Report on Load Crash in Northern Grid and complete station outage at 400kV
Bawana (DTL from 16:00hrs of 21st May17 onwards
The Northern Region (NR) experienced demand crash on account of rain with thunderstorm. A
Flash report for the same was issued by NRLDC on 21-May-17. The event based upon data
received and available is summarized below:

The demand in Delhi and Haryana started decreasing from 16:00hrs followed by
demand reduction in Uttar Pradesh (UP) and Uttarakhand from 17:00hrs and 17:30hrs
respectively (Details attached at Annexure-1
9 no. of 400kV & above transmission elements tripped during 16:18hrs to 17:43hrs. (List
of tripped lines is attached at Annexure 2).
A demand crash of around 10GW was observed in the northern region. (Details attached
at Annexure-3).
Overall, NR energy consumption reduced from 1078 MUs on 20th to 1010 MUs on 21st
May17.
At 16:47hrs, All lines emanating from 400 kV Bawana substation tripped ,incurring load
loss of 700MW .This event is categorized as GD-1.

The antecedent conditions are as follows:

o Grid Frequency : 50.15Hz


o NR Demand met : 42008 MW
o Net Inter Regional Import : 5490 MW
o HVDC Rihand-Dadri Flow : 1000 MW (Rihand to Dadri)
o HVDC Balia-Bhiwadi Flow : 250 MW (Bhiwadi to Balia)
o Vindhyachal BtB Flow : 500 MW (North-west)
o HVDC Mundra-Mahendergarh : 1600 MW (WR to NR)
o 765kV Agra-Gwalior D/C : 1200 MW (towards NR)

Preliminary Observations:-

From PMU:-
1.Multiple transient dip in all three phases observed over the period of thunderstorm.

From SOE:-
Majority of lines connected to Bawana tripped at 16:47hrs to16:48hrs.

( plots attached in Annexure-iv)

Mitigation measures taken:

The warning regarding likely thunderstorm/dust storm in NR as per IMD report was sent
earlier in the day. (The warning issued by IMD is given at Annexure-V.).
Alerts were issued to all concerned to reduce under-drawl and for backing down of
generation in order to control high frequency operation besides containing over-
voltages.
Immediate actions were taken to surrender power from ISGS generating stations &
ancillary down (RRAS down) were imposed (up to 55% technical minimum). Hydro
generation in the region was also reduced base on the grid requirement.

States may provide the detailed report for the above load crash event, Delhi/Haryana may send the
DR/EL of the lines tripped at their end along with detailed report.
