1.0 GENERAL
1.1 Introduction
OIL & GAS Development Company Ltd. (OGDCL) is operating NASHPA Oil & Gas fields in Khyber
Pakhtunkhwa of Islamic Republic of Pakistan. OGDCL intends to install LPG Recovery Plant, Compressors &
Allied Facilities at this field.
1.2 Scope
This specification covers the minimum technical requirement for design, manufacture, supply, inspection,
testing and commissioning of LPG Loading Arms to be used in Gas Processing, LPG Recovery Plant and Allied
Facilities at Nashpa Oil Field.
1.3 Definitions
1.4.2 Any errors or omissions noted by the VENDOR in this Specification shall be immediately brought to the
attention of the COMPANY.
1.5 Deviations
All deviations to this Specification, other related specifications or attachments shall be brought to the
knowledge of the COMPANY as a section in the bid. All deviations made during the procurement, design,

manufacturing, testing and inspection shall be with written approval of the COMPANY prior to execution of
Work. Such deviations shall be shown in the documentation prepared by the VENDOR.
In the event of any conflict, inconsistency or ambiguity between VENDORs scope of work, this Specification,
National Codes and Standards, and referenced in the Project Specification or any other documents, VENDOR
shall refer to COMPANY/CONTRACTOR whose decision shall prevail.
1.7.1 A reporting and documentation system shall be agreed between VENDOR and
COMPANY/CONSULTANT/CONTRACTOR for the status of procurement, design, manufacturing,
inspection, testing and shipment of the equipment/material to be supplied under this specification.
VENDOR shall provide reports and summaries for production performance and testing operations in
conformance with a manufacturing schedule approved by COMPANY.
1.7.2 Daily, weekly, monthly and run summaries of all major aspects of the production process shall be
provided as reports to COMPANY/CONSULTANT/CONTRACTOR.
In addition to the inspection and witnessing of tests by the inspectors to be appointed by the
COMPANY during the manufacturing and shipment of the equipment/material, COMPANY may appoint
a third party or its own inspector for witnessing of the inspection and tests to be carried out at
VENDORs facility under this specification.
VENDOR shall be responsible for the complete design, manufacture, supply, fabrication, construction,
installation/erection, inspection and testing of the LPG/Propane Loading arms, including full compliance with all
applicable design codes and standards, including those listed in Section 2.0 of this document and the
requirements of the certifying authority, if applicable. VENDOR shall handle and expedite drawings and data,
and supervise and coordinate all inspection and testing.
VENDOR shall guarantee that all material and parts included in construction of the specified Centrifugal pump
shall be new, unused and of the required/ specified grade.
Any work or material found to be defective or which doesnt meet the requirement of this specification,
datasheets, P&ID and other reference specifications SHALL be replaced by the VENDOR at his own expense.
1.9.2 VENDOR shall certify that the equipment supplied is suitable for the purpose intended, and that it shall
meet or exceed COMPANYs needs as specified in this document, other project specifications, data
sheets.

1.9.3 VENDOR is responsible for providing any material, accessory items or equipment, in addition to that
referred to in this specification, which is required to provide a safe and efficient LPG/Propane Loading
arms.
1.10 Documentation
1.10.1 Documents, calculation sheets, drawings, etc., to be submitted to the COMPANY/CONTRACTOR shall
be in English Language.
1.10.2 Unless otherwise specified, the imperial units shall be used in documents and drawings.
1.10.3 The form of drawings and documents may be as per the CONTRACTOR/VENDORs Standards.
However, the format of the data sheet will be submitted to COMPANY for approval.
1.10.4 Variations from or additions to this specification shall be called to the attention of the COMPANY and
approved in writing by the COMPANY prior to starting fabrication.
1.10.5 Information for installation, operating, maintenance or inspection purposes shall be submitted to
COMPANY.
3.0 DESIGN
3.1 Materials
The materials of construction shall be to the manufacturers standards but with full consideration given to the
fluids being handled. In selecting materials special consideration shall be given to seals and gaskets to
ensure that the life of these components is not unduly compromised. Failure of such components shall not
lead to major leaks.
Designs shall generally conform to ANSI B31.3 with fabrication to ASME IX standards.This does not preclude
proprietary designs provided it can be demonstrated that the principles and integrity of the design equals or
exceeds the requirements of the above standards.

3.3 Design Features
3.3.1 All loading arms shall be equipped with dry break-away coupling between connecting coupler and
manual stop valve for accidental moving of the truck, which provides built-in self closing valves at the
coupling when released.
3.3.2 A drop tube swivel shall be provided with handle for manipulation of the arm.
3.3.3 All loading arms shall be provided with one (1) limit switch to identify stowed or in use.
3.3.4 A drip bucket shall be provided for each loading arm to collect drips when the arm is stored after use.
3.3.5 Swivel joints shall have suitable bearing configuration to minimize operator effort. Swivel joints shall be
capable of being lubricated without dismantling. Lubrication points shall be readily accessible in both
stored as well as maintenance position.
3.3.6 Park Lock a mechanical tie-down device shall be provided to keep each loading arm from moving in
the stowed position during high winds.
3.3.7 The loading arm connecting flange shall be 300 lb raised face and shall be designed for all stress
loads.
3.3.8 The loading arm shall be equipped with an adjustable torsion spring balance mechanism with
protective cover that will maintain the arm in complete balance throughout its working range and shall
be designed to protect the mechanism against abnormal operation.
3.3.9 The loading arm assembly including metallurgy, gaskets, and seals shall be designed for the product
and temperature and pressure conditions specified.
Each loading Arms scope of supply shall include (but not limited to) the following:
Stand columns, rotary joints, liquid tube arm lock device, liquid pipe, liquid pipe outside arm, liquid pipe
swinging arm, liquid pipe interface flange, liquid pipe cutting ball valve, liquid pipe joint quickly, the gas phase
tube arm lock device, gas phase tube arm, gas phase tube outer arms, gas phase tube of swinging arm,
balancing system, gas phase interface flange, gas pipe cutting ball valve, gas pipe fast connection, etc.Stable
condensate loading Arms using jacketed type or soft hard tube composite crane tube, realize airtight loading,
request with seal cap, emptying system and flame arrester, etc.
1Detail technical description of all items of equipment offered to meet the requirements of this specification.
5List of commissioning and 2 years operating sparesseparately priced for each component.
5.0 GUARANTEES
The vendor shall guarantee that the equipment furnished is free from fault in design, workmanship, is of sufficient
size and capacity, and of proper material to satisfactorily fulfill the operating conditions specified. Should any defect in
design, material, workmanship or operating characteristics develop during the first year of operation, or be determined
as a result of the performance test, the vendor shall make all necessary alterations, repairs, and replacements of
defective equipment, free of charge, and shall pay all transportation involved to and from the installation. If the defect or
failure to function cannot be corrected, the supplier shall replace promptly free of charge the equipment

2Vendors are required to detail the lubricant specification on the Lubricant Schedule whose forms are as per
Purchasers standard.
3Vendors are required to advise of the expected quantities required for initial charge and one-year operation and
the criteria for replacement.
CONTRACTOR reserves the right to engage a Third Party inspection agency to provide a quality control
service for inspection and witnessing tests in VENDORs workshops ensuring compliance with the
requirements of the relevant codes, standards, and project specifications.
The warranty shall be for a period of 18 months from date of initial commissioning or for a period of not less
than 36 months from date of shipment/dispatch, whichever is earlier.
