NARRATIVE

On 12/4/2017, at approximately 1907 hours, I observed Robert York driving a green 1995 Ford Ranger and the
passenger Teshina Bates, not wearing a seat belt. A routine check through GCIC revealed the tag came back
suspended with no valid insurance. Upon stopping the vehicle in a gas station parking lot and speaking with Mr.
York, I noticed he was very nervous and he had a hard time making eye contact with me. Mr. York stated he knew
the tag on the vehicle was suspended and it did not have any insurance. I asked Ms. Bates for her identification and
noticed Ms. Bates had red bloodshot glassy eyes and her speech was extremely slow and slurred. Ms. Bates
seemed to be under the influence of a narcotic or an alcoholic beverage. I returned to my patrol vehicle and a
routine check through GCIC revealed Ms. Bates had an active warrant through Rossville P.D. for a failure to appear.
I asked Mr. York to exit the vehicle and asked Mr. York if there was anything inside the vehicle I needed to know
about. Mr. York stated there was nothing inside the vehicle other than a knife behind the seat. Mr. York continued
to act very nervous, he had rigid facial features, his eyes were red bloodshot glassy, and he kept avoiding eye
contact with me. I asked Mr. York if I could search the vehicle and he consented to a search the vehicle and after
patting him down for safety, I had him stand in front of my patrol vehicle. I asked Ms. Bates to exit the vehicle and I
detected a very strong odor of an alcoholic beverage coming from within the vehicle. While searching the vehicle, I
located a plastic cup in the passenger side floorboard with some type of a wine cooler inside of it. Behind the front
and passenger seats, I located a loaded 12 gauge shotgun and behind the drivers seat I noticed a closed white
plastic bag. Ms. Bates stated she was a convicted felon and stated she did not know the gun was inside the
vehicle. Inside of the bag, I located three square looking objects with duct tape wrapped around them. I pulled two
of the objects out of the bag thinking they were possibly narcotics. Upon further examination of the two objects, I
had pulled out of the bag, I noticed there was a fuse coming out of the end of them, and the smaller of the two
objects had copper wire wrapped around it with a 12 gauge shot gun shell connected to it. I laid the two objects on
the top of the tool box and realized the objects were possibly home made explosive devices. I left the other
suspected explosive device inside the vehicle and I placed Mr. York and Ms. Bates under arrest and I read them
their Miranda Warning. Mr. York was placed inside Officer Mike Coleman's patrol vehicle and Ms. Bates was placed
inside my patrol vehicle. Officer Coleman advised me while I was searching the vehicle, Mr. York had stated he had
found explosive devices and narcotics in a parking lot where he works. Officer Coleman stated Mr. York even made
the statement that the contraband he had mentioned was probably still inside the vehicle. Mr. York and Ms. Bates
were both read their Miranda Warning and both subjects stated they understood. Mr. York stated he had forgotten
the gun and the explosive devices were inside the vehicle. Mr. York stated he had found the explosive devices in a
driveway and there were two or three inside the vehicle. Ms. Bates denied having any knowledge about the
suspected explosive devices and the warrant through Rossville Police Department was confirmed. Mr. York and
Ms. Bates were both taken to the Dade County Sheriff's Office separately by Officer Mike Coleman. I notified Sgt.
Chris DeBord of the incident and advised dispatch to notify the Georgia Bureau of Investigation Bomb Unit. The
vehicle was secured by myself, Sgt. Casey York, and Officer Mike Coleman. Special Agents Joe Montgomery,
Daniel Nicholson, and Matt Howard responded to the scene of the incident to dispose of the explosive devices. The
gas station where the vehicle came to a final stop was evacuated and the scene was turned over to Special Agents
Joe Montgomery, Daniel Nicholson, and Matt Howard. This incident was DVD recorded #974-088-17.
