1: Introduction
ICT is technology that supports activities involving information. Such activities include
gathering, processing, storing and presenting data. Increasingly these activities also involve
collaboration and communication. Hence IT has become ICT: information and communication
technology.
Information and Communication Technology for Development. Information
and communication technologies (ICTs) offer increased potential for advancing progress
towards economic and social development objectives. ... Making ICT work
for development requires more than expanding the infrastructure.
The development of Somaliland is caused in many factors mainly in ICT, in other factors include
peace, livestock, farms, economy, health, and education. So we mainly focus on the
development of Somaliland according Technology (ICT).
Communications technology, also known as information technology, refers to all equipment
and programs that are used to process and communicate information. Professionals in
the communication technology field specialize in the development, installation, and service of
these hardware and software systems
1.2: The Meaning of ICT
Information and communication technology, or ICT, is defined as the combination of
informatics technology with other, related technologies, specifically communication technology.
IT (Information Technology) encompasses all of the technology that we use to collect, process,
protect and store information. It refers to hardware, software (computer programs), and computer
networks
ICT defines as a concept that include computers other information equipment as well as
computer software, that covers computers, peripheral equipment and other information related
office equipment (photocopiers, cash registers, calculators), communications equipment and
instruments.
ICT is an umbrella term that includes any communication device or application, encompassing:
radio, television, cellular phones, computer and network hardware and software, satellite systems
and so on, as well as the various services and applications associated with them, such as
videoconferencing and distance learning.
In fact, ICT is the combination of electronics, telecommunication, software, networks and
decentralized computer work stations, and the integration of information media, all of which
impact firms, industries, and the economy as a whole. ICT is comprised of a variety of
Communication equipment.
ICTs as a Learning Tool Open learning communities intend to lower barriers and create access to
learning. ICTs provide tools and modalities to exchange local knowledge, culture and languages,
and build bridges among local, national, regional, and even global contexts. This initiative
defines ICTs as tools and processes for disseminating information and facilitating
communication, skills acquisition, knowledge exchange and knowledge creation, locally,
regionally, and internationally. In this context, ICTs include not just new technologies, but all
older information and communication modalities such as radio, pen and paper, music, dance, etc.

2: General Objectives
This Assignment has two key purposes. The first is to specify ICT Development process in last ten years.
The second purpose is to outline a programme of professional development for Education, Health,
Economy, and Telecommunication necessary to implement the specified ICT curriculum successfully.
To explain the various of Stages that ICT Development in our Country (Somaliland)
To understand the meaning what is ICT.
To know the relationship between ICT and Development of Country (Economy).
To know the relationship between Effects of ICT, of Health, Education, and Communication
To clear how the development of Somaliland participates the
To build and share knowledge on ICT uses for meaningful learning and community building through
local and global action research.

3: Development of ICT in SOMALILAND last ten years TEN

As we know the development of our country participate in mainly the ICT, day after day we use
new technology according the year of 2006 and the year of 2017 there is a big difference
between according the technology we use.
In 2006 our country (Somaliland) we didn.t use the modern technology in the places of
government offices, school offices, health places and so on. But this moment we can use in many
places even in our homes or in personal computers that you can use where ever we are.
If we try to say the difference stages that ICT developed in our country (Somaliland) in last ten
years. Like many places.
ICT is not panacea that can solve every problem of society. Most Development experts accept
that ICT can assist poor countries in solving most of their economic, social, Telecommunication,
Health, and political problems, it also brings new development opportunities for our country if
we use properly.
3.1: The following benefits can be achieved in Somaliland by implementing ICT:
According in last ten years Somaliland get benefits by using the ICT technology like
Increased efficiency: using the technology in modern it increases all the activates that
carry out daily like business, health, education and so on.
Computerization of activities: In spite of all shortfalls, It is undeniable that the number
of computers in our country is increasing, Nevertheless, at this moment more activities
are being computerized. Most government offices and other private sectors continue
using modern Technology (ICT) operations to carry out their daily activities. This is
because most organizations have a good understanding of computerization.
3.2: ICT AND BUSSINESS
ICT covers a wide spectrum of specific tools available for a business to use. These tools include
Internet networks, e-mail systems, videoconferencing and smart technology, such as phones and
tablets. ICT is utilized in a variety of different industries for different purposes.
In last ten years Somaliland businesses information and communication technology (ICT) use
and their participation in growth-related activities are strongly linked. For example, some
businesses that use the internet to collect sales orders have higher rates of exporting, innovation
and entering new export markets.
The assignment paints a picture of the use of ICT in Somaliland businesses- in particular, the
relationship between using ICT and carrying our activities among the population of Somaliland
that contribute to business growth.
We found that:
Businesses that use the internet to collect sales orders have higher rates of growth activity that
we the population of Somaliland didnt use before ten years ago.
Export rates are higher for those using ICT, across all business sizes that we can say ICT
participates the development of Economy.
Use of the internet to collect sales orders varies between the entrepreneurs.
Many of our business use application software that they use their business-like accounting
softwares and other softwares.
Somaliland people are deeply use the ICT with their various business.
Somaliland Government use ICT with their offices to facilitate to do easy with their job duties.
Degree of people that use the technology of ICT in Somaliland are estimated 90%.
Degree of technology change and growth-related activities are connected in business at
Somaliland.

3.3: ICT AND EDUCATION


"ICT"is the Information and Communication Technologies. "ICT in Education" means
"Teaching and Learning with ICT". Educational ICT tools can be divided into 3 categories: Input
source, Output source and Others. ... Worldwide research has shown that ICT can lead to improved
student learning and better teaching methods.
All governments aim to provide the most comprehensive education possible for their citizens
within the constraints of available finance. Because of the pivotal position of ICT in modern societies,
its introduction into secondary schools.
STAGES OF TEACHING AND LEARNING.
Teaching and learning are best thought of, not as separate and independent activities, but rather
as two sides of the same coin, interconnected and interrelated. Studies of teaching and learning in
schools around the world identify four broad stages in the way that teachers and students learn
about and gain confidence in the use of ICT.
Discovering ICT tools
The first stage that teachers and learners go through in ICT development is of discovering ICT
tools and their general functions and uses. In this discovery stage, there is usually an emphasis on
ICT literacy and basic skills. This stage of discovering ICT tools is linked with the emerging
approach in ICT development

3.4: ICT AND ECONOMY


In last ten years, progress in information and communication technology (ICT) has caused many
structural changes in Somaliland such as reorganizing of economics, globalization, and trade
extension, which leads to capital flows and enhancing information availability. Moreover, ICT
plays a significant role in development of each economic sector, in our country (Somaliland),
especially during liberalization process. However, in Somaliland we can see how the ICT caused
the economy of our country increase day after day that caused by the technology we use like
computers, personal computers, mobiles and even softwares that we can calculate, safe, and
translate in words the economy of our various places comes from.
Economic growth is the foundation on which Somalilands prosperity and steady improvement in
livelihoods will be built upon. This will require the adoption and maintenance of prudent
economic policies coupled with transparent and efficient management of the economy and public
finances.
The various population of Somaliland use their duties like private sectors and local sectors, in
other hand government and non-government agencies use ICT technology with their duties like
computers, personal computers, mobiles, softwares that facilitates all their duties done by
quickly and easy way to calculate that we can say it participates the economy of Somaliland so it
is affects the technology we use that we didnt have it before ten years ago.
At the present time, in our country (Somaliland), ICT has become a serious part of economy.
Almost all firms and consumers use computers and internet connection for economic purpose,
such as providing consumers with a more diversified and customized product, improving product
quality, and selling goods and services. Evidently, the extension or development of ICT and its
influences on economic growth in both developed and developing countries has increased very
fast during the last two decades, However, Somaliland data on computer, cell phone and internet
users illustrate different ICT diffusion rates across regions like Burao Hargeisa, Borama and so
on.
3.5: ICT AND HEALTH (telemedicine)
In last ten years Somaliland developed in health sectors caused by ICT technology used
the hospitals. However, there are many areas where ICT technology improved like patient
situation, chronic disease, treated some diseases like laser and so on.
Better acceptance of ICT in healthcare Even if everyone were to have access to basic
information and communication technology (ICT), such as mobile phones and personal
computers, the use of ICT in healthcare.
In developed countries, they use ICT technology to health care and efficient delivery
methods.
The health ministry of Somaliland day after day they used modern ICT technology like
computers for health care in various hospitals that exists in different regions, that we can
say it facilitates the Technology.
the use of ICTs in health is not merely about technology, but a means to reach a series of
desired outcomes, such as:
health workers making better treatment decisions;
hospitals providing higher quality and safer care;
people making informed choices about their own health;
governments becoming more responsive to health needs;
national and local information systems supporting the development of effective, efficient, and
equitable health systems;
policymakers and the public becoming more aware of health risks; and
people having better access to the information and knowledge they need for better health.

3.6: ICT AND TELECOMMUNICATIONS


In addition, the telecommunications of Somaliland before the last ten years we didnt use all the
various telecommunications that exists in the world.
But at this moment we can use simply and get the various telecommunications that we can
contact all of the regions of Somaliland, so we can say it participates or facilitates the ICT
technology we use at this time, so ICT is comprised of a variety of Communication Equipment
in Somaliland which includes, Radio, Tv, Emails, Facebook, Videoconference, Lines, and
Software. Therefore, ICT investment includes investments in both computer and
telecommunications, as well as related hardware, software and services, and also ICT helps
them to record the information as Electronic Devices and to store data over the internet.
As we know, in Somaliland there are many telecommunication Company like Telsome, Somtel
and Nation link so we can see as pure how they developed with telecommunication of the world
use, if we mention before ten years we didnt get easy to contact with each other but at this
moment we contact easy the various telecommunication that approved the Telecommunication
companies, and even we use our mobiles the various telecommunication at our home like
Facebook, Email, WhatsApp, Hello, and even other Telecommunications that we can say it
facilitates the telecommunication companies that exists in Somaliland. However, there is a huge
development in ICT at Somaliland

4: Conclusion,
There is a great potential for the use of ICTs for rural development in Somaliland. Unlike some
other African countries, Somaliland is fortunate to have developed an ICT policy, which indicates the
government's commitment to support ICT programmes in the rural areas.
One of the ways of improving access to ICT in the rural areas Somaliland is through the promotion of
community ICT Centres. This has the advantage of mass usage, maintenance, the security of both
service and equipment and the easier collection of charges. Individual communities should be assisted to
build their own knowledge centres where indigenous knowledge is combined with exogenous
knowledge to improve livelihoods.

ICTs are enablers for economic growth sector, Health sector, Communication sector, Business
sector and even Education sector because of their crosscutting nature thus affecting all sectors. Adoption
and proper utilisation of ICTs will lead, among others, to increased yields and quality production of
goods and services. ICT industry can be resourced, properly managed and mainstreamed into a
significant contributor to GDP.
