This session will build on conversation of our panel experts. Their discussion will be based on
results of a recent survey that was conducted across the membership of the LHA Trust Funds
and will be further augmented with open-mic questions and concerns from the members of the
audience

Meet Your Faculty
We would like to thank our Violence in the ED presenters for agreeing to speak at our symposium this year. Violence in the
Emergency Department is increasing rapidly so each facility must be proactive in their policies and procedures to ensure
their employees know how to react if a violent person enters their facility.

Norris D. Yarbrough is Director of Tulane Universitys Emergency Response program. In this role he
is responsible for developing and administering Tulanes all hazard emergency response program.
Prior to joining Tulane University, Norris was employed by Ochsner Health System where he served as
Asst. Vice President of Emergency Preparedness and Response. Norris is certified by the International
Association of Emergency Managers and Louisiana Emergency Preparedness Association as an
Emergency Manager, considered an expert in the field of emergeency management and corporate
security programs.

Sgt. Roger Barnes is a 26-year law enforcement veteran and the Community Policing Coordinator
for the Tulane University Police Department, where he has been employed for the last 13 years. In
2012, Sgt. Barnes became a Nationally Certified Crime Prevention Specialist and an instructor in
Crime Prevention Through Environmental Design (CPTED). He coordinates several crime prevention
and community policing projects for all of the Tulane University campuses and abroad such as active
shooter presentations, safety fairs, safety orientations for several groups (such as academic, athletic,
and social groups), conducts crime prevention assessments for renovation and new construction
projects (to include lighting, locking, and video recommendations), all other safety in an effort to
improve the level of safety wherever these techniques are used.

Jeremiah Meck, RN, is the Director of Emergency Preparedness at Acadia St. Landry Hospital. He
was born and raised in the state of Pennsylvania, where he attended and graduated from the Reading
Hospital School of Nursing located in West Reading, Pennsylvania. He has been a Registered Nurse
for 9 years specializing in Emergency Medicine. For the past two years he has been in Emergency
Preparedness, Safety, and Risk Management along with being the project manager for a recent
Electronic Health Record implementation at his current facility. After becoming a nurse in 2006 and
gaining experience in busy Emergency Departments in Florida, he took to the road for the next four and
a half years as a travel nurse. Jeremiah has worked in emergency rooms from Florida to Alaska and
Vermont to California along with some mission work in South America prior to settling down in southern
Louisiana. He has experience in working large city hospital trauma centers and rural critical access
hospitals, as well as working as a flight nurse in the rural Alaskan town of Nome.

Jim Craft is currently the Executive Director of the Louisiana Commission on Law Enforcement
appointed by Governor John Bel Edwards in January of 2016. Prior to this appointment, Mr. Craft was
Lafayette Chief of Police. Throughout his 39-year career at the Lafayette Police Department, he held
command positions in the Patrol Division, Criminal Investigation Division, and Services Divisions. He
also commanded the Departments SWAT Team and Dignitary Protection Team. After an active shooter
incident in Lafayette on July 23, 2015, Craft was instrumental in keeping the national media and the
public informed with critical information. During the days that followed, he coordinated the ensuing
investigation with numerous local, state and federal agencies.

Mr. Craft earned his Associate Degree in Criminal Justice from Louisiana State University and a Bachelor
of Science in Criminal Justice from the University of Southwestern Louisiana. Other achievements
include being a graduate of the F.B.I. National Academy and the F.B.I. Law Enforcement Executive
Leadership School. He has served as a member of the Louisiana Highway Safety Commission, the
Lafayette Parish Communication District, the Criminal Justice Coordinating Committee and other local
boards and associations as well as a past president of the Louisiana Association of Chiefs of Police.
Meet Your Faculty
John Derenbecker has practiced law for 30 years. For the first 12 years, he represented clients in
defending personal injury, general corporate, and environmental litigation in New Orleans and Baton
Rouge. For the last 18 years, he has been employed as the Chief Legal Officer for North Oaks Health
System in Hammond. As Chief Legal Officer, he is is a member of the North Oaks Executive Management
Team and is responsible for counseling the Board of Commissioners and Administration on all corporate
legal matters and healthcare law issues; directing and managing the Systems litigation, insurance,
and contracts processes; and advising System managers in legal compliance, risk management,
employment, governmental, public relations, ethics, and other legal, regulatory, and procedural
matters. In addition to his juris doctorate, Mr. Derenbecker has a Master of Science in Health Services
Administration.

Mark Olivier, MD, FACEP, FAAFP, is a native of Cecilia, LA and Lifetime Eagle Scout who brings 26 years
of experience in ED practice, ED operations, and risk management/patient safety. As Risk Management
Medical Advisor for Schumacher Clinical Partners, he is responsible for quality improvement and risk
management activities. In this role, using quality and risk management reviews, he provides a resource
for medicolegal and patient safety education. He is a past president of the Louisiana ACEP Chapter
and currently serves on the National ACEP Medical/Legal Committee. On a state level he serves on the
Medical Legal Interprofessional Committee as a representative of the Louisiana State Medical Society.
Clinically, Dr. Olivier has worked as an emergency physician at Opelousas General Health System since
1990 where he served as Medical Director of the Emergency Department for 16 years and hospital Chief
of Staff for two of those years. Dr. Olivier received his medical degree from Louisiana State University.

Percy Mosely is the Director of Protective Services and Safety at Terrebonne General Medical
Center, he has over 30 years law enforcement, U.S. Army Military Police, Terrebonne Parish Sheriff
Office Lieutenant (motor officer). He has been in Health Care Security for approximately 20 years. He
is currently the Emergency Management Coordinator for the Region 3 area which encompasses six
parishes and seventeen hospitals. When he is not boots on the ground at the hospital he enjoys working
in his shop building benches, picnic tables and water fountains; he also enjoys riding his personal
motorcycles. Percy is also on the committee for the Wounded War Heroes.

Randall L. Champagne was born in Port Barre, Louisiana in 1957. He completed a B.A. in Political
Science at L.S.U. and received a J.D. degree from L.S.U. in 1982. He is a partner with the Baton Rouge
firm of Watson, Blanche, Wilson & Posner where his practice includes health care law, defense
medical malpractice litigation, and labor law. He is a member of the Baton Rouge, Louisiana State
and Federal Bar Association as well as the Louisiana Association of Defense Counsel, the Defense
Research Institute, and the Louisiana Society of Hospital Attorneys.

Thomas Pokey Anders has served as the Safety Director at Lane Regional Medical Center for
the past four years. In his role as Safety Director, he manages the Life Safety, Security, Emergency
Management, & Risk Management for the hospital campus. Prior to Lane, he retired as Deputy Fire
Chief from the Zachary Fire Department, completing a 25 year career in the fire service. Pokey spent
many of his years in the fire service instructing other first responders around the state and country.
He served as an instructor for U.S. Department of Homeland Security Weapons of Mass Destruction
Training, teaching Incident Response to Terrorist Bombings programs and Prevention of and Response
to Suicide Bombing Incidents in Socorro, New Mexico. He is currently active in Louisiana Region
2 Healthcare Emergency Preparedness Coalition and pursuing certification as a Certified Healthcare
Safety Professional.
