ASSIGNMENT 16

1. Write a short note on how private and voluntary organizations can improve

our education system.

Answer:

The Role of Voluntary or Private Organizations in Education

In ancient India, schools were run by kings, landlords or philanthropists. The East
India Company also started providing grants to the programs run by voluntary
organizations. The Hunter commission was of the view that private and voluntary
agencies should be given grants to promote education. After independence, the
Indian government continued giving voluntary organizations support in organizing
educational programs. However, more and more restrictions were imposed on
private and voluntary organizations.

Advantages and Disadvantages

There are many advantages and disadvantages in letting voluntary organizations

participate in the educational arena. The disadvantages are:

Voluntary and private organizations may perpetuate class difference among

the students. Since these educational institutions charge huge fees, only the
rich and the influential can afford the education.

The wealthy and influential can get contented with the education provided in
private organizations. As they can afford the fees charged by private
organizations, the rich might not actively participate in improving the
educational scenario of the country in general.
Since private institutions are run by private bodies, the fees involved are
much higher compared to government educational organizations. High fees
and high end infrastructure of private schools may lead to commercialization
of education as voluntary organizations are mostly run by private
commercial firms.

Voluntary organizations can be run by religious or fundamentalist

organizations. This will make the educational institutions run by them
denominational which can in turn lead to the schools promoting narrow
religious view. In a secular country like India educational institutions
spreading religious views is not desirable.

The advantages are as listed below:

Its a constitutional right for minority groups to set up educational

institutions. By letting voluntary and private organizations set up school we
are honoring our constitution and letting the community preserve their moral
and cultural values.

Voluntary organizations take initiatives. Many missionaries have set up

schools in hilly and backward areas promoting education among the
backward communities and areas where there were no schools. Many such
voluntary organizations have played a commendable role in the betterment
of primary education in our country.
By maintaining schools run by voluntary organizations, the government can
save a lot of expenditure. The private organizations will raise their own
funds to an extent and the government can support them with grants and
subsidies.

With adequate supervision and evaluation, proper standards of education and

secularist practices can be encouraged in educational institutions across the
country.

The private and voluntary organizations play an important role in conducting

non formal educational programs such as adult education, early childhood
education, education for the disabled etc. Many educational committees and
commissions have taken positive view towards such organizations and have
observed that the government should involve such organizations widely in
educational programs of the country.
