Objectives
As a result of this lesson, the student will be able to:
1) define the terms employment, and social services.
2) identify the social services provided by government.
3) outline how government creates employment opportunities for
citizens.
4) assess the effectiveness of government in providing social services
and employment to citizens.
5) appreciate the various efforts made by government to provide for
its citizen.

Prerequisite Student Knowledge


The student should be familiar with:
1) overall structure of government in Grade 9.
2) role of the executive arm of government in formulating policies to
guide the growth of the country in Grade 9.
3) role of civil service in ensuring government policies are carried
out.
4) how government revenue is allocated for different sectors of the
society by way of a budget

Important Points
1) Governments work through its ministries to provide its citizen with
all the social services needed at the lowest possible cost. Social
services provided by government include the building and

maintenance of health and educational institutions; building roads;
providing electricity, water and telephone; collection and disposal
of garbage; building and maintaining parks and markets; provide
welfare payments such as grants to the poor; provide social
security such as natural insurance, unemployment benefits and
pensions;
2) Employment opportunities are provided when governments take
an active role in the development of the economy by investment in
industry, commerce, transportation, housing and welfare provision.
These sectors are major employers of labour in a country.
If opportunities exists for private investments and investors think
they can make a profit, goods and services will be produced and
jobs will be created. In addition the availability of markets at home
and abroad will create a demand for goods and services. By
injecting more capital into labour intensive projects government
can also create employment. Another factor affecting employment
levels is the need for good labour relations. Government and trade
unions, who lobby for the rights, fair treatment and wages of
workers, must share a mutually beneficial relationship. The age of
entry into, and exit from the labour also needs to be considered

Organize a panel discussion in your class to examine how students
may improve their chances of employment. Choose the panelist
carefully and prepare relevant questions. Work with your teacher to
decide on a date and place for the panel discussion.

Multimedia equipment, computers and internet connectivity enough
for individual or groups of students to use.

Introduction
1) Introductory Activity

The JEEP discussion of cartoon

a. Begin by asking students to read the cartoon projected onto


the screen.
IT Specialist: Please create a cartoon using the following
dialogue.
Busta: Bway, me tired fe siddun a road side all day
Pauly: Den go look work nuh!
Busta: Work! You no see seh no work nuh deh.
Pauly: You nat reading de newspaper or listening to de
news?
Busta: Wat happen?
Pauly: De government have a new programme call JEEP
Busta: Den dat nuh like a SUV car?
Pauly: No man! Me mean Jamaica Emergency
Employment Programme.
Busta: Tell me more bout it.

i. Ask students if they have ever heard of JEEP? If so


let them tell you what they have heard and know.
ii. Next ask them the following questions based on the
cartoon. Who is responsible for implementing
JEEP? Which groups of persons in society do they
think it will target? Do they think Busta will qualify
for a job? Why?
Expected answer: JEEP is implemented by the
government . It targets persons who are
unemployed. Busta will qualify because he is
unemployed.

b. Next direct students to read from the website below about


JEEP.

c. Inform students that this lesson will focus on the function


of government which sees it creating employment for
citizens and also providing social services to satisfy their
need to live a good quality of life.

1) How does government create employment opportunities?

a. Remind students about the cartoon they discussed in the


introduction of the lesson. Remind them that it is the
function of government to provide work for people; hence
the introduction of programmes likes JEEP. If the
government does not take the lead, people will suffer.

what will happen to those persons who have lost
their jobs? What other problems may arise in
society when persons lose their jobs?

brain drain; illegal migration; government revenue
will fall; increase in crime; broken families; persons
may lose property; increase in mental stress which
may lead o suicide.

c. Next have students read from the websites below ways in


which employment can be created by Government. Instruct
them to make notes as they read.

d. After students have read from the websites discuss with


them the ways they have identified in which government
can create employment in a society. Be prepared to answer
any questions they may have about the clips.

e. Next project the following diagram onto the screen which
shows other ways in which government creates
employment. Discuss each with students and answer any
questions students may have about each.

Out-of-Class Assignment
1) Instruct students to visit all the various websites in the lesson
and do their own reading from assigned text books on the
functions of government then write a letter to the editor of a
local newspaper suggesting to government how best they can
improve the provision of social services to citizens.
