1. A PUBLIC HEARING TO CONSIDER PUBLIC COMMENT FOR ENVIRONMENTAL REVIEW


FOR THE CONSTRUCTION OF A DECENTRALIZED WASTEWATER SYSTEM FOR THE
UNINCORPORATED TOWNS OF CATLETT AND CALVERTON - Public Comments on the
Environmental Review shall be received in writing for 30 days form the initial announcement
with a deadline of December 14, 2017 per Virginia Department of Environmental Quality

2. A ZONING ORDINANCE TEXT AMENDMENT TO ARTICLE 7, PART 6, TO ADD SPECIFIC
SCREENING AND BUFFERING REQUIREMENTS FOR NON-RESIDENTIAL USE PARCELS
ALONG INTERSTATE 66 - An amendment is requested to Zoning Ordinance Article 7, Part 6 -
Tree Canopy, Landscape and Buffer Requirements, to require screening and buffering of non-
residential uses along the Interstate 66 right-of-way corridor. This text amendment will require
applicants that submit a Site Plan for non-residential uses to completely screen all portions of
the use, except for buildings, by the use of an evergreen landscape screen, as well as provide a
wooded buffer area along the Interstate right-of-way, meeting the intent of the Comprehensive
Plan. The Board of Supervisors initiated this text amendment on February 9, 2017. The
Planning Commission unanimously recommended approval of the proposed text amendment

3. A ZONING ORDINANCE TEXT AMENDMENT TO ARTICLE 3, PART 4 TO REDUCE ONE OF
THE REQUIRED FRONT YARD SETBACKS FOR CORNER LOTS ZONED TO THE I-1 OR I-2
DISTRICT - Section 2-504.1 of the Zoning Ordinance prohibits any commercial or industrial
activity within a required front yard associated with the principal use. The only use of the front
yard area is therefore limited to buffering and parking. A corner lot is considered to have two
front yards. This text amendment seeks to reduce one of the required front yards on a corner
lot to allow more usable area on these lots. On November 16, 2017, the Planning Commission
unanimously recommended approval of the proposed text amendment. (R. Holder Trumbo, Jr.,

4. A ZONING ORDINANCE TEXT AMENDMENT TO ARTICLE 11 TO ALLOW CELLULAR
EQUIPMENT TO BE LOCATED ON EXISTING STRUCTURES WITHIN THE RIGHT-OF-WAY -
The Zoning Ordinance permits the collocation of antennas and related unmanned equipment on
an existing telecommunications monopole, tower or structure, with no increase in height. This
text amendment seeks to allow telecommunications equipment to be added to existing
structures within the public right-of-way without a legislative approval as amended by SB 1282
on April 26, 2017. On November 16, 2017, the Planning Commission unanimously voted to

5. A ZONING ORDINANCE TEXT AMENDMENT TO ARTICLE 3 TO ALLOW DATA CENTERS
AS A USE IN THE BUSINESS PARK (BP) DISTRICT WHEN USING RECYCLED WATER
FOR COOLING AND SERVED WITH UNDERGROUND POWER LINES - This text
amendment proposes to add a data center as a use in the BP District. Currently, there are no
parcels zoned to the BP District, however, the County has seen increased interest in developing
data centers over the past year. Any future location would need to be rezoned to the BP District
prior to the consideration of a data center. On November 16, 2017, the Planning Commission
recommended denial of the proposed text amendment by a vote of 4 - 1. (Christopher T. Butler,

6. A RESOLUTION TO APPROVE SPECIAL EXCEPTION SPEX-17-008003 - SHEEHY FORD
OF WARRENTON - AN APPLICATION FOR A SPECIAL EXCEPTION TO ALLOW
ADDITIONAL SIGNAGE BEYOND WHAT IS PERMITTED BY-RIGHT (PIN 6995-11-7549-000,
6995-11-5411-000, 6995-11-2367-000 AND 6995-11-4165-000, CENTER DISTRICT) - The
Applicant is requesting Special Exception approval to install two additional building mounted
signs with a total area of approximately 87 square feet. The Zoning Ordinance limits building
mounted signage to a total maximum area of 150 square feet. It also permits the Board of
Supervisors to approve a Special Exception that grants an increase in total sign area of up to
100 percent. Previously, the Applicant has installed approximately 139 square feet of building
mounted signage. If this application is approved, there will be a total of 226 square feet of
building mounted signage on the properties. The properties are located at 6385 and 6389 Lee
Highway, Warrenton. On November 16, 2017, the Planning Commission voted unanimously to

7. COMPREHENSIVE PLAN AMENDMENT COMA-16-004478 - VINT HILL VILLAGE - AN
APPLICATION FOR A COMPREHENSIVE PLAN AMENDMENT TO CHANGE THE
DESIGNATION OF 61.89 ACRES FROM PLANNED INDUSTRIAL DEVELOPMENT TO
MEDIUM DENSITY RESIDENTIAL (UP TO 6 UNITS PER ACRE); ADJUST THE BOUNDARY
AND LOCATION OF THE VILLAGE CENTER CONTAINING 40.18 ACRES; REMOVE THE
SCHOOL SITE PREVIOUSLY DESIGNATED; AND OTHER ASSOCIATED CHANGES (PIN
7915-45-3347-000, 7915-65-5274-000, 7915-65-5084-000, 7915-74-0847-000, 7915-75-5373-

Comprehensive Plan Amendment for the New Baltimore Service District. The
application proposes to change the designation of 61.89 acres in Vint Hill from Planned
Industrial Development to Medium Density Residential, provide a specific location for the Village
Center, as well as remove the previously designated school site and other associated
revisions. The Applicant states the purpose of such an amendment would be to create a
residential area linking existing residential neighborhoods in the area to the proposed Village
Center. The properties are located in the New Baltimore Service District at the intersection of
Aiken Drive and Kennedy Road. The Planning Commission held a public hearing on May 18,
2017 and September 21, 2017 and unanimously recommended denial of the application. (Vint

8. A RESOLUTION TO APPROVE COMPREHENSIVE PLAN AMENDMENT COMA-17-008253 -
A COMPREHENSIVE PLAN AMENDMENT TO CHAPTER 6 - REMINGTON SERVICE
DISTRICT LAND USE PLAN - The Fauquier County Board of Supervisors initiated an
amendment to the Remington Service District Land Use Map at its meeting on October 12,
2017 with a desire to encourage economic development opportunities in the Remington area.
Subsequently, the Fauquier County Planning Commission held a joint meeting with the
Remington Town Council on October 23, 2017 to discuss planning efforts in the Town and
surrounding Service District. Stemming from this guidance, staff has prepared an updated Land
Use Plan and Description. The Planning Commission considered the amendment on November

9. A RESOLUTION AUTHORIZING A PROPOSED BOUNDARY ADJUSTMENT OF A PORTION
OF LAND OWNED BY FAUQUIER COUNTY AND IDENTIFIED AS PIN # 6993-16-9798,
COMMONLY REFERRED TO AS THE CENTRAL SPORTS COMPLEX PROPERTY, TO THE
FAUQUIER COUNTY FAIR BOARD PARCEL # 6993-27-1115 - Fauquier County owns a piece
of property designated as the County's Central Sports Complex. The Fauquier County Fair
Board owns an adjacent piece of property containing approximately 10.24 acres. Fauquier
County wishes to adjust a five acre, more or less, portion of the Central Sports Complex parcel
into the property of the Fauquier County Fair Board to permit the Fair Board to address
stormwater management issues and for the purpose of conducting a tractor pull during the
annual County Fair. The Code of Virginia requires that a public hearing be held to receive
public comment on the proposed sale or transfer of publicly held real property. The attached
resolution authorizes the transfer of a five acre, more or less, parcel from the County's Central
Sports Complex property into the property of the Fauquier County Fair Board. (Richard
