there are Four (4) Youth Parliament Standing Committees for each session:

i. Youth Standing Committee on National Security & Foreign Relations


ii. Youth Standing Committee on Finance
iii. Youth Standing Committee on Political and Electoral System
iv. Youth Standing Committee on Governance

Role & Functions of Youth Parliament Standing Committees:

Each Youth Parliament Standing Committee is required to:

i. Conduct an in-depth Study a particular policy area. Each Committee has been assigned a policy area
with background reading material so as each Committee can work, before the session, to study and develop
draft policy alternatives. Please note, however, that the Background reading may not be the exhaustive and each
Committee is encouraged to also expand its research, wherever required.
ii. Develop a set of cogent and concise policy recommendations in the shape of a report based on a pre-set
deadline

Each Committee will be required to share the final report a follows:

i. Present and Defend the Report to a Panel of Experts. The presentation will result in scoring on each
report by the Panel.
ii. Presentation of Reports will be held with Media presence on the occassion
iii. Share the report and recommendations with:
a. The Government of Pakistan
b. Relevant Parliamentary Committees of Pakistans Parliament
c. News Media, in the shape of press release, news item, article, opinion, blog post, etc.
Work of Committee before the Session

1. The Secretariat will create a Facebook Page for each Committee based on Committee
Membership. Please click on the following

2. Each Committee is required to carry out and coordinate study and sharing of
information and proposals as a group before the session
3. The coordination and activity of each Committee online will be used towards its
evaluation

Guidelines for Members

Members in each Standing Committee would be required to:

Before Joining the Session


i. Critically evaluate and study the policies of the Government of Pakistan on the
particular issue assigned to each committee.
ii. Each policy should be studied from the perspective of a normative ideal (such as
by comparison with good practices in other countries) as well as its existing practice in
order to objectively identify its strengths, weaknesses and areas requiring reform
iii. Develop draft policy alternatives and come up with draft policy recommendations
iv. Use draft policy recommendations to prepare and submit business for the Youth
Parliament plenary in the shape of Bills and Resolutions and submit to the Youth
Parliament Secretariat by or before Tuesday July 22, 2015.
During the Session
i. Each member will bring together his/her policy recommendations to the
Committee meetings during the session for discussion.
ii. Committees will finalise most cogent policy recommendations during first 3 days
of the Committee meetings during the session. A set of final policy recommendations, in
the shape of a maximum 2-page brief, will be shared with the Youth Parliament
Secretariat
iii. Develop and submit a plan of dissemination of Policy Brief with the Government,
Parliament and Media
iv. Present and Defend the Policy Recommendations to the Panel of Experts

Choosing Your Committee Chair


1. While each member of the Committee is equal in status, each Committee is required to elect a Committee
Chair, whose status will be first among equals.
2. While Committees are formed, each of you is free to lobby/position for the role of Committee Chair. Each
Committee, during its first meeting, as first agenda item, vote to elect a suitable Committee Chair.
3. Each aspiring candidate for the post of Committee Chair will be required to outline, in a speech for 1 minute
on why he/she should be voted as Committee Chair. Committee members are required to evaluate the
performance of candidates for committee chair on the basis of:
i. Knowledge of the subject
ii. Initiative in articulating, sharing, coordinating policy review and reform
proposals before the first session
iii. A Cogent plan based on which Committee Reports (Policy Recommendations)
should be shared and lobbied with the Government, Parliament and Media.
4. The election of Committee Chair will be held by secret ballot and the Candidate receiving the most number
of votes will assume the seat of Committee Chair.
5. If no one candidate can secure a majority of the votes in the first round, there will be a run off until there is a
clear winner.
Responsibility of the Committee Chair:
1. The Committee Chair will be treated as first among the equals and as such will be responsible for
consolidating the efforts of the Committee members and ensuring, through leadership, that they deliver the
best possible product within the given time.
2. The Committee Chair will also be giving input on the performance of individual members to the Secretariat.
3. Leading the effort, alongside the Committee, in disseminating the Committee Report
4. Presentation of Committee Report, if advised by the Committee members

Proposed Outline of the Policy Papers
a. Review the Research Question/Topic/Current Policy; What is the current policy? Why is it being
implemented this way? What is the publics perception on it? How well it is working or not working?
b. Purpose- Why should the Government/Relevant Department/Policy making body be asked to consider a
policy change at this time?
c. Proposals: What is the rationale behind proposing policy reforms? How workable are policy reforms?
d. Implementation: How and who should implement them? How and who should monitor implementation
status of proposed policy reforms
e. Dissemination Strategy by each Committee: Who would the Committee target in making reform proposals
and how? What will be follow-up mechanism?
