MINUTES OF THE MEETING


August 29, 2017

Attendance was passed around. There were 52 attendees.
Senior High School- complete
Related Subjects- Mrs. Miriam Ballesteros is out because she is attending the NCAE orientation. In
like manner, Ms. Marlyn Simon was out for a contest.
Vocational Subjects Department- complete
Personnel- Mrs. Remedios Balunsat and Mrs Marita Taguinod were out. Mrs. Caridad Blas was also
out for a contest.

Mr. George C. Cauilan, Head Teacher I, Vocational Subjects Department told everyone that they should be
thankful for having an intelligent principal in the person of Maam Bell. Thereafter, Dr. Maribel Arellano likewise
thank everyone for all the support and cooperation.

She started off the meeting with an exam, asking the body to bring out a piece of paper for a starter building
up situation. She posed these two questions for the body. What have I done as a teacher, head, finance manager
ect.? and What else do I want to do/ accccomplish?

She requested representatives from each department or subject area to share their accomplishments and
future plans. Ms. Emmnaueliza Dillig of SHS, Mr. Ernesteo Cabigas of TLE, Mrs. Catubag of SHS, Mrs. Salud Tamayao
and Dr. Regina Bauit as Master Teachers shared their asnwers to everyone. Dr. Arellano thank everyone for
accomplishing the activity. She asked Mr. Cauilan to collect all the copies for her to read. She explained to the body
that the activity was to let her know where to lead. She further said that the need to convene and talk will look into
things everyone wanted to accomplish. While there may be things new, she emphasized that the body should not
forget what Sir Oli has started.

Agenda:

1. Plans
Dr. Arellano informed everyone that like any other school head, she wanted to bring the school to
where it should be located. She clarified that she maybe young but her dreams are not young. She said they
are very fragile where everyones heart desire.
2. Loading
She informed the body that she will initiate transformation and reforms that will make everybody
happier and that will bring them to higher heights. She told the body that she informed the Schools Division
Superintendent Dr. Leila Areola that there are only two heads in the school therefore; she needs subjects
area coordinators. She explained that she has to open the avenue for all. She pictured out the real scenario
to the teachers. She said, while it may be true that DepEds mantra is Para sa Bata at Bayan (PBB),
everything that is done has to be paid off. She encouraged the body to plan for oneself.
3. Assessment
Having informed and requested the SDS, the assessment for Department Heads based on DepEd
Order No. 66 was opened. Dr. Arellano explained the structure to the body. She said that the Master
Teacher II is her sidekick, the Asst. principal by designation and the Head Teacher. So, when shes out,
especially when shes in BEA/NEAP, Dr. Regina Bauit, Master Teacher II and Mr. George C. Cauilan, HT 1,
will take charge. She further enlightened the body by telling that the erason why INHS teachers are still
working despite her absence is because there are department heads to look into them. She then told that
the following subject areas / departments are automatically occupied by the following:
For Filipino, since she is a Master teacher, the head will be Mrs. Salud P. Tamayao
For Science, we have the Master II, unless she waves it, the head will be Dr. Regina Bauit.
For Vocational Subjects, the Master Teacher I will head it, Mr. Jack Tulauan
For Mathematics, automatically, the head is Mrs. Miriam M. Ballesteros
For Senior High School, Mrs. Marvelyn Catubag will head it.
The Accountant will automatically heads the Non-Teaching Staff.
Dr. Arellano stressed that whoever Mr. Oli designated in the positions will be retained.
On the other hand, the following subject areas are open for the assessment of department heads:
English
Araling Panlipunan
MAPEH
She then encouraged the teachers concerned to prepare and submit their documents at the office for
assessment.

4. NCBTS-TCSNA-IPPD
Dr. Arellano asked the body to submit a Career Pathway. She instructed everyone to list down the trainings
attended for the last five (5 years). Furthermore, she also encouraged the body to look for trainings and seminars
that they may want to attend. She informed the body on the three (3) ways to attend a seminar:
DepEd Memo
Deped Advisory- Wherein you are on official time and all expenditures is paid by the attendee.
Invitational-paid by the invitee or the Schoolss MOOE. She told the body that on September 19-
23, she will be out because she will be attending the Educators Congress at PICC.
She warned everyone not to quarrel with finance staff.
Deadline of the submission of the career pathway will be next week.
5. LAC session
Dr. Arellao asked the body if they are conducting LAC session. The body said they dont do LAC session.
She then told to look into the possibility on the mutual schedule of teachers for the conduct of LAC session.
6. Clubs and Organizations
Dr. Arellano asked Ms. Dilllig of the club she mentioned on her activity. Ms. Dillig answered Youth Club. Dr.
Arellano instructed Ms. Dillig to draft the Constitution and By-Laws. She also emphasized that even the SSG
should have its own. She explained that she understands that the body has a National document to follow but
the SSG Constituion and By-Laws has also to be drafted based on the needs of the school children.
The principal also inquired of the existing clubs and organizations in the school. She was informed of the
advisers of the following clubs and organizations:
For STEP- Mr. Vicente Bunagan and Mrs. Marilyn Agcaoili
Dr. Arellao asked why there are two (2 advisers). She was informed that there is one adviser for
boys and one for girls.
For YES-O , Ms. Yvonne Paredes. She was informed that Mrs. Paredes was on leave and is
substituted by Ms. Jesica Castro.
For Red Cross, Mrs. Caridad Blas
National Greening Program-Mr. Emanuel Bala. Dr. Arellano told that the partner of Mr. Bala in this
program should be a Science Teacher.
School Paper- Mrs. Salud Tamayao (Filipino) Ms. Marlyn Simon (English)
Dr. Arellano informed that Mrs. Salud Tamayao can no longer be the adviser of the school paper.
She told that an examination should be taken for the incoming adviser. She also encouraged the
Senior High School to come up with even just one school paper. She emphasized that Mrs. Catubag
cannot be an adviser of the school paper.
Boy Scout- Dr. Arellano was surprised to note that the school is not active in scouting. She urged
the body to participate because in the ranking, there is a high points for it. She even asked where
the SHS students are insured. She was informed that the students were insured in Red Cross. Mr.
Ernesto Cabigas volunteered to be the adviser of the Boys Scout but Dr. Arellano said he has a lot
of things to dod already, especially the ROTC. Finally, Mr. Erwin Corsino, was suggested to be an
adviser.
Girl Scout- Mrs. Hernelie Ranjo volunteered to be an adviser, but Dr. Arellano disapproved by
saying Mrs. Ritchell Calubong had undergone training during her time in Malummin so she has to
take advantage of that now.
Other Organizations- Dr. Arellano advised all the club advisers to make their organizations legal for
it to stand. She further stated that the Office appreciates it if proposal comes ASAP.
TEA- Dr. Arellano requested to submit the by-laws for Review and also some documents for
everyone to know what is happening.
7. Meeting with Accountant
Dr. Arellano informed everyone that she still has to meet with the accountant to show how much money is
left and to know and undertstand how is it to be in Tuao VTS.
8. Supplies
Dr. Arellano instructed the SHS ADAS that materials should be kept and recorded. She explained that there
is a very clear disbursement in Senior High School. She further stated that materials should also be maximized.
She also asked of the supplies received by the Junior High School Staff. The teachers audibly exclaimed
there were no materials received by them. Dr. Arellano asked the Supply Officer about it, and he answered, they
prioritized the repair of the buildings over those materials. She then narrated the spirit of sharing in INHS, that
Senior High School Teachers share their materials to JHS. She emphasized that both ends should meet.
9. Finances/PTA issues
No meeting with the PTA was held yet.
10. Canteen
Dr. Arellano asked the status of the canteen. She was informed that there were 46 members and
dividend is given every December. She also told the body that the guards should be included. She also
inquired about the sharing if it is based on DepEd Order no. 08 s., 2007.
Mrs. Joan Cannu, informed that apart from the capital share, 10% is given to the admin share, and
10% for the maintenance share.
Dr. Arellano also requested that a share should also be given to clubs and organizations. She also
asked about electricity and water. Mrs. Cannu told that the light and water is paid by the canteen funds.
Dr. Arellano asked of the dividend received last year. She was informed that each member had received
P4,000. Dr Arellano said it is better than the bank.
11. Credit Coop
Dr. Arellano asked about the cooperative. She was informed by Mrs. Cannu that the cooperative is the
canteen (Store and Credit). She was also informed of the system of credit.
For P6, 000 in 3 months, there is 3% interest. Dr. Arellano inquired if the cooperative was registered in the
CDA. Mr. Noel Febrera said that they tried to apply but there were burdens like having an accountant, paying
five (5) thousand every accounting session. He emphasized that the school accountant cannot audit the TEA
funds. Dr. Arellano also asked the system of collecting. Mrs. Cannu said that there is difficulty collecting because
the borrowers do not have volunteerism. Dr. Arellano told everyone that, oneself is not just failed but also
everyone in the coop.

14. 7 HT1-P2 Assessment
` Dr. Arellano asked the body who among them are part of the assessment. The body responded that no one
was informed about it. She said she will ask the Division Office if it is still open. She admonished those who have
been three (3) years in service to being assessed. She requested a show of hands to those who are Teacher 1.
She asked them why and MRs. Sheila Castro said, hers has an approved ERF waiting for an appointment. Mrs.
Lilian Asuncion said she was called last week for an appointment. Documents of Mr. Emmanuel Bala has also an
approved ERF but no appointment yet. Dr. Arellano said SPIOP should be checked because appointments come
in bulk. Dates of approval may have varied but appointments have the same date. Mrs. Juliet Manzano and Mrs.
Kristee Olipas also informed her that they are currently enrolled and have already finished 12 units. Dr. Arellano
challenged them to finish it fast.
For Senior High School, Mrs. Marvelyn Catubag informed the principal that three (3) of them are Master
degree holders and when asked about ERF, she was told that theres no ERF for Senior High School. Dr. Arellano
answered that SHS is different because they are special. Something is stored for them that is better. She also
emphasized that ERF is a long process. He even asked Sir Jorge about his appointment. From Teaher 1- Teacher
3, his ERF was approved in 2005 but has received only his T3 appointment after 5 years . For HT, his approval is
on June 13, 2016 and his appointment was issued on the 1 st day of August. Mrs. Arellano stressed that there is
something to look forward to. Se also asked the T2 items status of the newly hired SHS teachers and asked them
why. Ms. Rona Joy Pentecostes told the body that she is under contractual because she lack points. Mr, Julian
Tagal was asked if he had applied for LET. Mr. Tagal claimed that the application for LET when he went to PRC
was already closed. Dr. Arellano challenged him that the next time, he should be the first one to apply and he
has to pass the exam.
15. DLP/DLL
She asked everyone if DLP and DLL are submitted and checked regularly. Everyone responded a resounding
Yes.
16. LAC Institute ( DepEd Order 35 s., 2015)
She inquired if the body conducted LAC sessions. The responded no. Shen then moved on the arranging of
class schedule to give the same vacant hours to one department so that when LAC session is needed, it
would already be easier to convene.
17. Quality Management System
Dr. Arellano encouraged everyone to keep their MOVs. She told the body that she wont like to
hear teachers say that they are tired of IPCRF. She said if they tell such words, it means that they did not
work. She in fact stated that IPCRF is easy. They just have to keep the records, and photocopy at the end
for submission.
18. Projects
Dr. Arellano specified that all projects should be aligned with the SIP. If projects are
institutionalized she instructed the body to ask permission from the principal. She further stated that
activities should be documented. The body informed the principal that Mr. Jhun Ma I the one taking pictures
during school activities and Ms. Marlyn Simon is in charge with the documentation of all reports. Dr.
Arellano requested that Sir Ma will take a complete picture of the school with label. She said that the
technique is to document all reports.
19. Respective Assignments
Dr. Arellano asked the body of who is in charge of the following:
Adopt a School Proram-None
Research-None
Attendance- Mrs. Lilian Asuncion informed the body that there were already
drop outs and some advisers were not done yet in the LIS enrolment and EHRIS.
Dr. Arellano stressed the importance of being connected in the system since an
employee wont be allowed to take a leave of absence if he/she is not connected.
Immersion- Dr. Arellano said she was told everything ahs already been arraged
Liquidation- Mrs. Ruby Abad said it is updated
20. Search for the Most Outstanding Teacher and Personnel
Dr. Arellano encouraged everyone to submit papers for assessment. She informed the body that
there is one assessment for Teacher 1-Teacher 3. One assessment is also done for MT1-MT2 and another
assessment for Personnel.
21. Child Protection Committee
This should be submitted online by the ICT coordinator, Mrs. Lilian Asuncion.
22. Comfort Rooms
Mrs. Catubag remarked that the Comfort rooms in the Senior High School Building are not utilized
because there is no water system. Dr. Arellano instructed the ADAS to look into the possibility of using the
MOOE for it.
23. Senior High School
Dr. Arellano reiterated the time on task especially for the SHS. She explained to the body that students
in the SHS must no longer be disturbed in their classes like joining in the dance competition and other
activities. She further stated that athletics should be done during PE classes and cooking should be done in
cookery classes while academic activities are done during their academic time. However; if the students
wish to join, Dr. Arellano stated that they should not sacrifice their academic time. They should only have
their practices during Saturdays and Sundays and they will be excused on the days of the competition only.
She informed the SHS teachers that there will be Festival of Talents for Senior High School so they have to
prepare for this.
24. Accomplishment Report
Dr. Arellano declared the need to submit accomplishment reports especially on solicitation
collected. She narrated that in INHS, Mrs. Meredith Lauigan was able to solicit 30 thousand pesos and she
was able to purchase ceiling fans and help build the perimeter fence. In like manner, Mrs. Rose Baligod was
also able to solicit 20 thousand pesos. She informed the body tthat they forego supplies over the projects.
Dr. Arellano expressed pity on the classrooms when she made her rounds with Sir George this
morning. She appreciated the grounds for it was superb but she reiterated that something has to be done
on the classrooms. She said that the body should not just rely on MOOE. She repeated soliciting for ones
good. She encouraged everyone to establish projects, secure windows and make the classrooms child
friendly. She suggested painting of rooms.
She appealed to the body to help in the accomplishment of projects because she and Sir OLi cannot
just do things.
25. Gymnasium
Dr. Arellano told everyone that a lot of prayers is needed for the gymnasium. She informed he
body that a resolution has already been passed to the Provincial Governor and he promised to give once
the budget is approved but she said to forget about it because we will be the least priority for the so many
projects aligned. She explained that during her speech this morning, she nearly cried because it was raining.
She wanted to tell a lot of things but she cannot endure to see students under the rain. This is the reason
that the gymnasium should be finished.
Dr. Arellano narrated a similar scenario in INHS. The governor promise to give for their perimeter
fence. But they not rely much on that. The started on their own. She informed the body that she asked each
employees for a donation of 2,500 pesos. They had a total of P126,000. She explained that INHS employees
believed in her and she hoped that she will also be believed here.
She further related that tiles of the classrooms came from solicitations, granite from MOOE and
bostik, gravel and sand and others emanated from donations. As a result, they have beautiful rooms. 19
classrooms were tiled in just eight (8) months. She emphasized that labor comes from the teacher. She said
that professionals keep calling her, sending her messages asking her account number for them to send
money since they have seen the accomplishments, they want to share.
In as much as she wanted the classrooms to be like INHS too, she explained that it is not the priority
at the moment. The priority is the gymnasium.
26. Giving of Cards
She asked the body of when will the cards be given. Others told that they are not yet done with
their grades. Dr. Arellano reminded everyone that a week after examination, grades should have been
submitted. She instructed everyone to submit to Maam Regie Bauit the grading sheets.
She inquired on the General Recognition of Achievers. She was informed of the usual classroom
recognition done every semester where parents come and get the cards and students are recognized inside
the classroom. So she asked if the body does not want to do it in general, but the problem of venue was
raised. Mrs. Catubag informed Mrs. Arellano that the SHS will push through with the recognition of
achievers as a whole since the subjects offered now are different next semester so they need to recognize.
When asked of the venue, they suggested either in the pergola or the covered walk.
27. Other Matters:

A. Mrs. Love Joyce Casaguep informed the body that she attended the Division Consultative
Meeting for Science Coordinators. She was informed that the school should submit the School
Action Plan (Science) and that the Division Science fair will be held on October 5-7, 2017. Dr.
Arellano asked Mrs. Casaguep to do the action plan. Dr. Arellano asked Ms. Casaguep on the
winners of the Science Investigatory Project. Mrs. Casaguep said only one is left. Two are in
the Senior High School. She told that she is already training some.
B. DCP Package. Mrs Lilian Asuncuon said rhat when she asked if they need another unit for DCP,
she said yes but the problem is the room for it. Dr. Arellano questioned the readiness of the
school because it does not have a room to place the package; however if the school wont get
it now then they will give it to others.
C. Administrative room/Rooms
Dr. Arellano instructed Sir Citos to contact the Engr. regarding the completion of the admin
building. She also asked whether the rooms at the right side of the senior high school building are
already for demolition. Mr. Citos said they are still for submission. She then reprimanded those
who are staying at the gymnasium to make use of the rooms for the meantime since she does not
like to see students to study at the gymnasium. She instructed the teachers to arrange the
classroom. She was also informed that Grade 9 Oak does not also have room. Sir George suggested
that they can occupy the room beside his office. Dr. Arellano stressed that there should be no
students anymore in the gymnasium next week.
D. NCAE Examination
When asked about the rooms to be used for the examination, Mr. George C. Cauilan said
Room 8-13 will be utilized. Dr. Arellano was asked of the lunch and snacks for the examiners
tomorrow. She said to prepare whatever they plan. Mr. Cauilan also asked Mrs. Tangana of
the teachers that Mrs. Miriam Ballesteros instructed to be the examiners. The following were
the examiners chosen:
Mrs. Precy Angoluan-Room Supervisor
Mrs. Cecile Agabayani
Mr. Emmanuel Bala
Mr. Ernesto Cabigas
In lieu of Mrs. Juliet Manzano and Mrs. Ritchell Calubong whose advisory classes are for
immunization the next day, Mrs. Marily Agacaoili and Mrs. Marisol Paddamada will be the
examiners. Mr. Emmanuel Bala said he needs orientation since it is his first time to administer
such an exam. Dr. Arellano advised not to pressure the examinees because this is their
description as JHS. She explained that the test includes aptitude measuring their skills and
scholastic measuring their intelligence. It measures what was taught and learned. He warned
the examiners not to allow the students to copy in order to give an honest result of the NCAE.
She explained that if the scores will be low it means there is so much work to do and if the
score is high, there are still more work to improve. She then affirmed there are seven (7)
examiners including one supervisor to also come in school. Mrs. Ballesteros told that
examiners will just change schools.
E. Other Concerns
1. Community Involvement
Dr. Regina Bauit informed the body on the schedule of mass on August 31 in
celebration for the arrival of Our Lady of Fatima at Tuao West. Dr. Arellano initiated
the scheduling of sponsors in the mass. Since the Grade 8 and 9 wont be able to
attend, the Grade 10 will sponsor first and then shall go back to Grade 8, 9 and 7
respectively.
2. Remaining hours in school
Mr. Vicente Bunagan raised the issue of going home earlier than the usual time
because he has been teaching in six straight hours. He related that Mr. Loreto Oli had
permitted him during his time based on D.O 16 s., 2009. Dr Arellano refuted the idea
by saying that the two remaining hours should be spent in school or any related
activity so she instructed Mr. Bunagan to show the order for clarification. In the end,
Dr. Arellano said she does not have any problem on this because she knows the
difficulty of commuting. She stated that she can twist but enforced that when the
time calls that the employee should be in school, he should be there.
Dr. Arellano also visited the class program of teachers and found out that some
are under loaded. She asked of the activities these teachers do on these free time.
She even stipulated that even with advisory classes, the loads cannot suffice the 30
maximum hours needed to complete in a week. She also mentioned that only one
count is given to all advisory.
3. Computer Laboratory
Mrs. Lilian Asuncion informed for the repair and installation of the parts of
the hardware. Dr. Arellano told that since it was Mr. Taakas recommendation, his
presence should be requested. She also stipulated that the Computer teacher should
also be of help in the computer laboratories. She stated that requests should be
asked and she will endorse.
Dr. Arellano also requested Mrs. Lenie Naceno to set up the computer ready
for the laboratory every lesson and to check for the ICF. Upon looking on the schedule
of Mrs. Naceno, Dr. Arellano understood Mrs. Nacenos time because she has six (6)
academic loads.
Dr. Arellano emphasized that she expects much and she has to be assured
that when she is out, everyone works hard. She told the body to teach well, prepare
DLP and IMs and most importantly to prepare oneself. She also instructed everyone
that in case of absence, she/he has to inform the office emphasizing that he/she does
not own the world and for safety purposes too. She initiated the body on calling or
sending a message to the immediate boss when this happens. She also reminded
everyone to be punctual because the school is the center of the community and the
people see what teachers do. They might tell stories. Dr. Arellano mentioned that she
wants to hear good stories that glorify. Dr. Arellano demanded high commitment and
dedication of the body. She said that one has to like to be in Tuao because there are
many Tuaenos who also would like to work here. She also informed the body that
she will make rounds for ocular visit and listen to what the teachers say in class.
Dr. Arellano also reiterated that in the exigency of service, everyone has to
come to school.
4. Service Credits
Mr. Vicente Bunagan raised the issue of officiating officials as regards service
credits. Dr. Arellano has yet to ask authorities about this. As regards overload, she
recommended for service credits but not more than 15 days in a year. Mrs. Lourdes
Narag informed the principal that the service credits acquired during the Brigada
Eskwela has not yet been signed by the SDS. Dr. Arellano said it is automatic because
there is a special order on that. She also told that MTOT for SHS is also counted as
service credits. She also has to confirm first whether service credits is due to those
whose appointments came after the seminars attended.
5. Teaching
Dr. Arellano hoped that sitting down while teaching does not happen in
Senior High School. She mentioned that students observe teachers so much and
she warned everyone to be vigilant because these students name names to
teachers. The baptized teachers who are not working.
She informed the body that she usually gives her number to students and
parents for them to send messages. She said that she keeps these messages as
official record especially when children wanted the teacher to be replaced.
She told the body that she was very lax at Malummin before that she often
sees them now at the Division Office during class hours. She wanted the teachers
to be in school and teach vigorously. She also reminded the teachers not to go
out during class hours because something might happen outside. Further, she
believed that the life of all the children should be organized, the tasks given
should be given immediate results whether you are young or old.

Dr. Arellano expressed her advance apology in case she would be hurting anyone in the future. She
emphasized that this is only a job. She made Mr. Cabigas as an example who asked permission to get absent because
his mother is sick. She did not allow such because he is highly requested as an examiner for the NCAE.

Dr. Arellano said she will give instructions to heads to personally talk to each one. She said she is
empowering them for them to become better and change. She also wanted to ensure harmonious relationship to
everyone but emphasized not to be attached too much so that she wont have any reasons to stay when the time
comes to leave. Finally, she conveyed her gratitude to everyone and she hoped for a good working relationship.
