1.PurposeoftheSTS

Thestatictransferswitch(STS)shallbeofstaticdesignandusedtotransfer,automaticallyormanually,one
ormorethreephaseloadsfromonepowersource(Source1)toanother(Source2)andback,without
interruption.Ifthesourcesupplyingtheloadsfails,transfertotheothersourceshallbeautomatic.
TheSTSshallprovideaneffectivesolutiontothefollowingneeds:
completeseparationofthetwosourcesandoftheassociateddistributionsystems;
sourceredundancywithnobreaktransferoftheloads,inexistinginstallations;
separationofloadstoavoidmutualdisturbances.
TheSTSthusimprovestheavailabilityofenergy,whilefacilitatingoperationandmaintenance,in
installationssupplyingsensitiveloads.

2.Description

2.1Operatingprinciples

2.1.1Transferbetweentwosources
Thestatictransferswitchshallcomprisetwoinputs,calledSource1andSource2,suppliedbytwopower
sources.ThefirstshallbetermedthePreferredsourceandthesecondtheAlternatesource.

TheSTSoutputshallbeconnectedtoacriticalload.Intheeventofapowerfailure,theSTSshall
automaticallytransferfromonesourcetotheotherinlessthanaquartercycle(5ms).Transfermaybeofthe
threepoleorfourpoletype,dependingontheapplicablestandardsfortheinstallationandthesystem
earthingarrangement.

2.1.2Symmetricaloperation
STSarchitectureandoperationshallbetotallysymmetrical,i.e.itshallbepossibletoselectSource1as
eitherthePreferredsource(withSource2astheAlternatesource)ortheAlternatesource(withSource2as
thePreferredsource),withmodificationofthisorderatanytime.
Selectionshallbepossible:
locallyviathecontrolandmonitoringpanel;
remotelyusingremotecontrolfunctions.

2.1.3Reversibilityoftransfers
Dependingoninstallationoperatingconditions,theSTSshallalsoallowautomaticreturntransferfromthe
AlternatesourcetothePreferredsourceunderthesameconditions.
Independentwithrespecttothepowersources
TheSTSshallbecapableofoperatingwithalltypesofpowersources(ACdistributionsystems,UPSs,
enginegeneratorsets).However,toensureproperoperationofthepowersupplysystemasawhole(sources,
STS,loads),sourcesmustnormallybebalancedasregardsvoltage,synchronizedandinphase,either
naturallyorbymeansofaspecificsynchronizationdevice(installedatsourcelevel),asindicatedinsection
3.1.4).

2.2Technology

2.2.1Statictechnology
Thestatictransferswitch(STS)shallconsistof2threephasestaticswitches,oneontheSource1path,the
otherontheSource2path.
Eachstaticswitch(SS)ismadeupof3pairsofreverseconnectedSiliconControlledRectifiers(SCR).The
staticswitchesmustbecapableofsupportingtheentireload.
Forfourpolebreaking,inadditiontothestaticswitch,doublecommutationoftheneutralshallbeensured
byanelectromechanicalcontactortomaketransfermoresecure.

2.2.2BreakBeforeMakeswitchingtechnology
Theswitchingtechnologyshallbeofthe"BreakBeforeMake"type.
Thistechnologychecks,phasebyphase,theextinctionoftheSCRsinthestaticswitchtobeopenedbefore
triggeringtheSCRsoftheotherstaticswitch.Inthismanner,thetwopowersourcesareneverconnectedin
parallel.ItshallthereforebepossibletousetheSTSfortransfersbetweensourcesofdifferenttypes,
impedances,voltagelevels,frequenciesandphases,andnonethelesspreventpropagationoffaultsfromone
sourcetotheother.

2.2.3IndividualSCRmonitoringtechnology

ThestatictransferswitchshallincludeanSCRmonitoringsystemthatcontinuouslypollseachSCRsoasto
preventtheexchangeofcurrentbetweenthetwosources,preventinganyriskoffaultpropagation.

2.3Operation,maintenance

2.3.1Mimicpanel
Onthefrontpanel,acompletemimicpanelshallgroupthecontroldevicesandvisualizethevariousstatuses
ofthesourcesandloads(seesection7"Userinterfaceandcommunications").

2.3.2Bypassofthestaticswitches
Toallowmaintenanceandtroubleshootingoperationstobeperformed,theSTSshallbeequippedwith3
switchesforisolationofthestaticswitchesaswellas2bypassswitches,providedwithamechanical
interlockingdevice.Theswitchesshallbeaccessiblefromthefrontofthecabinet.

3.Operation

3.1Transferconditions

3.1.1Monitoringthepowersourcesandtransferconditions
TheSTSshallcompriseanelectronicsystemtomonitorthetwoupstreamsources,phasebyphase,for
overvoltageandundervoltage,frequencyandpresenceoffaults.
Thissystemshallpermanentlycarryoutthefollowingcheckswhichconstitutethe"transferconditions":
sourcevoltages(PreferredandAlternate)arepresentandlevelsarewithintheauthorized(adjustable)
tolerances(seesection3.1.2"Voltagerangesetting");
phaseanglebetweenthePreferredsourcevoltagesandtheAlternatesourcevoltagesiswithinthe
authorizedtolerances(seesection3.1.3"Phaseanglesetting");
frequencyofeachsourceiswithintheauthorized(adjustable)tolerances,(seesection3.1.4"Frequency
rangesetting");
nooverloadordownstreamshortcircuit.
Toenhancetheavailabilityofenergy,certainvoltage,phaseangleandfrequencyvaluesshallresultina
"downgraded"operatingmodethatdoesnotinhibittransfer,butissignalledtotheuser.

3.1.2Voltagerangesetting
ThemonitoringsystemforthePreferredandAlternatesourcesshallincludeacheckonthevoltageand
enabletheusertosettwoadjustabletolerancethresholds:
overvoltagedetectionthreshold:adjustablefrom+5%to+20%,in1%steps,withrespecttotherated
voltage.Belowthesetvalue,thesourceshallbedeemed"withintolerance"andabove"outoftolerance";
undervoltagedetectionthreshold:adjustablefrom5%to20%,in1%steps,withrespecttotherated
voltage.Withinthesetvalue,thesourceshallbedeemed"withintolerance".Beyondthesetvalue,the
sourceshallbedeemed"downgraded"toaminimumvalue(e.g.32%),setwithrespecttotheratedvoltage.
Beyondthesetminimumvalue,thesourceshallbedeemed"outoftolerance".

3.1.3Phaseanglesetting
ThemonitoringsystemforthePreferredandAlternatesourcesshallincludeacheckonthephasedeviation
andenabletheusertosetanadjustabletolerancethresholdfrom1to45degrees,in1degreesteps.Within
theselectedrange,whichmustbeincludedinthemaximumrangeof45and+45,thesourcesshallbe

consideredwithinphasetolerances.Otherwise,thesourcesshallbedeemed"outoftolerance"andthe
transfershallbedisabled.

3.1.4Frequencyrangesetting
ThemonitoringsystemforthePreferredandAlternatesourcesshallincludeacheckonthefrequencyand
enabletheusertosetanadjustabletolerancethresholdfrom1to10%withrespecttotheratedfrequency.
Ifthefrequencyvalueexceedsthetolerancelevel,thesourceshallbedeemed"downgraded".

3.1.5Synchronizationmodule(option)
Toincreasetheavailabilityofthesourcesfortransfer,theymaybesynchronizedbyasynchronization
modulehavingthefollowingmaincharacteristics:
themoduleshallmonitorthephasedeviationbetweenthesources(MGEUPSSYSTEMSUPSs);
themoduleshallincludeasynchronizationfunctionthat,whenactivated,reducesthephasedeviationand
maintainsitwithintherangespecifiedinsection3.1.3);
thesynchronizationfunctionshallbeactivatedwhenthemoduledetectsaphasedeviationbetweenthe
sourcesexceedingthespecifiedrange,otherwiseitshallbeonstandby;
thesynchronizationfunctionshalloperateintwomodes:
automatic:inthismode,themoduleshallautomaticallydeterminewhichsourcecontrolstheother,
dependingontheoperatingconditions(availabilityandstabilityofthetwosources);
manual:inthismode,theusershalldeterminewhichsourcecontrolstheother.

3.2Transfermodes

3.2.1Transferinautomaticmode
Automatictransfer
Duringnormaloperation,theloadshallbesuppliedbythePreferredsource.Ifoneofthevoltageor
frequencyparametersforthePreferredsourceis"outoftolerance"andifthephaseanglebetweenthe
sourcesiswithintolerances,theSTSshallautomaticallytransfertheloadtotheAlternatesource.
Ifthetwosourcesaredowngraded,thecontrolelectronicsshallfavorthesourcemostsuitabletosupplythe
load.Inthiscase,onlythevoltageamplitudeparametersshallbetakenintoaccountintheefforttomaintain
supplytotheloadandensureitsprotection(overvoltages).
Automaticretransfer
Followinganautomatictransfer,theAlternatesourceisactive.AssoonasthePreferredsourceisagain
consideredwithintolerances,theorderforretransfertothePreferredsourceshallbeissuedafteran
adjustabletimedelay.Retransfershallbepossibleonlyifthe"automaticretransferenabled"modeis
selected.
Manualretransfer
Ifthe"automaticretransferdisabled"modeisselected,transfershallrequiremanualaction.

3.2.2Transferinmanualmode
Simplemanualtransfer
TheusermayvoluntarilychoosetotransfertheloadtotheAlternatesourcemanually.Thisisessentiallythe
sameaschangingthePreferredsourceassignment.Instantaneousmanualtransfersshallbeauthorizedonly
ifthetwosourcesarewithintolerances.
ManualtransferwithoutofphasesourcesRollingSynchsequence
Inmanualmode,transfershallbepossibleevenifthesourcesaredesynchronizedandslippingwithrespect
tooneanother,usinga"RollingSynch"typesequence(transferatthemomentwhenthezerocrossoverof
thetwovoltagewavescoincides).

Manualtransfersshallbeauthorizedonlywhenthephaseanglebetweenthesourcesiswithinthe45
settingrange.
Transferordersstoredinmemory
Ifanorderformanualtransferisissuedwhenthetransferconditionsarenotsatisfactory,theordershallbe
storedinmemory.If,afterasettime(0to30minutes),theconditionsarestillnotsatisfactoryandtheorder
couldnotbeexecuted,theordershallbecancelledandthesystemshallreturntotheoriginalcondition.

3.2.3Transferin"protected"manualmodeunderunsatisfactoryphaseconditions
Ifthephaseconditionsbetweenthetwosourcesarenotcorrectandifthetwosourcescannotbe
synchronized(i.e.broughttowithinthe45phaseangletolerances,seesection3.1.3),transfershall
nonethelessbepossiblemanuallybytheuserviathecontrolpanel(thisfunctionispasswordprotected).
Transfershalltakeplacewithanadjustablebreak(0to3seconds)inthesupplyofpowertotheload.

3.2.4Transferin"forced"manualmode
Iftransferhasbeendisabled,itshallnonethelessbepossibletoforcetransfermanuallybyauthorized
personsviaasoftwaretool.Transfershalltakeplacewithanadjustablebreak(0to3seconds)inthesupply
ofpowertotheload,irrespectiveofthestatusoftheloads.

3.3Transfertime

Thetransfertimeisdefinedasthetotallengthoftimebetweentheoccurrenceoftheeventinitializingthe
transferandthemomentwhenthethreephasesoftheloadarefullyswitchedtotheAlternatesource.
Undernormaloperatingconditions(sourcessynchronizedbeforetheevent)andwhensupplyingcomputer
typeorslightlyinductiveloads,transfertimeshallbelessthan2ms.
Thisvaluemaybeexceededinthecaseofspecificinstallationsandfaultssuchasarealshortcircuitonthe
PreferredsourcelineupstreamoftheSTSwithahighlyinductiveload,butshallneverexceed5ms(one
quarterofaperiod).

3.4Transferwithoutofphasesources

IfthephaseconditionbetweenPreferredsourceandAlternatesourcevoltagesisnotrespected(phase
deviationoutsideauthorizedtolerances),thetransfershallbe:
eitherperformedwithavoluntaryloadsupplyinterruptofafewperiods;
orinitiatedinstantlywithouttakingthephasedeviationintoaccount(choicemadebyoperatorduring
configurationoftheunit),ifthisisacceptedbythetypeofloadsupplied.
Aslongasthephasedeviationbetweenthetwopowersourcesisgreaterthanthesettolerance,manual
transferorretransfershallnotbepossible.

3.5Transferdisablement

3.5.1Transferdisabledonadownstreamfault
Ifanoverloadordownstreamshortcircuitisdetected,thetransferisdisabled.

3.5.2Voluntarydisablingofatransfer
Aninputintendedforconnectiontoavoltfreeremotecontrolcontactshallbeusedtodisabletransfersof
anykind.ThisfunctionisparticularlyusedforinstallationscontainingseveralSTSsandasingleAlternate
sourcewithapowerratinglowerthantotalinstalledpower.ItshallpreventtransferoftheotherSTSunitsas

soonasoneofthemhastransferreditsloadtotheAlternatesource(thusmakingitunavailabletotheother
loads).

4.Protectionagainstinternalfaults

4.1Faulttolerantdesign

TheSTSshallbydesignbefaulttolerant.Intheeventoffailureofaninternalcomponent,theSTSshallbe
switchedtotheoperatingstatus(transferinitiatedordisabled)whichbestensuresavailabilityofthepower
supplytotheload,whileanalarmsignalshallbetriggeredtoalerttheoperator.

4.2SCRmonitoring

AspecificdeviceshallpermanentlymonitorcorrectoperationofeachstaticswitchSCR(detectionofSCR
shortcircuitfault,opencircuitfault,orgatecontrolcircuitfailure).
Ondetectionofafault,theSTSshallswitchtothebestoperationmodetoensurethesafetyofthepower
supplytotheload,followingthesequencesbelow:
manualtransfertoandlockingontheAlternatesource:
>ifa"Preferred"SCRopencircuitisdetected;
>ifan"Alternate"SCRshortcircuitisdetected,thePreferredsourceshallbeisolatedbyshunttrippingof
theisolatingcircuitbreakerofthePreferredstaticswitch.

4.3Overtemperaturedetection

Withthesameaimofensuringavailabilityofthepowersupplytotheload,internalovertemperature
detectionistripled.
Oneinternalovertemperaturedetectionshallcauseanalarmtobetripped,butshallnotcausetheunitto
stop.Thisshalloccuronlywhenasecondovertemperatureisdetected.

4.4Redundantsupplieswithalarm

TheSTScontrolelectronicsshallhaveredundantlogicelectricalpowersuppliessuchthatafailureonone
shall:
notresultintheinterruptionofpowertotheload;
tripanalarm.

4.5Selfmonitoringandredundancyofthecontrolelectronics

Thecontrolelectronicsshallcontinuouslymonitorallparameters(sources,load,staticswitches)andcontrol
thestaticswitches.Thissystemforcontrolandmonitoringshallbemadeupanumberofboardscombining
logicanddigitaltechniques,thusenablingboardselftestsandavoidingallsettingsusingpotentiometers.
Theboardsshallalsoincludedifferentlevelsofredundancyandoperationindowngradedmodetoensure
maximumcontinuityofservice.

4.6Physicalseparationofthestaticswitches

EventhoughthetwoSTSstaticswitchesneveroperatesimultaneously,thecoolingsystem(radiatorand
ventilation)isdoubledtoenableseparationandaphysicaldistancebetweenthemodules,thusenhancing
systemavailabilitybyavoidfaultpropagation(thermalandelectricshock).

4.7Thermalmarginofthesemiconductors

Thesemiconductorsshallhavesuitableinversepeakvoltageandjunctiontemperaturevalues.Toenhance
reliability,theyshallhaveathermalmarginwithrespecttothejunctiontemperature,foramaximumload
current,ofatleast25Cbelowthemaximumtemperatureina40Coperatingenvironment.

Themainelectricalcharacteristicsshallbethoselistedbelow.

6.Mechanicalcharacteristics

6.1Modulardesign

TheSTSshallbemodularindesign.Itshallbemountedinmetalcabinets,placedoranchoredtothefloor,
meetingtherequirementsofprotectionindexIP20,incompliancewithstandardIEC60529.
Themechanicalstructureofeachcabinetshallbesufficientlystrongandrigidtowithstandhandlingand
installationoperationswithoutrisk.
Thecabinetsshallbedividedintosectionswhereallelectromechanicaldevices(circuitbreakersand
switches)shallbeseparatedfromallelectronicassembliesandPCboards,tomakemaintenanceonthe
electronicdevicespossibleafterisolatingthevariousparts.
Subassembliesshallbedesignedtofacilitateaccessandreplacementofparts.Thesystemshallbemounted
suchthateachelectricalcomponentmaybereplacedwithouthavingtosolderorusespecialtools.

6.2Wiringandcables

Entryofupstreamanddownstreampowercables,aswellasanyauxiliarycables,shallbepossibleatthe
bottom,orthroughthebottomforafalsefloor.
Installationshallbefacilitatedbyclearmarkingofconnectionterminals.Connectionsshallbemadethrough
thefrontofthecabinet.
Allconnectionsshallbedirectlyaccessible,withouthavingtoundootherconnections.
Internalconductorsshallbegroupedtoformcablesorbundlesofconductors,thensecurelyjoinedtogether.
Allwiresandcablesshallbeclearlyidentifiedusingsuitablelabels,acolorcodeorstamped.
Thelowvoltagecontrolandmonitoringwiresshallbemaintainedatdistancefromallpowersourcesto
avoidanyrisksofdisturbances.Thesystemshallbeequippedwithanearthcircuitconnector,incompliance
withthestandardslistedinthe"standardsandtests"section.

6.3Monitoringofcircuits

LEDsshallindicatecriticaloperationonapaneltofacilitatemaintenanceandservicingintheeventofa
breakdown.

6.4Materialsused

AllmaterialsandpartsusedintheSTSshallbenew,recentlymanufacturedandofsuperiorquality,without
faultsandimperfections,andshallnothavealreadybeenused,unlessasrequestedfortestingpurposesinthe
factory.Manufacturingtechniquesshallbesuperiorinquality.

6.5Shortcircuitwithstandcapacity

Thecomponentsusedandtheirassemblyshallguaranteetheannouncedshortcircuitwithstandcapacityof
theSTS(includingallelectromechanicalandelectronicdevices,interconnections,cablesandbusbars).

6.6Switchgearandcontrolgear

Thecircuitbreakersensuringmaintenancesafetyandthebypassinput/outputswitchesshallbeconnected
suchthattheymaybeeasilyremovedforreplacement,calibrationortests,withoutinterruptingthesupplyof
powertothecriticalload.
Mechanicalinterlocksbetweenthetwomaintenancebypasscircuitbreakers(switches)shallprohibit
simultaneousclosingbyusers.
Logicalprotectioncircuitsshallensurethatiftheuserclosesthemaintenancebypasscircuitbreakeronthe
oppositeside(i.e.insteadofthecircuitbreakerontheactivepath),theSTSautomaticallyswitchestothe
closedside.
Thepurposeshallbetoavoidaninadvertentconnectionofbothsourcesbytheuser.

6.7Ventilationandcooling

Asuitableventilationsystemshallensureoperationofcomponentsattheratedtemperature.Thesystem
shallbesufficienttoenabletheSTStooperateatfullload,takingintoaccountoverloadcapacitiesaswell.
Asufficientnumberoffansshallbeinstalledtoensurecoolingduringoperationononeortheothersource
alone.Thenumberoffansshallbesufficienttoprovideredundancy.TheSTSshallbecapableofcontinuing
tooperatewithuptotwofansoutoforder.Allfanfaultsshallbeindicatedbyavisiblealarm.
TheventilationsystemshallbedesignedsuchthattheSTScancontinuouslyoperateatanambient
temperatureof40Candatarelativehumidityof95%.
Thefansshallbeeasilyaccessibleandreplaceablewithoutdisturbingsystemoperation.Fansshallhavea
servicelifeofatleasttenyears.

Inparticular,themainequipmentmanufacturingstagesshallbesanctionedbyappropriatetestssuchas:

completefunctionalchecksonthefinalproduct.
Equipmentshallundergoonloadburninbeforeleavingthefactory.
