of elaborating the technical documentation for the water supply and wastewater system,
the designers will apply an overview of all the factors that can influence the efficiency, rationality and
viability aspects of the systems.

2. General information
2.1 The contracting authority
Ungheni City Hall.

2.2 Location area


The considered area is located in Ungheni city.

2.3 Description of the existing framework


The City Hall of Ungheni calls for the elaboration of the implementation project for "Improvement of
water supply and sewerage services in the city of Ungheni". The project will provide the rehabilitation
and extension of the water and sewerage networks from Ungheni city and the construction of the
disinfection station, according to the "Feasibility Study for the Improvement of Water Supply and
Sewerage Services in Ungheni, Zagarancea, Semeni and Petresti villages", Modernization of local
public services in the Republic of Moldova implemented by the Agency for International Cooperation
of Germany (GIZ), on behalf of the German Federal Ministry for Economic Cooperation and
Development (BMZ) and with the support of the Romanian Government, the Swedish Agency for
International Development and Cooperation (SIDA) and the European Union, approved in December
2015. (There is attached).

The development, through the extension of the public sewerage network, will ensure normal living
conditions for the inhabitants of the area. Faced with this situation, it is proposed to realize the
sewerage network through which to take over the domestic waters that will be discharged into the
collectors in the area. There will be also achieved the connections to the property boundary (up to the
limit of individual households).

The designer is entitled to carry out additional investigations to determine the real situation in
the field, being recommended that the site be visited by the designer prior to the project.
The technical documentation will be structured on two distinct chapters, namely written and drawn
parts, on the objective / streets and on each utility, respectively the sewerage network, with the
elaboration of the General Exchanges, with the separate elaboration and presentation of the work
Specification.
2.4 General Objective

The general objective of the acquisition is the elaboration of the implementation project "Improvement
of Water Supply and Sewerage Services in the City of Ungheni" through the rehabilitation and
extension of the public water networks (taking into account the extensions to the neighboring
localities), and the extension of the sewerage network (SPAU-1, SPAU-2, SPAU-3) for the whole
spectrum of households (homes) and economic agents) of the localities, including the water supply
huts (the water meter, connection halls),on which the public domain of the city Ungheni is situated.
Design services will be procured from a single bidder meeting the conditions imposed by the
contracting authority.
The technical project will be subject to verification by the certified verifiers of certified projects.
Verifier payment falls into the designer's duties and will be charged in the design offer.
In terms of ensuring the quality level corresponding to the requirements of the project, the same
responsibility lies with both the designer and the certified design specialists, proposed by the
designers.
The name and contact details as well as the proof of the quality of the verifier shall be submitted by the
Bidder to the Contracting Authority for information.
The designer has the obligation to present also the confidential economic part of the work on specialty
exchanges.
The specifications will be elaborated with the technical specifications and the compliance with the
existing standards.
The Preliminary Technical Project and the Compulsory Project will be drafted in the state language
and in English language.

2.5 Project description


The execution project must provide all the information, hypotheses, explanations, calculations, layouts
and drawing regarding the following:
Improvement of sewerage services of Ungheni city.
The execution project must provide the extension of the sewerage system. In order to manage the
collected water to the SE, there are required 3 waste water pumping stations (SPAU-1, SPAU-2,
SPAU-3), as indicated in Annex 4, according to "Feasibility Study for Service Improvement Water and
sewerage system in the city of Ungheni ".
Expansion of the sewerage network of the city of Ungheni:
At the designing of sewerage networks in the Ungheni city, it will take into account the general
configuration of the land. For this reason, 3 waste water pumping stations (SPAU-1, SPAU-2, SPAU-
3) have been provided, where the land does not allow for a sewerage with gravitational flow to the
treatment plant.
Wastewater will be collected gravitationally at the lowest point, and then pumped by a projected
pumping station (SPAU-1), where it will be connected to the manhole via the pressure pipe and from
there gravitationally will reach at the designed pumped station (SPAU-2). The waste water will be
gravitationally collected at the lowest point and then pumped by a projected pumping station (SPAU-
3), where it will be connected to the service hat through the pressure pipe and from there
gravitationally will be connected to the existing sewers. From here, the waste water is pumped using
the existing infrastructure to the existing treatment plant;

The sewerage network will be designed based on sizing calculations, standards and norms in force.
To provide manholes in the sewerage network for surveillance, maintenance and cleaning of
channels, at the changes in slopes and diameters, intersections and directional changes, terminal ends,
joints and various special sewerage structures that are need to be visited and maintained.
These extensions for the city of Ungheni in Phase 1 consist of a 6.440 m (including 460 connections)
sewerage network and 3 wastewater pumping stations (SPAU-1, SPAU-2, SPAU-3);
For the design of sewerage networks, the normative acts in force (standards and normative norms)
must be observed, the dimensioning / depth being made for the development perspective of the
locality, considering that all households, public consumers and economic agents will be connected to
the sewerage network at the end of the streets, including connection of the other streets.

3 Design of water supply works and evacuation of fecaloid-domestic wastewater


The development of the public water and sewerage network will ensure normal living conditions for
the inhabitants of the area. Against this background, it is proposed to rehabilitate and expand the water
and sewerage network for the whole spectrum of consumers. The sewers connections and electronic
sewers to the water supply and sewage system will be provided up to the property limit.
When executing the execution project for drinking water supply of localities, consideration will be
given to:
Determination of the quantities of drinking water and fire-fighting for the whole locality, taking into
account the extension of the network;
The importance of water networks;
Plane and vertical layout of water networks;
The foundation depth of the tubes may not be less than the freezing admixture;
Hydraulic calculation of water supply networks;
Manholes;
Water houses;
For the design of the water supply networks, the normative acts in force (standards and normative
norms) must be observed, considering that all households, public consumers as well as economic
agents will be connected to the drinking water network.
The drinking water network will be designed based on the hydraulic calculations, standards and
norms in force. When designing the water supply networks of localities, the overall layout of the site
should be considered. For this reason, there was provided water supply under the gravity.
There is need to provide the visiting sewers on the water network for surveillance, maintenance and
closure to be visited and maintained.
The water connection will be performed after obtaining the final approval for the connection.

The projected system (PEHD, PN - according to hydraulic calculations) connects the necessary water
connections. The proposed wiring for households is PE, PN 10 and has diameters Dn 25-32 mm,
according to hydraulic calculations. A concession tap is provided for each connection. The PE 20 PE
25-32 mm water connections will be connected to the grid by a 25-32 mm PEHD electrically-welded
socket. On the connection pipes, the individual water meter and the related parts - tapped and
electrically welded plugs are mounted in the water meter house. From the water meter store the
facilities will be extended by the beneficiary. In the connection duct, the transition from PE to steel is
achieved by electrically weldable tap-changers. These are fitted with valves (sphere and thread) and
water meter.
When executing the construction project for the fecal-waste water evacuation system of the locality,
consideration will be given to:
Determination of the quantities of wastewater, taking into account the extension of the network;
Plane and vertical positioning of sewerage networks;
The foundation depth of the tubes may not be less than the freefall adhesion;
Hydraulic calculation of sewerage networks;
Manholes;
Water Connections;
Waste water pumping station.
In order to design the sewerage networks, the normative acts in force (standards and norms) must be
observed, considering that all households, public consumers and economic agents will be connected to
the sewerage network.
The sewerage network will be designed based on hydraulic calculations, standards and norms in force.
When designing the sewerage networks of the locality, consideration will be given to the general
configuration of the land. For this reason, a wastewater pumping station (SPAU-5) has been provided.
Provide sewers in the sewer network for surveillance, maintenance and cleaning of channels, changes
in slopes and diameters, intersections and directional changes, terminal ends, joints and various special
sewerage structures that need to be visited, and maintained.
Water connections and the other connections will be executed after obtaining the final approval for
these connections.

3.1 Additional technical specifications


Wastewater pumping station
The pumping station with wet-running pumps will be used in order to collect and pump waste and / or
rainwater from areas below the collecting channel that will be coordinated with the Project Beneficiary
and the GIZ Construction Department.
It is proposed as a technical solution the use of underground pumping station of polyethylene (buried
installation) or prefabricated plate. For the sizing of the pumping station, there will be taken into
account:
- Class of tasks depending by location;

- There will be calculated the useful volume of the collector shaft according to the inlet flow rate and
the maximum number of pump starts;
- There will be checked the groundwater level and calculate the flotation behavior;
- Installation depth is determined by the depth of the waste water inlet pipe and taking into account
local frost limits;
- The required capacity of the pump is calculated according to DIN EN 12056-4;
- The pump type (channel rotor, free-wheel rotor, chopper blade rotor) will be selected based on
pumping height, flow rate and flow type;
- There will be provided pipes for motor power cables and for control and control network;
- The ventilation and ventilation system for the collector shaft should be roof-mounted or over-
mounted and protected by ventilation caps (attention, unpleasant smell);
- Place the control panel inside the fireplace in a dry area or over the shelf in a locked cabinet.
Advantages of the underground pumping station in polyethylene (buried installation):
- Made of PP - polypropylene;
- Long life;
- Frost-resistant;
- Thanks to its smooth interior, it is easy to sanitize;
- Cylindrical, sealed, strongly ribbed construction;
- High stability;
- It does not occupy space (buried assembly).
The pumping station will operate automatically, depending on the water level in the receiving basin.
The control of the pumps will be done from the local control panels.
The protection zone of the pumping station will be fenced with wire mesh profiled on metal poles
(where appropriate).
The pumping station (SPAU-1, SPAU-2, SPAU-3) will be an underground construction, equipped with
2 pcs. of submersible electropumpers with cutting rotor. The useful volume of the pumping station will
be determined according to calculations made by the designer.
It foresees:
- ventilation provided with ventilation caps;
- Baskets for the protection of waste electropumps, which exceed the normal waste water content.
The discharge piping of the pumping stations will be of PEHD high density polyethylene based on
dimensioning calculations.
Performance specifications and operational safety conditions for water pumping stations:
To have electromechanical equipment (pumps, motors, electrical installations);

To have a hydraulic installation (pipes, fittings, fittings, controls, etc.);
To have ancillary facilities (machinery handling equipment, hydromechanical equipment, heating
installations, sanitary facilities, ventilation installations);
The power plant in the pumping station must contain all cables, protective and measuring devices to
control the station's operation;
The pumping stations must be automati- cally designed, taking into account all the conditions of the
assembly;
Waste water pumping stations must be energy efficient;
The pumping station equipment must comply with the relevant standards: Technical Approval, ISO
9001, ISO 14001, ISO 18001.

Electrical installations
A power supply connection is provided at the pumping station.
From this connection, the power supply and pump automation board is supplied, a picture that is part
of the supply. For all electrical installations in the pumping station, branch, pump, power supply and
automation, a grounding installation consisting of the natural outlet of the building and an artificial
outlet of 4 vertical steel electrified steel pieces buried in the ground shall be provided and the main
earthing conductor.
Inside the pumping station is provided an inner belt to which all the electrical receivers are connected
to provide protection against electric shocks.

Manholes / rooms
Visiting sewers will generally have a useful opening of 1000 mm, unless otherwise indicated in the
drawings.
In the detailed design drawings, the flow directions in the viewing chambers are indicated, based on
the information provided and the size of the pipeline.
It is proposed as a technical solution prefabricated and polythene halls, which will be coordinated
with the contracting authority, the Project Beneficiary and the GIZ Construction Department.
Pre-fabricated viewing rooms must comply with the relevant provisions of DIN EN 1917 / DIN 4034.
- Provide prefabricated walkways to avoid any monolithic concrete work on the site. The foundation
ring will be installed on a minimum of 10 cm thick concrete or a 20 cm gravel layer.
- The foundation ring, the profiled walls and channels will be produced as a single monolithic block,
while the openings for the inlet pipes and the exit pipe will already be included in the production
process;
- The viewing chambers are provided with gripping handles in order to facilitate handling and fitting
and access steps in the interior for maintenance and operation. Their construction provides sealing,
being a solution to protect the environment.
The polyethylene viewing rooms must comply with the relevant provisions of BS EN 13598: 1, BS EN
13598: 2, INSTA SBC EN 13598-2 and DIN EN 1852.

- Designed viewing halls have a useful diameter of 1100 mm and heights of 800 4700 mm. Access to
the fireplace is 640 mm. The height can be adjusted to the elevation with one of the adjusting pieces
max 300 and / or 600 mm, the sealing between the workpiece and the room is done with the gasket and
the fastening with a collar.
- The viewing chambers are provided with gripping handles to facilitate handling and fitting and
access steps in the interior for maintenance and operation. Their construction provides sealing, being a
solution to protect the environment.
- The manholes are manufactured by the process known as "rotomolding", made of polyethylene.
Chambers up to 2.5 m in height are monobloc and compact, orange in color, while those with a height
of 2.5 to 4.7, they are three-layer construction, with the outer orange layer;
- Closed basement camps have the following destinations: cleaning and control halls, receiving basins
for pumping stations, sampling booths.
- Existing waterfalls proposed for rehabilitation or possible new homes will be required to be identified
on site by the designer together with a representative of the water network sector.
Technical solutions for the design of prefabricated concrete or polyethylene prefabricated rooms shall
be coordinated with the Contracting Authority, the Project Beneficiary and the GIZ Construction
Department.

Connections to existing network pipelines


The new pipe connections to existing network pipes inside or outside the rooms will be coordinated,
and all procedures will be agreed with the Project Beneficiary and the GIZ Construction Department at
the detailed design stage. Then, all the details of the exact location and the type of the connection will
be presented in the preliminary design method before the start of the project.
The proposed water and sewerage connections for rehabilitation or possible new connections will be
obligatory identified in the field by the designer together with a representative of the water and
sewerage network sector.
The water and sewer connections will be made from the user's trunk to the new network. These will be
designed as a "link assembly".

Hydrants
Hydrants will be provided in accordance with current legislation. Underground hydrants with
protection valves will be provided in the green space or the sidewalk edge. Identification plates will be
installed for: hydrants, buried valves, grids.

Pipes
Water / sewer pipes will be designed from PEHD, with an exfoliable polypropylene protective layer
that does not require a sand bed and manual sealing and PP gravity pipelines.
Only PEHD PE 100, SDR 17 pipes (PN 10 according to DIN EN 545 and DVGW VP 545) should be
used, unless otherwise specified in the Special Specifications or the Estimate Explanation.
Pipes and fittings must be suitable for underground use.
PEHD pipes will indicate PN, nominal size, wall thickness, PE standard marking, Standard
Dimensional Ratio (SDR), applicable standard symbols.

Gravity drainage pipes will be designed from PP, and must have a solid wall consisting of a PP layer
according to DIN EN 1852, without any foam inclusions. The pipe may also be made of multiple
layers of reinforced mineral PP and must meet the requirements of unpressurized underground pipeline
systems for drainage and sewerage.
The PP pipe must have a ring stiffness of at least SN 8, according to EN ISO 9969. The chemical
resistance of the inner layer must have a pH range of 2 to 13.
The pipeline is designed to operate under gravity and has to withstand an outside water pressure of 0.3
m. The dynamic resistance of the wash must be at least 120 bar. The pipe roughness must be less than
0.02 mm and the installation temperature should be above -10 C.
Performance specifications and PEHD / PP pipeline safety conditions:
Protection against mechanical damage;
UV protection;
No contamination. The outer layer of PP protects against contamination throughout the handling,
transport and commissioning;
Comply with the relevant standards: Technical Agreement, ISO 9001, ISO 14001, ISO 18001.

3.2 Additional design parameters


The hydraulic aspect of the network must be calculated with a maximum consumption per capita per
day.
Water pressure from the consumer's tap should not be less than 1 bar and no more than 4 bar.
The maximum average water retention time in drinking water networks, which should not be longer
than 3 days - from the pumping station to the consumer's tap.
The final version of the drinking water network detailing will be coordinated with the German
company GIZ.
List of design works, see Annex 1.
Important: The physical quantities and parameters listed in Annex 1 are proposals based on the
Feasibility Study that need to be recalculated, designed, and explained by the designer.

3.3 Designer conditions:


1. Dismantle the protective tubes on the collector's roadway and road intersections (the sand layer will
replace the protective tube);

Excavations shall be executed in such a way as to reduce the affected area of the carriageway and
prevent the excavation walls from collapsing. For this purpose, the excavation walls will be vertical
and then be reinforced with support panels corresponding to the excavation process applied. Making a
stunted excavation would be impossible (for reasons of space available) or non-economic.

2. At the old decommissioned rooms, the top should be dismantled and the bottom part filled with sand
or cement mortar;

Note

1.The removal from service of the existing fecal domestic waste collector and of the existing manholes shall be operated
in parallel with the installation of the new fecal waste collector.

2. The removed fecal waste collector will be filled with mortar milk;

3. At the removed manholes there will be remove the upper part as: the cover plate and cover will be filled with sand or
mortar milk.

3. The works shall be carried out by the open method (as the case may be with the total closure of the
streets) and the use of protective tubes only at intersections with other communications according to
the normative provisions. The trenches will be executed by applying the sand compaction method. Old
pipes will not be extracted but will be filled with special mortar;
4. All co-ordination and blurring in the design phase, related to water connections, other connections
and reconnections, will be coordinated by the designers with the Project Beneficiary and the GIZ
Construction Department;
5. At the sewerage system - at the connections will be built new ones, before the existing, after the
water direction, and at the main collectors, at the intersection of the streets will be used existing ones;
6. At aqueduct - New or existing rooms will be created at the connections. At the stage of detailed
analysis of the technical state of the rooms, the designer, together with the Project Beneficiary, is
commissioned to carry out additional investigations to determine the real situation in the field, related
to the existing room, as well as its detailing. Any inconsistency in the data provided by the
Beneficiary and the existing situation on the ground will be communicated to the Beneficiary as soon
as possible for analysis and decision.

7. The longitudinal profile shall be so constructed as to be able to locate any important point (dorms,
etc.) on the ground, by engraving the dimensions, lengths on the sections as well as the installation
allowances of the pipe axes and the projected rooms. Also, in the longitudinal profile, the slope of the
channel, the connection point of the building served by the projected sewer, including the connection,
is determined and specified. The longitudinal profile with the CTS dimensions of the proposed road
being those in the attached longitudinal profile that need to be checked by the designer when designing
the Technical Project.

8. Connection of the connecting pipe to the existing sewerage system will be carried out by means of
the concrete chambers. For this purpose, the concrete tube of the chamber will be drilled through the
rotor and a special gasket for the PVC tube coupling (rubber elastic sleeve or EPDM) will be provided.

9. In the case of water pipes, all rooms, branches for connections to existing networks or for
connections as well as any directional change will be materialized by quoting and enrolling in absolute
quotas (X, Y and Z) on the plane of the situation drawn at 1: 500 scale.

10. The designer should take into account the share of the system ground of the respective road and of
the drains to be connected to the sewer by checking the radius of the existing chambers. Any
inconsistency in the data provided by the Beneficiary and the existing situation on the ground will be
communicated to the Beneficiary as soon as possible for analysis and decision.

11. The content of the Technical Project will also detail the works related to the dismantling of existing
pipes and chambers that will be replaced by the construction and commissioning of the new pipelines.

12. Positioning of the underground sewerage networks;

13. Drainage of sewerage networks shall be chosen so as to meet the following conditions:

- Be as close as possible to consumers, on the most points of connection;

- Make the lowest number of intersections with roads, canals, etc;

14. The new main collectors will be drawn in parallel with the existing ones and then reconnected to
the existing system through the existing chambers. Old pipes will not be extracted, but will be filled
with special mortar (or where appropriate);

15. New water networks will be drawn in parallel with existing ones and then reconnected to the
existing system through existing rooms. Old pipes will not be extracted, but will be filled with special
mortar (or where appropriate);

16. Only PEHD PE 100 pipes (PN pipe - according to hydraulic calculations according to DIN EN 545
and DVGW VP 545) shall be used, unless otherwise specified in the Special Specifications or the
Estimate Explanation;

17. Sewage networks will be projected from PP sewers and shaped elements. The PP pipe must have
SN8 ring stiffness, according to EN ISO 9969;

18. Pipes, piping fittings, shaped elements, etc., must be produced under factory conditions,
accompanied by quality certificates and warranty;

19. Viewing rooms will have an internal passage of min. - 1000 mm, or after design according to RM;

20. Detailed design drawings show the flow directions in the viewing rooms, based on the information
provided and the size of the pipeline;

21. Pitches and chassis for prefabricated walkways and prefabricated chambers shall be designed and
installed for vegetation and sidewalks - type B125 EN 124 and for streets and roads - type D400 EN
124. The same standard applies to materials and workmanship;

22. The lids will not be ventilated. Unless otherwise specified and agreed with the Beneficiary, all
covers shall be fitted with approved, corrosion resistant lifting platform. Caps will not be endowed
with locks;

23. It is allowed to use the import materials provided the certificate of conformity that is obtained from
the National Certification Body of the Republic of Moldova.

The technical design solutions will be coordinated with the Project Beneficiary and the GIZ Construction
Department.

4 Design steps

The Project Documentation will be prepared by the Bidder for each individual action as follows:

4.1 Preliminary technical design

Preliminary technical design must provide the following information / documents:

the configuration and general framework of the proposed physical infrastructure and the components
that will be designed and constructed;

the technical layout of the entire system and of each component and sub-component in part, based on
systems, diagrams and plans from a scale, in order to present a complete picture of the proposed
technical solution;

pipes and tools, the whole system diagram. Piping and Instrumentation (P & ID-)

design parameter and hypothesis;

technological scheme;

proposals and description for alternative solutions for fecaloid-domestic wastewater evacuation,
storage and extinguishing of fires;

description of the favorite layout;

overall layout and configuration of the entire water system;

pipe and flow (R & D) diagram;

rough hydraulic layout and calculation;

rough cost calculation of the entire system;

short explanatory report.

Preliminary technical design requirements

Preliminary technical designs must be complete in accordance with the instructions of the Beneficiary
and the GIZ Construction Department. .

The designer and the Beneficiary, with the GIZ Construction Department, will organize workshops
according to the established schedule to discuss the questions that may arise during the preliminary
design works.

Failure to coordinate the aforementioned issues with Beneficiary and the GIZ Construction
Department may result in the return of the project for review at the full cost of the Designer.

All departments of the execution project, the explanatory memo, the estimates cost, the notices and the
coordination must be drafted in Romanian and English.

The period of preparation of the preliminary technical project is two calendar months.

4.2 Functional technical design

The technically functional design must provide all necessary physical, chemical and technical
information for a suitable work system. The functional technical design must provide the following
information / design documents:

the configuration and general framework of the proposed physical infrastructure and the components
that will be designed and built.

the technical aspect of the entire system and of each component and sub-component in part, based on
systems, diagrams and plans from a scale, in order to present a complete picture of the proposed
technical solution.

pipes and tools, the whole system diagram. Piping and Instrumentation (P & ID-)

list of elements: Mechanical, Electrical, Tools, Control and Automatisation (MEICA-) containing the
main parameter list (P & ID - number, location, size, material, supplier) of the entire equipment.

Distribution network

Hydraulic calculation to the water system

The network dimensioning will be at maximum flow rate, maximum flow plus fire (if hydrants are
adopted as anti-fire measures) and damage. At the same time, in order to check the potential savings
from the provision of water tanks as a fire protection measure, two hydraulic simulations will be made:
with and without the dimensioning for the fire flow.

For reasons of preserving water quality, the pipeline should have a velocity of more than 0.3 m / s. It
will be ensured that in any mode of operation of the grid, the speed of water movement will not exceed
3 m / s.

At the hydraulic calculation there will be taken into account the special needs of each locality
(medical, agricultural, rural tourism, etc.) in terms of water quantity and pressure.

Hydraulic simulation will be preferable to the Epanet program (others are the same), with all elements
of the water supply system (pumps, pressure regulating valves, etc.). The simulation will be done for a
consecutive 72 hour period, taking into account the coefficients of hourly unevenness.

When there will be discussing about intermediate results, the designer will present the following
operating diagrams and charts:

- General scheme of the system, with all the elements included (pumps, pressure dampers, water
towers, etc.) and the indication:

Pressure in knots;
Water flow rate on pipes,
Flow rate of water flow on pipelines;
Load losses on pipelines;
Water consumption in nodes;
- Tank operation chart (filling and emptying) for a consecutive 72h period;
- Pump operating diagram (inclusion and shutdown) for a consecutive 72h period;
- Chart of system water flows (water produced and consumed water) for a consecutive 72h period;
Hydraulic calculation to the sewer system
The sizing of the sewerage network will be at the maximum flow rate.
When discussing about intermediate results, the designer will present the following operating diagrams
and charts:
- General scheme of the system, with all the elements included and indicated:
Water flow rate on pipes,
Flow rate of water flow on pipelines;
Depth of pipe laying;
SPAU location;
The final version of the hydraulic calculations will be coordinated with the Beneficiary and the GIZ
Construction Department.
Network Layout
The shape of the water and sewerage network will usually coincide with the shape of the street
network in the locality. However, depending on the number of households that need to be connected
and their location, the network will be adopted as a mixed type.
The pipelines will be located on one side of the road (priority on the roadside) in areas with
unmodified roads. For asphalt-covered road sections, it will be possible to connect the joints on both
sides of the road with as few interventions as possible on the roadside.
The visiting rooms shall be located in such a way as not to disturb the traffic or cause accidents.
The final draft of the drainage network will be coordinated with the contracting authority and the GIZ
Construction Department.
General conditions for choosing the materials necessary for carrying out the works

Construction materials, pressure pipelines, shaped parts, pumping units and other related equipment
must meet in good conditions the technical requirements in which it operates (including in the event of
damage) and from several possibilities will be chosen the one which, on the whole, can be accepted
under favorable economic conditions.
For all materials lifetime should be high, in principle over 50 years, especially for pipes and valves.
For machines, the conditions are similar, adding also that they have to operate with a specific energy
consumption as small as possible, and the operations and maintenance costs are reduced.
When choosing construction materials by the Designer, they will be coordinated with the GIZ
Construction Department as well as with the contracting authority.
The drawing period of the functional designs is two calendar months. Optimization of parameters in
the functional technical design is allowed but needs to be explained. No changes are allowed after
completion and approval of the functional technical design.

4.3 Detailed project and execution plan


The detailed technical project and execution plan must be made on the basis of the approved functional
technical project. The detailed and executable technical project must be carried out for a design stage
ready for bidding. It must provide the following documents:
Executable technical drawings,
Technical specifications,
Standards to be respected,
Maps and plans, ready for execution
Detailed drawings of each component, sub-component and equipment on a scale so that the project
can enter the procurement stage and be implemented,
Detailed cost calculations.
The drafting period for the execution project should not exceed six calendar months.

Auction documents
The designer must prepare the specifications book for the purchase of construction works on the basis
of the approved and ready-to-use construction project.
The specification book should take into account the optional positions that can be changed by the
MSPL project management after the price offers have been received.

Operations and Maintenance Manual (OM)


The designer has to prepare a manual describing the special system maintenance arrangements, the
correct operation of its components and the system in general.
The manual must be composed of:
general description of the system and local elements (ie pumping stations, vent holes with
distribution or discharge valves);
plans (general and local points);
operating guidelines;

maintenance measures (Inspections for the maintenance of the production process will include:
checks, planned repairs, machine parts scraps, etc.);
maintenance schedule;
manufacturer list and contact details;
the emergency plan;
health protection measures;
The manual must be updated by the designer after the auction and the decision on the final suppliers of
materials and equipment.

5 Additional requirements the project


5.1 Technical project
All design steps are submitted to the Project Beneficiary in electronic format and on paper, as follows:
- Sewerage networks - (4 copies in Romanian / 2 copies in English);
- Connections - (2 copies in Romanian / 1 copy in English). The execution project, which will
include: the building scheme (house / household), general data, layout of the network at the 1.100
scale, owner's address / owner, detailed plans and drawings of each component, sub-components and
equipment, materials, quotation - for each connection.
All design steps must be coordinated with the Project Beneficiary and the GIZ Construction
Department. The transition to the next drafting of the Implementation Project will be carried out only
after the approval of the initial stage of drafting the Preliminary Technical Project.
All design steps must be compiled in Romanian and English.
All design steps must be submitted in electronic format (DWG, Word, Excel, no protection) without
scanned or manually executed parts.
The execution project, which will include the optimization of the parameters of the systems and
components to be built, including full technical description, technical drawings, technical
specifications, standards to be respected, maps, detailed plans and drawings of each component, sub-
components and equipment on a scale, so that the project can enter the procurement stage and be
implemented.
5.2 Preliminary technical project
The preliminary technical project will be submitted to the Project Beneficiary in electronic format and
on paper, in four copies.
The preliminary technical project will be co-ordinated with the Project Beneficiary and the GIZ
Construction Department. The transition to the next drafting of the Implementation Project will be
carried out only after the approval of the initial stage of drafting the Preliminary Technical Project.
The Preliminary Technical Project and the Execution Project, mandatory, will be compiled in the state
language and in English, in electronic format (DWG, Word, Excel), without scanned or hand-made
parts. The project will include:
Written part (explanatory memo containing brief information on the technological solutions adopted,
the results of the calculations which substantiate the adopted solutions presented in the form of a table,

references to the normative documents used for drawing up the project documentation and
environmental protection);
Graphical part (drawings, which represent the technological solutions adopted, executed in the form
of technical drawings, schemes and plans in graphical form);
The foreign exchange documentation, which determines the cost of the object, the general estimate to
be drawn up in installments according to the annex no.1

5.3 Set of documents to be included in the final version of the execution project
The execution plan shall include all the plans required for detailed understanding and execution of the
sewerage system: plans, schemes, calculations, sections.
The designer will elaborate the execution schedule of the construction works, which will include all
the technological stages for the construction of the networks, the terms of execution of the specific
works, the training schedule of the workers on the construction sites, etc. The execution graph will be
executed using MS Project or MS Excel.
The execution project shall be submitted to the Project Beneficiary in electronic and paper format in
nine printed complete sets of the execution project including:
Written part - the explanatory memo (format .doc; .pdf) containing brief information on the
technological solutions adopted, the resulting calculations based on the adopted solutions presented in
the form of a table, the references to the normative documents used for the preparation of the project
documentation and related environment protection;
Graphical part (sketches representing adopted technological solutions, executed as technical
drawings, schemes and graphical plans);
Documentation of the estimate of expenses, estimation of the estimated costs of the object, general
estimation of expenditures shall be made in installments according to Annex no.1;
The final version of the hydraulic calculation (.net format);
Nine printed copies of the worksheet;
Electronic version of the worksheet (format .xls; .mpp);
The specification for the acquisition of construction works, based on the approved and ready-to-use
construction project (format .doc; .pdf);
Project site organization - assembly / demolition (sketches representing adopted technological
solutions, executed as technical drawings, schemes and graphical plans).
Requested documents will be submitted in electronic format will be grouped in thematic maps and
copied to a CD. It will be shared with the set of printed documents.

5.4 Specific instructions for the execution of the design works


The execution project is based on the Feasibility Study and a previously approved project sketch when
the technical and economic indicators, main elements and working solutions have been approved and
when all approvals and agreements have been obtained in principle, In accordance with the legal
provisions.
The execution project is being drafted, so as to be clear, to provide technical and complete information
on future work and to meet the Beneficiary's technical, economic and technological requirements.

The execution project includes the elaboration of the execution details in accordance with the proposed
construction materials and technology without the need to add to the sums of works.

5.5 Specific instructions for the execution of construction works


For the purpose of a good execution of the construction works, the Designer will make indications in
the execution project and the explanatory memo on all aspects that can influence the quality of the
works and the good functioning of the system in general.
During design monitoring, the designer will be responsible for following the compliance of the work
with the execution project.

5.6 State verification of the project and obtaining coordination


The designer is responsible for making the project expertise and getting all the necessary coordination.
If, due to certain design indications provided by GIZ, designing or coordinating of the project is
refused, the designer will inform GIZ in writing, explaining in detail all the points that do not allow a
positive opinion and the measures requested by the bodies authorized to issue these opinions.

6. Design Requirements

6.1 Requirements for the preparation of the project


The project documentation will be elaborated in compliance with the normative documents in force in
the Republic of Moldova, namely:

1. NCM A.07.02-2012 "Procedure for development, approval and framework content of the project

16. Mechanical, Electrical, Instrumentation, Controls, Automation, ISO.

6.2 Requirements for the elaboration of the project. Organizational requirements

All documents must be submitted in electronic format (Microsoft Word, Microsoft Excel or Autocad).
Scanned documents are only allowed for field investigations (ie geological prospecting protocols,
official documents).

The languages of the project are Romanian and English. All documents must be prepared and
translated in both languages. The translation of all documents must be done by the designer or by a
specialized translator in the given field (the trader's services are paid by the design company's
account).

In the case of presentations and meetings with the project management (from GIZ or their
representatives), the designer must provide a translator on his own (must be considered in the design
bid).

7. Design time

The duration of the project documentation is 10 (ten) months. Execution of the contract starts after the
guarantee of good execution and handover of the site. Delivery of the site is done within 5 days of
issuing the order. For a period longer than the maximum period indicated by the contracting authority,
the offer will be considered technically inappropriate and will be declared inappropriate.

8 Technical conditions for design

The technical proposal shall be drawn up in such a way that it fully complies with the requirements
laid down in the technical documentation for the procedure and ensures that the minimum technical
specifications in the technical documentation and the annexes thereto are easily identifiable.

Limitations of the bidder's obligations towards the requirements presented in the awarding
documentation are not accepted.

The technical proposal must demonstrate that the bidder has correctly understood the technical
requirements and specifications and must also:

demonstrate that the technical solution it adopts in execution fully meets these requirements;

allow the evaluation of the tender according to the chosen award criterion and the established
assessment factors and sub-factors;

to demonstrate that in case of award of the contract, the Bidder has sufficient material, financial and
human resources, as well as the necessary expertise to ensure the execution of the works in compliance
with all the applicable national standards, norms and provisions and the required deadlines and
budgets.

A detailed description of the organization, methodology and work plan conceived for the execution of
the contract is obligatory. The explicit activities and tasks to be entrusted to the staff involved in the
performance of the contract will be described. The technical proposal will include, but not be limited
to, in strict compliance with the provisions of the Specifications, the following points:

the proposed value execution chart;

the list of machinery and equipment to be used for the project and their number.

In the case of an offer submitted by an association / consortium, the technical proposal will necessarily
include a description of the way in which tasks are shared between members and the level of
involvement from the point of view of the material and human resources used.

The designer will have to submit the following:

1. Any suggestion regarding the Beneficiary's requirements considered important for the successful
performance of the activity, with particular reference to the expected objectives and results,
demonstrating the degree of understanding of the contractual requirements.

2. Opinions on the key issues in relation to the objectives to be achieved and the expected results of the
implementation of the contract.

3. Explanations of the risks and premises that may influence the implementation of the contract.

4. There will be specified the proposed approach for implementing the contract, the list of required and
proposed activities to achieve the objectives of the contract.

5. Flexibility of the bidder in adapting the work plan in case of unforeseeable, objective events.

6. There will be specified the allocated resources and the expected results. In the case of an offer
submitted by a consortium, the division of tasks between consortium members shall be clearly
described.

7. Detailed time planning, sequence and duration of activities, including reference points, taking into
account the time required for mobilization.

8. The time and value graph for the activities of the contract broken down at each design phase will be
presented.
