Presidents Message
The Korean economy can be revived through the creative economy, and the key to realizing the creative
economy is innovation in science and technology. To this end, STEPI is faithfully fulfilling its duties to
implement national policy agendas and meet the prevailing demand for scientific and technological
advancement.
To guide the development of the national policy agenda and lead foresight research in Korea, STEPI
has established the Center for Strategic Foresight, and is also operating a program called Young
Innovators Talk with the goal of promoting entrepreneurship, a critical element in realizing the creative
economy, the current governments top priority in its national policy agenda. STEPI has also opened
the International Innovation Cooperation Center (IICC), which is tasked with the important mission of
exploring specific measures to promote Koreas national interests and its status in the international
community by implementing ODA through science, technology, and innovation.
Currently, STEPIs utmost priority is promoting convergence and collaboration across diverse disciplines
of policy research. The social issues facing the nation, which are the consequences of the quantitative
and qualitative growth of our economy, cannot be solved by taking a unilateral perspective or approach in
a single area. Now, an opportunity to engage in effective interdisciplinary policy research is emerging as
multiple government-funded research institutes have gathered together in the Sejong National Research
Complex. Building on this development, STEPI will strive to promote convergence and collaborative
research not only among research institutes in economics, humanities, and social science but also with
government-funded science and engineering research institutes. STEPI is also committed to promoting
an R&D system designed for challenging R&D projects, which are often subject to market failure, and
investigating and realigning the roles and responsibilities of government-funded research institutes so as
to assist small- and medium-sized companies.
For the past 70 years, Korea has been a fast follower, closely following the development paths of
other countries, but now, for the next 70 years, the country needs to adopt a so-called first mover
strategy in order to become a leader for other nations. As such, STEPI is proud to serve as a leading
global think tank in S&T policy research while endeavoring to tackle these national challenges. We look
