Hello Sir, Today, I went to sub registrar, Shamirpet, on outskirts of Hyderabad.
According to the sub registrar, certified copy will be issued to anybody who
has the document number. A person who loses the document cannot get a
duplicate in Telangana or Andhra Pradesh. They have to make do with a
certified copy. If they happen to be unfortunate enough to have their document
stolen, burned, washed away in floods, or lost by banks etc., then chances
are that anybody could try to procure their document, and go ahead with sale.
Sub registrar says it is not his duty to establish title, beyond viewing the
person, and confirming the aadhar, pan, etc. If the person who stole the
original is able to manipulate things, chances are that the actual owner has no
choice but to opt for protracted legal battle. In a population of this size, with
few tax payers, and forever agitating and burning public service buses, we
already give less priority to cases in the courts, and have fewer judges. Can't
we set our administration in order so that such things are not repeated?
