A LAND PUBLIC TRANSPORT SAFETY INITIAITIVE

PROGRAM OBJECTIVE

SPAD ICOP SAFETY is a SPAD safety initiative for all the Land and Public Transport Operators with the aim of making
safety as a core value, operating norm and culture of the road public transport and the rail public transport industry

PROGRAM TIME LINE-


A-Bus Operators

SPAD ICOP-SAFETY training started for bus operators on 27th November 2012 and the training being conducted as of 29th

May 2013

SPAD ICOP-SAFETY guide book for bus operators have been issued in June 2013

SPAD ICOP-SAFETY circular to bus operators making safety as a licensing condition have been issued effective

20th August 2013

B-Lorry Operators

Training for lorry operators commenced on 20th May 2013 and to be completed on 15th December 2013

SPAD ICOP-SAFETY guide book for lorry operators in progress

C-Audits For Operator Compliance Of Safety As Licensing Condition

External audits of bus and lorry operators compliance to SPAD ICOP-SAFETY to commence in October 2013

KEY SAFETY BENEFITS OF SPAD ICOP-SAFETY

Safety as licensing condition for all land public transport operators to ensure that accidents and
injury involving public transport vehicles is minimized.
Senior management of operators to lead implementation of the SPAD ICOP-SAFETY initiative
through the setting up of Safety Health and Environment Committees(SHE Committee) to spear
head and to monitor progress of implementation of SPAD ICOP-SAFETY
CEO and senior management of bus fleets to be trained by SPAD and tasked to implement this
initiative in their respective companies
SPAD ICOP-SAFETY guides to be used as a standard operating procedures and guidelines by all
land public transport operators to promote standardization of safety compliance by all
operators.
GPS monitoring of every journey by bus operator control centers:

Center to monitor every journey and to call speeding drivers to adhere to speed limits
GPS records to be downloaded on a daily basis and action taken by supervisors and senior management
on driver safety violations

Pre journey safety inspection by supervisors and drivers for every journey based on daily
checklist prescribed by SPAD
Compulsory for 2 internal audits per year by every operator based on audit guidelines provided
by SPAD
1 annual external safety audit per operator by SPAD
Immediate investigation by SPAD for every crash to uphold public interest
Immediate investigation by SPAD for vehicle breakdown en-route journey to minimize journey
disruption and public inconvenience
