New Delhi, the 24th May, 2017
G.S.R. 506( E). In exercise of the powers conferred by sub-section (1) of Section 124, read with sub-section
(1) of Section 132 of the Major Port Trusts Act, 1963 (38 of 1963), the Central Government hereby approves the Kolkata
Port Trust Employees (Recruitment, Seniority and Promotion) Amendment Regulations, 2017 made by the Board of
Trustees for the Port of Kolkata as set out in the Schedule annexed to this Notification.
2. The said Amendment Regulations shall come into force on the date of publication of this Notification in the
official Gazette.
SCHEDULE
Kolkata Port Trust
Kolkata Port Trust Employees (Recruitment, Seniority and Promotion) Amendment Regulations, 2017.
In exercise of the power conferred by Section 28 of the Major Port Trusts Act, 1963 (38 of 1963) the Board of
Trustees for the Port of Kolkata hereby makes the following Regulations further to amend the Kolkata Port Trust
Employees (Recruitment, Seniority and Promotion) Amendment Regulations, 2013:-
1. Short title and commencement:
i) These Regulations may be called the Kolkata Port Trust Employees (Recruitment, Seniority and Promotion)
Amendment Regulations, 2017.

ii) They shall come into force on the date of publication of the approval of the Central Government as required
under the provisions of Sections 124 and 132 of the Major Port Trusts Act, 1963 in the Official Gazette.

2. In the Kolkata Port Trust Employees (Recruitment, Seniority and Promotion) Regulations, 2013.-
(a) in Regulations 3, the entries under sub regulation (d) (ii) shall be substituted as under :-
Head of Division means the Officer-in-Charge of the respective division at Kolkata Dock System or Haldia Dock
Complex.
(b) in Regulation 12, the heading For HODs of clause (a) (i) of Sub-regulation (2) shall be substituted by the heading
For HODs including GMs of HDC.
(c) in Regulation 12, clause (a)(ii) of sub-regulation (2) shall be deleted.
(d) in Regulation 12, in sub-regulation (2), the composition of Service Selection Committee under clause (c)(i) shall be
substituted as under:-
i) Deputy Chairman - Chairman
ii) General Manager (M&S) - Member
iii) General Manager In-Charge of the Department in which the - Member
vacancy occurs
iv) Representative of SC, ST and OBC nominated by the Chairman/
Dy. Chairman, if applicable. - Member

[Any other General Manager to be nominated by Chairman / Dy. Chairman in case vacancy occurs in the
Department headed by General Manager (M&S)]
(e) in regulation 12, in sub-regulation (2), the composition of Service Selection Committee under clause (c)(ii) shall be
substituted as under:-

i) General Manager (M&S) - Chairman

ii) General Manager In-Charge of the Department in which the vacancy - Member
occurs
iii) General Manager (Finance) - Member
iv) Representative of SC, ST and OBC nominated by the Chairman/ Dy. Chairman, if applicable.
- Member

[Any other General Manager to be nominated by Chairman/Dy. Chairman in case vacancy occurs under the
Department headed by General Manager (M&S) or General Manager (Finance)]
(f) in Regulation 12, in sub-regulation (2), the composition of Service Selection Committee under clause (f) shall be
substituted as under:-

i) An Officer of the rank not below Deputy to General Manager - Chairman

(M & S)
ii) An officer of the rank not below Deputy to the General - Member
Manager in which Department the vacancy occurs
iii) An officer of the rank not below Deputy to the General - Member
Manager (Finance)
iv) Representative of SC, ST and OBC nominated by the Chairman/ Dy. Chairman, if applicable.

[Any other officer of equivalent rank to be nominated by Chairman/Dy. Chairman in case vacancy occurs under the
Department headed by General Manager (M&S) or General Manager (Finance)]

Department in which the vacancy occurs
iii) A class-I officer below the rank of Deputy to the General Manager (Finance) - Member
iv) Representative of SC, ST and OBC nominated by the Chairman/ Dy. Chairman, if applicable.

[Any other Officer of equivalent rank to be nominated by Chairman/Dy. Chairman in case vacancy occurs under the
Department headed by General Manager (M&S) or General Manager (Finance)]
(h) in the Schedule, under Haldia Dock Complex, for the post of General Manager (Traffic) at Sl.No. 1, General
Manager (Engineering.) at Sl.No. 2, General Manager (Marine) at Sl.No. 3, General Manager (M&S) at Sl.No. 4 and
General Manager (Finance) at Sl.No. 5, the entries under column-4 (Classification), shall be substituted as under:-
Class I (HOD)
(i) in the Schedule, under Haldia Dock Complex, for the post of General Manager (Traffic) at Sl.No. 1, General
Manager (Engineering.) at Sl.No. 2, General Manager (Marine) at Sl. No. 3, General Manager (M&S) at Sl.No. 4 and
General Manager (Finance) at Sl.No. 5, under column-7 [upper age-limit for direct recruitment (in years)], the figure
