1. PURPOSE
PETRONAS intends to build a grass root integrated Refinery and Petrochemicals
Complex by developing the RAPID PROJECT (Refinery and Petrochemical Integrated
Development) to meet both domestic and Asia's energy and chemicals demand. The RAPID
PROJECT consists of a world scale integrated site which includes Refinery with a deep
conversion scheme, 300 000 barrels per stream day capacity, Naphtha Steam Cracker of 1.28
million tons of ethylene per year capacity; Petrochemical Derivative Units, utilities, off site and
jetty installations.
The RAPID PROJECT is a fundamental component of the Pengerang Integrated Complex
(PIC) which also includes the following major projects; Pengerang Cogeneration Plant (PCP), a
new LNG Regasification Terminal (RGT2), Raw Water Supply Project (PAMER), Pengerang
Deep Water Terminal (PDWT) and Air Separation Unit (ASU) which provides oxygen and
nitrogen gases to the Complex and to the local market.
The RAPID PROJECT is located at Pengerang, Mukim of Pengerang, Kota Tinggi District,
Johor and is in close proximity to the international shipping lane connecting the Straits of
Malacca, Singapore and the South China Sea
The purpose of this document is to a site waste management system from source of generation
up to disposal stage.

4. ORDER OF PRECEDENCE
In case of conflicts between the LAWS, PROJECT SPECIFICATION and Codes & Standards,
the following order of precedence shall be considered:
If a lower level requirement is more stringent than an upper level one in the hierarchy described
above, PACKAGE VENDOR / PACKAGE CONTRACTOR shall raise a request to OWNER for
a written decision before undertaking any related activity for the SERVICES.
In case of conflict between requirements in different documents at the same level of the
hierarchy, the most stringent requirement shall apply. PACKAGE CONTRACTOR shall provide
its interpretation in writing for OWNERs approval. In all such cases of conflict, OWNER
decision shall be final.
5. SCOPE
Guidelines in handling hazardous chemical within PBJV worksites which cover site waste
management system from source of generation up to disposal stage associated with
Transportation & Installation activities in Construction Site, Yard, Barge Operation,
Onshore and Offshore activities.
6. RESPONSIBILITIES
1. Project manager shall be responsible to ensure all chemical are properly managed and
handled of according to malaysian regulations and other related international requirements or
standards.
2. Material coordinator shall be responsible to ensure all chemical are properly marked, handling
and stored of according to:
a. Occupational Safety And Health (Classification, Labeling And Safety Data Sheet Of
Hazardous Chemicals) Regulations 2013
b. Occupational Safety And Health (Use And Standards Of Exposure Of Chemicals
Hazardous To Health) Regulations 2000
3. Contractor HSE representative shall be responsible to monitor storage and disposal of
chemical according to procedure.
4. Project manager is responsible to ensure effective implementation of the procedure.
5. Chemical handler shall be responsible to comply with this procedure.

7. PROCEDURE DETAILS
i. Material Coordinator shall segregate the chemical based on type of protection requirement as
per stated in the chemicals safety data sheet (SDS).
ii. Chemical can be stored at open yard except those require protection against weather
condition.
iii. Chemical that require protection from sunlight and rain shall be stored in sheltered storage
area. Proper ventilations shall be provided to sheltered storage area.
iv. All chemicals must be stored in durable containers that are able to prevent spillage or leakage
of the wastes into the environment as per stated in the SDS.
v. Containers of chemicals shall be clearly labelled in accordance to the Occupational Safety And
Health (Classification, Labeling And Safety Data Sheet Of Hazardous Chemicals) Regulations
2013
vii. Spill containment shall be provided through the use of sills, sumps and/or drains. It must
conceive to cater 110% of the total volume of the chemical stored.
viii. Exhaust ventilation at the rate of one cubic foot per minute per square foot of floor area, or six
air changes per hour, whichever is greater, and arranged such that exhaust is taken within 12
inches of the floor. Exhaust ventilation shall not be re-circulated within the room or building.
ix. When there is the possibility of an explosive environment, storage rooms shall be located on
the outer perimeter of the building and provided with explosion venting.
x. Emergency eyewash and showers shall be readily available, preferably installed such that the
maximum travel distance from any point in the room to the shower is 25 feet or less or 10
seconds or less.
xi. Emergency communication shall be provided and monitored at a remote location at all times
when someone may be working in the area alone.
xii. Any chemical or gas that has been identified as expired (i.e. beyond manufacturers expiration
date on containers) or out of specification material that cannot be used must be "RED
TAGGED" by material controller, or the responsible chemical user if discovered during storage
or use.
xiii. The material container must be tagged on all sides. Expired material if determined to be
unusable should be sent for disposal as a scheduled waste through the DOE approved waste
collector.

i. The required Personal Protective Equipment must be worn when using, handling, transferring
or transporting chemicals as per specified by the chemicals SDS.
ii. Ensure all containers, baths, holding tanks, storage cabinets, etc., are properly labeled. If a
chemical is transferred into smaller container or secondary container, the chemical
identification and its associated hazards must be clearly labeled.
iii. A supply of spill clean-up materials shall be readily available in high chemical use, transfer and
storage areas (e.g. 5 gallon containers or larger, more than 4 one gallon containers) for use in
spill situations.
iv. As with storage, transportation of chemicals shall be done in a manner to prevent against
accidental contact of incompatible materials.
v. All stocked chemicals should be staged to affect a First-In, First-Out (FIFO) stock rotation
process to ensure that oldest chemicals are used first. This should avoid having chemicals in
storage that exceed the manufacturers expiration dates and should also serve to minimize the
generation of hazardous waste due to raw chemicals exceeding listed expiration dates.
vi. When powered industrial lift trucks are necessary, only trained and authorized operators are
allowed to drive a powered industrial truck to transport chemicals.
vii. When bulk chemicals are transported, only compatible chemicals may be transported on the
same pallet.
viii. All chemical containers on a pallet must be secured before being transported via motorized or
manual pallet movers (e.g. shrink wrap, tie downs, utilization of tension belts, strapping, or
similar means).
ix. When new chemicals are received, every effort must be made to place them within their proper
storage area immediately. In no instance shall chemicals remain outside of the storage area
beyond one shift.
x. Once emptied, chemical containers shall be removed to the designated scheduled waste
dumpster. In no instance shall empty chemical containers remain beyond one shift without
proper handling.
i. Emergency Shower and Eyewash (ES&E) stations are and shall be installed in areas where the
eyes or body of any person may be exposed to corrosive chemicals. The EHS Department
should be consulted for the additional emergency shower and eye wash needs for other
hazardous chemicals.

ii. The ES&E stations shall be installed within twenty-five feet of any hazardous chemical location
or within 10 seconds of travel, must be unobstructed at all times and have a continuous water
supply.
iii. Signs indicating Emergency Shower and/or Eyewash shall be posted at each installation.
iv. ES&E shall be inspected monthly and flushed monthly by Facilities personnel, and the attached
inspection record label shall be completed.
ii. Only persons who have been deemed qualified (received training on chemical hazards and
cleanup techniques) shall clean up chemical spills.
iii. Small chemical spills of known materials (i.e. less than one quart) of low to moderately
hazardous materials can be cleaned up by qualified personnel. The Emergency Response
Team (ERT) should clean up larger spills. In addition, special precautions such as use of
personal protective equipment (PPE) may be needed based on the type and volume of material
spilled.
iv. All chemical leaks must be contained immediately upon discovery, and the leak source
repaired and cleaned up as soon afterward as business conditions allow. At no time shall a
leak be allowed to continue uncontained.
v. Only persons who have been deemed qualified shall contain chemical leaks.
vi. Leaking chemical containers should be clearly labeled to indicate that they are leaking, and
should not be moved without adequate spill containment Damaged or leaking chemical
containers are contained and over-packed if necessary by the Emergency Response Team
(ERT) and placed in designated storage areas. If the leaking container is deemed unfit for use
and declared waste, it should be labeled according to the Hazardous waste rules.
